Focus on Campania. As a main topic of the debate an in‐depth analysis of the goals and priorities of the National Operational Programme on Legality, worthy € 377,6 millions, dedicated solely to the regions of Southern Italy and distributed according to six priorities. An opportunity of exchange of views with the responsible Authorities of the Programme with a focus on Campania Region to seize opportunities and critical issues, urging qualifying actions of ability and empowerment by the involved stakeholders (action 11.1.3 of the Partnership Agreement) and at the same time on the transposition of bonus criteria for virtuous organizations (Legality rating). Starting from the definition of the state of application of the rule in Italy, critical issues and perspectives, the session aims to highlight the growing role of the institute enhancing the virtuous economy in our territories on one hand and on the other to promote the spread and the exchange of best practice adopted by the Public Institutions and Banks by the constituting Observatory on Legality Rating, with the purpose to accelerate the full acceptance over the local ordinances. Among the testimonies, the initiatives carried out in the territory by the Permanent Forum on the Social Responsibility in Campania and Municipality of Naples and the proposal amendment of the regional law on the ethic label. It is based on these considerations the proposal of a constitution the Mediterranean Social Responsibility Forum, a platform of exchange, promotion and scheduling the above topics, fully consistent with the indications given by the European Commission and by European Economic and Social Committee (EESC), that finds its foundation in the Charter of Naples, valuable and programmatic manifesto towards which converging commitments and resources. Having the rights to access the informations collected by the Statein the name of the citizens and by the resources of the citizens‐ it is not only a need of journalists, lobbyists and experts. It is a universal right, the foundation of our freedom of expression because it is the premise of a full involvement as citizens in a democratic life. The right to access to information is important not only to safeguard the rights of the citizens towards the public administration but also to learn the work done,to think of a better public policies, analyze social and economic problems,fight the corruption and the crime. This Right is regulated by rules internationally known as “Freedom of Information Acts” (FOIA). Nowadays more than 90 democratic Countries have a FOIA. What about Italy?
