Country Development Marketplaces (CDMs) are replicas of the global program organized by local
World Bank offices at a national or regional level. CDMs are specifically designed to address
development issues of particular relevance for a specific country or group of countries. Awards
typically fall between US$5,000 and US$25,000, and winners are most often local organizations or
those that focus specifically on issues in the target geographies. To date, CDMs have awarded over

Gli obiettivi generali del Programma Daphne II sono i seguenti:

z Contribuire a garantire un livello elevato di protezione della salute fisica
e mentale tramite la protezione dei bambini, dei giovani e delle donne
vittime della violenza, tramite la prevenzione della violenza, il supporto
alle vittime della violenza e la protezione dei gruppi a rischio;
z accrescere la conoscenza di base sui meccanismi della violenza e sul
trattamento degli autori di atti di violenza e migliorare la raccolta di dati
sulla violenza in Europa; e
z assistere ed incoraggiare le ONG ed altre organizzazioni attive in questo
campo e promuovere azioni transnazionali.
Gli obiettivi specifici del Programma Daphne II sono suddivisi in 7 categorie
Il programma Daphne II è aperto alla partecipazione di organizzazioni

private senza scopo di lucro, di autorità pubbliche e di istituzioni (autorità
locali a livello adeguato, facoltà universitarie e centri di ricerca). Gli enti
pubblici a livello nazionale/centrale non sono eleggibili per un
finanziamento del programma Daphne. Le organizzazioni partecipanti
devono dimostrare nella loro candidatura di avere esperienza nell’operare
per prevenire e combattere la violenza contro i bambini, i giovani e le donne;
o per proteggere da tale violenza; o fornire supporto alle vittime; o realizzare
azioni volte a promuovere il rifiuto di tale violenza o promuovere
cambiamenti di atteggiamento e comportamento verso gruppi e vittime
vulnerabili della violenza.
Provenienza:
Le organizzazioni partecipanti devono provenire da uno dei 25 Stati membri
dell’Unione europea o dei paesi dell’EFTA/SEE.
Inoltre, le organizzazioni di Bulgaria, Romania, Turchia, Albania, Bosnia e
Erzegovina, Croazia, l’ex Repubblica Iugoslava di Macedonia, Serbia e
Montenegro possono partecipare alle attività del progetto come partner
associati (in conformità con le condizioni stabilite nei rispettivi accordi
europei e/o accordi quadro con la Comunità europea per la loro
partecipazione ai programmi comunitari). Nel 2006, il bilancio disponibile per progetti è pari a 9,085 milioni 0RQWDQWH

3DHVLGLLQWHUYHQWR Actions must take place in developing countries.
Within the limit of the available funds, at least 2 projects to be implemented
in the African, Caribbean and Pacific countries will be funded provided the
relevant quality criteria are met.
The objectives of activities carried out pursuant to this Regulation are the

following:
a)
To support gender mainstreaming in all areas of development cooperation, combined with specific measures in favour of women of all ages,
with the goal of promoting gender equality as an important contribution to
poverty reduction;
b)
To support endogenous public and private capacities in developing
countries, which can take the responsibility and initiative for promoting
gender equality.

For 2005, work under budget line 21 02 06 is governed by the following
programming document: “Programming Document for 2005 and 2006
Promoting Gender Equality in Development Co-operation Budgetary Item
210206” . It is proposed to support activities aiming at promoting gender
equality in attitudes and behaviour of adolescent boys and girls in relation to
violence against girls and women.
In order to be eligible for a grant, applicants must:
z be legal persons, and
z be non-profit-making, and
z belong to one of the following categories:
administrative authorities and agencies at local
government level.
regional bodies created at the initiative of governments of
developing countries,
development studies institutions, universities and research
centres,
non-governmental organisations (NGOs) ,
public utility associations and
associations representing local people, particularly
women’ s organisations and organisations working with
young men and women on behaviour and attitudinal
changes, and,
z be nationals of a developing country , and
z be directly responsible for the preparation and management of the action
with their partners, not acting as an intermediary.

Thematic criteria

z Actions that support sustainable social, human, environmental and
economic development processes in developing countries and that
mainstream institutional support and capacity building for local
development structures with the aim of improving their internal
organisation, strengthening their financial management capacities and
developing their analytical and advocacy skills.
z Actions that support and facilitate either the linking of relief,
rehabilitation and development (LRRD) activities in countries emerging
from a crisis following natural or man-made disasters or disaster
preparedness and prevention (DPP).
z Actions that are undertaken in countries affected by conflict and/or
where official EC co-operation is suspended, unavailable or reduced.
In order to be eligible for a grant, applicants (development NGOs) must

fulfil the following criteria:
z They must be constituted as autonomous, non-profit-making, nongovernmental organisations in a Member State of the European Union, in
accordance with the laws in force in that State ;
z They must have their headquarters in a Member State of the European
Union and those headquarters must be the main centre for decisions
related to co-financed actions;
z The majority of their financial resources must come from sources in
countries within the European Union.
In addition, NGOs must:
z Provide evidence of having regularly carried out development activities
for at least three years at the time the application is made to the EC (see
Annex A, Application Form, section II and supporting documents);
z Provide evidence that development is a priority sector of the NGO’ s
activities (see Annex A, Application Form, section II and supporting
documents);
z Have the capacity to mobilise, for development-related actions, private
financial resources and possibly other support within Europe, as well as
in the developing countries where appropriate;
z Have adequate experience in the field of development of the kind
covered by this programme (see points 1.1 and 1.2 ).

capacity and to the competencies and qualifications of the applicant in
relation to the action proposed please refer to point 2.3(2).
Applications may be presented by an individual NGO or by an NGO
consortium or by an NGO network.
The overall indicative amount made available under this call for proposals is
EUR 155.275.000. This amount could be increased should more funds be
available. The European Commission reserves also the right not to award all
available funds.

NGOs or an NGO network is EUR 250,000.
z The maximum EC contribution to an action presented by a consortium of
NGOs or an NGO network4 may not exceed EUR 1,500,000.
EC contribution:
No grant may exceed 75% of the total eligible costs of the action (see also

Budget line 21 02 03 (ex B7-6000) for actions in developing countries

Activities which form part of an action may also be carried out, in a limited
scale, in other countries, in particular in developing countries concerned by
the issues, provided that the activities in developing countries contribute
directly to raising awareness in the EU of the issues.
In this general framework set up in the Council Regulation n° 1658/98 of 17

July 1998, and amongst actions that seek to contribute to the general
objective set out above, priority will be given in 2005 to actions that meet
one or more of the following criteria:
z They aim to highlight the interdependence of the EU and developing
countries,
z They seek to mobilize support for more equitable North-South relations,
z They encourage cooperation between NGOs
z They enable partners in the developing countries to play an active part.
z They ensure an enlarged-EU dimension by involving NGOs from the
new Member States, including actions that facilitate exchanges of
experiences and networking between NGOs from the fifteen Member
States and the Member states which have joined the EU in May 2004.
To be eligible for co-financing, awareness-raising actions must comply with

Moreover, awareness-raising actions must:
• aim to raise public awareness of the problems that developing countries

Mentre sono in corso le selezioni definitive per l’ approvazione dei progetti
presentati nell’ ambito del primo Bando aperto nel gennaio 2004, in giugno
2005 il Consiglio UE ha approvato la mobilitazione di un secondo fondo di
250 milioni di Euro per il 2005-2006.

I due obiettivi specifici dell’ invito sono:
7HPDGHOEDQGR
• Migliorare la gestione dell’ acqua e delle misure igieniche e la gestione
delle risorse idriche a livello regionale/transfrontaliero, nazionale e
locale
• Aumentare l’ accesso delle popolazioni povere urbane e rurali all’ acqua e
a servizi sanitari sicuri e sostenibili, finanziando infrastrutture e servizi
Il bando è aperto a:

• Organismi pubblici nazionali, regionali, locali e internazionali
• Settore privato, partners economici e sociali, società civile
• Persone giuridiche che svolgono una funzione pubblica (a livello
comunale e regionale) collegata alla gestione dell’ acqua e a misure
igieniche (servizi pubblici, parastatali, semi-pubblici o privati)
I proponenti possono partecipare sia individualmente che attraverso un
consorzio o Joint Venture.
Nel caso il proponente sia un’ impresa privata deve formare una Joint venture
con un autorità pubblica o un’ ONG.
Le azioni devono essere realizzate in uno o più dei paesi ACP.
250 milioni di Euro per il 2004, 250 milioni di Euro per il 2005 e 500

milioni di Euro per il 2006-2007 (1 miliardo di Euro complessivi su
finanziamento FED).

Il co-finanziamneto comunitario sarà ripartito in funzione della tipologia di
progetto:

Il costo totale del progetto può variare tra 200 mila Euro e 5 milioni di Euro.
Il costo può anche essere superiore a 5 milioni di euro in casi eccezionali (da
verificare caso per caso). Il co-finanziamento comunitario può arrivare fino
al 75% dei costi totali eleggibili del progetto e il finanziamento minimo è di
100 mila euro.
