Gli obiettivi specifici del Programma Daphne II sono suddivisi in 7 categorie Il programma Daphne II è aperto alla partecipazione di organizzazioni (OHJJLELOLWj private senza scopo di lucro, di autorità pubbliche e di istituzioni (autorità locali a livello adeguato, facoltà universitarie e centri di ricerca). Gli enti pubblici a livello nazionale/centrale non sono eleggibili per un finanziamento del programma Daphne. Le organizzazioni partecipanti devono dimostrare nella loro candidatura di avere esperienza nell’operare per prevenire e combattere la violenza contro i bambini, i giovani e le donne; o per proteggere da tale violenza; o fornire supporto alle vittime; o realizzare azioni volte a promuovere il rifiuto di tale violenza o promuovere cambiamenti di atteggiamento e comportamento verso gruppi e vittime vulnerabili della violenza. Provenienza: Le organizzazioni partecipanti devono provenire da uno dei 25 Stati membri dell’Unione europea o dei paesi dell’EFTA/SEE. Inoltre, le organizzazioni di Bulgaria, Romania, Turchia, Albania, Bosnia e Erzegovina, Croazia, l’ex Repubblica Iugoslava di Macedonia, Serbia e Montenegro possono partecipare alle attività del progetto come partner associati (in conformità con le condizioni stabilite nei rispettivi accordi europei e/o accordi quadro con la Comunità europea per la loro partecipazione ai programmi comunitari). Within the limit of the available funds, at least 2 projects to be implemented in the African, Caribbean and Pacific countries will be funded provided the relevant quality criteria are met. The objectives of activities carried out pursuant to this Regulation are the 7HPDGHOEDQGR following: a) To support gender mainstreaming in all areas of development cooperation, combined with specific measures in favour of women of all ages, with the goal of promoting gender equality as an important contribution to poverty reduction; b) To support endogenous public and private capacities in developing countries, which can take the responsibility and initiative for promoting gender equality. (OHJJLELOLWj For 2005, work under budget line 21 02 06 is governed by the following programming document: “Programming Document for 2005 and 2006 Promoting Gender Equality in Development Co-operation Budgetary Item 210206” . It is proposed to support activities aiming at promoting gender equality in attitudes and behaviour of adolescent boys and girls in relation to violence against girls and women. The country chosen must comply with the geographic criteria set out in point 1.2. Thematic criteria 7HPDGHOEDQGR z Actions that support sustainable social, human, environmental and economic development processes in developing countries and that mainstream institutional support and capacity building for local development structures with the aim of improving their internal organisation, strengthening their financial management capacities and developing their analytical and advocacy skills. z Actions that support and facilitate either the linking of relief, rehabilitation and development (LRRD) activities in countries emerging from a crisis following natural or man-made disasters or disaster preparedness and prevention (DPP). z Actions that are undertaken in countries affected by conflict and/or where official EC co-operation is suspended, unavailable or reduced. In order to be eligible for a grant, applicants (development NGOs) must (OHJJLELOLWj fulfil the following criteria: z They must be constituted as autonomous, non-profit-making, nongovernmental organisations in a Member State of the European Union, in accordance with the laws in force in that State ; z They must have their headquarters in a Member State of the European Union and those headquarters must be the main centre for decisions related to co-financed actions; z The majority of their financial resources must come from sources in countries within the European Union. In addition, NGOs must: z Provide evidence of having regularly carried out development activities for at least three years at the time the application is made to the EC (see Annex A, Application Form, section II and supporting documents); z Provide evidence that development is a priority sector of the NGO’ s activities (see Annex A, Application Form, section II and supporting documents); z Have the capacity to mobilise, for development-related actions, private financial resources and possibly other support within Europe, as well as in the developing countries where appropriate; z Have adequate experience in the field of development of the kind covered by this programme (see points 1.1 and 1.2 ). Applications may be presented by an individual NGO or by an NGO consortium or by an NGO network. The overall indicative amount made available under this call for proposals is EUR 155.275.000. This amount could be increased should more funds be available. The European Commission reserves also the right not to award all available funds. Indicative allocation of funds by region ACP 45 to 50 % Asia 20 to 25 % Central and South America 18 to 22 % Mediterranean countries 7 to 10 % Balkans and the NIS 3 to 5 % Any grant awarded under this programme must fall between the following minimum and maximum amounts: z The minimum EC contribution to an action presented by an individual NGO is EUR 50,000. z The maximum EC contribution to an action presented by an individual NGO may not exceed EUR 750,000. z The minimum EC contribution to an action presented by a consortium of NGOs or an NGO network is EUR 250,000. z The maximum EC contribution to an action presented by a consortium of NGOs or an NGO network4 may not exceed EUR 1,500,000. The country chosen must comply with the geographic criteria set out in point 1.2. Applications for a Block Grant may be made by an individual NGO or by an (OHJJLELOLWj NGO network . Applicants (development NGOs) must comply with the following conditions in order to be eligible for a grant: z The NGO must have had at least three (3) co-financing contracts from Budget line 21 02 03 (ex B7-6000) for actions in developing countries and/or Block Grants between 2001 and 2005 and must have fulfilled its contractual obligations for those contracts . In the case of an NGO network, this will apply also to at least three (3) members of the network. Instead of the above requirement, an NGO from a newly acceded Member State must be able to demonstrate that it has received at least three financing/co-financing contracts for actions in developing countries from either the European Commission, one of the agencies of the United Nations or the World Bank between 2001 and 2005 and that it has fulfilled its contractual obligations for those contracts. Nel caso il proponente sia un’ impresa privata deve formare una Joint venture con un autorità pubblica o un’ ONG. Le azioni devono essere realizzate in uno o più dei paesi ACP. 250 milioni di Euro per il 2004, 250 milioni di Euro per il 2005 e 500 0RQWDQWH milioni di Euro per il 2006-2007 (1 miliardo di Euro complessivi su finanziamento FED).
