Country Development Marketplaces (CDMs) are replicas of the global program organized by local
World Bank offices at a national or regional level. CDMs are specifically designed to address
development issues of particular relevance for a specific country or group of countries. Awards
typically fall between US$5,000 and US$25,000, and winners are most often local organizations or
those that focus specifically on issues in the target geographies. To date, CDMs have awarded over

La Fondazione CRT nasce nel 1991 dalla privatizzazione della Cassa di Risparmio di Torino, derivante
dall'
applicazione del DL. 356 del 1990: oggi è un ente privato non profit la cui attività trova radici ideali

opera “filantropica” svolta dalla Cassa di Risparmio di Torino fin dal 1827.
La Fondazione interviene nei settori chiave per lo sviluppo del Piemonte e della Valle d’ Aosta: dalla

svilupperà con la prosecuzione e l’ attivazione di progetti propri della Fondazione CRT, ai quali sarà

Oltre alla possibilità di presentare progetti genericamente rientranti nell’ ambito dei settori di attività
istituzionale, nel corso del 2006 sono state riproposte ed integrate le OLQHHGLLQWHUYHQWR dedicate a specifici
ambiti entro i vari settori. Per aderire è sufficiente compilare la modulistica disponibile nella sezione
&RQWULEXWL e inviarla via posta ordinaria alla Fondazione, rispettando le scadenze previste per ciascuna linea
di intervento. Nel caso il progetto che si intende presentare non rientri in alcuna delle linee di intervento sotto
riportate non vi sono scadenze specifiche da rispettare per la presentazione della domanda. Le domande
presentate nell’ ambito delle sopraelencate linee di contributo specifiche saranno esaminate HQWURJLRUQL a
partire dalla data di scadenza della presentazione.

terapeutici; l’indagine del rapporto tra medicina e politiche di gestione sanitaria; l’indagine del rapporto tra
medicina ed aspetti socio-economici del territorio.
Destinatari: Associazioni scientifiche, Aziende Sanitarie, Dipartimenti Universitari, Enti Pubblici gestori
della programmazione di settore.
Il contributo massimo erogabile è di 15.000 euro con un cofinaziamento minimo pari al 50% del costo totale.
Le domande potranno essere presentate entro due scadenze: 30 aprile 2006; 30 settembre 2006.

Sostegno alle attività museali ed espositive o promozione dell'
istituzione di nuovi musei e riordino di quelli
esistenti. Allestimento di mostre, premi ed esposizioni nel campo delle arti visive edel patrimonio storicoculturale e relative attività editoriali.
Destinatari: Enti locali, musei, Istituti scolastici o d’ arte, associazioni ed enti di produzione artistica di natura
pubblica o privata che svolgano con esperienza comprovata un’ attività nel settore espositivo.
Il contributo massimo erogabile è di 60.000 euro.

CREARE PARTNERSHIP INTERNAZIONALI PER LO SVILUPPO
La procedura di presentazione delle richieste di contributo nell’ ambito del
presente Bando prevede un momento preliminare di confronto con gli uffici
della Fondazione Cariplo, finalizzato a comprendere con precisione le
caratteristiche del progetto, individuare la coerenza e la fattibilità
dell’ operazione proposta e valutare l’ affidabilità dell’ organizzazione
richiedente.
Si richiede pertanto alle organizzazioni proponenti di sottoporre alla
Fondazione una pre-proposta sintetica, compilando l’ apposito formulario
(Scheda di pre-proposta per i Bandi senza scadenza) per accedere al quale è
necessario registrarsi.
La Scheda di pre-proposta deve essere inviata unicamente online e non
rappresenta una richiesta di contributo. Solo dopo aver inviato la preproposta, infatti, le organizzazioni contattate dagli uffici della Fondazione
Cariplo, avranno accesso alla compilazione del Modulo A e potranno
presentare regolare domanda di contributo, sulla base della procedura
illustrata nella Guida alla presentazione dei progetti.
3DHVLGLLQWHUYHQWR I progetti possono essere realizzati in Africa, America Latina e Asia.
L’ azione può essere svolta su due o più paesi se questi sono confinanti e/o
con caratteristiche sociali, culturali ed economiche simili oppure se il partner
locale rappresenta una comunità radicata in più stati (per esempio la
comunità andina in America Latina).
Il Bando sosterrà la diffusione di iniziative di cooperazione fondate sul
7HPDGHOEDQGR
partenariato tra soggetti italiani e organizzazioni dei paesi in via di
sviluppo di Africa, America Latina e Asia. Obiettivo del Bando è infatti
quello di favorire lo sviluppo locale – duraturo ed equo – di alcune aree
svantaggiate del mondo attraverso la partecipazione della comunità locale
e il rafforzamento delle capacità endogene di sviluppo. Un simile obiettivo
può essere raggiunto solo attraverso progetti che siano in grado di
mobilitare le popolazioni e le comunità locali - tenendo conto dei loro
bisogni e delle loro priorità – e di rafforzare il ruolo e la posizione della
società civile nei processi di sviluppo.
Questo obiettivo dovrà essere perseguito attraverso la costruzione di
partnership tra soggetti radicati nelle zone storicamente oggetto degli
interventi della Fondazione Cariplo (l’ area che comprende la Lombardia e le
province di Novara e Verbania) e organizzazioni locali attive nei paesi in via
di sviluppo.
Le organizzazioni nonprofit che abbiano la sede legale e/o una sede

operativa le cui attività siano effettivamente dimostrabili (ad esempio:
ottenimento di finanziamenti da parte della Regione Lombardia per
progetti di cooperazione allo sviluppo, partecipazione alla Associazione
delle ONG della Lombardia) nell’ area territoriale di riferimento della
Fondazione Cariplo: la Lombardia e le province di Novara e Verbania.
Il budget a disposizione del presente Bando senza scadenza, con riferimento

Piano d’azione: Promuovere il miglioramento dei processi educativi
per la crescita della persona nella comunità
Il Bando intende promuovere il rafforzamento del ruolo della società civile e
la diffusione di comportamenti ambientalmente corretti attraverso iniziative
di educazione ambientale. Tali iniziative dovranno essere finalizzate a
sviluppare capacità operative e di azione responsabile da parte di singoli o di
gruppi, mirate all’ adozione di specifici comportamenti volti alla
conservazione e al miglioramento dell’ ambiente.
Ferme restando le indicazioni generali della Guida alla presentazione dei
progetti, il Bando è aperto alle organizzazioni nonprofit (quindi di natura
privata) con esperienza nel settore ambientale. Alle organizzazioni
richiedenti viene inoltre richiesta l’ esplicita disponibilità a fornire
adeguato materiale in formato elettronico sul progetto e la sua evoluzione
e l’ accettazione del fatto che tale materiale possa essere reso pubblico
tramite internet.
Oltre al rispetto dei precedenti vincoli, i progetti verranno selezionati in
base ai seguenti criteri:
Àincremento della capacità dei destinatari dell’ iniziativa di risolvere
problemi ambientali e attivare comportamenti ambientalmente
corretti;
Àdiffusione territoriale, soprattutto grazie alla connessione di più
organizzazioni;
Àrispetto del luogo e degli aspetti culturali e di tradizione dello stesso;
Àcontinuità nel tempo dell’ iniziativa;
Àampiezza delle ricadute dell’ intervento;
Àpresenza di effettive forme di monitoraggio e valutazione.
Che cosa non si finanzia
ÀIniziative volte unicamente allo studio e alla conoscenza
dell’ ambiente e delle sue dinamiche.
ÀIniziative di mera sensibilizzazione alle tematiche ambientali non
mirate alla modifica di comportamenti.
ÀConferenze o seminari, qualora non inseriti in uno specifico progetto
educativo.
ÀLa produzione di strumenti educativi (ad es. libri, CD rom,
documentari, ecc.) non inseriti in uno specifico progetto educativo.
ÀLe attività didattiche abitualmente svolte dalle istituzioni scolastiche.
ÀInterventi strutturali su immobili, anche se finalizzati ad attività di
educazione ambientale.
ÀLa gestione ordinaria delle attività usualmente svolte dalle
organizzazioni.
Il budget a disposizione del presente Bando con scadenza ammonta a 1,5

- EUR 300.000 for applicants that are nationals1 of a Member State of
the European Economic Area (EEA) (also applies to the justified exceptional
cases where applicants are nationals of another developed country – see
section 2.1.1, global projects).

country eligible under this call for country and regional level projects as

Thematic criteria

z Actions that support sustainable social, human, environmental and
economic development processes in developing countries and that
mainstream institutional support and capacity building for local
development structures with the aim of improving their internal
organisation, strengthening their financial management capacities and
developing their analytical and advocacy skills.
z Actions that support and facilitate either the linking of relief,
rehabilitation and development (LRRD) activities in countries emerging
from a crisis following natural or man-made disasters or disaster
preparedness and prevention (DPP).
z Actions that are undertaken in countries affected by conflict and/or
where official EC co-operation is suspended, unavailable or reduced.
In order to be eligible for a grant, applicants (development NGOs) must

z They must be constituted as autonomous, non-profit-making, nongovernmental organisations in a Member State of the European Union, in
accordance with the laws in force in that State ;
z They must have their headquarters in a Member State of the European

z The majority of their financial resources must come from sources in
countries within the European Union.
In addition, NGOs must:
z Provide evidence of having regularly carried out development activities
for at least three years at the time the application is made to the EC (see
Annex A, Application Form, section II and supporting documents);
z Provide evidence that development is a priority sector of the NGO’ s
activities (see Annex A, Application Form, section II and supporting
documents);
z Have the capacity to mobilise, for development-related actions, private
financial resources and possibly other support within Europe, as well as
in the developing countries where appropriate;
z Have adequate experience in the field of development of the kind
covered by this programme (see points 1.1 and 1.2 ).

Applications may be presented by an individual NGO or by an NGO

available. The European Commission reserves also the right not to award all

Applications for a Block Grant may be made by an individual NGO or by an

Applicants (development NGOs) must comply with the following conditions
in order to be eligible for a grant:
z The NGO must have had at least three (3) co-financing contracts from
Budget line 21 02 03 (ex B7-6000) for actions in developing countries
and/or Block Grants between 2001 and 2005 and must have fulfilled its
contractual obligations for those contracts . In the case of an NGO
network, this will apply also to at least three (3) members of the network.
Instead of the above requirement, an NGO from a newly acceded Member
State must be able to demonstrate that it has received at least three
financing/co-financing contracts for actions in developing countries from
either the European Commission, one of the agencies of the United Nations
or the World Bank between 2001 and 2005 and that it has fulfilled its
contractual obligations for those contracts.
In addition, NGOs must:
z provide evidence of having regularly carried out development activities
for at least three years at the time the application is made to the EC (see
Annex A, Application Form, section II and supporting documents);

justified cases, the EC may accept applicants which are nationals of another
country if necessary to effectively implement the action proposed;
For regional projects, be nationals of any focus country of the region in
which the action will take place as indicated under point 2.1.3 (“projects at

The overall indicative amount made available under this call for proposals is
EUR 5.2 million from the budget 2005. Subject to the final decision of the
Budgetary Authority, an additional similar amount will be allocated to this
call for proposals from the 2006 budget. The final amount will be decided by
the Commission in the EIDHR Annual Work Programme 2006.

Union.
Activities which form part of an action may also be carried out, in a limited
scale, in other countries, in particular in developing countries concerned by
the issues, provided that the activities in developing countries contribute
directly to raising awareness in the EU of the issues.
In this general framework set up in the Council Regulation n° 1658/98 of 17
7HPDGHOEDQGR
July 1998, and amongst actions that seek to contribute to the general
objective set out above, priority will be given in 2005 to actions that meet
one or more of the following criteria:
z They aim to highlight the interdependence of the EU and developing
countries,
z They seek to mobilize support for more equitable North-South relations,
z They encourage cooperation between NGOs
z They enable partners in the developing countries to play an active part.
z They ensure an enlarged-EU dimension by involving NGOs from the
new Member States, including actions that facilitate exchanges of
experiences and networking between NGOs from the fifteen Member
States and the Member states which have joined the EU in May 2004.
To be eligible for co-financing, awareness-raising actions must comply with
the SULRULWLHVGHVFULEHGLQSRLQWRIWKHVHJXLGHOLQHV
Moreover, awareness-raising actions must:
• aim to raise public awareness of the problems that developing countries
are facing and of relations between the South and the North;

• be targeted at clearly defined groups and deal with clearly defined issues;

• be based on a sound analysis of the issues and on a good knowledge of

Member States;

countries and/or the impact of EU policies on those countries.

awareness of development issues.
Additional eligibility criteria for members of a consortium or of a network
In addition to the basic criteria listed above, the following criteria will apply
to a consortium of NGOs:
z if an action is presented by a consortium, the basic eligibility criteria
listed above must be satisfied individually by all members of the
consortium;
z all consortium members must contribute significant financial and/or
other resources and play an active role in the action presented for cofinancing.
An NGO network6 can be assimilated to a consortium and thus benefit from
a higher level of funding as long as:
z in the case of a national network, at least two of its members participate
actively and substantially in the implementation of the action ;
z in the case of a European network, members of at least three Member
States participate actively and substantially in the implementation of the
action.

There are no restrictions on the total cost of the Action. However, the
Community grant applied for must fall within EUR 50,000 (minimum

As far as the programme for 2005 is concerned, the European Commission

Nell’ ambito del presente invito saranno sostenuti progetti volti a

JLRYDQLOHfra l’ Unione europea, i paesi candidati, i paesi del SEE/AELS

Latina. I progetti dovranno avere come RELHWWLYRJHQHUDOHquello di
contribuire allo sviluppo delle politiche per la gioventù, dell’ animazione
giovanile e del volontariato, nonché allo sviluppo di competenze e capacità
di leadership per le strutture/organizzazioni giovanili nei paesi interessati.
Gli RELHWWLYLVSHFLILFLdei progetti dovranno essere incentrati sui bisogni dei
partner dell’ area ACP (Africa, Caraibi e Pacifico), dell’ Asia e dell’ America
latina nonché:
z offrire opportunità per lo scambio di buone pratiche e metodi di lavoro
tra gli animatori giovanili e i responsabili delle organizzazioni per la
gioventù mediante attività quali seminari, atelier, corsi di formazione,
visite di studio ed esperienze di formazione pratica (job shadowing –
osservazione in situazione di lavoro);
z sviluppare reti e contatti duraturi fra le organizzazioni giovanili al fine di
garantire uno scambio continuo di informazioni ed esperienze.
I progetti potranno riguardare una vasta gamma di tematiche di interesse per
i partner, tra cui tolleranza e diversità culturale, informazione e
partecipazione dei giovani, promozione e riconoscimento
dell’ apprendimento non formale e innovazione nel settore dell’ animazione
giovanile.

I progetti devono prevedere la partecipazione di organismi o altri enti dotati
di personalità giuridica di almeno quattro paesi (compreso il candidato). Di
questi, almeno due devono essere paesi del programma GIOVENTÙ (di cui
almeno uno deve essere uno Stato membro dell’ UE), e almeno due devono
essere rappresentati da paesi partner dell’ area ACP, Asia e America latina.
Il bilancio totale provvisorio destinato al cofinanziamento dei progetti
ammonta a 1.000.000 euro
La partecipazione finanziaria della Commissione non può eccedere
l’ 80% dei costi ammissibili totali dei progetti. La sovvenzione massima per
progetto ammonta a 100.000 euro.
I progetti dovranno avere inizio fra il 1° novembre 2006 e il 31 dicembre
2006, avere una durata compresa fra 6 e 12 mesi e prevedere un’ attività
principale (incluse le rispettive fasi di preparazione e follow-up) o una serie
di attività/eventi.

Mentre sono in corso le selezioni definitive per l’ approvazione dei progetti
presentati nell’ ambito del primo Bando aperto nel gennaio 2004, in giugno
2005 il Consiglio UE ha approvato la mobilitazione di un secondo fondo di
250 milioni di Euro per il 2005-2006.

I due obiettivi specifici dell’ invito sono:

• Migliorare la gestione dell’ acqua e delle misure igieniche e la gestione
delle risorse idriche a livello regionale/transfrontaliero, nazionale e
locale
• Aumentare l’ accesso delle popolazioni povere urbane e rurali all’ acqua e
a servizi sanitari sicuri e sostenibili, finanziando infrastrutture e servizi
Il bando è aperto a:

• Persone giuridiche che svolgono una funzione pubblica (a livello

I proponenti possono partecipare sia individualmente che attraverso un
consorzio o Joint Venture.
Nel caso il proponente sia un’ impresa privata deve formare una Joint venture
con un autorità pubblica o un’ ONG.
Le azioni devono essere realizzate in uno o più dei paesi ACP.
