Introduzione Il sistema della ricerca scientifica e tecnologica in Nuova Zelanda e’ definito dalla politica attuata dal Ministry of Research, Science & Technology (MoRST) sulla base delle scelte strategiche del Governo. Negli ultimi anni la spesa nazionale destinata alla ricerca si e’ mantenuta su un valore di circa 1.23% rispetto al PIL, interessante se confrontato con il valore italiano di circa 1.04% e con quello australiano di circa 1.47%. Dai dati rilevati dall’ente statistico neozelandese (Statistics New Zealand –Te Tari Tatatu) emerge che l’HERD, quindi la spesa per la formazione superiore, e’ lo 0.41% rispetto al PIL, inferiore rispetto alla spesa italiana e quella australiana, rispettivamente pari a 0.56% e 0.45%; mentre il BERD nazionale e’ solo del 0.32 % rispetto al PIL, basso se confrontato con quello italiano (0.56%) e quello australiano (0.67%). Questi dati mostrano lo scarso coinvolgimento delle imprese private nei programmi di ricerca e sviluppo nazionale e quindi manifestano una debole propensione all’innovazione tecnologica. Ed e’ partendo da questa lacuna che il governo Neozelandese ha definito il suo programma strategico della ricerca e dello sviluppo tecnologico per il periodo 2002-2005. Infatti, lo “State of Intent 2002-2005 Igniting the Future” prevede un finanziamento 1. Introduction The system of scientific and technological research in New Zealand is defined by the policy carried out by the Ministry of Research, Science & Technology (MoRST) on the basis of strategies chosen by the Government. In the last few years national expenditure destined towards research has remained at a level of around 1.23% of GDP, which is interesting if compared to the Italian level of 1.04% and with that of Australia at around 1.47%. From the data collected by the Statistical Body of New Zealand (Statistics New Zealand – Te Tari Tatatu) it would appear that the HERD, in other words, the expenditure for Higher Education constitutes 0.41% of GDP, lower if compared to both Italian and Australian expenditures, which are equal to 0.56% and 0.45% respectively, while the national BERD is only 0.32% of GDP, which is low if compared to that of Italy (0.56%) and Australia (0.67%). This data shows the lack of involvement on the part of private firms in programs of research and national development and therefore show a poor tendency for technological innovation. It is therefore on the basis of this gap that the New Zealand government has defined its strategic program of research and technological development for the period 20022005. Indeed, the “State of Intent 1 Bollettino della Comunità Scientifica in Australasia Ambasciata d’Italia Settembre 2002 CANBERRA the Future” prevede un finanziamento pubblico annuale di circa 500 milioni di NZ$ (circa 250 milioni di Euro) ponendo come settori prioritari proprio la ricerca applicata e la formazione di eccellenza. 2005. Indeed, the “State of Intent 2002-2005 Igniting the Future” anticipates a yearly expenditure of about 500 million NZ$ (about 250 million Euro), establishing applied research and training in excellence as priority sectors. 2. Il piano strategico nazionale della ricerca Il programma “Statement of Intent 2002-2005 Igniting the future”, presentato dal Governo della Nuova Zelanda nel febbraio 2002 e redatto dal MoRST, mira a trasformare l’economia del Paese basandola sull’innovazione, sulla flessibilita’ e su una maggiore competitivita’ dell’industria nazionale. In questo contesto sono state individuate come prioritarie le seguenti tre aree tematiche: 2. National strategic research plan The program “Statement of Intent 2002-2005 Igniting the Future” presented by the Government of New Zealand in February 2002 and drawn up by the MoRST, aims to transform the country’s economy by founding it on innovation, flexibility and on greater competitiveness of national industry. In this context the following three thematic areas were identified as priority : ü ICT (Information Communication Technology); ü Biotechnology and sectors such as that of “new materials and “new processes”; ü Spin-off promotion of firms with high technological content “creative industries”. ü ICT (Information Communication Technology); ü Biotecnologie e settori quali “nuovi materiali” e “nuovi processi”; ü Promozione di spin-off di aziende ad alto contenuto tecnologico “creative industries”. To carry out such a program the following actions will need to be taken : L’attuazione di tale programma si avvarra’ principalmente delle seguenti azioni: ü The creation of five new research centres of excellence; ü The formation of groups of experts with the task of elaborating and monitoring new activity programs; ü Encouraging the creation of research consortiums inside of ü Creazione di cinque nuovi centri di ricerca di eccellenza; ü Formazione di gruppi di esperti finalizzati all’elaborazione e monitoraggio di nuovi programmi di attivita’; ü Stimolo alla creazione di consorzi 2 Bollettino della Comunità Scientifica in Australasia Ambasciata d’Italia Settembre 2002 CANBERRA di ricerca all’interno dei quali sara’ garantito il trasferimento tecnologico dal mondo accademico e della ricerca a quello imprenditoriale; ü Finanziamento di circa 100 milioni di NZ$ destinato al venture capital per spin-off d’imprese che nascono da progetti di ricerca; ü Creazione di una commissione di bioetica e sviluppo di una strategia nazionale sulle biotecnologie; ü Promozione di eventi (conferenze e workshop) destinati a diffondere la consapevolezza dell’importanza dell’innovazione per lo sviluppo del Paese. which the transfer of technology from the academic world and that of research to the business world will be guaranteed; ü The financing of around 100 million NZ$ aimed at venture capital for spin-off of companies arising from research projects; ü The creation of a bioethics commission and the development of a national strategy on biotechnology; ü The promotion of events (conferences and workshops) aimed at spreading the awareness of the importance of innovation for the development of the country. Per avviare tale nuovo processo, il nuovo budget annuale pubblico destinato alla ricerca e sviluppo tecnologico ammonta a circa 500 milioni di NZ$ suddiviso nelle seguenti cinque parti: To set such a process in motion, the new yearly public budget that will be used for research and technological development comes to around 500 million NZ$ divided into the following 5 parts: Economic Goal:214.04 mil nz$ (43%) Knowledge goal:130.88 mil nz$ ( 26%) Environmental goal:85.84 mil nz$ (17%) Social goal:44.07 mil nz$ ( 9%) Shaping the system:25.57mil nz$ ( 5%) Budget annuale 2002-03 pubblico destinato alla Ricerca Scienza e Tecnologia Yearly public budget 2002-2003 aimed at Science and Technology Research Ricerca Applicata (Economic Goal) destinata ad innovare i processi e i prodotti delle imprese private nazionali al fine di renderle piu’ Applied Research (Economic Goal) aimed at making changes to the processes and products of national private enterprises with the objective 3 Bollettino della Comunità Scientifica in Australasia Ambasciata d’Italia Settembre 2002 CANBERRA nazionali al fine di renderle piu’ competitive nel mercato globale. Fondi previsti: 214.04 milioni di NZ$ (circa il 43% dell’ammontare complessivo). All’interno di questo settore, fondamentali sono i seguenti indicatori: ü la spesa in R&D del settore privato, aumentata da circa 200 milioni nell’89 a circa 320 milioni nel ’99; ü la percentuale dell’R&D nazionale del settore privato, passata dal poco più del 25 % del ’91 a poco meno del 30% nel ’99; ü la percentuale di esportazione del settore hi-tech e medio hi-tech, che rappresentano rispettivamente quasi il 5% e quasi il 15%; ü la percentuale di progetti in R&D finanziati e gestiti dal Governo e dalle università, che rappresentano rispettivamente il 25 % ed il 15%. private enterprises with the objective of making them more competitive on the global market. Within this sector, the following indicators are fundamental : ü expenditure in R&D of the private sector, which has increased from around 200 million in ’89 to around 320 million in ’99; ü the percentage of national R&D of the private sector, which has gone from just over 25% in ’91 to just under 30% in ’99; ü the percentage of exportation of the hi-tech and mid-tech sectors, which respectively constitute nearly 5% and nearly 15%; ü the percentage of R&D projects financed and managed by the Government and by universities which represents respectively 25% and 15%. Ricerca nel settore ambientale (Environmental Goal) finalizzata alla sostenibilita’ di principali parametri ambientali (ambiente marino, cambi climatici, biodiversita’ e biosicurezza). Fondi previsti: 85.84 milioni di NZ$ (circa il 17% dell’ammontare complessivo). Gli indicatori presi in considerazione per questo settore sono: ü la qualità dell’aria, la qualità dell’acqua, le risorse naturali, la sostenibilità, la spesa nel settore ambientale (che nel 99-00 è stato di oltre 140 milioni da parte del settore pubblico e di circa 10 per il privato); ü le pubblicazioni scientifiche, passate da 81 nel 1986 a 221 nel ‘96; ü cinque maggiori contratti in ricerca ambientale nel periodo 2001-2001, ove si e’ destinata una cifra di circa 16 milioni NZ$. Research in the environmental sector (Environmental Goal) aimed at the sustainability of major environmental parameters (marine environment, climatic changes, biodiversity and biosafety). Anticipated funds : 85.84 million NZ$ (around 17% of the total amount). The indicators taken into consideration for this sector are : ü air quality, water quality, natural resources, natural sustainability, expenditure in the environmental sector (which in 99-00 was more than 140 million from the public sector and around 10 for the private one); ü the scientific publications that have increased from 81 in 1986 to 221 in ’96; ü the five major contracts for environmental research in the period 2001-2002, for which a figure of around 16 million NZ$ will be used. Come indicatori verranno presi in considerazione: ü l’aspettativa di vita in relazione al gruppo socio-economico di Research in the social and health sector (Social Goal) aimed at improving the quality of life. Anticipated funds : 44.07 million NZ$ (around 9% of total amount). The indicators that will be taken into consideration will be: ü life expectancy in relation to the affiliated socio-economic group; 5 Bollettino della Comunità Scientifica in Australasia Ambasciata d’Italia Settembre 2002 CANBERRA ü ü ü ü gruppo socio-economico di appartenenza; le citazioni in campo medico e sociale; l’impatto del livello tra i paesi OECD delle pubblicazioni in campo sociale e sanitario; la spesa per la ricerca come percentuale della spesa totale in R&D, che, nel 99-00, è stata pari a poco piu’ del 15% nel settore pubblico e a circa il 2% nel settore privato; cinque maggiori contratti in ricerca sociale nel periodo 2001-2001 ove si e’ destinata una cifra di circa 1,5 milioni NZ$. affiliated socio-economic group; ü citations in medical and social journals; ü level of impact on OECD countries from publications in the social and health fields; ü research expenditure as a percentage of total R&D expenditure, which, in 99-00 was equal to little more than 15% in the public sector and around 2% in the private sector; ü five major contracts in social research in the period 2001-2001 for which a figure of around 1.5 million NZ$ will be used. Il MoRST - Ministry of Research, Science and Technology Il Ministero della Ricerca, Scienza e Tecnologia della Nuova Zelanda (Morst, Ministry of Research, Science and Technology), si occupa di attuare la politica governativa in campo scientifico e tecnologico e della ricerca. 3. The MoRST – Ministry of Research, Science and Technology The Ministry of Research, Science and Technology of New Zealand is responsible for carrying out government policy in the fields of science, technology and research. The MoRST, with its activities contributes to three Government aims : - To promote the growth of an inclusive and innovative economy; - To improve the skills of NZ; - To safeguard and improve the environment; Il MoRST, con la sua attività contribuisce a quattro principali finalità del Governo: - Far crescere un’economia inclusiva e innovativa - Migliorare gli skill della NZ - Proteggere e migliorare l’ambiente 6 Bollettino della Comunità Scientifica in Australasia Ambasciata d’Italia Settembre 2002 CANBERRA - Ridurre le diseguaglianze in sanità, istruzione, occupazione e alloggi. - To reduce inequalities in health, education, employment and housing. Il contributo del MoRST si esplica con un impatto “diretto” sul territorio nazionale fornendo consigli politici rilevanti al Governo, e tale attività rientra in un finanziamento di circa 10 milioni NZ$; inoltre l’impatto “indiretto” del MoRST è rappresentato dall’influenza che il Ministero esercita sull’investimento annuale di circa 500 milioni del Governo. The nature of the MoRST’s contribution is that of a “direct” impact on the national territory as a whole by supplying relevant political advice to the Government, and such activity is made possible by about 10 million NZ$; moreover the “indirect” impact of the MoRST is represented by the influence that the Ministry exercises on the yearly investment of around 500 million from the Government. Il sistema della ricerca Neozelandese Il sistema della ricerca Neozelandese e’ basato principalmente sui seguenti tre enti pubblici di ricerca: ü Royal Society of New Zealand (RSNZ); ü Health Research Council (HRC); 4. Tali enti gestiscono i finanziamenti e si avvalgono di quattro tipologie di organismi per attuare la ricerca: ü Foundation for Research, Science & Technology (FRST). Such bodies administer the financing and use four types of bodies to carry out research: 1. Le Universita’. Sono otto e distribuite su tutto il territorio nazionale, tutte hanno facolta’ scientifiche ed alcune anche quelle tecniche. In particolare sono: 1. Universities - There are eight of them and they are scattered all over the nation’s territory, they all have scientific faculties and some also have technical ones. In particular these are : a. b. c. d. e. f. g. h. Auckland University – www.auckland.ac.nz; Auckland University of Technology – www.aut.ac.nz; Waikato University – www.waikato.ac.nz; Massey University – www.massey.ac.nz; Victorisa University – www.victoria.ac.nz; Canterbury University – www.canterbury.ac.nz; Lincoln University – www.lincoln.ac.nz; Otago University – www.otago.ac.nz; i. Alle universita’ si aggiungono 21 politecnici ed istituti tecnologici nazionali legati da un’associazione “Association of polytechnics” (APNZ) www.apnz.ac.nz. i. Together with the universities there are also 21 national polytechnics and technology institutes connected by an association called Association of polytechnics (APNZ) www.apnz.ac.nz. 2. I Centri di ricerca pubblici (CRIs Crown Research Institutes). Sono nove centri di ricerca pubblici istituiti nel 1992 per far fronte alla necessita’ di creare centri di competenza settoriali. Attualmente essi sono in grado di far fronte alla ricerca applicata ricevendo anche fondi dal settore privato. In particolare i centri sono: a. AgResearch – www.agresearch.co.nz - nel settore alimentare, cibi transgenici e salvaguardia dell’ambiente; 2. Public research centres (CRIs Crown Research Institutes). There are nine public research centres that were set up in 1992 to face up to the responsibility of creating centres with sectorial competence. At present they are able to deal with applied research by receiving funds from the private sector. In particular, the centres are : a. Landcare Research – www.landcare.cri.nz - nel settore della salvaguardia ambientale per la gestione delle risorse e della salvaguardia delle specie protette; f. Geological & Nuclear Sciences (GNS) – www.gns.cri.nz - nel settore della identificazione e gestione delle risorse geologiche e dello studio della geofisica e vulcanologia; g. Industrial Research – www.irl.cri.nz - nel settore delle tecnologie avanzate per l’automazione di fabbrica, la biofarmaceutica e lo sfruttamento energetico; h. The National Institute of Water & Atmospheric Research (NIWA) – www.niwa.cri.nz - nel settore della salvaguardia ambientale, marina e atmosferica. i. Forest Research – www.forestresearch.co.nz - in the sector involved with safeguarding the forests and the development of technologies for wood industries; e. Landcare Research – www.landcare.cri.nz - in the sector involved in the safeguarding of the environment for resource management and the safeguarding of protected species; f. Geological and Nuclear Sciences (GNS) – www.gns.cri.nz - in the sector responsible for the identification and management of geological resources and the study of geophysics and vulcanology; g. Industrial Research – www.irl.cri.nz - in the sector of advanced technology for factory automation, bio-pharmaceutics and the exploitation of resources; h. The National Institute of Water & Atmospheric Research (NIWA) – www.niwa.cri.nz - in the sector of environmental, sea and atmospheric safeguarding; i. Institute of Environmental Science & Research (ESR) – www.esr.cri.nz - in the sector of public health, the safeguarding of food quality and of pharmacology. Le Associazioni di Ricerca, sono centri di ricerca preposti al trasferimento tecnologico dai centri di ricerca pubblici alle aziende private (in particolare PMI) che non possono sostenere i costi di un centro proprio di R&S. Tali centri si sostengono principalmente attraverso fondi del settore privato e su alcune attivita’, ritenute di interesse nazionale, ricevono anche fondi pubblici. Le principali Associazioni di Ricerca sono: 3. Research Associations, are research centres in charge of the transfer of technology from the public research centres to private firms ( in particular SMEs) that are not able to sustain the costs of an actual R&D centre. Such centres support themselves mainly through funds from the private sector and through some activities deemed to be of national interest, they also receive public funds.
