Tagung der Alpenkonferenz IX Réunion de la Conférence alpine Sessione della Conferenza delle Alpi Zasedanje Alpske konference TOP / POJ / ODG / TDR 12 IT OL: DE SVOLGIMENTO E RISULTATI DEL PRIMO PARLAMENTO DELLA GIOVENTÙ DELLA CONVENZIONE DELLE ALPI A Rapporto B Proposta di decisione Allegati: - Allegato 1: Risoluzioni del Primo Parlamento dei Giovani della Convenzione delle Alpi - Allegato 2: Comunicato stampa - Allegato 3: Giornale AC_IX_12_it IX/12 A Rapporto In occasione del Primo Parlamento della gioventú della Convenzione delle Alpi, svoltosi dal 9 all’11.06.2006 a Innsbruck, 36 studenti di età compresa tra i 16 e i 19 anni provenienti da Maribor (Slovenia), Bassano del Grappa e Merano (Italia), Innsbruck (Austria), Sonthofen (Germania), Trogen (Svizzera), Principato del Liechtenstein e Grenoble (Francia), hanno discusso attivamente del futuro dello spazio alpino e hanno elaborato proposte di soluzione comuni. L’assemblea plenaria del Parlamento dei giovani ha approvato quattro risoluzioni sui temi seguenti: • “Come possiamo accrescere l’interesse della regione alpina per i giovani?“ • “Importanza dell’acqua come risorsa alpina: chi deve gestire l’acqua?“ • “Quale influsso ha la cultura moderna e tradizionale sulla vita dei giovani nello spazio alpino? • “Quanto turismo può sopportare lo spazio alpino?“ (vedi allegato 1). L’iniziativa di un parlamento dei giovani era partita dall’Akademisches Gymnasium Innsbruck (AGI) già nel 2003 e, nel 2004, il Segretariato Permanente vi ha dato seguito sostenendo attivamente l’AGI nella fase preparatoria. Il progetto è stato poi inserito nel programma di lavoro della Presidenza austriaca, la quale lo ha sostenuto sia finanziariamente che nel superamento delle difficoltà burocratiche. Tutti i partecipanti sono stati molto soddisfatti della manifestazione, tanto che la prima seduta del Parlamento dei giovani della Convenzione delle Alpi non resterà certamente l’unica. E’ infatti previsto uno svolgimento regolare, probabilmente a cadenza annuale. Metodo di lavoro e svolgimento Il Primo Parlamento della gioventú era composto da quattro delegati tra i 16 e i 19 anni per ogni Parte contraente. Nella riunione della durata di tre giorni sono state dettagliatamente discusse le quattro tematiche prioritarie, precedentemente definite nell’ambito di altrettanti comitati. Le bozze di risoluzione ivi elaborate sono poi state dibattute, modificate e approvate in sede plenaria. Alla manifestazione di apertura dei lavori hanno partecipato il Landeshauptmann del Tirolo e il Sindaco di Innsbruck. AC_IX_12_it 2/3 IX/12 Per i partecipanti, l’evento è stato un’esperienza molto gratificante: gli studenti hanno discusso con grande impegno e interesse, si sono confrontati con altri modi di vedere e hanno allacciato contatti. In parte si erano preparati accuratamente sulle tematiche alpine. Anche gli insegnanti hanno partecipato con entusiasmo, non vogliono che questa collaborazione si interrompa e hanno già sviluppato idee per altri progetti comuni. Per mantenere vivi i contatti sono stati creati un giornale e un sito web. I risultati verranno inoltre presentati in occasione della IXa Conferenza delle Alpi. La risonanza che l’evento ha avuto sulla stampa è stata inferiore alle aspettative, a causa di altre manifestazioni concomitanti. Vi è però stato un importante servizio di un’emittente televisiva regionale, in cui i giovani hanno potuto prendere ampiamente la parola. Valutazione e prospettive Il Parlamento dei giovani della Convenzione delle Alpi potrebbe diventare uno strumento importante per avvicinare i giovani alle tematiche relative alle Alpi e alla Convenzione delle Alpi, vivacizzando così anche le discussioni sul futuro dello spazio alpino nell’opinione pubblica. Il network di istituti scolastici che si è creato promette di sviluppare un’importante dinamica interna. Anche il Segretariato Permanente, grazie al diretto impegno in questo progetto, può apprendere come i giovani affrontano le tematiche alpine e dove esistono deficit nell’informazione, a cui ovviare nell’ambito della strategia di comunicazione. L’interesse con cui studenti e insegnanti hanno seguito le attività inerenti allo spazio di vita delle Alpi, merita senz’altro un ulteriore sostegno alle loro iniziative. Gli organizzatori del primo Parlamento dei giovani della Convenzione delle Alpi di Innsbruck prevedono di indire già l’anno prossimo la seconda riunione. Il Segretariato Permanente è intenzionato a continuare a partecipare all’evoluzione del progetto. B Proposta di decisione La Conferenza delle Alpi prende atto della relazione sul Primo Parlamento dei giovani della Convenzione delle Alpi e chiede tutti gli interessati di proseguire con l’idea di base con ulteriori manifestazioni simili. Il Parlamento della Gioventù della Convenzione delle Alpi A) Consapevole della crescente influenza negativa della musica sui giovani, B) Allarmato dal fatto che musica di estrema destra trasmetta contenuti anti - semiti o razzisti ai giovani, C) Profondamente preoccupato per la mancanza di sufficiente supporto finanziario per i centri giovanili, D) Allarmato per la crescita di conflitti culturali *, E) Consapevole dell’influenza culturale straniera nella regione alpina, 1) Incoraggia la creazione di altri ambiti culturali quali il teatro; 2) Suggerisce l’introduzione di una legge che proibisca l’uso e la produzione di forme di arte estremista**; 3) Raccomanda la promozione e il finanziamento dei gruppi teatrali amatoriali forniti di un ambito di produzione (vedi la cooperazione tra gruppi teatrali amatoriali e centri giovanili); 4) Invita i sopraindicati gruppi amatoriali a portare in scena opere educative; 5) Sostiene l’importanza di ulteriori sussidi economici per centri giovanili neutrali*** interessati ad ampliare l’offerta e attirare più persone; 6) Richiama l’attenzione sull’uso di sussidi per aumentare l’interesse dei giovani per la cultura tradizionale inserendovi elementi di modernità al fine di preservare e sostenere tale interesse; 7) Raccomanda di istituire un percorso culturale scolastico obbligatorio per creare una consapevolezza culturale: 8) Invita la Presidenza di presentare questa risoluzione al Comitato Permanente della Conferenza delle Alpi ed alla IX Conferenza delle Alpi. * In termini di problemi generazionali ed etnici. ** Ad esempio propaganda di estrema destra come musica, immagini e homepages in Rete. *** Non politicamente coinvolti / schierati. Comitato per l’Economia e gli Affari Sociali Come si può migliorare l’attrattività della Regione Alpina agli occhi dei giovani? Il Parlamento della Gioventù della Convenzione delle Alpi A) Notando con grande preoccupazione che la disoccupazione dei giovani che abitano nelle aree alpine sta aumentando, a causa di scarse possibilità di formazione professionale, B) Riconoscendo che le possibilità di lavoro nelle Alpi sono principalmente incentrate sul turismo sportivo-ricreativo e che il grande potenziale delle Alpi non è completamente esaurito, C) Convinti che la rete informativa relativa agli impieghi nella regione alpina è insoddisfacente, D) Considerando i vantaggi economici della regione alpina, per esempio la sua ubicazione centrale, non sono conosciuti, E) Seriamente preoccupato per la mancanza di istituzioni scolastiche di alto livello orientate all’ agricoltura e ad altri argomenti correlati alla regione alpina, che potrebbero essere la causa della scarsa attrattività del settore agricola, F) Allarmato per il fatto che l’insufficiente utilizzazione durante i periodi di bassa stagione provoca lo spopolamento dei paesi, 1) Richiede la creazione di impieghi alternativi e di contratti di formazione-lavoro* in modo da aumentare la varietà e la quantità di possibilità di impiego e così combattere la disoccupazione tra i giovani; 2) Raccomanda di istituire una rete di informazione o un sito che aiuti i giovani a raccogliere notizie utili sulle opportunità di lavoro esistenti nella regione alpina; 3) Asserisce la necessità di fondare una istituzione per la promozione al fine di attirare nuove imprese nella regione e di sostenerle sotto il profilo legale ed economico al momento di stabilire una nuova sede; 4) Richiede l’istituzione di un scuola di alto livello, come una università, specializzata in argomenti importanti per le Alpi con particolare attenzione all’agricoltura; 5) Raccomanda vivamente la creazione di programmi turistici** per attirare ospiti anche nei periodi di bassa stagione, con particolare attenzione agli anziani e ai single; 6) Raccomanda inoltre che congressi ed altri incontri abbiano luogo durante la bassa stagione per sfruttare il potenziale delle destinazioni turistiche alpine; 7) Invita la Presidenza di inoltrare questa risoluzione al Comitato Permanente della Conferenza delle Alpi ed alla IX Conferenza delle Alpi. * Per esempio agricoltura biologica o turismo del benessere. ** Così come attività serali con canti popolari o tradizionali della zona; percorsi attrezzati, adatti per anziani; programmi sportivi che includono l’incontro di persone nuove per singles; prezzi ridotti sulla sistemazione data la bassa stagione. Comitato per le Risorse Alpine L’importanza dell’acqua come risorsa alpina. Chi dovrebbe essere responsabile della gestione dell’acqua? Il Parlamento della Gioventù della Convenzione delle Alpi A) Consapevole che ci sarà una scarsità d’acqua in futuro, B) Fortemente preoccupato dell’ineguale distribuzione dell’acqua sulla terra tra le nazioni e allarmato per gli inutili sprechi nelle regioni ricche di acqua, C) Condotto dal fatto che il fragile eco-sistema delle Alpi soffrirà se troppo privato di acqua, D) Osservando che nelle stesse nazioni diverse regioni affrontano il problema idrico in modi diversi, E) Credendo fermamente che la distribuzione privatizzata dell’acqua non sia una soluzione appropriata perché … è direttamente collegata alla contaminazione dell’acqua … non significa uguali prezzi nelle diverse regioni per la stessa qualità di acqua … può anche provocare un abbassamento della qualità dell’acqua se le aziende coinvolte vogliono realizzare un prezzo inferiore … può anche significare lo sfruttamento di nazioni povere … può provocare un aumento del prezzo dell’acqua che alcune persone non si possono permettere, F) Notando inoltre che i politici in alcune aree non prendono il problema dell’acqua sufficientemente in considerazione, per esempio distruggendo i bacini dei fiumi * , 1) Raccomanda che la distribuzione dell’acqua sia fatta solo dai governi e non privatizzata; 2) Richiama l’attenzione sull’importanza di rendere le persone consapevoli di quanto sia preziosa l’acqua. Ai bambini si dovrebbe insegnare fin dalla Scuola Materna ed Elementare a valorizzare questo bene. Si dovrebbero rendere gli adulti consapevoli dell’acqua come di una risorsa limitata, attraverso i mezzi di comunicazione, usando opuscoli, pubblicità e televisione; 3) Raccomanda di approvare leggi severe per il consumo e la protezione dell’acqua; 4) Raccomanda l’istituzione di Parchi Nazionali per preservare i bacini dei fiumi; * Il fiume Tagliamento in Italia è l’ultimo fiume, morfologicamente intatto delle Alpi, che offre la possibilità di studiarne i processi naturali. Il governo ha deciso di creare tre grandi bacini artificiali per aumentare la portata d’acqua del fiume, che danneggerebbero le falde acquifere sottostanti. 5) Incoraggia i governi a creare commissioni locali per intervenire nelle varie regioni in modo più efficiente; sostiene la tutela delle acque a livello locale, enfatizzando la cooperazione internazionale; incoraggia l’introduzione di organismi di controllo degli standard internazionali, per la tutela dell’energia e la fornitura d’acqua da parte delle autorità locali; 6) Ritiene importante la definizione e l’istituzione di standard internazionali concernenti la qualità dell’acqua nella regione alpina e invita ad istituire una commissione di controllo degli standard stessi, ad esempio per quanto concerne l’emissione di sostanze inquinanti provocata da fabbriche e da attività agricole; 7) Richiede che le imprese stesse siano responsabili della depurazione dell’acqua o che paghino maggiori imposte; 8) Raccomanda l’installazione di un fondo multinazionale per l’acqua per quelle nazioni e regioni con scarsità d’acqua, attraverso la cooperazione, così che questa sia disponibile ad un prezzo inferiore; 9) Afferma l’importanza di investire più risorse nella tecnologia per una depurazione più efficiente sostenendo l’uso di sistemi alternativi a quelli già in uso per rendere l’acqua potabile, ad esempio la depurazione delle acque reflue o dell’acqua marina; 10) Sollecita che qualsiasi attività inerente all’acqua sia attentamente pianificata ed eseguita in collaborazione con esperti del settore per non danneggiare l’ambiente; 11) Esprime la sua soddisfazione per le campagne istituite dai governi locali per aumentare la consapevolezza dell’inquinamento dell’acqua all’interno della Convenzione delle Alpi; 12) Invita la Presidenza di inoltrare la risoluzione al Comitato Permanente della Conferenza delle Alpi ed alla IX Conferenza delle Alpi. Comitato per le Politiche Regionali ed il Turismo Quanto Turismo è sostenibile per la zona alpina? Il Parlamento della Gioventù della Convenzione delle Alpi a) Consapevole dell’importanza dell’equilibrio tra turismo ed ambiente, b) Considerando che il trasporto individuale dei turisti danneggia l’ambiente, c) Allarmato dalle grandi quantità di rifiuti lasciate sulle Alpi ogni anno soprattutto dai turisti ma anche dalla popolazione locale, d) Ricordando l’importanza del Protocollo Turismo, e) Seriamente preoccupato per l’inquinamento visivo* provocato da edifici e strutture ad uso turistico, f) Osservando che i periodi di vacanza dei diversi stati membri della Convenzione provocano notevoli problemi, 1) Sottolinea la necessità di maggior utilizzo del trasporto pubblico nelle aree ditransito attraverso le Alpi; 2) Raccomanda ai governi degli Stati membri della Convenzione delle Alpi di dotare le aree di transito di contenitori per i rifiuti, di assicurarne l’uso con multe garantite da personale di controllo e di migliorare e diffondere l’abitudine al riciclaggio; 3) Richiede inoltre agli stati membri di adempiere ai criteri prefissati dal Protocollo Turismo e di informare il pubblico dell’esistenza di questi criteri, attraverso l’informazione nelle scuole, nelle località turistiche e attraverso i mezzi di comunicazione; 4) Invita i governi a risolvere non solo i problemi relativi all’inquinamento chimico ma anche quelli relativi all’inquinamento visivo e acustico attraverso un adeguato controllo ed analisi di ciascun progetto prima dell’eventuale messa in opera; 5) Sollecita i governi ad unificare i sistemi stradali alpini, a migliorare ed estendere i collegamenti e i raccordi ferroviari e ad usare fonti di energia rispettose dell’ambiente; 6) Si rivolge agli Stati membri perché collaborino per coordinare i periodi di ferie/ vacanze, per evitare congestioni di traffico e destinazioni turistiche sovraffollate; 7) Invita la Presidenza a far pervenire la risoluzione al Comitato Permanente della Conferenza delle Alpi ed alla IX Conferenza delle Alpi. * inquinamento visivo è relativo a quegli edifici che compromettono l’atmosfera e l’aspetto di una località Tagung der Alpenkonferenz IX Réunion de la Conférence alpine Sessione della Conferenza delle Alpi Zasedanje Alpske konference TOP / POJ / ODG / TDR 12 IT OL: EN ANLAGE/ANNEXE/ALLEGATO/PRILOGA 2 AC_IX_12_2_it Ständiges Sekretariat ● Secrétariat permanent ● Segretariato permanente ● Stalni sekretariat Comunicato stampa Innsbruck, 21 giugno 2006 Primo Parlamento dei giovani della Convenzione delle Alpi I giovani chiedono più cooperazione nello spazio alpino e fanno proposte concrete Il primo Parlamento dei giovani della Convenzione delle Alpi si è svolto su iniziativa dell’Akademisches Gymnasiums Innsbruck (AGI) e del Segretariato permanente della Convenzione delle Alpi dal 9 all’11 giugno 2006 a Innsbruck. 36 studenti di età compresa tra i 16 e i 19 anni hanno discusso attivamente del futuro dello spazio alpino e hanno elaborato strategie e proposte di soluzione comuni. I delegati provenivano da Maribor (Slovenia), Bassano del Grappa e Merano (Italia), Innsbruck (Austria), Sonthofen (Germania), Trogen (Svizzera), Principato del Liechtenstein e Grenoble (Francia). “Tutti i partecipanti si sono detti convinti della necessità di incrementare cooperazione e scambi nello spazio alpino”, ha affermato il Presidente del Parlamento dei giovani Simon Palhuber. “Nelle discussioni tra i giovani di diverse regioni alpine abbiamo potuto constatare quanto sono complessi i problemi dello spazio alpino e quanto sia difficile accordarsi su proposte comuni“. I lavori del Parlamento dei giovani sono stati aperti dal Landeshauptmann del Tirolo, Herwig van Staa, dal sindaco di Innsbruck, Hilde Zach, da Anna-Luise Stille del Ministero dell’ambiente austriaco e dal Segretario generale con funzioni amministrative della Convenzione delle Alpi, Ruggero SchleicherTappeser. L’iniziativa è stata resa possibile dal sostegno finanziario del Ministero dell’ambiente austriaco e del Land Tirolo. L’assemblea plenaria del Parlamento dei giovani ha approvato quattro risoluzioni sui temi seguenti - “Come possiamo accrescere l’interesse della regione alpina per i giovani?“ - “Importanza dell’acqua come risorsa alpina: chi deve gestire l’acqua?“ - “Quale influsso ha la cultura moderna e tradizionale sulla vita dei giovani nello spazio alpino?“ - “Quanto turismo può sopportare lo spazio alpino?“ Nella risoluzione sul tema delle risorse alpine e dell’acqua è stato sottolineato che la gestione dell’approvvigionamento idrico e in modo generale dell’acqua deve essere di competenza del settore pubblico. I delegati del Parlamento dei giovani si sono pertanto pronunciati contro qualsiasi iniziativa volta alla privatizzazione dell’acqua. Un altro tema ha riguardato lo sviluppo di offerte turistiche alternative, in particolare la cooperazione tra turismo e agricoltura biologica. In questo settore dovrebbero in particolare essere sviluppate offerte tese a potenziare l’interesse della bassa stagione. E’ inoltre necessario rendere più visibili i vantaggi 1/2 delle regioni alpine come centri economici, al fine di favorire l’insediamento di nuove imprese attrattive. I giovani si sono trovati d’accordo sulla richiesta di conservare e di promuovere la diversità culturale dello spazio di vita alpino. Nel settore della cultura, i giovani si sono detti favorevoli ad una trasmissione delle tradizioni che tenga conto delle esigenze e delle priorità dei giovani. Le risoluzioni approvate dal primo Parlamento dei giovani della Convenzione delle Alpi saranno presentate in occasione della IXa Conferenza dei Ministri dell’ambiente che si terrà a Alpbach nel novembre 2006. “In un’Europa sempre più grande e all’epoca della globalizzazione, lo spazio alpino deve ridefinire il proprio ruolo”, ha affermato Ruggero Schleicher-Tappeser, Segretario generale della Convenzione delle Alpi. “I giovani d’oggi influiranno in misura decisiva sulla possibilità di dare vita nelle Alpi a forme di vita e di economia nuove e specificatamente alpine e ad un’identità comune”. La cooperazione attraverso tutta la regione alpina richiede nuove competenze e conoscenze. Per la Convenzione delle Alpi, la prima e unica organizzazione governativa che si occupa del futuro dello spazio alpino nel suo insieme, il dialogo con i giovani e le scuole è di grande importanza. Roman Nell, Direttore dell’Akademisches Gymnasiums Innsbruck, che è stato l’ispiratore e l’artefice del Parlamento dei giovani della Convenzione delle Alpi, si è detto molto soddisfatto dell’ottima cooperazione tra le scuole e dello svolgimento di questa prima iniziativa. E’ stata creata una nuova rete che può essere sviluppata sulla base di questa prima esperienza positiva. Si prevede di organizzare la prossima seduta del Parlamento dei giovani della Convenzione delle Alpi già nel 2007. The first Youth Parliament of the Alpine Convention was organized by the "Akademische Gymnasium Innsbruck (AGI)" and the Permanent Secretariat of the Alpine Convention. All participants in the YAPC experienced an impressive Tyrolean 'Hüttenabend' at the Hinterhorn Alm.
