In occasione della prima riunione sono presenti, oltre al padrone di casa, il Conte Bernardo Blumenstihl, il Commendatore Alessandro Centurini ed il Cavalier Ingegner Angelo Filonardi. La Società viene creata con lo scopo di contribuire a risolvere uno dei problemi che più assillano l’Italia di quegli anni: la fornitura ai comuni, in particolare quelli dell’entroterra e delle regioni meno sviluppate, di una sufficiente dotazione idrica, in linea con gli standard di una nazione progredita. Del resto nel 1880, ad appena venti anni di distanza dalla proclamazione dell’Unità d’Italia ed a dieci di Roma Capitale, non c’è realtà urbana o rurale che non abbia bisogno di opere edilizie, stradali e idrauliche. Nell’atto costitutivo viene specificato che lo scopo della neonata Società Italiana per Condotte d’Acqua was established on 7 April 1880 in the apartment of Prince Sigismondo Bandini, in one of the most important historic palaces of Rome, Palazzo Altieri, facing the square in front of the Chiesa del Gesù. The meeting was attended, besides the illustrious landlord, by Count Bernardo Blumenstihl, Commendatore Alessandro Centurini and Cavalier Angelo Filonardi. The Company is created with the aim to help solving one of the main problems Italy was facing in those days: supplying sufficient water to its municipalities, especially to the more remote and less developed areas, as was befitting for an advanced country. Besides in 1880, barely twenty years after the proclamation of the Unification of Italy and ten years after the establishment of Rome as capital city of the Country, there was no town or rural community that was not in bad need of construction works, roads and hydraulic infrastructure. The Company act states that the main purpose of the newly founded firm is «to provide water for civil, 1880 - 1918 Società è «fornire acqua per usi civici, agricoli ed industriali». Le azioni sono piazzate con successo da banche italiane e straniere. Fra queste, a testimoniare il carattere sopranazionale dell’operazione, svolge un ruolo di primo piano la Société de l’Union General di Parigi, collocando circa la metà del capitale costitutivo. Condotte apre la sede a Palazzo agricultural and industrial uses». The duration of the Company was set at 99 years and a share capital of 20 million lire, represented by 40,000 shares of 500 lire each. A handsome amount, if one considers that in Rome, in those same years a similar amount was allocated to construct the Monument to Victor Emanuel II in Piazza Venezia and the Court House in the Prati neighbourhood. The shares were successfully placed by Italian and foreign banks. The supranational nature of the undertaking was demonstrated by the primary role played by Société de l’Union General, based in Paris, which placed about half of the shares. Condotte d’Acqua set up its head office in Palazzo Capranica, in Palazzo Altieri Altieri Palace 3 4 1880 - 1918 Capranica, in Piazza Montecitorio 121 a Roma, dove rimane per circa 35 anni. Il decreto regio di approvazione arriva il 13 Giugno, dopo circa due mesi. Il Principe Sigismondo Giustiniani Bandini è nominato Presidente, il Principe Francesco Borghese Duca di Bomarzo Vicepresidente, il Commendatore Alessandro Centurini Amministratore Delegato. I Consiglieri sono: il Conte Senatore Luigi Torelli, il Conte Bernardo Blumenstihl ed il Commendatore Paolo Amilhau. La direzione tecnica della struttura è affidata all’Ingegnere Angelo Filonardi. Immediate le richieste di intervento dai comuni limitrofi alla Capitale quali Albano, Velletri, Civitavecchia, Norma, Sezze, Cori ed Artena; ma anche da realtà geografiche più distanti come Milano, Genova, Padova, Vicenza, Reggio Emilia, Napoli ed Oristano. E già nel Maggio, quindi ancor prima dell’ottenimento del decreto regio di approvazione, Condotte apre le trattative per acquistare la concessione per l’irrigazione di una vastissima area di 65.000 ettari situata in Lombardia, fra il Naviglio della Martesana ed il Naviglio Grande. Si tratta di un’opera colossale anche dal punto di vista economico: la realizzazione di un canale che impegna la Società per circa dieci anni, dal 1882 al 1891, con un impegno economico stimato, in fase di progettazione, di undici milioni e cinquecentomila lire, oltre la metà dell’intero capitale sociale e che a consuntivo comporta la spesa di 16 milioni di lire. Noto come Canale Villoresi, dal nome dell’Ingegnere che ne cura l’ideazione e la realizzazione, Piazza Montecitorio 121 in Rome, where it remained for about 35 years. The technical management of the Company was entrusted to Angelo Filonardi, an Engineer. There were immediate requests for intervention by the municipalities around Rome like Albano, Velletri, Civitavecchia, Norma, Sezze, Cori and Artena; but requests also came from municipalities that were geographically distant like Milan, Genoa, Padua, Vicenza, Reggio Emilia, Naples and Oristano. As early as May, that is even before the issuing of the Royal Decree of approval, Condotte d’Acqua started negotiations to purchase the concession to irrigate a vast area of 65,000 hectares in Lombardy, between Naviglio della Martesana and Naviglio Grande. This was a huge enterprise, also in economic terms; the construction of this canal kept the Company busy for about ten years, from 1882 until 1891, with an economic commitment which, in the design phase, was set at eleven million five hundred thousand lire, more than half the Company’s share capital and which, in the end, involved an expenditure of sixteen million lire. Il primo bilancio, redatto nel Dicembre del 1880, quindi a soli sei mesi dalla costituzione ufficiale, riporta 149 richieste pervenute dai comuni per la costruzione di condotte adduttrici d’acqua. Si legge inoltre che la Società ha stipulato contratti per la fornitura di acqua potabile in dieci comuni della Provincia di Roma e con un comune della Provincia di Caltanissetta per 70 chilometri di condutture principali e 4 di distribuzione interna, per un importo totale di circa un milione e trecentomila lire. Da qui la corresponsione agli azionisti del previsto interesse del 5% e di un dividendo di 5,95 lire ad azione, derivate dalla distribuzione di una rimanenza attiva di circa 230.000 lire. Nella stessa seduta in cui si approva il bilancio, il Consiglio di Amministrazione propone di modificare lo Statuto sociale sostituendo, tra gli scopi della Società, la semplice fornitura di acqua con l’esecuzione di lavori idraulici, consentendo in questo modo di proiettare la Società verso un orizzonte di attività più vasto e più remunerativo, quale ad esempio le operazioni di bonifica. L’attività prosegue frenetica negli anni successivi. Si espande all’estero con i lavori di prosciugamento, tra il 1883 ed il 1884, dei 3.922 ettari dei laghi Stymphalos e Pheneos nel Peloponneso in Grecia. Trattative vengono avviate anche in Cina dove l’Ingegnere Giulio Barluzzi è incaricato di prendere contatto con le autorità locali in vista della costruzione di un Canal, from the name of the Engineer who supervised the design and construction works, it gave international renown to the Company thanks to the innovative hydraulic techniques applied. The first balance sheet drawn up in December 1880, only six months from the incorporation of the Company, shows that 149 municipalities requested the construction of water mains. It also shows that the Company signed contracts to provide drinking water to ten municipalities in the Province of Rome and to a municipality in the Province of Caltanissetta for 70 kilometres of water mains and 4 kilometres of internal distribution piping, for a total cost of about one million three hundred thousand lire. During the same session of the Board that approved the balance sheet, the Board of Directors suggested that the articles of association be amended by adding to the purposes of the Company the mere water supply through the execution of hydraulic works, thus expanding the Company’s scope of business and its potential for profit-making, for instance by carrying out land reclamation works. Activities continued at a frantic pace in the subsequent years, also with contracts abroad. Between 1883 and 1884 the Company reclaimed the 3,922 hectares of lakes Stymphalos and Pheneos in the Peloponnesus, Greece. Negotiations were also carried out in China where Engineer Giulio Barluzzi was 1880 - 1918 7 grande acquedotto. Si amplia così anche il campo di attività e lo scopo societario di Condotte diventa: «l’esecuzione e l’esercizio di opere idrauliche e di ogni altra opera destinata a rendere proficue le prime ed avente con esse connessione. La Società può acquistare e vendere progetti, brevetti, concessioni, impianti ed esercizi, fabbricare materiale e fare qualunque altra operazione mobiliare ed immobiliare, costituire nuove società o partecipare a società costituite o da costituirsi, sempre in relazione a detti scopi». Scopo societario che sostanzialmente rimane inalterato sino al 1955, quando viene nuovamente rimaneggiato per allargare il campo d’azione di Condotte alla generalità dei lavori edili e infrastrutturali. Nel 1901, con l’inaugurazione della Centrale di Vizzola Ticino, si completano i lavori del Canale Vittorio Emanuele III, iniziati nel 1896 e finalizzati alla produzione di energia elettrica ad uso civile e industriale. Nel 1905 la Società Condotte ha al suo attivo la progettazione di centinaia di acquedotti e la costruzione di 160 di essi, alcuni dei quali realizzati per consorzi comunali, per complessivi 817 chilometri di condutture principali e 185 chilometri di condutture per la distri- 8 instructed to contact local authorities in view of the construction of a major water main. These corporate aims remained unchanged until 1955, when again the articles of association were amended to further expand the field of action of Condotte d’Acqua to include all construction and infrastructure works. In 1901, the inauguration of the Vizzola Ticino Power Station marked the completion of the works for the Victor Emanuel III Canal, that were started in 1896 with the aim of producing electric power for civil and industrial use. By 1905 Condotte had designed hundreds of waterworks and built 160 water mains, some of which were constructed on behalf of 1880 - 1918 buzione interna, con una portata di circa 50.000 metri cubi di acqua giornalieri ed una spesa complessiva di 24 milioni di lire. Seguono l’Acquedotto Consorziale del Fiume Tennacola con oltre 80 chilometri di tubatura e l’Acquedotto Consorziale dell’Ausino, che alimenta Salerno e 24 comuni della sua Provincia, completato nel 1916 in piena guerra mondiale. Una politica questa che richiede chiaramente l’immobilizzo di grosse somme di denaro e che nel Giugno del 1892 impone l’emissione di obbligazioni per 10 milioni di lire e successivamente, nel 1894, per sopperire a deficit di bilancio, la riduzione del fondo sociale a 10 milioni di lire. Accanto alle attività imprenditoriali, la Società è impegnata sul versante della ricerca, come testimoniano studi pubblicati tra il 1894 ed il 1899 sulla qualità delle acque e sulle variazioni di temperatura delle stesse all’interno delle condutture. I numerosi manuali della Società, editi dal 1880 in poi, si rivelano preziosi per la nascente industria siderurgica e per aver dato un notevole contributo alla normalizzazione delle tubazioni in ghisa ed in acciaio, nonché dei giunti e dei pezzi speciali. first two years of the war the Company completed also the Terranova Waterworks in Sicily despite the difficulties in transportation and in the supply of cast iron. Of interest were also the economic arrangements that envisaged that most of the works could be done with delayed payments and by «accepting interest bearing payment notes which would expire generally in 25 years». This policy which clearly involved the locking up of huge amounts of money and led in June 1892 to the need to issue bonds for 10 million lire and in 1894 to a reduction of the Company share capital by 10 million lire to pay off the deficit. Besides the entrepreneurial activities, the Company was engaged also in research, as it is testified by studies published between 1894 and 1899 concerning the quality of the waters and on temperature variations inside the water mains. The many handbooks published by the Company from 1880 onwards are precious for the nascent steel industry and the outstanding contribution they gave to the standardization of cast iron, steel pipes, joints and special parts. Ma è con l’Unità d’Italia che l’opera viene messa nel programma operativo della Provincia di Milano che decide di stanziare cinque milioni di lire a fondo perduto, dopo che una “speciale commissione competentissima” ne aveva stabilito l’utilità e la fattibilità. Tra una decina di progetti selezionati, il Governo – cointeressato con la Provincia alla realizzazione dell’opera – ne scelse due, promulgando i decreti di concessione a favore degli Ingegneri Meraviglia e Villoresi. Il progetto del primo, però, si rivelò di difficile attuazione poiché prevedeva la derivazione dell’acqua dal Lago di Lugano e quindi una complicata trattativa con la Svizzera. Andò avanti quello del secondo, che prevedeva l’irrigazione di un’area di circa 65.000 ettari delimitata a nord dal canale stesso, a sud dal Naviglio Grande, ad ovest da questo e dal Ticino e ad est dal Naviglio 12 The first works in order to convey water to upper Lombardy had been carried out in the 13th Century by the Podestà of Milan, Beno de’ Gozzadini. But it was with the Unification of Italy that the work was included in the operational program of the Province of Milan that decided to allocate a sum without security of five million lire following the opinion of “a special and very competent committee” according to which it was a useful and feasible work. The project of the former however, was found to be difficult to implement because it entailed a diversion of the waters from Lake Lugano and hence complicated negotiations with Switzerland. The latter instead, envisaged the irrigation of an area of around 65,000 hectares delimited to the north by the above mentioned canal, to the south, by the Naviglio Grande, to the west, by the della Martesana. Il provvedimento governativo però stabilì che, prima di dare inizio ai lavori, si dovessero trovare sottoscrizioni per 400.000 lire annue. Circostanza che al progettista non riuscì facile per la riluttanza mostrata dai proprietari terrieri ad assumersi oneri preventivi in vista di un’opera che appariva incerta e per le opposizioni delle popolazioni vicine che temevano che il nuovo assetto avrebbe danneggiato le proprietà di coloro che già godevano dell’acqua del Ticino. Nel 1880 la situazione apparve precipitare. Prima per la morte dell’Ingegnere Villoresi e poi per l’insuccesso di un ennesimo infruttuoso tentativo della Provincia di Milano che dichiarava di voler realizzare l’opera, assumendosi tutti i rischi, ma a condizione che si fosse ottenuta dalle proprietà fondiarie, una sottoscrizione per 10 metri cubi d’acqua al secondo. Nel 1881 subentrò la Società Condotte, che acquistò dagli eredi Villoresi la concessione di derivazione dell’acqua dal Ticino e che si offrì di costruire il canale senza obbligo di preventive sottoscrizioni e con il sussidio di due milioni di lire della Provincia di Milano. Gli scavi vennero iniziati nel Gennaio del 1882 ed il 28 Aprile 1884 fu inaugurato il primo tratto di 45 chilometri, con un impegno finanziario di 7.700.000 lire. I lavori, dopo alcune vicissitudini finanziarie, superate grazie ad un prestito concesso dalla Cassa di Risparmio di Milano contro-garan- 14 latter and River Ticino, and to the east by the Naviglio della Martesana. In 1881 Condotte stepped in. It purchased from Villoresi’s heirs the concession for the derivation of water from River Ticino and volunteered to build the canal without the obligation of the underwriting campaign and with a subsidy of two million lire from the Province of Milan. Excavations began in January 1882 and on 28 April 1884 the first 45 kilometres stretch was inaugurated with a financial commitment of 7,700,000 lire. After some financial difficulties, overcome thanks to a loan granted by the Cassa di Risparmio di Milano with the section of the canal that had already been built, tito del tronco di canale già realizzato, furono conclusi nel 1891. Built according to the most advanced technical criteria of the time, under the direction of Engineer Cesare Cipolletti, the work was considered, at international level, to be one of the most advanced hydraulic engineering works of its time. 17 Canale Vittorio Emanuele III The Victor Emmanuel III Canal L’idea di costruire un tratto di canale parallelo al Canale Villoresi, per sfruttare con una centrale elettrica il salto di quota esistente nel terreno, nacque nella mente dell’Ingegnere Cesare Cipolletti nel 1884, mentre dirigeva i lavori per la costruzione del Canale Villoresi. L’idea, espressa in una pubblicazione, fu accolta con grande interesse dalla comunità scientifica di allora, tanto da vincere un premio di 4.000 lire dell’Istituto Lombardo di Scienze, Lettere, Arti. Si trattava di ingrandire i primi 15 chilometri del Canale Villoresi per aumentarne la portata e di utilizzare il salto di 38 metri tra il vecchio ed il nuovo canale per la produzione di circa 34.000 cavalli di forza motrice, una quantità sufficiente per sostituire le macchine a vapore delle industrie lombarde e per illuminare varie città della medesima regione. L’idea era estremamente avanzata per l’epoca e ci vollero dodici anni per iniziare i lavori nel 1896: sei per approntare il progetto e sei per l’approvazione del decreto, con la concessione di derivare dal Ticino da 55 a 62 metri cubi di 18 The idea of building a stretch of canal parallel to the Villoresi Canal to exploit the head for a power station was an idea that Cesare Cipolletti had in 1884 while he was supervising the works for the construction of the Villoresi Canal. The idea was extremely advanced for the time and it took twelve years to start the works that began in 1896. It had taken six years to prepare the project and another six to have the decree approved for the concession of diverting from River Ticino between acqua al secondo. I lavori furono completati nel 1901 con l’apertura della centrale di Vizzola Ticino, solennemente inaugurata dai Sovrani. The works were completed in 1901 with the opening of the Vizzola Ticino Power Station, which was inaugurated with a solemn ceremony by the Royal Couple.
