Ingresso di CGS in OHB 1991 OHB System acquisisce 1/3 del capitale sociale di Carlo Gavazzi Space SpA. OHB System acquires 1/3rd of the company capital of Carlo Gavazzi Space SpA. 1994 Manfred Fuchs viene nominato Presidente del CdA di Carlo Gavazzi Space SpA. Manfred Fuchs is appointed Chairman of Carlo Gavazzi Space SpA BoD. 1996 La famiglia Fuchs acquisisce il 100% delle azioni della società. Il Presidente è Manfred Fuchs e il Vice-Presidente Marco Fuchs. The Fuchs family acquires 100% of the company shares. Carlo Gavazzi Space SpA enters the Group OHB Technology AG. 8 Carlo Gavazzi Space ha perseguito i propri obiettivi nel campo dei satelliti per clienti istituzionali ed è ormai riconosciuta come uno dei principali attori sul mercato, con un ruolo caratterizzato come integratore di sistemi medio-piccoli per missioni scientifiche e di osservazione della terra. Telematic Solutions, nonostante un clima economico generale di netta discontinuità rispetto all'anno passato, ha saputo mantenere la propria posizione all'interno del mercato di riferimento. La fine dell'esercizio di Carlo Gavazzi Space è stata segnata dal trasferimento delle intere quote azionarie della società a OHB Technology AG. Questa operazione rappresenta un passo cruciale per la società, che avrà la possibilità di sfruttare le sinergie con le altre aziende del gruppo, con un accesso molto più ampio e strutturato al mercato, per una ulteriore crescita nei prossimi esercizi. Allo stesso tempo, l'acquisizione di CGS permetterà a OHB Technology di rafforzare il proprio posizionamento strategico sul mercato europeo, con la presenza, oltre che in Germania e in Francia, anche in Italia. GLI AZIONISTI - The Shareholders > Annual Report 2009 - Prefazione 02 The year 2009 was satisfying for both Carlo Gavazzi Space and Telematic Solutions, in spite of the current uncertainties and the persistence of difficult general conditions of the market. Carlo Gavazzi Space has pursued its goals in the domain of satellites for institutional customers and is now acknowledged as one of the main actors on the market, in the role of integrator of small-medium sized systems for scientific and earth observation missions. Telematic Solutions, despite a definitely unstable general economic climate compared to last year, was able to maintain its position on the reference market. The end of the financial period for Carlo Gavazzi Space was characterised by a transfer of all company shares to OHB Technology AG. This operation represents a crucial step for the company, which will have the chance to exploit synergies with the other companies of the group, with a much wider, consolidated access to the market, for a further growth over the next financial periods. At the same time, the acquisition of CGS will allow OHB Technology to strengthen its strategic positioning on the European market, with its presence not only in Germany and France, but also in Italy. LA DIREZIONE - The Management > Annual Report 2009 - Carlo Gavazzi Space 02 Nel corso del 2009, il settore spaziale ha visto una stabilizzazione dei vertici dell’Agenzia Spaziale Italiana ed il consolidamento delle iniziative a livello europeo sulle linee di sviluppo approvate nel corso della conferenza dei ministri europei dei paesi membri dell’Agenzia Spaziale Europea. Nel corso dell’esercizio, i programmi satellitari PRISMA, MIOSAT, LARES ed ESEO sono entrati nella fase di sviluppo; la realizzazione delle infrastrutture di lancio nella base di KOUROU per i lanciatori VEGA e SOYOUZ ha subito un forte sviluppo ed il completamento è previsto per inizio 2010. Oltre allo sviluppo dei sistemi e delle infrastrutture spaziali, la società rafforza il proprio posizionamento nello sviluppo delle applicazioni attraverso lo sfruttamento dei dati di osservazione della terra da satellite e nel settore della sicurezza. Nel corso dell’esercizio, le azioni della società sono state trasferite alla holding tecnologica OHB Technology (società quotata a Francoforte) con l’obiettivo di rafforzare il proprio posizionamento sul mercato europeo. In questo mercato, OHB Technology consolida il proprio posizionamento di terzo Large System Integrator ed acquisisce dalla Commissione Europea il contratto per la realizzazione dei satelliti della costellazione Galileo. Per l’inizio 2009, l’azienda conferma le previsioni di budget sia nel fatturato che nel margine operativo. In 2009, the Space Industry witnessed the stabilization of the top management of the Italian Space Agency and the consolidation of initiatives on European scale regarding the development guidelines approved at the last conference of the European Ministers of the European Space Agency Member States. The PRISMA, MIOSAT, LARES and ESEO satellite programmes entered their development phases during the financial period; the implementation of the launch facilities in KOUROU for the launchers VEGA and SOYOUZ made considerable progress and the completion is scheduled by early 2010. Along with the development of space systems and infrastructures, the company is also consolidating its positioning in the development of applications through the exploitation of satellite earth observation data and in the field of security. During the financial period, the company shares were transferred to the technological holding OHB Technology (quoted in Frankfurt Stock Exchange) in order to strengthen its positioning on the European market. In this market, OHB Technology consolidated its positioning as third-ranking Large System Integrator and acquired from the European Commission the contract for the development of the satellites of the Galileo constellation. By the beginning of 2009, the company confirmed its budget forecasts both in turnover and in the operating margin. Lanfranco Zucconi 19 IL DIRETTORE FINANZIARIO The Financial Director L'esercizio 2008-2009 si è concluso con il consolidamento del fatturato sui valori dell'esercizio precedente con un risultato operativo in linea con il budget. A seguito degli investimenti realizzati negli esercizi precedenti, la società si è impegnata in modo significativo a livello finanziario. L’incremento del volume d’affari ha avuto luogo soprattutto con l’Agenzia Spaziale Italiana che tradizionamente richiede una adeguata disponibilità di capitale circolante per poter far fronte agli impegni di preparazione di proposta, di accompagnamento alla fase istruttoria contrattuale e nella esecuzione del contratto. A questo proposito, l’azienda sta gestendo al meglio delle proprie possibiltà le esigenze di liquidità necessarie a garantire l’esecuzione dei programmi. In prospettiva, l’azienda intende diversificare per quanto possibile la propria clientela istituzionale aumentando il ritorno economico dall’Agenzia Spaziale Europea. Questo fatto, unitamente alla implementazione di un oculato piano di investimenti, consentirà all’azienda di diminuire le necessità di circolante e migliorare il cash flow. In generale la società si è attivata per perseguire una migliore gestione finanziaria e continua la propria politica di contenimento dei costi e di massimizzazione dell’efficienza. Questo porterà benefici nel nuovo esercizio che si preannuncia in linea con il budget. 20 LA DIREZIONE - The Management > Annual Report 2009 - Carlo Gavazzi Space 02 Liviana Melotti Direttore Finanziario e Direttore delle Risorse Umane, Amministratore in Carlo Gavazzi Space Entra in Carlo Gavazzi Space nel 1990 e nel 1994 diviene Direttore Finanziario e Direttore delle Risorse Umane. Financial and Human Resources Manager, Member of BOD Joined Carlo Gavazzi Space in 1990 and has been Financial and Human Resources Manager since 1994. The 2008-2009 financial period closed with the consolidation of the turnover with the figures related to the previous financial period and with an operating result in line with the budget. Because of the investments made in the previous years the Company has undertaken significant financial commitments. Such an increase could be attained especially with the Italian Space Agency, which traditionally requires an adequate cash flow availability to face all proposal arrangements, along with contract preparation and fulfilment phases. Specifically the company is managing liquidity needs at best in order to guarantee programme performance. In the near future, the company means to diversify its institutional customers as much as possible, increasing the economic return form the European Space Agency. Beside the implementation of a cautious investment plan, that shall allow the company to reduce cash flow needs whilst improving it. In principle the company has started the arrangement of a better policy whilst continuing its cost-reduction and effectiveness maximisation strategy. That shall bring some new benefits in the coming period, which already appears to be in line with the budget. Liviana Melotti 21 IL DIRETTORE GENERALE The General Manager Carlo Gavazzi Space ha assunto un ruolo leader nel settore della ricerca spaziale come integratore di sistemi e in particolar modo di satelliti per il mercato istituzionale. Sono infatti in corso di sviluppo quattro nuovi satelliti, di cui tre per l’Agenzia Spaziale Italiana (ASI) ed uno per l’Agenzia Spaziale Europea (ESA). La missione AGILE, lanciata nel 2007, prosegue le osservazioni scientifiche ben oltre i due anni di vita operativa contrattualmente previsti. I piani dell’ASI denotano inoltre un rinnovato interesse per la realizzazione di esperimenti scientifici nell’ambito di collaborazioni internazione. In questo settore l’azienda ha buone prospettive in quanto è già presente in maniera significativa con la realizzazione del sensore di onde gravitazionali destinato alla missione ESA ‘LISA Pathfinder’ e avendo completato il proprio contributo al laboratorio americano AMS per la ricerca dell’antimateria. L’azienda opera essenzialmente nell’ambito del mercato istituzionale ed ha come riferimento le principali agenzie spaziali europee: in primo luogo l’Agenzia Spaziale Europea, in seconda battuta l’Agenzia Spaziale Italiana e infine l’Agenzia Spaziale Francese (CNES). Il mantenimeno del posizionalmento di integratore di sistemi nel mercato in cui l’azienda opera richiede una ampia diversificazione dell’offerta. A questo proposito, a fianco di soluzioni nel settore delle missioni satellitari, Carlo Gavazzi Space mantiene e sviluppa capacità e tecnologie nella realizzazione di 22 carichi utili scientifici, sfruttamento dei dati di osservazione della terra, applicazioni di telecomunicazioni e tecnologie per l’esplorazione planetaria. L’azienda intende inoltre continuare il forte impegno nell’aggiornamento tecnologico per aumentare il proprio valore aggiunto nelle missioni satellitari in cui è protagonista e garantirsi l’accesso ai futuri grandi programmi italiani ed europei. In questa ottica, Carlo Gavazzi Space continua le proprie attività di sviluppo di nuovi prodotti in prima battuta a supporto della componentistica per satelliti e sensoristica per esperimenti scientifici o di osservazione della terra. Un elemento fondamentale per la propria strategia di investimenti nel settore dei prodotti per satelliti è costituito dal consorzio Antares. In generale, nell’esercizio che si è concluso, l’azienda ha rafforzato il suo posizionamento e la sua credibilità come integratore di satelliti per ASI, e ha consolidato i propri rapporti con ESA e CNES in particolar modo per il completamento delle infrastrutture di terra per lanciatori. Nel corso del 2009, l’azienda è confluita nell’ambito della holding OHB Technology. Questa nuova collocazione all’interno del terzo gruppo spaziale europeo rafforza notevolmente l’azienda sotto l’aspetto strategico. Dal 2004 è Direttore Generale e deputy dell’Amministratore Delegato. General Manager at Carlo Gavazzi Space Joins Carlo Gavazzi Space in 1999, as Marketing Director. He has been General manager and CEO deputy since 2004. Carlo Gavazzi Space has undertaken a leading role in the field of space research as integrator of systems and in particular of satellites for the institutional market. Four new satellites are now being developed, three of which for the Italian Space Agency (ASI) and one for the European Space Agency (ESA). The AGILE mission, launched in 2007, has been going on with the scientific observations far beyond the two year long working life scheduled by contract. Furthermore, the plans of ASI show a renewed interest in the achievement of scientific experiments within the cooperation among nations. In this segment, the company has good prospects since it is already operating significantly with the development of the gravitational wave sensor for the ESA mission ‘LISA Pathfinder’ and because it has completed its contribution for the American laboratory AMS for the search of antimatter. The company works essentially within the institutional market and refers to the main European Space Agencies: first the European Space Agency, then the Italian Space Agency and finally the French Space Agency (CNES). To keep the position of systems integrator in the market segment in which the company operates, the offer needs to be highly diversified. To this purpose, along with the solutions in the segment of satellite missions, Carlo Gavazzi Space keeps and develops capabilities and technologies in the development of scientific payloads, exploitation of earth observation data, telecommunication applications and technologies for planetary exploration. The company is going to continue with the strong commitment to technological update in order to increase its added value in the satellite missions in which it has a leading role and to ensure its access to the major future Italian and European programs. In this view, Carlo Gavazzi Space carries on its activities related to the development of new products mainly in support to satellite components and sensors for scientific experiments or earth observation. A fundamental element for its investment strategy in the segment of satellite products is given by the Antares consortium. In general, the company in the last financial period has strengthened its position and its credibility as satellite integrator for ASI, and has consolidated its relationship with ESA and CNES particularly for the completion of the ground infrastructures for launchers. In 2009, the company entered the OHB Technology holding. This new collocation within the third European Space Group has highly strengthened the company from the strategical point of view. Roberto Aceti 23 STRATEGIA PER LO SVILUPPO Development Strategy Lo sviluppo di Carlo Gavazzi Space continuerà sulle linee strategiche adottate già negli ultimi anni, grazie al consolidato posizionamento come azienda di riferimento in Italia ed in Europa per lo sviluppo e l’integrazione di satelliti piccoli e medi per il mercato istituzionale. I principali clienti su cui si focalizzeranno le azioni di sviluppo del business saranno l’Agenzia Spaziale Italiana (ASI), l’Agenzia Spaziale Europea (ESA), l’Agenzia Spaziale francese (CNES). Sempre in un’ottica di continuità strategica, Carlo Gavazzi Space manterrà un’offerta in grado di coprire tutti gli elementi della catena del valore di un sistema satellitare, che comprende il segmento di volo (satellite e relativi equipaggiamenti), il segmento di terra (sistemi di test, stazioni di controllo e ricezione dei dati) e il segmento utente (applicazioni e servizi basati sull’utilizzo dei dati satellitari di osservazione della terra, navigazione e telecomunicazioni). Guyana Francese, dove la maggior parte della attività del segmento di terra vengono svolte già da diversi anni, continuando anche a presidiare le opportunità che saranno accessibili nel prossimo esercizio dal programma di rinnovamento e di mantenimento previsto da ASI nella base italiana di Malindi in Kenia. Infine, nel settore delle applicazioni, la strategia di sviluppo è essenzialmente volta a migliorare il posizionamento nel mercato dei prodotti applicativi per l’elaborazione dei dati satellitari di osservazione della terra, principalmente con lo sviluppo di progetti coordinati da ASI e ESA per clienti finali istituzionali (es. Protezione Civile, Agenzie Regionali di Protezione Ambientale). Inoltre si avvierà lo sviluppo di sistemi che, tramite l’utilizzo delle infrastrutture satellitari, siano di ausilio alla gestione delle reti di distribuzione dell’energia elettrica (Power Grids). Questa diversificazione di prodotti è supportata da una politica di investimenti mirati al mantenimento e consolidamento della propria base tecnologica, grazie alla quale è si alimenta il miglioramento continuo della competitività. Nel prossimo esercizio, l’azienda continuerà a presidiare il mercato delle missioni satellitari, basandosi sulle competenze acquisite nelle missioni già operanti in orbita (AGILE) e in corso di realizzazione (PRISMA, MIOSAT, ESEO e LARES), acquisendo attività di studio e definizione di nuove missioni per applicazioni sia di osservazione della terra, sia di sicurezza. In ambito nazionale, l’Agenzia sta avviando la realizzazione di grandi missioni (es. la seconda generazione del sistema di telerilevamento radar Cosmo-Skymed) e sta attivando importanti cooperazioni internazionali che permettano il lancio di strumenti scientifici realizzati in Italia a bordo di satelliti non italiani. In questo scenario nazionale, Carlo Gavazzi Space è ben posizionata per proporsi con un ruolo di responsabilità nell’ambito delle grandi missioni nazionali, nonchè come fornitore di apparati per gli stessi programmi. Inoltre l’azienda è pronta a realizzare in stretta cooperazione con gli scienziati italiani gli strumenti scientifici per le missioni bi-laterali. Nei programmi dell’Agenzia Spaziale Europea, l’azienda intende da una parte confermare il proprio ruolo sistemistico ad esempio nella realizzazione di laboratori per l’utilizzazione della Stazione Spaziale Internazionale, d’altra parte si intende trarre vantaggio dall’appartenenza al gruppo OHB Technology, al cui interno sono stati recentemente acquisiti nuovi importanti contratti (es. 14 satelliti per la costellazione Galileo) per generare un importante e significativo sviluppo del business satelliti. A questo proposito, il ruolo che l’azienda si avvia ricoprire è quello di responsabile di sotto-sistemi e fornitore di apparati nei programmi scientifici, di osservazione della terra, di esplorazione e di navigazione. Nel campo delle infrastrutture di terra, Carlo Gavazzi Space intende mantenere il proprio ruolo di fornitore ad ASI, ESA e soprattutto CNES, di sistemi per i segmenti di terra dei lanciatori e delle relative stazioni di controllo. Carlo Gavazzi Space rafforzerà la presenza nella base spaziale europea di Kourou in 26 Carlo Gavazzi Space will pursue with the strategic lines adopted over the last years because of the consolidation of its position as key company in Italy and Europe for the development and integration of small and medium satellites for the institutional market. Business development actions will be focused on major customers, the Italian Space Agency (ASI), the European Space Agency (ESA), the French Space Agency (CNES). Still in a perspective of strategic continuity, Carlo Gavazzi Space will maintain a complete offer capable of covering all the elements of the chain of the value of a satellite system, including flight system (satellite and related equipments), ground segment (test systems, control stations and data reception) and user segment (applications and services based on the exploitation of satellite data from Earth Observation, Navigation and Telecommunications). This product diversification is supported by a policy of investments aiming at keeping and consolidating the technological basis, which fosters a continuous improvement of the competitiveness. For the next financial period, the company will continue to preside over the market of satellite missions, on the basis of the skills acquired in the missions already in orbit (AGILE) and those still under implementation (PRISMA, MIOSAT, ESEO and LARES), acquiring study and definition activities of new missions for both Earth Observation and Security applications. On a national scale, the Agency is starting the implementation of great missions (e.g. the second generation of the Cosmo-Skymed radar remote-sensing system) and is activating some major international cooperation to enable the launch of scientific instruments produced in Italy on board non-Italian satellites. STRATEGIA PER LO SVILUPPO - Development strategy > Annual Report 2009 - Carlo Gavazzi Space 02 In this domestic scenario, Carlo Gavazzi Space is well positioned to put itself forward to act as responsible in the framework of the great national missions, as well as supplier of apparatus for the same programmes. Moreover, the company is ready to implement, in close cooperation with Italian scientists, the scientific instruments for bi-lateral missions. Within the programmes of the European Space Agency, the company plans on the one hand to confirm its systemintegrating role, perhaps with the development of laboratories for the use of the International Space Station, on the other hand it will take advantage from its being part of the OHB Technology group, which has recently acquired some new major contracts (e.g. 14 satellites for the Galileo constellation), to give rise to an important and significant development of the satellite business. With this respect, the role the company is about to take on is as sub-system responsible and supplier of equipments in scientific, earth observation, exploration and navigation programmes. In the framework of ground infrastructures, Carlo Gavazzi Space will maintain its role as supplier for ASI, ESA and, especially CNES, of ground segment systems for launchers and related control stations. Carlo Gavazzi Space will reinforce its presence at the European Space Station in Kourou, French Guyana where most of the Ground Segment activities have been performed for years, and will continue to preside over the opportunities that will be made accessible in the next financial period with the renewal and maintenance programme planned by ASI in the Italian base of Malindi, Kenya. Finally, in the domain of applications, the development strategy aims essentially at improving the positioning on the market of application products for the processing of earth observation satellite data, mainly through the development of projects co-ordinated by ASI and ESA for end institutional customers (e.g. Civil Protection, Regional Agencies of Environmental Protection). Sono inoltre state avviate le attività sui contratti ESEO (con cliente ESA) ed EnMAP (con cliente OHB). Nel corso dell’anno, AGILE ha raggiunto i due anni di vita operativa nominale, ed i risultati scientifici sono stati talmente soddisfacenti che ASI ha deciso di prolungare la vita operativa del satellite per un ulteriore anno. Alla fine di ogni anno, verrà valutato lo “stato di salute” del sistema in orbita per decidere l’eventuale ulteriore prosecuzione. Il sistema AGILE, che pure sta operando in concomitanza con il ben più ambizioso satellite GLAST/FERMI, di classe superiore, sta comunque reggendo bene il confronto, soprattutto nelle fasce di energia intorno ai 100 MeV dove, addirittura, la risoluzione di AGILE risulta migliore di quella di GLAST/FERMI. Di seguito un’immagine di una emissione gamma dal buco nero 3C454 ottenuta dai rivelatori del satellite (D). Sempre per conto dell’Agenzia Spaziale Italiana, è stato sottoscritto il contratto per lo sviluppo, la realizzazione ed il lancio del satellite PRISMA, una ambiziosa missione preoperativa che imbarcherà uno strumento di osservazione della Terra iperspettrale di nuova concezione. Nell’anno in corso è stata superata con successo la PDR di sistema, avvenuta a valle del positivo superamento delle PDR di tutti i sottosistemi. In figura viene riportata la configurazione di satellite a valle della PDR (C). Nell’ambito del programma LARES, il cui lancio è pianificato in occasione del lancio di qualifica di VEGA, si è registrato il raggiungimento di importanti traguardi soprattutto con la qualifica del sistema di separazione e la realizzazione del sottosistema avionico. Sempre per ASI continua la partecipazione al programma MIOSAT che permetterà di qualificare in orbita i prodotti e le tecnologie sviluppati da Carlo Gavazzi Space nell’ambito degli equipaggiamenti per micro e piccoli satelliti (tra i quali ruote d’inerzia, bobine magnetiche e batteria). Tutti gli sviluppi sono stati orientati con la finalità di disporre di equipaggiamenti ITARFREE, attraverso i quali allargare significativamente il mercato di riferimento e poter sfruttare le opportunità di lancio offerte, ad esempio, dai vettori indiani PSLV e GSLV. Nell’ambito dei programmi con l’Agenzia Spaziale Europea, la società è impegnata nella realizzazione di ESEO, un satellite concepito nell’ambito delle università europee e che ora sarà integrato e lanciato con la Prime Contractorship di Carlo Gavazzi Space. B C A 34 D UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Carlo Gavazzi Space 02 The last financial period consolidated the experience of Carlo Gavazzi Space in the field of satellites, mainly due to the management of the Satellite AGILE in-orbit, and it paved the way to a significant step forward in the programme PRISMA. Furthermore, actions on the ESEO (whose customer is ESA) and EnMAP (whose customer is OHB) contracts were undertaken. result of the success of the PDRs of all the subsystems. In the framework of the programme LARES, whose launch is planned to take place in the occasion of the VEGA qualification launch, some major goals were met especially with the qualification of the separation system and the implementation of the avionic subsystem. Over the year, AGILE reached its second year of nominal operating life, and scientific results were so satisfying that ASI decided to extend the operating life of the satellite one year longer. The “health conditions” of the system in orbit will be monitored at the end of each year in order to decide a possible further prosecution. The AGILE system, currently operating simultaneously with the definitely more ambitious satellite GLAST/FERMI which belongs to a higher class, is however bearing the comparison especially in the energy bands around 100 MeV where the resolution of AGILE is even better than the one of GLAST/FERMI. Still for ASI, the participation to the programme MIOSAT, which will enable in-orbit qualification of the products and technologies developed by Carlo Gavazzi Space in the framework of the equipments for micro and small satellites (including inertial wheels, magnetic spools and battery), is going on. All developments have been oriented in order to have availability of ITAR-FREE equipments, through which the reference market may be significantly expanded and the provided launch opportunities may be exploited, e.g. by Indian vectors PSLV and GSLV. In the framework of the programmes with the European Space Agency, the company is working on the implementation of ESEO, a satellite conceived in the frame of European universities and that is now to be integrated and launched with Carlo Gavazzi Space as Prime Contractor. This activity represents the first development of a complete satellite system for ESA. Still on behalf of the Italian Space Agency, the contract for the development, implementation and launch of the satellite PRISMA was signed: an ambitious pre-operational mission embarking a newly designed hyperspectral earth observation instrument. European Student Earth Orbiter. 35 STRUMENTI SCIENTIFICI Scientific instruments Sono iniziate le attività di integrazione dei modelli di volo di uno dei programmi principali dell’Agenzia Spaziale Europea: il sensore inerziale di LISA Pathfinder (Laser Interferometer Space Antenna) su cui l’azienda è ormai impegnata da tempo. Il cuore dell’esperimento è un cubo di oro e platino, che in assenza di gravità sarà sospeso all’interno dello strumento e i cui impercettibili movimenti sveleranno il passaggio di un’onda gravitazionale debole, permettendone così la rilevazione del transito e dell’intensità. Proseguono le attività per la realizzazione di LARES: nel corso dell’anno appena trascorso è stata positivamente effettuata la qualifica del sistema di separazione e del satellite. Seguitano le attività per la realizzazione del modello di volo che verranno completate entro l’anno corrente. Integration activities for the flight models of one of the main programmes of the European Space Agency have begun: LISA Pathfinder (Laser Interferometer Space Antenna), the inertial sensor, the company has been working on for quite a time now. Core of the experiment is a gold and platinum cube that will be suspended inside the instrument in absence of gravity and whose imperceptible movements will identify the passage of a weak gravitational wave, therefore enabling the detection of the transit and of the intensity. The activities for the implementation of LARES are going on: the qualification of the separation system and of the satellite was successfully carried out last year. Implementation activities of the flight model are also ongoing and are scheduled to be completed by the end of the current year. Tre strumenti come questo verranno lanciati nel 2014 intorno al sole a 5 milioni di km di distanza. Il sensore in fase di realizzazione volerà per la prima volta sulla missione Pathfinder per la qualifica in volo della tecnologia. This instrument is the core of an ambitious ESA/NASA joint programme for the study of weak gravitational waves coming from Space. Three instruments like this one shall be launched in 2014 around the Sun, 5 million km far away one another. The sensor under implementation is scheduled to fly for the first time on Pathfinder Mission for Technology on-board Qualification. UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Carlo Gavazzi Space 02 37 STAZIONE SPAZIALE INTERNAZIONALE - ISS International Space Station - ISS Durante questo esercizio si è positivamente conclusa la missione di EUTEF, una piattaforma multi-utente, equipaggiata con 9 strumenti scientifici, di cui Carlo Gavazzi Space è Prime Contractor. Dopo 18 mesi di permanenza all’esterno della Stazione Spaziale, EUTEF è stato rimosso e, dopo essere stato trasportato a terra dallo Shuttle, è stato inviato presso la Clean Room di Tortona dove è stato de-integrato e i singoli esperimenti restituiti agli scienziati. Procedono inoltre le attività legate alla struttura e a vari strumenti del complesso rivelatore di particelle AMS-02 (Alpha Magnetic Spectrometer): sono stati consegnati sia l’unità elettronica di potenza PDS (Power Distribution System) che fornirà la potenza necessaria a tutto il rivelatore sia il sistema di controllo termico TCS (Thermal Control System) che comprende i sottosistemi Cryocooler e CAB. A L’anno 2009 è stato caratterizzato da una situazione di ristagno legata ai rallentamenti delle attività della navetta Shuttle, in previsione di un suo ritiro che avverrà nel corso del 2010. Al tempo stesso, il 2009 è stato l’anno che ha aperto nuove prospettive a valle dei successi ottenuti da Europei e Giapponesi attraverso i voli di qualifica di ATV e HTV rispettivamente. Per il 2010 è quindi atteso l’avvio dello sviluppo di una Facility multi esperimento esterna alla stazione spaziale alla quale Carlo Gavazzi Space dovrebbe partecipare in qualità di sottocontraente. The EUTEF mission, a multi-user platform equipped with 9 scientific instruments with Carlo Gavazzi Space as a Prime Contractor, was successfully brought to an end during the financial period. After 18 months outside the Space Station, EUTEF was removed and, once taken to ground by the Shuttle, it was sent to the Clean Room in Tortona where it was dismantled and each experiment returned to the scientists. Activities connected to the structure and to the various instruments of the complex particle detector AMS-02 (Alpha Magnetic Spectrometer) are going on: both the PDS (Power Distribution System) that will supply power to the whole detector and the TCS (Thermal Control System) including the subsystems Cryocooler and CAB have been already delivered. The year 2009 featured a stagnant situation connected to the slow-down in Shuttle activities, in the perspective of its withdrawal scheduled in 2010. At the same time 2009 was the year that opened up new outlooks further to the success achieved by Europe and Japan through ATV and HTV qualification flights, respectively. In 2010 the development of a multi-experiment Facility outside the space station is therefore expected to be started: Carlo Gavazzi Space should participate as subcontractor. 38 B A AMS-02 Alpha Magnetic Spectrometer Strumento scientifico NASA/ESA/ASI/CERN Rivelatore di particelle destinato allo studio dell’antimateria, verrà installato all’esterno della ISS. Permetterà di gestire nove esperimenti contemporaneamente, dallo studio della degradazione dei materiali nello spazio alla biologia, dalla misurazione delle radiazioni allo studio dei detriti spaziali. This structure for automatic experiments shall be installed outside the ISS. It shall allow to manage nine experiments at the same time, from the study on material degradation in space to biology, from radiation measurement to the study on space debris. 39 INFRASTRUTTURE DI TERRA Ground infrastructures Nel corso dell’esercizio 2008-2009, il dipartimento è stato impegnato nelle attività di finalizzazione delle installazioni per i poligoni di lancio di Vega e Soyuz e nella continuazione delle attività di verifica dei sistemi installati da Carlo Gavazzi Space. Nello stesso periodo, sono state concluse le attività di modifica delle stazioni equatoriali ESA/CNES destinate all’acquisizione della telemisura dei lanciatori AR5, Vega , Soyuz. Infine, nel periodo indicato, sono stati acquisiti due importanti contratti rispettivamente dal CNES per la videosorveglianza ed il controllo di accesso del poligono Vega ed un secondo contratto da ESA/ESOC per lo studio sul possibile utilizzo dei telescopi ottici in luogo di un sistema radar per l’osservazione dei detriti spaziali in orbite LEO medio-alte per il programma europeo di Space Situational Awareness. During the 2008-2009 fiscal year, the department was busy on the finalization activities regarding the installations for the Vega and Soyuz launch polygons and on the going of the verification activities of the systems installed by Carlo Gavazzi Space. In the same period, change activities on the ESA/CNES equatorial stations aiming at the acquisition of the Telemetry for AR5, Vega, Soyuz were completed. Finally, in the same period, two major contracts were acquired respectively from CNES for the video surveillance and the access control to the Vega polygon and a second contract from ESA/ESOC for the study on a possible use of optical telescopes instead of a radar system for the observation of space debris in medium-high LEO orbits for the European Programme Space Situational Awareness. Nell’ambito dei sistemi per la validazione di tecnologie innovative di guida, navigazione e controllo, la società sta completando lo sviluppo della “Precision Landing GNC Test Facility” per ESA. Sempre per ESA, la società ha concluso lo studio sulle architetture di superficie per i futuri programmi di esplorazione. E’ stata anche svolta un’attività aggiuntiva relativa alla definizione concettuale di un set di payloads di riferimento per una missione di esplorazione internazionale a bordo di un lander Europeo. In tale ambito sono stati definiti una installazione pilota per un sistema di produzione dell’ossigeno sulla luna e una piattaforma di mobilità superficiale avanzata. Sono stati completati gli studi di fase A per ESA delle future missioni di esplorazione ( NEXT Lunar Lander e Mars NEXT) e lo studio per la definizione di un Rover Pressurizzato. CGS ha anche proseguito nell’attività di ricerca sullo sfruttamento delle Risorse in Situ e ha partecipato con successo alla gara ESA per uno studio architetturale e tecnologico riguardante la progettazione di un sistema per la produzione dell’Ossigeno sulla Luna e la costruzione e prova di un prototipo delle tecnologie critiche. Carlo Gavazzi Space has consolidated its position in the field of planetary exploration, both as system integrator and as designer of critical technologies. In the framework of the systems for the validation of innovative guidance, navigation, and control technologies, the company is completing the development of the “Precision Landing GNC Test Facility” for ESA. Still for ESA, the company has completed the surface architecture study for future exploration programmes. An additional activity has also been performed concerning the conceptual definition of a set of reference payloads for an international exploration mission on board a European lander. in such a framework a pilot installation of a system for the production of oxygen on the Moon and an Advanced Surface Mobility platform have been defined. Phase A studies for ESA future exploration missions have been completed ( NEXT Lunar Lander and Mars NEXT) and so has the study for the definition of a Pressurised Rover. CGS has also continued with its research activities regarding the exploitation of in Situ resources and has successfully taken part to the ESA bid for an architectural and technological study concerning the design of a system for the production of oxygen on the Moon and the construction and testing of a prototype for critical technologies. Pressurized Rover UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Carlo Gavazzi Space 02 A B C D 43 APPLICAZIONI Applications Osservazione della Terra Nel corso dell’ultimo anno si sono consolidate le attività di sviluppo di prodotti e applicazioni di Osservazione della Terra anche grazie all’inizio di nuove attività in ASI. In ambito ESA (Data User Element), è stata avviata la fase 2 del progetto “GlobVolcano”, dedicato alla dimostrazione preoperativa di servizi basati su dati EO operanti su 15 siti a rischio vulcanico localizzati in diverse aree del globo. Nel progetto sono coinvolti una ventina di Osservatori Vulcanologici, fra i quali l'Istituto Di Fisica del Globo di Parigi, operanti nei Caraibi, Ecuador, Isole Comore, Isola di la Reunion, Messico, isole Canarie, Costa Rica, Hawaii etc. Per l’Italia, partecipa attivamente l’Osservatorio Vesuviano (INGV). Quale continuazione del progetto GlobVolcano nellambito GMES, è stata approvata la proposta EVOSS (European Space Observatory Space Services), selezionata nell'ambito del Settimo Programma Quadro fra i servzi "Downstream" dei Core Services di GMES. EVOSS sarà il downstream del Core Service "Emergy Response" per il rischio vulcanico. Sempre in ambito ESA, nel contesto del Programma degli Studi Generali (GSP), si è concluso lo studio delle possibili applicazioni delle tecnologie spaziali, fra le quali Osservazione della Terra e Telecomunicazioni, alla gestione della rete di distribuzione elettrica, con particolare riferimento all’impatto dovuto all’utilizzo delle fonti di energia rinnovabile (POWERGRID). Per capitalizzare quanto sviluppato nell’ambito di questo studio in collaborazione con TERNA, gestore della rete elettrica ad alta tensione italiana, è stata consegnata ad ESA, nell’ambito del nuovo programma “Intergrated Applications Programme” ( IAP) dell’Agenzia, la proposta SPACEGRID per la realizzazione di un sistema integrato EO + SATCOM in supporto alla gestione della rete elettrica. In ambito italiano, sono tuttora in corso le attività dei progetti NOWCASTING, MORFEO, QUITSAT e CNM commissionati dalla Agenzia Spaziale Italiana, nell’ambito del programma di 44 Osservazione della Terra. Il primo prevede la realizzazione di un sistema informativo a supporto delle decisioni di protezione civile per la previsione a brevissimo termine delle precipitazioni, a prevenzione del rischio idrogeologico. Nel secondo, MORFEO, viene realizzato un sistema informativo, avente sempre come utente il Dipartimento di Protezione Civile italiano, per la prevenzione ed il monitoraggio del rischio frana nel territorio italiano. Il terzo è dedicato allo sviluppo di un sistema informativo per il monitoraggio della qualità dell’aria, avente come utenti le agenzie di protezione ambientale (ARPA) di alcune regioni italiane. Il progetto CNM prevede invece la costituzione di un Centro Nazionale Multimissione presso la sede ASI di Matera. Sono iniziate le attività nell’ambito del progetto pilota dell’Agenzia Spaziale Italiana SIGRI (Sistema Integrato per la Gestione del Rischio Incendi) che ha lo scopo di dimostrare le potenzialità dei sistemi di telerilevamento in supporto alle varie fasi della gestione degli incendi. Il progetto prevede la realizzazione di un sistema dimostrativo in grado di generare prodotti basati su dati di osservazione della terra (Meteosat Second Generation, MODIS, datti ottici multispettrali, dati SAR) eventualmente integrati con dati di origine diversa (dati territoriali, cartografia e altro) per supportare la gestione del fenomeno incendi boschivi nelle sue diverse fasi: prima, durante e dopo l’evento. Sempre nell'ambito delle attività ASI, è in corso il progetto preliminare COASTSAT riguardante lo sviluppo del servizio informativo per il monitoraggio delle coste (subsidenza, allagamento, mareggiate , erosione ed inquinanmento delle zone costiere); il servizio ha come utenti il Dipartimento della Protezione Civile e l'istituto ISPRA ( ex-APAT). UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Carlo Gavazzi Space 02 Earth Observation Development activities of Earth Observation applications were consolidated over the last year also due to the kick off of new activities in ASI. In the ESA domain (Data User Element), phase 2 of the “GlobVolcano” project, devoted to the pre-operative demonstration of services based on EO data operating in 15 volcanic risk sites located in different areas of the globe, has started. The project involves about twenty Volcanological Observatories, among which the Globe Physics Institute of Paris, which operate in the Caribbean Islands, Ecuador, the Comoros Islands, the Reunion island, Mexico, Canary Islands, Costa Rica, Hawaii etc. Italy contributes with the active participation of the Vesuvius Observatory (INGV) . The EVOS proposal (European Space Observatory Space Services) was approved as a follow up of the GlobVolcano project in the GMES frame work. It was chosen within the Seventh Framework Programme among the "Downstream" of the GMES Core Services. EVOSS will be the downstream of the "Emergy Response" Core Service for volcano risks. Still in the ESA domain, in the framework of the General Studies Programme (GSP), the study on the possible applications of space technologies, among which Earth Observation and Telecommunications, for the management of the power distribution network with particular care for the impact due to the use of sources of renewable Energy (POWERGRID), has finished. In order to capitalize what has been developed within this programme in cooperation with TERNA who is the provider of the Italian high tension power grid, the proposal SPACEGRID for the development of an integrated system EO+ SATCOM to support the management of the power grid was delivered to ESA within the new “Integrated Applications Programme” ( IAP) of the Agency. In the Italian framework, the projects NOWCASTING, MORFEO, QUITSAT and CNM ordered by the Italian Space Agency within the Earth Observation programme are now in progress. The first will develop an information system to support the decisions of the civil protection regarding very short term rain forecasts in order to prevent hydro geological hazards. In the second, MORFEO, an information system will be developed, whose user will always be the Italian Department of Civil Protection, for the prevention and monitoring of landslides in the Italian territory. The third is devoted to the development of an information system for the monitoring of the quality of air. Its users will be the environment protection agencies (ARPA) of some of the Italian regions. The CNM project, on the other hand will set up a National Multi-mission Centre at the ASI premises in Matera. Activities within the pilot project of the Italian Space Agency SIGRI (Sistema Integrato per la Gestione del Rischio Incendi), whose objective is to demonstrate the potentials of remote sensing systems in supporting the various phases of fighting against fires, have started. The project will develop a demonstration system capable of generating products based on Earth observation data (Meteosat Second Generation, MODIS, multi-spectral optic data,. SAR data) most likely integrated with other data of different origin (territorial data, cartography, and other) to help to deal with the phenomena of forest fires in all its phases: before, during and after the event. Now in progress, still in the domain of ASI activities, is the preliminary project COASTSAT regarding the development of the information service for the monitoring of coasts (subsidence, floods, sea storms , erosion and pollution of the coasts); users of the service are the department of Civil Protection and the ISPRA institute (former-APAT). 45 APPLICAZIONI Applications Navigazione Il bread-board del progetto di ricerca interna GReS (GPS/Galileo Receiver for Space) è in fase avanzata di integrazione HW/SW. La scheda RF/IF è stata ri-masterizzata ed è attualmente sottoposta ai test funzionali. La scheda digitale, che include l’FPGA col canale di demodulazione, è funzionalmente validata, così come la scheda DSP con il software applicativo (gestione del ricevitore, soluzione di navigazione). Dopo il completamento dell’integrazione HW/SW, il ricevitore completo potrà sostenere i test di performance, destinati a validare la parte algoritmica e a porre le basi per il re-design elettrico e meccanico di un EM (elegant bread-board) e dei successivi QM/PFM. Il contratto ASI SWAN (Sistemi Software per Applicazioni di Navigazione) si è chiuso a Luglio 2009 con la riunione finale, che ha visto il completamento delle attività di sistema e di studio, ricerca e innovazione in carico a CGS. Il progetto ESA SynDee (Novel Time Synchronization Techniques for Deep Space Probes) si è chiuso a Dicembre 2008 con il completamento di tutte le attività previste in fase 2, inclusa la definizione dell’architettura per un possibile Field Trial e la valutazione degli assets (Ground e Space) e degli elementi hardware e software necessari, preludio ad un possibile proseguimento delle attività in ambito ESA. I risultati principali dello studio sono stati presentati all’EFTF (European Frequency and Time Forum) nell’Aprile 2009. In Dicembre 2008 sono iniziate le attività del contratto ASI INFOSAT (Applicazioni della Navigazione Satellitare a Supporto della Circolazione Veicolare), e durante il corrente esercizio CGS ha completato sia le attività di sistema assegnate (specifiche e architettura), che le attività di progettazione e implementazione del sottosistema Elemento Locale. Quest’ultimo integra un ricevitore NovAtel a doppia frequenza con un software proprietario CGS in una stazione di riferimento GNSS mobile avanzata, in grado di accogliere algoritmi di correzione e integrità sviluppati da università e centri di ricerca. Le attività di dimostrazione dei servizi proposti dal sistema INFOSAT saranno messe in campo nei primi mesi del 2010. 46 In Dicembre 2008 sono anche iniziate anche le attività del contratto ESA GNSSGEO (Feasibility of GNSS Sensors for AOCS Applications in GEO and Higher Altitudes) al quale CGS partecipa con DEIMOS ENGHENARIA ed il Politecnico di Torino. Nell’ambito del progetto CGS ha l’incarico di studiare le attuali applicazioni e dati di volo disponibili, con l’obiettivo di ricavare dal simulatore sviluppato nello studio uno User Requirement Document che copra tutti gli aspetti di un sensore GNSS per determinazione autonoma dell’orbita da imbarcare su satelliti GEO: dalle caratteristiche e prestazioni del ricevitore alle problematiche di accomodamento delle antenne. Telecomunicazioni e Telemedicina Sono iniziate le attività del programma ESA Automatic vessel Identification System (AIS) System Study, riguardanti il design del segmento spaziale ed in particolare della piattaforma e del payload. Le analisi di Carlo Gavazzi Space sono volte ad un’ottimizzazione delle prestazioni sulla base di una selezione attenta delle orbite e delle antenne e sullo sviluppo e implementazione di algoritmi innovativi per l’elaborazione dei dati ricevuti a bordo dei satelliti. Il tipo di piattaforma LEO sotto studio è in linea con quelle sviluppate dalla Carlo Gavazzi Space e pertanto l’esperienza che si sta acquisendo potrà essere sfruttata nell’ambito delle attività successive al progetto che prevedono la messa in orbita di uno o due satelliti a scopo dimostrativo delle funzionalità del sistema. Il progetto ASI EMERSAT, dedicato alla realizzazione di un dimostratore di telecomunicazioni integrate per gli enti istituzionali, vede Carlo Gavazzi Space a capo di un gruppo di 6 università italiane impegnate nella definizione, sviluppo, validazione e test di un simulatore di sistema che verrà utilizzato per stimare le prestazioni e limiti operativi di EMERSAT. Attualmente si sta finalizzando pianificazione dei test e si stanno ultimando gli sviluppi dei singoli moduli del simulatore al fine di procedere alla loro integrazione. UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Carlo Gavazzi Space 02 Navigation The bread-board of the indoor research project GReS (GPS/Galileo Receiver for Space) is in an advanced phase of HW/SW integration. The RF/IF board has undergone re-mastering and is now undergoing functional tests. The digital board, which includes the FPGA with the demodulation channel, has been functionally validated, and so is the DSP board with the application software (management of the receiver, navigation solution). After completing the HW/SW integration, the complete receiver will be able to undergo the performance tests that will validate the algorithm part and will set the basis for the electric and mechanic re-design of an EM (elegant bread-board) and of the following QM/PFM. Activities of the ESA contract GNSSGEO (Feasibility of GNSS Sensors for AOCS Applications in GEO and Higher Altitudes) also started in December 2008; CGS participates to the project with DEIMOS ENGHENARIA and the Politecnico di Torino. CGS is in charge of studying the current applications and flight data now available in order to obtain from the simulator developed in the study a User Requirement Document which covers all the aspects of a GNSS sensor for the autonomous determination of the orbit to embark on the GEO satellites: from the features and performances of the receiver to the problems regarding the housing of the antennas. The ASI SWAN (Software Systems for Navigation Applications) contract was closed in July 2009 with the final Meeting which saw the completion of the systems and study, research and innovation activities of which CGS was in charge. Telecommunications and Telemedecine The ESA project SynDee (Novel Time Synchronization Techniques for Deep Space Probes) was closed in December 2008 with the completion of all the activities of Phase 2 including the definition of the architecture of a possible Field Trial and the evaluation of the assets (Ground and Space) and of the needed hardware and software elements, prelude of a possible prosecution of the activities with ESA. The main results of the study were presented at the EFTF (European Frequency and Time Forum) in April 2009. Activities of the ASI contract INFOSAT (Satellite Navigation Applications in support to the Vehicle Circulation) started in December 2008, and over the current financial period CGS has completed both the systems activities assigned (specifications and architecture) and the activities of design and implementation of Local Element subsystem. The latter integrates a double frequency NovAtel receiver with a CGS proprietary software in an advanced mobile GNSS reference station, capable of collecting correction and integrity algorithms developed by universities and research centers. Demonstration activities of the services proposed by the INFOSAT system will be put into being in the first months of 2010. The ESA programme Automatic vessel Identification System (AIS) System Study regarding the design of the space segment and in particular of the platform and of the payload have begun. The analysis of Carlo Gavazzi Space aims at optimizing the performance on the basis of a careful selection of the orbits and of the antennas and through the development and implementation of innovative algorithms for the processing of the data received on board the satellites. The type of LEO platform currently being studied is in line with the ones developed by Carlo Gavazzi Space therefore, the experience that is being acquired may be exploited within the activities ensuing the project which aim at putting into orbit one or two satellites with the objective of demonstrating the functionalities of the system. The ASI project EMERSAT, regarding the development of an integrated telecommunications demonstrator for institutional bodies, sees Carlo Gavazzi Space at the head of a group of 6 Universities working on the definition, development, validation and test of a system simulator that will be used to estimate the performances and the operation limits of EMERSAT. Tests are now being planned and the developments of the single modules of the simulator are now being completed in order to move on to their integration. 47 RICERCA Research Carlo Gavazzi Space investe in ricerca circa il 15% del proprio fatturato, una percentuale molto più alta della media nazionale. Nel settore spaziale, l’innovazione tecnologica e la miniaturizzazione dei dispositivi sono requisiti necessari per rimanere competitivi sul mercato. Le attività di ricerca e sviluppo sono suddivise in tre linee: attività ad investimento diretto da parte della società, programmi parzialmente finanziati dal MIUR (Ministero dell’Università e della Ricerca) e dal MAP (Ministero delle Attività Produttive) e programmi finanziati con il contributo delle istituzioni locali. L’azienda investe direttamente in alcune tecnologie per accrescere il proprio know-how in modo da affrontare le future richieste di mercato. Alcuni esempi sono: • sensori per il controllo d’assetto dei satelliti; • sistemi per la navigazione satellitare a software riconfigurabile; • microsistemi di propulsione per satelliti e sonde planetarie; • materiali termostrutturali (UHTC) sensorizzati per applicazioni su velivoli da rientro; • sistemi GN&C (Guida Navigazione e Controllo) per veicoli senza pilota; • sistemi di navigazione basati su visione (Camera e Lidar) per lander per l’esplorazione planetaria; • sistemi portatili di tipo wireless di supporto alla mobilità di persone diversamente abili; • ricevitore ibridi Galileo/UMTS per servizi di infomobilità. Inoltre, nell’ambito delle tecnologie MEOMS (Micro-Opto-ElectroMechanical Systems) da anni è in corso una collaborazione con il CNR IMM di Bologna che ha prodotto lo sviluppo di un microinterferometro di nuova generazione per applicazioni ambientali e di un micro thruster nelle due varianti gas caldo e gas freddo, per impieghi di AOCS. È previsto l’utilizzo del microinterferometro come payload nell’ambito sia della missione MIOSAT dell’ASI (Agenzia Spaziale Italiana) sia della missione Venus Express dell’ESA (European Space Agency); su MIOSAT verrà impiegato anche un sistema di propulsione basato sui suddetti micro thrusters. Infine, il microinterferometro è stato utilizzato per realizzare un rivelatore di campi elettromagnetici per una piattaforma satellitare dell’esercito italiano. 48 UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Carlo Gavazzi Space 02 Carlo Gavazzi Space invests nearly 15% of its turnover in Research, a much higher percentage than the National average. In the Space sector, technological innovation and the miniaturisation of devices are all necessary requirements to be always competitive on the Market. Research and Development activities are divided in three lines: direct investments by the company, programmes partially financed by MIUR (Ministry for University and Research) and MAP (Ministry for Production) and programmes financed with the contribution of local bodies. The company invests directly in some technologies in order to improve its know-how so as to face the future requirements of the market. Some examples are: • sensors for satellite attitude control; • Satellite navigation systems with reconfigurable software; • Propulsion microsystems for satellites and planetary probes; • Thermo-structural material (UHTC) sensorised for applications on re-entry vehicles; • GN&C (Guidance Navigation and Control) systems for unmanned vehicles; •Navigation systems based on view (camera and lidar) for landers for planetary exploration; • Portable wireless systems supporting the movements of disabled people; • Galileo/UMTS hybrid receiver for infomobility services. Moreover, in the frame of MEOMS (Micro-Opto-ElectroMechanical Systems) technologies a co-operation with CNR IMM in Bologna has been established for several years now, which brought to the development of a new-generation microinterferometre for environmental applications and a micro thruster in two versions: warm and cold gas, for AOCS applications. The use of the microinterferometre is conceived as a payload in the framework of both the ASI (Italian Space Agency) mission MIOSAT and the ESA (European Space Agency) mission Venus Express; a propulsion system based on the micro thrusters mentioned above will be employed on MIOSAT. We have audited the financial Balance Statement of Carlo Gavazzi Space S.p.A. for the financial period ended on 31st August 2009. The Directors of Carlo Gavazzi Space S.p.A. have the responsibility for the compilation of the balance sheet. We are responsible for the professional judgment expressed about the balance sheet based on our auditing. revealed that the funds for risks and charges coming from derived contracts have been allocated only partially and therefore result to be underestimated for 1.085 thousand Euro. As a consequence of the above the net capital and the financial result of the period are over-estimated for 787 thousand Euro net after tax. Our analysis was performed according to the established auditing principles. In compliance with these principles, the Auditing was planned and carried out in order to acquire any element needed to check whether the Financial Balance is affected by any significant error or not and whether as a whole it appears to be reliable. Il 90% dei dipendenti è laureato, soprattutto in ingegneria e fisica. Oltre la metà ha una specializzazione in ingegneria aerospaziale. Il personale è raddoppiato negli ultimi 6 anni ed è previsto in crescita, anche se più contenuta, fino alle 250 unità previste al termine del 2010. Le ore lavorate rispecchiano la distribuzione del personale e si concentrano soprattutto sui progetti, pre-sviluppo e ricerca. Sono stabili anche le ore destinate alla formazione e all’aggiornamento professionale del personale in forza. L’azienda prevede nel corso dell’anno l’inserimento di diversi stagisti e tesisti segnalati dalle principali università del settore. In the recently closed fiscal year the number of employees stabilised at 201 units, of which 70% directly involved in the execution of projects, 10% committed to research and development of new technologies and the remaining 20% involved in marketing and management activities. 90% of the employees are university graduates, especially in Engineering and Physics. More than half of them have a specialisation in Aerospace Engineering. The Personnel has doubled over the last 6 years and a further growth is foreseen, though in more limited terms, to reach 250 units by the end of 2010. The worked hours reflect the distribution of personnel and are mainly allocated on projects, pre-development and research. The Hours devoted to training and professional update of the personnel in force are stable. Infotelematics is able to stand for a valuable support to achieve such goals through the so-called ITS systems (Intelligent Transport Systems): the combination of hardware, software systems and a customised service, improves effectiveness, quality, security and the impact of the movement of vehicles, persons and goods. Telematic Solutions has empowered the range of products dedicated to logistics in order to meet all the new demands of the market by using GPRS technology, which enables the exchange of a great number of data in real time, and WEB technology which enables the use of streamlined and distributed monitoring solutions. Durante l’anno sono nati nuovi dispositivi per venire incontro alle più svariate esigenze di sicurezza e logistica. SMART SOLUTION: IL PICCOLO LOCALIZZATORE PER LA SICUREZZA PERSONALE Smart Solution è il sistema miniaturizzato portatile per la TeleAssistenza ed il Tele-Controllo, ideale per la sicurezza delle persone (forze dell’ordine, lavoratori, sicurezza personale degli anziani e dei disabili, protezione dei bambini), ma molto efficace anche per tutte le applicazioni in cui si renda necessario tracciare un oggetto o un bene in movimento. Il dispositivo integra un telefono GSM/GPRS ed un ricevitore GPS ad alta sensibilità per la localizzazione della persona, consente di chiamare numeri telefonici e di contattare la Centrale Operativa di Assistenza premendo semplicemente un comodo pulsante. Una particolare funzione è l’“uomo a terra”, che permette di ricevere un allarme in caso di caduta a causa di un malore o un’aggressione al proprietario del dispositivo. SMART SOLUTION: THE SMALL LOCATING SYSTEM FOR INDIVIDUAL SECURITY Smart Solution is the miniaturised, portable system for Remote Aid and Remote Control, ideal for the security of persons (police forces, workers, the security of elderly and disabled people, the protection of children), however, it is also very effective for all those applications where it is necessary to track an object or a good in movement. The device integrates a GSM/GPRS telephone and a highsensitivity GPS receiver for the locating of persons, it allows to call telephone numbers and to get in touch with the First-Aid Control Station by simply pressing one button. A peculiar function is ’“man on ground”, which allows to receive an alert in case the owner of the device should fall because of a sudden sickness or aggression. Tutti i dispositivi sono collegabili all’applicativo Web Solution per la localizzazione degli apparati “in real time” su web oppure a Centrale Operativa per la gestione degli allarmi 24 ore su 24. Hanno inoltre preso vita alcuni progetti per la realizzazione di prodotti particolari come Smart Street, il dispositivo che integra navigazione e sicurezza personale; Small Solution Bike, l’antifurto satellitare dedicato al mondo delle moto; il casco elettronico, progetto realizzato in collaborazione con il Monza Research Institute. Some projects have also been started for the implementation of particular products such as Smart Street, the device integrating navigation and personal security; Small Solution Bike, the Satellite antitheft system dedicated to the world of motorbikes; the electronic helmet, a project carried out in co-operation with Monza Research Institute. 83 SICUREZZA MOBILE, CENTRALE UNICA - TAXI Mobile security, Single control station - Taxi 84 NAVCAB NAVCAB L’anno 2009 ha visto il consolidamento della versione 2.0 di Navcab. Il software per la centrale unica nazionale installato presso un’importante centrale taxi romana sta servendo diverse piccole realtà locali nel centro Italia oltre ad un neonato radio taxi milanese dotato ormai di un centinaio di vetture. Ma NAVCAB perdura nella sua continua evoluzione, infatti il sistema di bordo si è arricchito di un importante accessorio come la stampante, rendendo così possibile la stampa delle ricevute per il cliente a bordo del veicolo. Per agevolare la centrale taxi nella ricerca della clientela e per dotare alberghi, aziende ed esercizi commerciali di uno strumento semplice e rapido di chiamata taxi è stato sviluppato un modem GPRS da tavolo. Con la pressione di pochi tasti si possono prenotare uno o più taxi in tempo reale, ricevendo conferma stampata comprensiva di sigla del taxi prenotato e tempo previsto di arrivo sullo scontrino. Questi sviluppi sono il preludio ad altri già previsti per l’anno 2010, come il sito internet per la prenotazione del taxi e un progetto di ampio respiro che vede l’impiego del nostro personal securer SMART SOLUTION. In 2009 the version 2.0 of Navcab was consolidated. The software for the single national control station installed at a major taxi station in Rome is providing its services to various small entities in the centre of Italy and a newly born Radio Taxi in Milan which can count on nearly a hundred vehicles by now. But NAVCAB still continues in its continuous evolution, in fact the on-board system has been enriched with an important accessory such as the printer, thus enabling to print receipts for the customers on board the vehicles. A GPRS desktop modem has been developed to help the taxi station in the search for customers and to provide hotels, companies and commercial businesses with a simple and rapid taxi-call tool. By simply pressing a few buttons, one or more taxis can be reserved in real time. Confirmation of the reservation, the identification number of the taxi reserved and the arrival time will be printed on the receipt . Such developments are the prelude to other ones scheduled for the year 2010, like the internet site for taxi reservation and a large-scale project including the employment of our personal securer SMART SOLUTION. NAVCAB MED NAVCAB MED E’ stata inoltre realizzata una versione specifica per i mezzi di soccorso: il sistema permette l’immediata individuazione del luogo dove è richiesto l’intervento e il costante monitoraggio della posizione dell’ambulanza, consentendo agli operatori sanitari la massima tempestività ed efficienza. A specific version for first-aid vehicles was also implemented: the system enables the immediate identification of the place where the intervention is required and a steady monitoring of the position of the ambulance, allowing health operators to perform the highest right-time and effective action. SOFTWARE DI CENTRALE OPERATIVA Control station software Il Software di Centrale MOSt View è l’applicativo software stand alone dedicato per il controllo completo da remoto di tutto l’hardware Telematic Solutions. MostView è integrabile con i più svariati sistemi gestionali ed è progettato sulla base delle specifiche esigenze del cliente: la sicurezza può essere gestita in house o affidata a centrali operative esterne. E' prevista inoltre la gestione statistica dell’operatività delle flotte ed è disponibile il modulo Fleet Report, per analizzare gli stili e i comportamenti di guida, nonchè eventuali crash. La piattaforma web based WEB SOLUTION è stata ulteriormente perfezionata e risulta ora completa e ottimale per rispondere alle più svariate esigenze degli utilizzatori dei dispositivi Telematic Solutions. E’ inoltre proseguita l’attività di realizzazione della connettività tra dispositivi di terze parti e i sistemi di centrale software di Telematic Solutions avente come obiettivo la minimizzazione dei costi. The Control Station Software MostView is the stand-alone dedicated application software for the thorough remote control of all Telematic Solutions hardware. MostView can be integrated with most varied management systems and is designed on the basis of specific customer needs: security can be managed in house or can be devolved upon external control stations. A statistic management of fleet operativeness is also scheduled to be performed and the module Fleet Report is available, to study styles and driving behaviours, as well as possible crashes. The web-based platform WEB SOLUTION was further streamlined and is now complete and ideal to meet the most diversified needs of users of Telematic Solutions devices. The implementation of the connectivity between the devices of third parties and Software Control Station Systems by Telematic Solutions has moreover continued, aiming at minimising costs. 03 85 VIDEOSORVEGLIANZA URBANA NEI COMUNI Urban video surveillance in municipalities Progetto A9 Città Sicura A9.CittaSicura è un progetto integrato per la pianificazione della sicurezza urbana che sviluppa un sistema di controllo capillare del territorio attraverso apparati tecnologici molto sofisticati collegati tra loro e con le Forze dell’Ordine mediante connessione mista (wireless, fibra ottica, ecc.). Il progetto utilizza differenti strumentazioni, sia hardware che software, a seconda delle esigenze (dalle telecamere ai sensori acustici ed ottici, dalle colonnine S.O.S. ai totem informativi) come elemento di deterrenza. L’obiettivo principale del sistema è quello di fornire alle Forze dell'Ordine e a tutti i soggetti coinvolti un valido supporto per poter intervenire in tempo reale e non più post-evento. Questo è possibile grazie all’implementazione di dispositivi capaci di inviare precisi “allarmi” nel caso in cui si stia verificando un evento anomalo. particolari come aeroporti, ferrovie e metropolitane, il sistema si adatta consentendo l’implementazione di dispositivi più sofisticati, ad esempio la rilevazione di dati biometrici o sistemi per l’antiterrorismo. Punti di forza del progetto: Ad oggi hanno, inoltre, aderito 3 Comuni della Provincia di Ancona (Ostra, Ripe e Osimo), 2 Comuni della Provincia di Pesaro-Urbino (Sassocorvaro e Lunano), 2 Comuni della Provincia di Macerata (Castelraimondo e Recanati), 1 Comune della Provincia di Teramo (Mosciano Sant’Angelo) e 1 Comune della Provincia di Roma (Ladispoli). • il coinvolgimento dei comuni limitrofi (o aree comprensoriali) così da poter controllare i territori coinvolti in modo capillare ed efficace garantendo una visione sia dei punti sensibili (parchi, edifici pubblici, piazze, scuole, ecc.) sia delle vie di fuga/accesso; • il coinvolgimento delle Forze dell’Ordine e dei soggetti competenti. Il progetto, infatti, si integra perfettamente con i sistemi preesistenti ed è in grado di rispondere alle necessità specifiche dei territori coinvolti. A9.CittàSicura è un sistema aperto e flessibile che si adatta alle esigenze delle Pubbliche Amministrazioni: sicurezza cittadina (atti vandalici, atti di micro-criminalità), viabilità urbana, sicurezza stradale. Inoltre, esso rappresenta un concreto ausilio in caso di gravi eventi criminosi quali rapine, furti e aggressioni. Per aree 86 A9.CittàSicura prevede, in una fase successiva all’implementazione, anche la partecipazione diretta dei cittadini e delle aziende che possono integrare la rete urbana con i propri dispositivi antifurto già installati privatamente. Il progetto, che è già stato portato all’attenzione del Ministero dell’Interno, è stato approvato dal Prefetto di Ancona e dal Comitato Provinciale per l’Ordine e la Sicurezza Pubblica ed è attualmente attivo in un primo nucleo sperimentatore di Comuni soci di Sic1 (Agugliano, Camerata Picena, Castelfidardo, Chiaravalle, Filottrano, Monte San Vito, Ostra Vetere, Polverigi, Recanati e Santa Maria Nuova). Altri 27 Comuni italiani hanno partecipato lo scorso 30 giugno 2009 al bando ministeriale per il finanziamento di progetti sulla sicurezza prevedendo la realizzazione di A9.CittàSicura. L’interesse per tale progetto è stato anche dimostrato da amministrazioni straniere come Mosca (Russia), Banjaluka (Bosnia) e Nizza (Francia). Il progetto prevede costi di realizzazione a carico dell’ente in relazione alla complessità del territorio su cui l’infrastruttura viene realizzata. UNITÀ DI BUSINESS - Business units > Annual Report 2009 - Telematic Solutions 03 A9 Project Safe City A9.SafeCity is an integrated project for the planning of urban security developing an in-depth control system throughout the territory by means of very state-of-the-art technological equipments connected to one another and to the Police Forces through a mixed connection (wireless, fiber optics, etc.). The project makes use of different tools, both hardware and software acting as deterrent, according to the needs (ranging from videocameras to acoustic and optical sensors, S.O.S. calling points and information pallets). Main goal of the system is to provide the Police and all the individuals involved with a valuable support in order to intervene in real time and no longer after the event. This can be possible because of the implementation of devices capable of sending precise “alarms” in case an abnormal event is taking place. particular areas such as airports, railways and subways, the system can be customized allowing the implementation of more sophisticated devices, such as the detection of biometric data or antiterrorism systems. Strengths of the project: Moreover, 3 municipalities of the Province of Ancona (Ostra, Ripe and Osimo), 2 of the Province of Pesaro-Urbino (Sassocorvaro and Lunano), 2 of the Province of Macerata (Castelraimondo and Recanati), 1 Municipality of the Province of Teramo (Mosciano Sant’Angelo) and 1 Municipality in the Province of Rome (Ladispoli) have so far joined the project. • the involvement of neighbouring municipalities (or areas in the district) in order to control the areas involved in a capillary and effective way guaranteeing a view on both sensitive places (parks, public buildings, squares, schools, etc.) and escape/access ways; • the involvement of Police and responsible individuals. The project is in fact perfectly integrated with the existing systems and is able to meet the specific needs of the areas involved. A9.SafeCity is an open and flexible system tailored on the requirements of Public Administrations: urban security (vandalism, small criminal acts), urban road network, road security. Furthermore, it represents a concrete help in case of serious criminal events such as robberies, thefts and attacks. For A9.SafeCity, after the implementation phase, will enable the direct participation of citizens and companies who can integrate the urban network with their private antitheft devices already installed on their own. The project, which has already been brought to the attention of the Interior, has been approved of by the Prefect of Ancona and by the Provincial Committee for Public Security and is now active in a first experimental nucleus of municipalities member of Sic1 (Agugliano, Camerata Picena, Castelfidardo, Chiaravalle, Filottrano, Monte San Vito, Ostra Vetere, Polverigi, Recanati e Santa Maria Nuova). One last June 30th 2009, other 27 Italian municipalities took part in the ministerial bid for the financing of security projects foreseeing the implementation of A9.SafeCity. Interest in such a project has been showed by some foreign towns such as Moscow (Russia), Banjaluka (Bosnia) and Nice (France). Implementation costs will be charged to the administration according to the complexity of the situation of the territory where the facility is to be developed. 87 SICUREZZA NELLE AREE INDUSTRIALI Security in industrial areas L’esperienza maturata durante la realizzazione del sistema di sicurezza integrata dell’aeroporto di Firenze ha permesso al personale tecnico di Telematic Solutions di espandere le proprie competenze nell’ambito della videosorveglianza, del controllo accessi e della protezione perimetrale, facendo fronte alle peculiari esigenze di protezione e controllo necessarie in un’area possibile bersaglio di attentati terroristici ed a elevato transito di persone e merci. Il know-how maturato è stato quindi impiegato con successo anche in ambiti diversi, quali ad esempio le realtà industriali che, pur richiedendo un livello di sicurezza differente, sono comunque caratterizzate da problematiche che necessitano l’utilizzo di un’infrastruttura di controllo integrato in grado non solo di proteggere gli uffici e le aree produttive da furti e vandalismi ma anche di monitorare le zone di stoccaggio, e consentire l’accesso alle varie aree aziendali al solo personale autorizzato. Le infrastrutture realizzate sono caratterizzate da una gestione real-time dello stato del sistema, con la possibilità di utilizzare sia un’interfaccia locale che un cliente remoto; la gestione centralizzata delle telecamere di videosorveglianza, unita alla possibilità di richiamare un determinato comportamento in risposta ad un evento di allarme permettono agli addetti alla sicurezza di poter monitorare costantemente l’area, intervenendo prontamente in caso di necessità. 88 The experience acquired during the implementation of the integrated security system for the Florence Airport has allowed the technical personnel of Telematic Solutions to improve and expand their skills in the field of video-surveillance, access control and perimetral protection, thus responding to the peculiar needs of protection and control required in areas that can be possible targets for terroristic attacks and with an intense transit of goods and people. The know-how acquired has therefore successfully been employed also in different domains, such as industrial sites which, though requiring a different level of security, are however featured by problems which require the adoption of an integrated control facility capable of protecting not only offices and production areas against thefts and vandalism, but also capable of monitoring warehouses and enabling access to the company areas to authorised staff only. The infrastructures developed are featured by a real-time management of the system status, with possibility of using both a local interface and a remote client; the centralised management of videosurveillance cameras, along with the possibility to recall a given action as a feedback to an alert event allow security operators to constantly monitor the area, with righttime interventions in case of emergencies. PROGETTO RADAR Radar system project Il progetto Radar-SIMNAV riguarda l’installazione e l’integrazione, nell’ambito del progetto SIMNAV (Sistema Informativo e di Monitoraggio della NAVigazione per la Laguna di Venezia), di un sistema di videosorveglianza per la visualizzazione in tempo reale del traffico navale presso le Bocche di Porto della Laguna di Venezia. Il sistema progettato da Telematic Solutions implementa il controllo sulle Bocche di porto di Malamocco (larghezza 400m) di S. Nicolo-Lido (larghezza 900m) e Chioggia (larghezza 450m) interfacciandosi con il sistema radar presente presso le centrali operative presenti nell’arsenale di Venezia, nelle capitanerie di porto di Venezia e di Chioggia e presso la Corporazione Piloti di Chioggia. Gli operatori delle centrali operative, sulla base della visualizzazione cartografica delle bocche di porto messa a disposizione dal sistema radar, possono effettuare la selezione di un’area particolare per effettuarne una verifica accurata. Alla selezione dell’area il sistema realizzato da Telematic Solutions genera in automatico un comando verso le telecamere installate a monitoraggio della zona scelta; il comando invia le coordinate geografiche dell’area selezionata richiedendo ai dispositivi di ripresa di orientarsi di conseguenza così da riprendere la zona scelta dall’operatore. Le immagini riprese dalle telecamere termiche sono in grado di rendere evidente la presenza di imbarcazioni anche in situazioni di scarsa visibilità, come nelle ore notturne o in caso di nebbia, mentre le telecamere tradizionali, fornite di zoom ottico adeguato, consentono di analizzare con maggior dettaglio la scena inquadrata. Se le telecamere rilevano nell’area selezionata la presenza di una nave, il sistema ne attiva automaticamente il tracking consentendo agli operatori di controllarne tutti gli spostamenti. L’immagine di seguito riportata pone a confronto le immagini riprese dalle due diverse tipologie di telecamere installate presso le bocche di porto. Tutti i dati e le immagini raccolte nelle aree monitorate vengono archiviate localmente e trasferite in tempo reale alle centrali operative tramite connessioni radio dedicate e protette. The project Radar-SIMNAV concerns the installation and the integration, in the frame work of the SIMNAV Project (Information and Monitoring System for Navigation in the Lagoon of Venice) of a videosurveillance system for the real-time view of naval traffic at the port mouths of the Venetian Lagoon. The project designed by Telematic Solutions implements the control on the port mouths of Malamocco (width 400mt), S. Nicolo-Lido (width 900mt) and Chioggia (width 450mt), interfacing itself with the radar system located at the control stations in the Venice Arsenal, at port headquarters in Venice and Chioggia and at the Pilot Corporation in Chioggia. On the basis of the map view of the port mouths made available by the radar system, the control station operators can select a particular area which can undergo a thorough verification. Once the area is selected, the system developed by Telematic Solutions automatically generates a command towards the videocameras installed to monitor the chosen area; the command sends the geographical coordinates of the selected area requiring the filming devices to orient themselves accordingly so as to film the area selected by the operator. The images filmed by the thermal cameras can highlight the presence of ships even under poor sight conditions, such as by night or with fog, whereas traditional cameras, equipped with an adequate optical zoom, allow to study the shot more thoroughly. If videocameras detect a ship in the selected area, the system automatically activates its tracking allowing operators to control all its movements. The image below compares the shots taken with the two different typologies of cameras installed at the port mouths. All the images and the data collected are archived locally and transmitted in real time to the control stations through dedicated and protected radio connections. 89 MONITORAGGIO AMBIENTALE E TELECOMUNICAZIONI Environmental monitoring and telecommunications Telematic Solutions offre servizi basati sull’interpretazione di dati di osservazione da satellite, anche integrati con dati a terra, per il monitoraggio della qualità dell’aria e per il monitoraggio e la prevenzione di rischi naturali quali gli incendi ed i rischi idrogeologici (precipitazioni e frane). The Directors of Telematic Solutions S.p.A. have the responsibility for the compilation of the balance sheet. We are responsible for the professional judgment expressed about the balance sheet based on our legal auditing. Our analysis was performed according to the established auditing principles. In compliance with these principles, the Auditing was planned and carried out in order to acquire any element needed to check whether the Financial Balance is affected by any significant error or not and whether as a whole it appears to be reliable. The procedure of legal auditing has been carried out coherently to the dimensions of the Company and to its organization. The auditing procedure includes the analysis, on the basis of some sample checks, of approbatory elements supporting balances and information contained in the balance statement, as well as the evaluation of the appropriateness and correctness of the bookkeeping criteria applied and of the reasonableness of the estimates made by the Directors. To our judgment, the balance sheet of Telematic Solutions SpA for the financial year closed on the 31st December 2008 is compliant with all rules regulating the criteria of the compiling of balance sheets; it is therefore written clearly and is a true and correct description of the capital and financial situation of Telematic Solutions S.p.A. for the period closed on 31 December 2009. We wish to report the following information: a) As reported by the administrators in the management report the company has leased starting from 1 January 2010, the “automotive” branch of the company to the company Telematic Solutions Advanced Technology S.p.A. (former Merlino Technology S.r.l.). the lease will last for two years during which the tenant may purchase the company branch at a contractually predetermined price. This operation falls within the strategy of the OHB group aimed at rationalizing the business and at concentrating on core activities. b) The Company, as requested by law, has included in the additional notes the essential data related to the last balance sheet of the company that exerts direction and coordination activities over company itself.
