In 1979 they signed an agreement on the development and acceptance of common regulations under the name of: “JOINT AVIATION REQUIREMENTS” 1987 a “Memorandum Of Understanding” for the development of the future Airworthiness procedures is signed by few Authorities. 1989 the JAA becomes an associated body of ECAC European Civil Aviation Conference. 13 PREVIOUS RULEMAKER - JAA ECAC The ECAC was an inter-governmental organisation with the aim to promote the development of civil aviation in a safe and orderly manner on the routes within and from/to Europe. Nowadays JAA has not his rulemaker role anymore. EASA is in charge for aviation rulemaking. 14 EASA • • • • European Aviation Safety Agency 15 EASA European Aviation Safety Agency The European Aviation Safety Agency, EASA, is the agency of the European Union which has been given specific regulatory tasks in the field of aviation safety. Its establishment is key to the implementation of the European Union’s strategy to maintain and improve the level of aviation safety in Europe and beyond. Start-up 28 September 2003 16 EASA European Aviation Safety Agency As its in-house experience has increased, the Agency will help the European Commission to shape the rules for aviation safety in the following areas: • the certification of aeronautical products, parts and appliances; • the approval of organisations and personnel engaged in the maintenance of these products; • the approval of air operations; • the licensing of air crew; and • the safety oversight of airports and air traffic services operators. 17 EU OPS – Flight Ops Manuals and GOM Operator Documents and Organisation structure The European Legislation (OPS1) require that Operator have manuals that are in compliance to EU norms (Flight Ops Manuals). After manual approval by National Authority it’s possible require the AOC that allow the operator a/c's to fly as per type of approved operations. GOM, issued by the Ground Ops Post holder, is not an "Approved by the Authority" manual but is approved internally by quality manager and contains the approved procedures of the Flight Ops (General Basic Ops Manual- GBOM) related to Ground Ops, plus specific procedures that are not required by Eu Ops. These procedures, such as tickets management, check in and boarding, lost and found are detailed for the company management that shall be known by all the operated airports. 18 FEDERAL AVIATION ADMINISTRATION (F.A.A.) • Autorità Federale per l’Aviazione Civile U.S.A. • Promulgatrice delle norme FAR • Emette norme di riferimento inerenti il progetto, la costruzione, il collaudo e l’impiego della maggioranza di tipologie di aa/mm nel mondo • Di fatto e’ il riferimento normativo del mondo occidentale 19 FEDERAL AVIATION REGULATIONS (FAR) • • • Normativa FAR 25 (aamm oltre i 5670 Kg) Costituisce la base di “ispirazione” alla quasi totalita’ dei regolamenti di progettazione impiegati in campo mondiale Altri regolamenti importanti: FAR23, FAR27, FAR29, FAR91, FAR141 20 ENAC • • • • Ente Nazionale Aviazione Civile 21 ENAC ENAC – Ente Nazionale Aviazione Civile Enac - the Italian Civil Aviation Authority - was established on 25th July 1997 by Legislative Decree no.250/97 as the National Authority committed to oversee the technical regulation, the surveillance and the control in the civil aviation field. Enac is engaged in dealing with the diverse regulatory aspects of air transport system and performs monitoring functions related to the enforcement of the adopted rules regulating administrative and economical issues. 22 ENAC ENAC – Ente Nazionale Aviazione Civile Activities related to Ground Operations According to its institutional mandate, Enac performs •preliminary inquiries leading to the entrustment to joint-stock companies of concessions for the total management of airports; •the entry into force of the Legislative Decree regarding the free access to the market of handling services in national airports; •regulating procedures of airport services; •examination and assessment of land use projects and intervention programmes, as well as investments and airport development; •preliminary evaluation of acts regarding tariffs and airport charges; •evaluation of the conditions for warranting the application of state funded fares on certain city pairs; •certification of personnel operating in the aeronautical/air navigation field; •enforcement of recommendations issued by the National Flight Safety Agency. Enac headquarters are in Rome and representative offices are located in the major Italian airports. 23 Circolari ENAC ENAC – Ente Nazionale Aviazione Civile • CIRCOLARI • SERIE NAVIGABILITA’ (NAV), essenzialmente relative alla costruzione,manutenzione ed impiego dei prodotti aeronautici, incluse le organizzazioni ed il personale che opera nel settore. SERIE OPERAZIONI VOLO (OPV),essenzialmente relative a materie di operazioni di volo e di licenze, abilitazioni ed attestazioni aeronautiche, incluse le organizzazioni che operano in tale settore. • SERIE AEROPORTI (APT), essenzialmente relative a materie tecniche degli aeroporti o comunque afferenti la sicurezza e l’operatività aeroportuale, incluse le organizzazioni che operano nel settore. • SERIE ECONOMICO AMMINISTRATIVA, LEGALE (EAL), relative a materie economiche, amministrative o legali afferenti il trasporto aereo e gli aeroporti. SERIE SECURITY (SEC) dedicata agli argomenti attinenti la “security”. SERIE LICENZE (LIC), dedicate agli argomenti attinenti il rilascio e mantenimento delle licenze di cui all’ annex 1 ICAO, ad esclusione di quelle del personale tecnico di manutenzione,comprendendo anche gli aspetti relativi alla approvazione di organizzazioni per l’addestramento del personale.
