Tunisia: between democratic rights, equal opportunities,
protection of minorities and active citizenship
Europe is now called upon to carefully observe what is going on in Tunisia, where after a short
political crisis, the new coalition Government made up of lay people, moderate Islamic and minori ty
groups, has been voted by the Parliament. Namely, the alliance giving life to the Constituti on – that
represented for Tunisia a significant qualitative leap in democratic and civil rights – has been
confirmed.
The young Prime Minister, Youssef Chahed – that I also had the pleasure to meet personally few
months ago during a visit of the Italian regions, while he was the Minister of Local Authori ti es – i s a
person of great charisma and authoritativeness, and in his first declarations he underlined the ne e d
of improving relations with the European Union.
The Prime Minister also showed a particular attention towards youngsters and the issue of
unemployment. The European Union cannot be indifferent on these matters, and we all wish that
the financial support to Tunisia can be increased, since Tunisia, among the countries of the European
Neighbourhood, is the one that concretely demonstrated its will of promoting democratic rights,
equal opportunities, protection of minorities and active citizenship. And also for thi s re ason i t was
target of bloody terrorist attacks.
Since Youssef Chahed already worked in this direction during his mandate as Minister, his election as
Prime Minister leads to expectations of having soon a confirmation of the date of the local elections,
that will allow the switch from appointed mayors to elected mayors.
ALDA, which has been working for several years in the Mediterranean side of Africa, foresees the
opening of a Local Democracy Agency in Kairouan by the end of the year. For this purpose, a preagreement with the Local Authorities has already been signed. Next 19th October in Tunis, wi thi n an
initiative organised in cooperation with ARLEM, a final decision about the new Agency will be taken.

Tunisia: tra diritti democratici, pari opportunità,
difesa delle minoranze e cittadinanza attiva
L’Europa non può che guardare con estrema attenzione a quanto sta accadendo in Tunisia, dove
dopo una breve crisi politica è appena stato votato dal Parlamento il nuovo Governo di coalizione
formato da laici, islamici moderati e gruppi minori. Si conferma cioè l’alleanza che ha dato origine alla
nuova Costituzione che ha rappresentato per la Tunisia un grande salto di qualità sul piano dei diritti
democratici e dei diritti civili.
Il giovane Premier, Youssef Chahed, che tra l’altro ho conosciuto personalmente al cuni me si fa ne l
corso di una visita delle regioni italiane, e che allora era Ministro degli enti locali, è persona di grande
carisma e autorevolezza, e nelle sue prime dichiarazioni ha sottolineato la necessità che le re l azi oni
con l’Unione Europea diventino sempre più strette.
Un’attenzione particolare è stata manifestata dal Premier verso i giovani e il problema della
disoccupazione. Su questi temi l’Unione Europea non può rimanere indifferente e ci auguriamo, a
questo riguardo, che possano essere intensificati gli aiuti finanziari verso la Tunisia, che tra i Paesi del
Vicinato è quello che ha dimostrato con i fatti di voler promuovere i diritti democratici, le pari
opportunità, la difesa delle minoranze e la cittadinanza attiva, e proprio per questo motivo è stata
oggetto di sanguinosi attacchi terroristici.
L’elezione a Premier di Youssef Chahed, che da Ministro aveva già lavorato in questo senso, f a
prevedere che la data delle elezioni amministrative che permetterà il passaggio dai sindaci nominati
a quelli eletti, sia confermata in tempi brevi.
L’ALDA, che sta lavorando da anni nell’Africa mediterranea, prevede di aprire entro l’anno
un’Agenzia della Democrazia Locale a Kairouan, per la quale è già stato firmato un preaccordo con l e
Autorità Locali. Il prossimo 19 ottobre, a Tunisi, in una iniziativa comune con l’ARLEM, sarà fatto il
punto definitivo sulla nuova Agenzia.
