islands.
In Elba island, looking at Europe from the sea
At the end of May we will return to talk about sea. We
did it last year with the Second regional conference on
Tuscan sea, that has come to an end in June at Livorno.
On the 29th and 30th of May it will be the turn of
Elba island, that will host a European conference on
minor islands, preceded for the entire week by events,
workshops, seminars and exhibitions. We will speak
about sea also on the 20th of May in Florence when,
during the European day of sea, we will bring Tuscan
sea in Florence. It is not an extemporary appointment,
but an already-traced pathway. Problems on the
table and indications are those derived from last year
debate and reflections, that the regional council has
recently taken into account approving the guidelines
for the next three years. The password is integration.
We will talk about competitiveness, quality of life in
the islands, accessibility and maritime connections,
tourism and fishing, education, energy sources, waste
disposal and water supply. Looking with attention at
the indication of the Green Book and Blue Book of
the European Commission on Community maritime
politics, in observance to the principle of subsidiarity
wished by European Union.
The resources are those ordinary and budgetary of
sector politics: among them, some examples, 421
millions allocated for Tuscan logistic platform, 5,8
millions for leisure boating, 3,2 millions for fishing and
aquaculture. And more: 32 millions for the harbours
of Livorno, Carrara and Piombino, 6,3 millions for
the harbours of Viareggio, Porto Santo Stefano and
Marina di Campo.
For a better coordination there will be a change in
the method of implementation for maritime politics.
It arises, in fact, a new Sea Council, a union between
Region and local institutions but also between NorthWest Tuscan Area and South-Central Tuscan Area. Its
members will be representatives of coast provinces,
municipalities and islands. There will be decided
strategies and action to be followed for the next year.
There will be verified the completed projects, with the
awareness that services and infrastructures must be
developed with a particular attention on a sustainable
development of Tuscan coast.

The extraordinary heritage of the minor islands
ANCIM is an association that gather all the Italian
minor islands: a system that crosses seven regions with
47 populated islands and 36 municipalities, 180,000
residents, and more than 20 millions tourists during
summer.
An extraordinary peculiarity of environmental values
and historical heritage, that needs a deserved reward
to overcome its weaknesses. For this reason we
thought of an event such as Insulae, where it would be
possible to show to Italy and Europe our originalities,
but also the needs of residents, together with
colleagues of European little islands associations.
Italian minor islands could, in fact, turn into concrete
possibilities to experience new practices and new
relations between different levels of government.
Our country could become the heart of a renewed
politic for the Mediterranean Sea, which must
represent a common space for peaceful cooperation,
an area of little exchange, of shared development of
human resources and intercultural dialogue, capable
to contribute to reassemble regional balances of
European Union.
Insulae wants to attract the attention and get concrete
results in favour of politics for insularity: to voice an
international political debate on Euro-Mediterranean
politics, bringing physically the discussion on an island
like Elba, fascinating for its natural beauties, historical
meeting place for all the Mediterranean sailors and
conquerors, that offers a qualified welcome to all the
people that participate. I’m sure that this event will
provoke and guide a new debate on the themes of
regional politics between Northern Europe and the
Southern shore of Mediterranean Sea.

A week to discover Elba Island and Tuscan Archipelago
Insulae is also a unique occasion to discover Tuscan
Archipelago, its environmental marvels, the extraordinary history of its territories and peoples, the curiosity
of its traditions and folklore, the liveliness of culture,
the excellence of food and drinks. An intense calendar
of collateral initiatives fills the entire week for people
attending the conference, accompanying people and
for all guests.
Music turning around
Among collateral events, music has a particularly important role, as universal language, able to connect different cultures, traditions, identities: creating a relationship between the numerous islands in the world.
In particular the main protagonist will be the renovating Tuscan tradition, musical experiences linked to
territory and tradition that renovate their language
and talk about contemporaneity.
Folklore and traditions
Folklore and tradition with the historical cortege of
Innamorata in Capoliveri.
Didactics workshops
Over and under the sea. Didactic workshops, organized
in collaboration with the National Park, present the
biodiversity in the Archipelago.
Market of islands typical products
In Piazza d’Arme, in front of De Laugier conference
centre, will be organized stands for tasting and selling
of islands typical products.
Guided tours
Guided tours of the island will be arranged: from the
Archaeological Museum to Napoleon Villa, from the
Mines to boat excursions toward the other islands.
Taste itineraries
The circuit of open cellars will offer the opportunity of
guided tours and typical island products tasting.
