Years ago my enterprising consort forced me to buy an old boat for tthe sole purpose of taking her to all the restaurants located around the mouth of the Po river. I then had to work very hard to get my boat license given that, for a "landlubber" like me, this test was much more difficult than ‘electromagnetic fields and circuits’. On the other hand, I learnt a whole new area of sailors’ terminology and sayings that otherwise would have remained unknown to me. "Dead water" is one of the terms I often recall during the eleven and a half months that I happily leave aside my boat. This is because, even in everyday life, there are periods of varying time in which it seems that the world has stopped, that nothing is happening, but that we are all aware that sooner or later something is bound to happen: it doesn't matter if good or bad will come from it, but something will happen. The "dead water" in fact is that situation of calm sea between the two tides: a Sunday sailor such as myself can recognise it, however without knowing if what comes next will be the high or low tide. What happened in the coin-op amusement games sector this April seemed in fact to be "dead water": all calm, everyone calm, not even the disastrous long weekend of April 25 with three days of rain managed to anger the seaside games arcade owners who, after having worked for a month to clean their arcades, the games, and, for those who could, buy new machines, did not even have the strength to complain about having taken just 300 euro in the long holiday that should have been the pick days at the start of the season. Even the bar operators seem to have become used to the idea of having to pay, every 15 days, a large sum as flat-rate tax, and those that have until now challenged the payment of the "service charge" for a nonexistent network or for services not rendered, are convinced that it is better to pay up, shut up and work into the night to at least earn the Total IN to send to the licensee by midnight on the fifteenth day rather than advance the State a huge sum of money … naturally borrowed from the bank. Many traditional operators, in addition, are convinced that it is better to switch over to Winnie the Pooh vending machines rather than fight against the approvals exhibited in the original copy, the maximum three games per machine, the depositing of the program source code in windows, etc., etc.. Dead water with boats. crisis and unemployment of the main manufacturers, the death of the Pope and whatever else, the fact is that people have no more money to spend, much less so on games. WHAT CAN BE DONE? Perhaps Jesus Christ, for believers, or destiny for atheists, can suggest how to get out of this phase of pathological slumber that the entire Italian coin-op sector has fallen into. We could repeat the same things for the millionth time, but I would like to avoid further boring my loyal readers who have heard me raging since way back at the Rome exhibition in 2003 against the coup d'etat with which the Parliament tore up law 289 to give birth to the tragic law 326. Since then we have underlined how shameful a law was that taxes gambling on the base of the money played and not on the cash remaining in the tin. It is useless to underline once again that the taxable earnings of normal video games are unachievable, and that all the ties that bind their distribution will lead to their premature disappearance from Italian soil. The State Monopolies are happy to have forced various operators to return 12,000 approvals for 7a and 7c machines of doubtful legality (I repeat, the approvals and not the actual games cards!) however how many Tetris, Metal Slug, etc., have we been forced to decommission because the annual takings were not even sufficient to pay the ISI tax and the VAT? To hope, in addition, for a law that recognises ticket redemptions before they are mistaken by some zealous policeman for slot machines or on-line amusement games for online casinos, is pure illusion. In fact, this year in the run up to the general election, MPs and senators will only be engaged in "not risking" so as to avoid being criticised and save their places, therefore they will be wary about helping out a sector at risk such as ours… unless a real lobby is created, like the pharmacists, notaries, etc., that is, those "strong" groups that give concrete support to their reference politicians, who then feel obliged to keep their promises. Now that the risk of an early election has passed, "today" we still have time to get in for the 2006 budget, yet are we still a sector capable of pushing to achieve more human working conditions, or should we give up and change jobs? Engineer Roberto Bonomo, thanking me for having defined him as a "good carpenter" in the previous article, suggested that, not having another Lilliput to build, he is weigh- 58 THE EXPERT APPROACH In mancanza di “circenses” … In questi 25 anni di automatico ing up the idea of becoming a baker: this may be a good chance for me too, however having a cousin who has already been doing this for 30 years, I have asked him more than once why his two children haven't entered the family business, and the answer has been simple: young people today no longer wake up at midnight, for an entire life, to go to work, at that time at most they start their night out at the disco! So, dear Roberto, even if we are not young any more, I believe that not even the bakery is a good business for us! Once there were business associations who among their members always found someone who would come up with a new idea, press to make a claim, propose amendments, cultivate some promising political friends, etc.. Now, some of the associations have even removed their web sites, others make themselves heard twice a year, others have very few members and others try the thrill of having three chairmen and four vice-chairmen at the same time… with a 1/3 the number of members as in 2004! It is obvious that in this situation giving a response to those who ask "what can we do?" is increasingly problematical, because we don't know who to ask the question to any more, and much less, who is authorised or is able to reply. On the other hand, the old proverb of "divide and rule" has been well applied, first of all by us operators who rather than get together, as the most basic policy of globalisation teaches us, we have separated to the point of creating other associations in addition to the (too many) that already exist, and secondly by the State Monopolies who, having authorised 10 licensees, have further contributed to diminishing and creating conflict between the operators, given the different economic, administrative and functional treatment for each. In conclusion, should we lay down and accept everything that comes to us, and will there be a resurrection after this "dead water"? I still want to be optimistic. In these 25 years of working in the coin-op sector I have learnt to overcome many difficulties and I am convinced that "bread & circus" are indissolubly united: people need to have fun just like they need to eat, even if the takings of both the coinop sector and supermarkets have dropped! Awaiting better times, I see the THE EXPERT APPROACH - ASCOLTANDO L’ESPERTO Il futuro dell’Automatico italiano … con le leggi attuali. The future of the Italian coin-op sector … with the current laws only way to survive to be to get together, firstly in a political sense in order to join forces and assert our rights, and then in an economical sense to create co-operation between small companies and increase their synergy and organisations, so as to optimise the ratio of costs to income. Great responsibility for the success or failure of this rescue attempt will surely lie with SAPAR: we hope that the problems created within the committee and between the board and the members will soon be smoothed out and that a presidency that is wise and aware of the required task will be able to bring dignity back to our businesses, especially now that nobody has any more skeletons in the closet… yet certainly before the Government and the State Monopolies finally put us to rest!
