Il primo obiettivo è quello di creare un Sistema di Supporto COREA DEL NORD Le attività in corso riguardano diversi settori: agricoltura, Asia 44 Asia with the purpose of consolidating the institutions for the development of system and management planning in favour of the population and the environment in the national parks of Hindu Kush - Karakorum - Himalaya. Middle East PALESTINE Cesvi keeps on working in the Palestinian Occupied Territories and in the Northern West Bank. We are continuing the psycho-social support program in the municipality of Tulkarem, where we have also started income-generation projects. In 2003 Cesvi created an amusement park in a safe area for children living in Kufr Sur. The prolonging of the new period of Intifada makes the situation of whole families who have had no fixed income for over three years now more and more alarming every month. Cesvi has the objective of alleviating the sufferings of civil population, who is forced to live with hardly no freedom of movement and without a job. All Cesvi activities and programs are developed and carried out in conformity with the mission statement, which contains also the guiding principles to which all the collaborators of the Association must attain. Cesvi does accounting activities on a regular basis: a report is periodically drawn up for each activity (“project”) according to the standards and models established by the funding institutions, while numerous periodic publications are addressed to all donors (the bimonthly Cooperando, the Internet site, the monthly electronic newsletter, etc.). Such accounting activities aim at highlighting the social rather than the economic results of Cesvi action. Since the financial year of 1996, also the summary of the annual report (published in Cooperando and sent to all donors and stakeholders) is accompanied by the number of “primary beneficiaries” of all the projects carried out by Cesvi during the year. The beneficiaries are counted project by project, according to homogeneous criteria that are specified in the manual distributed to all Cesvi operators. Over the years, Cesvi has designed a synthetic system of annual assessment of the association’s work based on three simple items: the number of beneficiaries (effectiveness index); the incidence of general expenses – which correspond to office and financial expenses and to the fund-raising and information costs – on total expenditure (efficiency index); differentiation of the funding nota integrativa al bilancio chiuso il 31 dicembre 2003 rendicontazione punta a rilevare i risultati sociali piuttosto che quelli economici dell’opera del Cesvi. Tale additional note to the balance 52 nota integrativa al bilancio sources (independence index). The statement of assets and liabilities and the profit and loss account are drawn up according to the schemes provided by the accounting recommendation to “non-profit concerns” approved by the National Council of Professional Accountants (CNDC) in March 2001, according to prudence principles and in conformity with the current provisions of the law. Moreover, the accrual principle has been applied, regardless of when the collection or payment is actually done. In the statement of assets and liabilities, the entry of the Assets referring to the Accounts receivable from members for membership fees has been left out, as it has been considered irrelevant. It has not been deemed necessary to make further structural changes to the accounting schemes in order to take into account the peculiarities of the Association’s juridical form, except for some aspects worth of deeper attention, which are highlighted in this additional note. The Association does not rely on any controlled body (committees or associated organisations) for the fundraising activity. The evaluation criteria adopted when drawing up the balance sheet, which are the same as they were in the previous financial year, are the following: Accounts Receivable: they are entered in the balance sheet at their net break-up value. Accounts payable: they are entered in the balance sheet at their nominal value. Tangible Fixed Assets: they are entered in the balance sheet at their purchase cost plus the direct additional charges. In the reclassification scheme, such value is net of depreciation funds. The depreciation of technical fixed assets is systematically calculated on the basis of their residual possibility of utilisation, estimated for each source CRITERI DI VALUTAZIONE Di seguito, i criteri di valutazione adottati per la predisposizione del bilancio, peraltro invariati rispetto all’esercizio precedente. Intangible Fixed Assets: they consist of expenses for the purchase of long-term productive factors. The depreciation is systematically calculated on the basis of their residual possibility of utilisation. Retirement Allowance Fund: the fund corresponds to the liabilities payable to all the employees, calculated in accordance with the law and the labour contracts in force. Stocks: given their little value, no stocks of material or products have been entered. Shares and Financial Assets: they include stocks purchased last year and entered at their face value, as well as a small shareholding. Accruals and Prepayments: the accrued income and expenses refer to amounts of revenues and costs to be collected or paid in the next financial year, but pertaining to 2003. The prepaid expenses and deferred income refer to amounts of costs and revenues paid or collected in 2003, but pertaining to the following financial year. The other adjusting entries (not concerning both financial years) necessary to be in conformity with the time competence principle are entered as specific items among the accounts receivable and the accounts payable. We would like to highlight that the definition and presentation of some entries of the present balance sheet have been changed in order to make them clearer and that the layout of the 2002 balance sheet has been modified as well to allow comparison. SUPERVISORY BOARD The balance at 31 December 2003 has been submitted to the auditing company PricewaterhouseCoopers S.p.A. that, after examination, has released the audit report. un coefficiente annuo. 54 nota integrativa al bilancio INFORMATION ON TAX EXEMPTIONS IN FAVOUR OF THE ASSOCIATION The Association benefits from the tax regulations of the Legislative Decree 460/97 regarding non-profit companies (Onlus). With regard to the positive repercussions for the Association, in accordance with Article 111 ter of the D.P.R. 917/86, the activities carried out in the course of the Association’s institutional duties are not considered commercial activities, while the activities relating to such duties are not taxable. The Association’s services are exempted from VAT, whereas the tax paid on purchases is not deductible and is therefore a cost for the Association. The donations to the Association are deductible according to Article 10, Paragraph 1, Letter g of the D.P.R. 917/1986 and subsequent modifications and also according to Article 13 bis of the aforementioned D.P.R. if made through bank or post means. Art. 1, par. 7 of the regional law 27/2001 (regional financial act for 2002) establishes that, as of the 1st January 2002, the subjects mentioned in art. 10 of the legislative decree 460/1997, which regards the tax regulations applicable to non-commercial and ONLUS (Organizzazioni Non Lucrative di Utilità Sociale, non-profit organisations of social utility) bodies, are exempted from the payment of the IRAP (i.e. the regional tax on productive activities) and of the regional car tax. As a consequence of this provision, starting from 2002, the Association is no longer subjected to such taxes, as it falls into the abovementioned category. A seguito di tale provvedimento, conseguentemente, a decorrere dall’anno 2002 l’Associazione non è più soggetta a tale imposta in quanto rientrante nella suddetta categoria. additional note to the balance NUMBER OF COLLABORATORS, EMPLOYEES AND VOLUNTEERS During 2003, in the beneficiary countries the Association has relied on 1.547 local collaborators, assisted by 130 expatriates. The collaborators in Italy are 29, of which four are employees (3 working full time, 1 part time). In particular, the Association’s balance is not influenced, in terms of figures, by the contribution in kind stemming from the work of volunteers. This is because it is quite complex to evaluate the time volunteers gratuitously devote to the Association according to objective criteria and, above all, it is impossible to quantify a notional average pay for activities that range from the simple participation in events to the most complex and qualified special services, going from scientific to artistic activities. compared to the previous financial year, in which the entry was 11,355 Euros. The tangible fixed assets amount to a total of 772,630 Euros net of depreciation. The tangible fixed assets include the proprietary building, where the Association carries out its activities. The financial assets amount to 13,427 Euros and correspond to 45,450 subscription shares of the Società Editoriale Vita S.p.A. (the publisher of the self-titled weekly), which amount to 12,911 Euros. 516 Euros correspond to the participation in the Bolzano-based Cooperativa CTM (the Italian headquarters of Fair Trade). Such reserves are mainly constituted by the contributions given by the financing bodies to cover the administrative and fundraising costs of the Association. As we have already said, starting from this balance sheet, we have decided to enter the operating surplus or deficit as a separate item under the free assets’ entry. After the approval of the balance, the net assets will therefore amount to 1,392,164 Euros, with an increase of 759,595 Euros compared to the previous year. The restricted fund for projects is what in the previous balance sheets was called “restricted assets” and corresponds to the value of the Association’s obligations yet to be met, with regard to both the projects relying on the funds given by institutional bodies and the projects relying on fund raising. Reconsidering the nature of this item, we have decided to assimilate it to a fund, as the actual amounts and time needed to carry out the projects can be exactly determined only in future accounting. The total amount of this item is 21,173,357 Euros, with a decrease of 549,448 Euros compared to the previous year. In the Additional Note, the Board of Directors has provided the information and details required for each balance item, and in particular: the evaluation criteria adopted, the variations from the previous year and their explanation, the movements of tangible and intangible fixed assets and of long-term loans and investments. The value of the balance items is expressed in Euros, as were those of the 2002 balance sheet. As far as our functions are concerned, we would like to stress that our examination of the balance sheet has been carried out according to the principles regulating the Auditors’ Board conduct recommended by the C.N.D.C. (National Council of Professional Accountants). In accordance with such principles, we referred to the regulations regarding the annual balance – interpreted and integrated by the correct accounting principles formulated by the National Councils of Professional Accountants – and in particular to the indications of the “Document for the presentation of a system representing the synthetic results of non-profit associations” approved by the C.N.D.C. For our part, we can certify that: - we have applied the evaluation criteria described in the Additional Note; - the depreciation amounts have been calculated according to the economic and technical criteria illustrated in the Additional Note of the Board of Directors; - during the financial year, we have supervised the bookkeeping, the administration and the observance of the law and of the deed of foundation; - during the closing of the balance, we have examined the balance sheet submitted to us by the Board of Directors and verified that it corresponds to the results of the accounts, which have been duly kept; - the Association has voluntarily submitted the classification of the balance sheet items and of their content to the auditing company PricewaterhouseCoopers S.p.A., which has certified that the balance is in conformity with the correct accounting principles. Our opinion is that the balance sheet, accompanied by the Management Report, corresponds to the accounting results and to the bookkeeping entries. The evaluation of the Association’s assets has been done in conformity with the indications of the “Document for the presentation of a system representing the synthetic results of non-profit associations” approved by the C.N.D.C. Where necessary, this has been modified to take into account the type of activity carried out by the Association. We therefore give our favourable opinion to the approval of the balance.
