UNIVERSITIES AND ICTs IN POLICY MAKING PARTICIPATORY PROCESSES IN LATIN AMERICA
The multi-stakeholder IUNCBD Network Online Forum Biodiversity and Health
One of most strategic knots in CBD implementation resides in the arduous challenge to intercept in transversal way the fundamental sectors of the daily life of billions people (mainstreaming approach).
“Biodiversity and Health” initiative just faces this challenge striving to valorize all the mutual
linkages among conservation, sustainable use and fair and equitable sharing of benefits from
biodiversity.
If in CBD field it’s always opportune an interaction among policy makers and the whole society
in his complex components, in that initiative it is particularly evident.
Nevertheless, in the actual stage, this synergy shows evident limits, but it also offers interesting
potentialities. Universities and academic institutions, with theirs capacity to turn research into
codified and diffused knowledge, thanks also to their rooted presence in every country of the
world, are an extraordinary tool for making policy makers and actors of society to dialogue.
While traditional tools until now used in the context of CBD and of national institutions seem insufficient and ineffective for that goal of dialogue, new tools are outlined, to promote in more
capillary and durable way those processes of cross-fertilization. The Latin American Online Forum Biodiversity and Health is one of these.

Il Forum online multi-stakeholder Biodiversità e Salute del IUNCBD Network
Uno dei nodi strategici nella implementazione della CBD risiede nella sfida assai ardua di intercettare in maniera trasversale i settori fondamentali della vita quotidiana di miliardi di persone
(c.d. approccio di mainstreaming).
L'iniziativa Biodiversity and Health affronta appunto questa sfida sforzandosi di valorizzare tutti i
legami reciproci fra conservazione, uso sostenibile e giusto riparto dei benefici della biodiversità.
Se in tema di CBD è sempre opportuna se non necessaria una interazione fra i policy maker e
l'intera società nelle sue molteplici componenti, nella iniziativa predetta si rende particolarmente evidente.
Nella fase attuale, tuttavia, questa sinergia presenta evidenti limiti, ma anche offre interessanti
potenzialità. Le università e le istituzioni accademiche, con la loro capacità di trasformare la
ricerca in sapere codificato e questo in conoscenza diffusa, grazie anche alla loro presenza
radicata in ogni paese del mondo, sono uno strumento straordinario per far dialogare policy
maker e attori della società.
Mentre gli strumenti tradizionali sinora utilizzati nel quadro della CBD e delle istituzioni nazionali
si rivelano insufficienti ed inefficaci in quest'ultimo compito, si profilano strumenti nuovi, per
promuovere in maniera più capillare e durevole questi processi di cross-fertilization. Il Forum
online Latinoamericano su Biodiversità e Salute è uno di questi.
