Can we expect the accelerated opening of the chapters in the coming
period, which was indicated prior to the elections?

than 25,000 workers and collective investments of around three billion

It was so prior to the elections and it is even more so after the elections.
The EU Commission has already recommended the opening of chapters
23 and 24. We think this is the right thing, both to keep the reform process
going and to give Serbia fair recognition of the progress made in the
previous months.
Following the latest Eurosceptic statements of top officials in the EU,
do you believe it makes sense to continue to hope that Europe will
be interested in accepting new members?
- There is no doubt that Europe is today sailing through troubled waters.
It is enough to open any newspaper to realise that most of the challenges
the EU is currently facing come from the EU itself, be it the future of the
economic governance within the euro-zone, Brexit or the migration issue.
However, against this background, it would be a serious mistake if we
thought that Europe should close its doors, as we would thus betray our
founding values of responsibility and solidarity – the same values that in
the last decade made us bring and share stability and welfare with new
members. More importantly, by accepting new members Europe will benefit from the fresh contributions and renewed energy that a candidate
country can bring to the EU project.
Considering that Italy is highly supportive of the integration of Serbia
and the Western Balkans into the EU, how do you assess the current
situation in the region?

Pur avendo già eccellenti rapporti bilaterali basati
su una vecchia amicizia e partenariato strategico,
questo non significa che non ci sia spazio per un
ulteriore miglioramento
e aziende italiane prese insieme sono il primo investitore straniero
in Serbia. Ce ne sono più di 600, danno lavoro a più di 25.000 impiegati e investono circa 3 miliardi di euro. Questi numeri mostrano
chiaramente che i nostri investitori hanno trovato qui un terreno
interessante per sviluppare le loro attività. Giuseppe Manzo, Ambasciatore italiano in Serbia.
- L'adesione all'UE è la priorità strategica della Serbia che l'Italia sostiene
completamente come partner strategico e come un vero amico del vostro
paese. È stato così prima delle elezioni e lo è ancor di più dopo le elezioni.
La Commissione dell'UE ha già raccomandato l'apertura dei capitoli 23 ed
24. Noi pensiamo questa sia la cosa giusta per mantenere vivo il processo
delle riforme e per dare alla Serbia il giusto riconoscimento per il progresso fatto nei mesi precedenti.
Dopo le ultime dichiarazioni euroscettiche dei massimi esponenti
dell'UE, Lei crede che abbia senso continuare a sperare che l'Europa
sarà interessata ad accettare nuovi membri?
- Non c'è dubbio che l'Europa sta navigando su acque mosse. Basta aprire
qualsiasi giornale per capire che le maggiori sfide che l'UE sta affrontando
adesso vengono dall'UE stessa, che si tratti del futuro dell'amministrazione economica all'interno della zona euro, del Brexit o del problema di migrazione. Ciononostante, su questo sfondo, sarebbe un errore serio pensare che l'Europa dovrebbe chiudere le sue porte. Tradiremmo i nostri
valori fondamentali di responsabilità e di solidarietà. Gli stessi valori che
nell'ultimo decennio ci hanno portato a condividere la stabilità e il benessere con i nuovi membri. Ancora più importante, accettando i nuovi membri,
l'Europa avrà benefici dai contributi freschi e dalle energie rinnovate che
un paese candidato può portare al progetto UE.

Considerando che l'Italia è un grande sostenitore dell'integrazione
della Serbia e dei Balcani occidentali all'UE, come vede la situazione
attuale nella regione?
- For a great number of reasons that come from our geography, political
and security interests and economic presence, Italy has been always interested in the Western Balkans. Stability is not an irreversible achievement. It is rather a work in progress, and we have to recognise that the EU
integration process is the main driving force to promote democratic
change, economic growth and social development in all of these countries.
There are situations that continue to require greater attention from the
EU and we encourage Serbia to continue to play its role as a net contributor to the stability of the Balkans. Italy is also doing its part in favouring
the dialogue in the region: through the Trilateral initiative we started last
year, together with Serbia and Albania, and within the Western Balkan
Process, by chairing and hosting in 2017 the Summit among Prime Ministers, Ministers of Foreign Affairs and Ministers of Finance/Economy, to
promote joint projects on infrastructure, transport, energy and tourism.
- Per tanti motivi, provenienti dalla nostra geografia, dagli interessi politici e di sicurezza e dalla presenza economica, l'Italia è sempre stata interessata dei Balcani occidentali. La stabilità non è un raggiungimento irreversibile. È piuttosto un lavoro in corso e noi dobbiamo riconoscere che il
processo di integrazione all'UE è la principale forza movente per promuovere il cambiamento democratico, la crescita economica e lo sviluppo sociale in questi paesi. Ci sono situazioni che continuano ad esigere maggiore attenzione da parte dell'UE, e noi incoraggiamo la Serbia a continuare a
svolgere il suo ruolo di contributore netto alla stabilità nei Balcani. L'Italia
sta ancora svolgendo il proprio ruolo, favorendo il dialogo nella regione
attraverso l'Iniziativa trilaterale che abbiamo avviato l'anno scorso insieme
con la Serbia e l'Albania e all'interno del Western Balkan Process, dirigendo
e ospitando nel 2017 il Summit dei primi ministri, i ministri degli affari esteri e i ministri delle finanze/dell'economia per promuovere i progetti congiunti su infrastrutture, trasporti, energia e turismo.
What are your expectations of the new government when it comes
to foreign policy and at the internal level?
Quali sono le Sue aspettative riguardo il nuovo governo in termini di
politica estera e interna?
- The outcome of the recent parliamentary elections, which gave a strong
majority to the current pro-European political leadership, should serve as
a further push to the next government to continue with a revamped level
of commitment and determination towards the EU and the reform agen-

da. Indeed, this goes primarily towards the benefit of the Serbian people
when the government keeps its strong commitment to the EU process,
working on key issues like having a more efficient rule of law system or
better standards in education, environment and agriculture. It is equally
important for Belgrade to continue pursuing its regional cooperation policy, starting with renewed engagement in the dialogue with Pristina. Serbian citizens will be the ones to enjoy a region where it is easier to travel
and trade, and this is why I strongly support initiatives such as the one that
brought together the Chambers of Commerce of Serbia and Kosovo.

più efficiente dello stato di diritto oppure gli standard migliori per l'istruzione pubblica, l'ambiente e l'agricoltura. È altrettanto importante per Belgrado continuare a seguire la sua politica regionale di cooperazione, a cominciare dal rinnovato coinvolgimento nel dialogo con Pristina. I cittadini
serbi saranno quelli da godere una regione in cui è più facile viaggiare e fare
commercio, ed è per questo che sostengo fortemente le iniziative come
quella che ha riunito le camere di commercio della Serbia e del Kosovo.
In which areas of support for Serbia's EU integration is Italy engaged
the most?
Nelle quali aree di sostegno all'integrazione della Serbia all'UE l'Italia
è più coinvolta?
Italy continues to play a leading role in
Serbia in trade and investments
- This is not an easy question to answer,
because the scope of our bilateral cooperation is really so wide as to encompass many different areas where Serbia
is currently working to comply with EU
standards, thanks also to Italian technical assistance and knowhow. I would
like to mention just the most recent
activity in the field of the fight against
organised crime, which represents a
real success story and where both our
countries have longstanding and very
fruitful mutual cooperation. This is
about a regional meeting of the Special
Prosecutors for the fight against organised crime from the Western Balkan
countries, held last week in Belgrade in
the presence of Italian Anti-mafia Prosecutor Franco Roberti, to present the
positive experience of the Serbian Office of the Special Prosecutor, which
has substantially increased its capabilities to conduct criminal investigations,
thanks to a donation and adaptation of
database software developed by the
Italian anti-mafia and anti-terrorism
DNA (Direzione Nazionale Antimafia e
Antiterrorismo). This is just one example among many others which
shows how Italy is effectively cooperating with the Serbian Authorities.
Where do you see room to improve already very good bilateral relations between the two countries?
- I will not refer only to our sound economic cooperation, where Italy continues to play a leading role in Serbia in trade and investments. In the near
future I see a lot of opportunities in science and technology and - as I often
like to say, playing with words - in the binomial “culture and agriculture”.
As for agriculture, a couple of weeks ago Italy successfully participated
as a partner country in the renowned Agricultural Fair of Novi Sad. Agribusiness could in the next year be one of the main sources of development
for the Serbian economy, while for Italy it is already a strong reality, considering, for instance, that Italian exports in the agroindustry amounted
to around 37 billion euros last year and we want to target 50 billion in 2020.
Also our cultural cooperation is intense, but again we can do more and
more. The Italian language is the first foreign language studied in Serbia
after English and cultural relations between students and universities are
particularly strong.

- Non è una risposta facile perché l'ambito della nostra collaborazione bilaterale è talmente vasto che comprende molte diverse aree in cui la Serbia al momento sta lavorando per adeguarsi agli standard dell'UE grazie
anche all'assistenza tecnica e al know-how italiano. Vorrei menzionare
soltanto l'attività più recente nell'ambito della lotta contro la criminalità
organizzata, in cui veramente abbiamo successo e dove i nostri paesi hanno una lunga collaborazione proficua. Si tratta della conferenza regionale
dei procuratori speciali per la lotta alla criminalità organizzata dei paesi balcanici occidentali, tenutasi a Belgrado la settimana
scorsa con la presenza del procuratore italiano antimafia Franco Roberti, per presentare l'esperienza positiva dell'ufficio serbo
del procuratore speciale che ha aumentato
significativamente le sue capacità nel condurre le investigazioni criminali grazie alla
donazione e all'adattamento del database
software sviluppato dal DNA italiano (Direzione Nazionale Antimafia e Antiterrorismo).
Questo è soltanto uno fra tanti esempi che
mostra che l'Italia coopera efficientemente
con le autorità serbe.
After the first very encouraging news about Italian investments this
year, we can expect this trend to continue in the coming period?
- Serbia has been going through significant improvements over the last
years and more are in the making, which will help in the attracting of fresh

investments. The Serbian government succeeded in keeping a sound public budget and this will lay the fundamentals to work on what I believe is
the first priority for all European economies: growth and employment.
Italian investments have played a leading role to boost the economic development of Serbia in the recent past and I am confident that further
direct investments will come as Serbia makes progress in its EU negotiations and advances on its reform path.
Dopo le prime notizie incoraggianti sugli investimenti italiani
quest'anno, possiamo aspettarci che questo trend continui nel prossimo periodo?
- La Serbia sta facendo grossi miglioramenti negli ultimi anni e molti che
sono in corso aiuteranno ad attirare nuovi investimenti. Il governo serbo è
riuscito a mantenere un solido budget pubblico e questo farà da fondamento per lavorare su quello che io credo sia la prima priorità per tutte le economie europee: sviluppo e impiego. Gli investimenti italiani hanno giocato
il ruolo principale nel muovere lo sviluppo serbo nel passato recente ed io
sono convinto che i futuri investimenti diretti verranno in parallelo con i
progressi che la Serbia farà nelle sue negoziazioni con l'UE e con i suoi
avanzamenti sulla strada delle riforme.

What are the biggest challenges that Italian companies face in Serbia?
Quali sono le maggiori sfide che le aziende italiane incontrano in
Serbia?
- Serbia still has a long way to go in order to reform its economy sector
and to improve the local business climate, in order to attract more foreign
investments. But the good news, as I said, is that in recent years the Serbian government has been working hard on its reforms agenda: this is
recognised by the International Financial Institutions and by the EU and,
more importantly, this commitment is widely recognised by the many
Italian investors that I meet on a daily basis.
- La Serbia deve ancora fare una lunga strada per riformare il settore economia e per migliorare il clima del business locale allo scopo di attirare
nuovi investimenti stranieri. Tuttavia, le buone notizie, come ho già detto,
sono che negli ultimi anni il governo serbo ha lavorato sodo sull'agenda
delle riforme: questo è riconosciuto dalle istituzioni finanziarie internazionali e dall'UE e, ancor più importante, questo impegno è largamente riconosciuto da molti investitori italiani che incontro tutti i giorni.
Dove vede spazio per il miglioramento dei
già buoni rapporti bilaterali fra i due paesi?
- Non voglio fare riferimento alla nostra forte cooperazione economica dove l'Italia continua ad avere il ruolo principale nel commercio e negli investimenti in Serbia. Nel
prossimo futuro vedo molte opportunità
nella scienza e nella tecnologia e, come spesso mi piace dire, giocando con le parole, nel
binomio cultura e agricoltura. Quanto all'agricoltura, alcune settimane fa l'Italia ha partecipato con successo come paese-partner alla rinnovata Fiera dell'agricoltura di Novi Sad. Il prossimo anno l'agribusiness potrebbe essere una

tratta di una realtà già molto presente, considerando, ad esempio, che le
esportazioni italiane nell'agroindustria hanno ammontato a circa 37 miliardi di euro l'anno scorso, e noi vogliamo raggiungere 50 miliardi nel 2020. La
nostra collaborazione nel settore cultura è intensa, però, ripeto, possiamo
fare ancora di più. La lingua italiana è la prima lingua straniera studiata in
Serbia dopo l'inglese e i rapporti culturali fra gli studenti e le università sono
particolarmente forti.
