It is based on these considerations the proposal of a constitution the Mediterranean Social Responsibility Forum, a platform of exchange, promotion and scheduling the above topics, fully consistent with the indications given by the European Commission and by European Economic and Social Committee (EESC), that finds its foundation in the Charter of Naples, valuable and programmatic manifesto towards which converging commitments and resources. Having the rights to access the informations collected by the Statein the name of the citizens and by the resources of the citizens‐ it is not only a need of journalists, lobbyists and experts. It is a universal right, the foundation of our freedom of expression because it is the premise of a full involvement as citizens in a democratic life. The right to access to information is important not only to safeguard the rights of the citizens towards the public administration but also to learn the work done,to think of a better public policies, analyze social and economic problems,fight the corruption and the crime. This Right is regulated by rules internationally known as “Freedom of Information Acts” (FOIA). Nowadays more than 90 democratic Countries have a FOIA. What about Italy?
