To host DG from renewables and to continue operating the distribution network whith a high
quality of supply, avoiding damages to DSOs and Customers plants (including both appliances
and generators) and with no problem for human safety it’s necessary to control DG units.
Changes in DG units (and in distribution networks) are needed + a proper TLC network.
This Italian technical approach to SMART GRID is contained in CEI 0-21:
Currently, such standards are the most advanced in Europe in this direction.

Frequency: automatic commutation of IPR from new wide frequency window (47,5 Hz51,5 Hz) to old narrow frequency window (49,7 Hz-50,3 Hz) for MV faults.
The so-called “voltmetric unlock” function (ANSI CODE 81V), in case of detection of
AT LEAST ONE of the following parameters:
•Direct sequence voltage BELOW a certain value (3-phases fault presence);
•Inverse sequence voltage ABOVE a certain vale (2-phase fault presence);
•Homopolar (residual) voltage ABOVE a certain value (1-phase to earth fault)
allows the commutation of frequency window, increasing sensitivity of the IPR
reducing (NOT AVOIDING !) risks of island operation of distribution network;
Voltage: immunity with to voltage dips is required (…already included in CEI 0-21)
for DG connected to distribution networks through an electronic interface (inverters…).
Compliance to A70 of devices (IPR and inverters) is demanded, by D84, to self
declarations of Manufacturers (according to D.P.R. 445/00).

Comments about Annex A70 and AEEG 84/2012
D84 also stated that DSOs have the duty to define technical elements and
details needed to complete Annex A70 (and settings of 81 V function).
ENEL, in addition, to help Manufacturers and to reduce time to have new products
compliant to A70 available on the market proposed some indicative and
not mandatory schemes for IPR, available on ENEL WEB SITE.
Each Manufacturer is free to define its own solution before the new edition of CEI 0-16
(and
definitive
version
of
CEI
0-21),
other
schemes
are
possible.
TERNA declared its availability for technical support.
Possible derogation requests shall be send to TERNA for evaluation and answer.
ENEL will perform, as requested from D84, surveillance activity with regards to the
compliance declaration (according to D.P.R 445/00), with no delay in connections.
Manufacturers are fully responsible of their products (compliance to A70 and correct
operation as IPR) and will have to refund possible damages to Customers, third parties
and ENEL plants in case of non correct operation of their products.

At the end of public inquiry on RfG more than 6000 comments
were received, mostly negatives.
As a consequence EnTSOe sent a questionary to DSOs
containing question about a little more than 10 topics.
From some months EnTSOe drafting team asked for involvement
of an Eurelectric Expert Group in both codes.
Many common meetings were held. Despite this, >98% of
Eurelectric official comments to inquiry were not considered!
The content of RfG is not aligned with Annex A70, with CEI 0-21
and CEI 0-16, with D84. If applied in the way it is the current
draft, dramatic consequences on MV Italian network operation
way will arise, in particular concerning MV network automation,
possible damages to DSOs network components,
to PGFs and to users plants.
Different (anyway heavy) consequences for DSOs from the DCC.
