GENERAL INFORMATION ABOUT IED
The Istituto Europeo di Design was founded in 1966 according to a guiding principle which has since inspired all our
didactic methods and educational choices: the philosophies of “knowing” and “knowing-how to” must grow and
mature together. It’s important to develop an idea right up to its concrete realisation, and we teach how to do this.
Through our six institutes we have set out to becoming an international reference point for young creative people, we
aim at increasing and consolidating our international standing.

MALPENSA INTERNATIONAL AIRPORT
Malpensa airport lies at about 50 km from the centre of Milan. There are two different terminals linked by a free
shuttle bus, available every 20 minutes about for twenty-four hours a day.

operate on the Terminal 1.

PRACTICAL INFORMATION for EU-STUDENTS
There are no longer any frontier controls at the borders between 22 EU countries. This is thanks to the Schengen
agreement, which is part of EU law. The Schengen rules remove all internal border controls but put in place effective
controls at the external borders of the EU and introduce a common visa policy. The full Schengen members are
Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Latvia,
Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden (but not
Ireland and the United Kingdom) plus Iceland and Norway (which are not EU members).
Cyprus which joined the EU in 2004 and Bulgaria and Romania which joined in 2007 do not yet fully participate in
Schengen. You will therefore need a valid passport or ID card to travel to those countries and to Ireland and the
United Kingdom.
When entering or leaving the EU at the external borders you will need a valid passport or an ID card. When entering or

passport when leaving the EU in order to enter the country of your destination.
It is best to have your passport or ID card when travelling in the EU because you may be required to prove your
identity. If public order or national security so require, checks at the internal borders may be carried out for limited
periods. Make sure that any children travelling with you either have their own passport or ID card or are registered on
your passport.
Agreements with Iceland, Liechtenstein, Norway, and Switzerland enable their nationals to be treated in the same
way as EU citizens and to travel with just an ID card or passport in the EU.
The external border is the perimeter of the Schengen Area which foreigners may enter using the border crossing
points and means: the Schengen Area Parties’ land and sea borders and their airports and sea ports, provided that
they are not internal borders.
Internal borders are the common land borders of the Schengen Area Parties, their airports for internal flights and their
seaports for regular – passenger –connections exclusively from or to other ports within the territories of the Schengen
Area Parties.

REGISTRATION AT “COMUNE DI MILANO”
For longer periods (more than 3 months) people must apply for a certificate to the Register Office of the
Municipality (Comune di Milano) where the students usually live.
FIRST STEP: Apply for the Certificate of domicile (“RICHIESTA DI RESIDENZA”)
Before applying for the registration, EU-students must request the Certificate of domicile (to declare and change their
permanent address) to the Register Office.

Students must receive from the Information Desk (inside the hall) the queue number for the Registration at Ufficio

Insurance coverage for medical treatment and/or hospitalisation, to be demostrated by means of Foreign
insurance policy or one underwritten with Italian bodies or firms that must not include limitations or exception to
the fees established for emergency hospitalisation. This policy must be valid for the duration of the course.
Please note that the European Health Insurance Card (EHIC) will not be considered as a valid policy (for
periods longer than three months). If you do not have a private insurance, we suggest – before applying for this
registration – to enrol in the Italian Public Health Service (for more information go to page 19). It is necessary
to have the tax file number to enrol in the Public Health Service (for more information go to page 16).
After applying, Comune di Milano will verify your presence at the address reported in the form by sending an officer
(this check can be made after 5/6 months from the date of your request).
Only after this check, students will receive at home a letter with a confirmation of their registration.
SECOND STEP: Apply for the registration (“ISCRIZIONE ANAGRAFICA”)
After receiving the confirmation from the Comune di Milano, students must go again to the Central Registration Office
(“Ufficio Protocollo”) and apply for the registration.
People must have and show their Passport or Identity Card.
After applying, students will receive a receipt (see facsimile n. 2: “ATTESTAZIONE DI RICHIESTA DI ISCRIZIONE
ANAGRAFICA DI CITTADINO DELL’UNIONE EUROPEA” at page 42) one week from the request, the Registration Office
should send the certificate at home.

PRACTICAL INFORMATION for FOREIGN STUDENTS
Foreigners are citizens of any Country that is not memeber of the European Union and the European Economic
Area.
Admission to Italian territory through the external borders of the Schengen Area is only permitted to foreigners who:
1. seek to entry through a border crossing point;
2. are in possession of a valid passport or equivalent recognised travel document permitting them to cross the
border;
3. are in possession of documents substantiating the purpose and the conditions of the planned visit and have
sufficient means of support, both for the period of the planned visit and to return to their country of origin (or to
travel in transit to a Third State). The foreigner who already holds a residence permit issued by one of the
Contracting Parties is exempted from this requirement;
4. are in possession of a valid entry or transit visa, if required;
5. have not been prohibited to enter through an alert in the Schengen Information System;
6. are not considered to be a threat to public policy, national security or the international relations of any of the
Contracting Parties, under Italian law or the law of another Schengen State.
FOR LONG STAYS (ABOVE 90 DAYS) FOR WHATEVER PURPOSE ALL FOREIGNERS ARE REQUIRED TO HOLD A
VISA, EVEN IF THEY ARE CITIZENS OF COUNTRIES, WHICH DO NOT REQUIRE TRANSIT OR SHORT-STAY VISAS.
So students, coming from non-EU Countries and intending to enter Italy to study at IED (for a period longer than 90
days), need a VISA for STUDY, application for which can be made at the Italian Diplomatic and Consular

Representations in the country of residence .
IF YOU ENTER ITALY WITH A TOURIST VISA, YOU CANNOT HAVE A PERMIT TO STAY FOR STUDY.
The possession of a visa does not give an international student automatic right to enter Italy, because the border
authorities may always refuse entry to an alien who is not in possession of adequate means of subsistence or is
unable to provide full details regarding the circumstances of the stay in Italy or for reasons of security or public policy.
No visas (and no extension to previously issued visas) may be granted to foreigners who are already on the Italian
territory.

Niger, Nigeria, North Korea, Northern Marianas, Oman, Pakistan, Palau, Palestinian National Authority, Papua-New
Guinea, Peru, the Philippines, Qatar, Russia, Rwanda, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the

Thailand, Togo, Tonga, Trinidad and Tobago, Tunisia, Turkey, Turkmenistan, Tuvalu, Uganda, Ukraine, United Arab
Emirates, Uzbekistan, Vanuatu, Vietnam, Western Samoa, Yemen, Federal Republic of Yugoslavia (SerbiaMontenegro), Zambia, Zimbabwe.
Nationals of the following countries do not require a visa for visits up to a maximum of 90 days, for tourism, on
missions, business, invitations ought to take part in sport events:
Andorra, Argentina, Australia, Brazil, Brunei, Canada, Chile, Costa Rica, El Salvador, Guatemala, Honduras, Hong
Kong, Israel, Japan, Malaysia, Macao, Mexico, Monaco, New Zealand, Nicaragua, Panama, Paraguay, South Korea,
Singapore, United States, Uruguay, Venezuela
Nationals of San Marino, the Holy See and Switzerland do not require a visa in any case.
The citizens of the following countries are required to obtain visas for transit through Italian airports:

7. declaration of the availability in Italy of appropriate lodgings as well as funds necessary for repatriation,
possibly to be demonstrated in the form of a return airline ticket
8. insurance coverage for medical treatment and/or hospitalisation4, to be demonstrated by means of:
Consular declaration attesting to the applicant’s right to the health care in the presence of specific
agreements between Italy and the applicant’s country of origin;
or
Foreign insurance policy or one underwritten with Italian bodies or firms that must not include limitations or
exception to the fees established for emergency hospitalisation.
THE ITALIAN EMBASSY / CONSULATE MUST PUT ITS STAMP ON THE CERTIFICATE OF THE ENROLLMENT AT IED
AND GIVE ONE COPY BACK TO THE APPLICANT.

DECLARATION OF PRESENCE (for period longer than 90 days)
Non-EU citizens who obtained a visa to enter Italy valid for a period not longer than 90 days (3 months) have to
declare their presence on the Italian territory: if they arrive from a country that does not apply the Schengen
agreement, it will be enough to have the Schengen stamp on their passport; if they arrive from a country that apply the
Schengen agreement, they must declare their presence on the Italian territory to the border Police office or to the
Police commissioner of the province where they stay (declaration can be made in one of all the police stations listed
at page number 17), within 8 working days from the data entry.
The Declaration form must be filled in and two copies must be given to the Police station with:
a copy of the passport
a copy of the passport page where there is the visa valid to enter Italy
Not later than 90 days, foreigners must leave Italy.
PERMIT TO STAY for NON-EU CITIZENS (for period longer than 90 days)
All aliens who enter Italy legally, , must comply with the rules governing the stay of aliens in Italy, and are required to
report their presence on Italian territory to the local Central Police Station ('Questura') of the province in which they
are staying within 8 working days from the date of entry, and apply for a residence permit ('permesso di soggiorno')
pursuant to article 5 of Law 286/1998. Aliens requesting this residence permit are required to be fingerprinted.
Non-EU citizens (including those who are not required to hold a visa) must apply for the Permit to Stay – called
“Permesso di soggiorno” (unless they have been living in Italy for 6 years) within 8 working days from the date of
entry. They can apply for the permit only at the post office where they can ask for the Kit.
The post office kit includes an envelope with a yellow stripe, the application form and instructions how to fill in the
forms (in Italian language).

First time application (Permit to stay)
First- time applicants, must go the the post office (see the list of post offices included in the guide p.) and ask for
the kit (an envelope with a yellow stripe including the application form and information). Please address to the
window called “Sportello Amico”.
In order to apply for the Permit to Stay, students must prepare the following documents:
1) Application filled in8 and signed by the interested party (application form for Permit to stay for foreign citizenmodulo 1) – to fill in form mod. 209 follow the instructions at the end of this guide (Facsimile n. 4: “Foreigners’
Permit to Stay form” at page 45)
2) Copy of the passport along with 2 copies of the pages with the stamp released by the Italian Embassy or
Consulate of the student’s home country and with the stamp of the arrival date in Italy by the custom office at the
airport;
3) One € 14,62 revenue stamp (marca da bollo- on sale at tobacconist’s shop or at post office);
4) Documents regarding the current address in Italy: a lease agreement or any other declaration. This has to be
presented along with a copy of the owner’s identity card
5) Original copy of Certificate of enrollment from Istituto Europeo di Design (with the stamp from the Italian
Embassy);
6) One of the following insurance to be able to benefit from the Health Service in Italy:
(a) Insurance policy from the home country with a declaration from the consulate about its validity in Italy,
term and overview of the health service indicating no limitations on the cost of the duration of an urgent

After preparing all the documents, the applicants must bring the envelope (open) with all the documents to the post
office.
When giving all the documents to the postal officer, the applicant must pay € 30,00 (cost of procedure). For
applicants staying longer than 3 months, an electronic card will be issued. Applicants must then pay a € 27,50
postal bullettin (see the bullettin enclosed at the end of this guide).
The officer will give the applicant a revenue card with the UserID and the password that will be useful to control the
status of the Permit to Stay on the website www.portaleimmigrazione.it.
Applicants who have presented an application at the post office will receive a registered letter from the Immigration
Office (Police Station) summoning them to be fingerprinted. Upon their 1st convocation, they must present 4 passportsized ID photos, one of which will be attached to the residence card.
Applicant will be summoned again to the Immigration Office to receive the permit to stay .
The procedure to obtain the Permit to stay could be very slow so students could wait for more than 6 months,
before receiving the registered letter from the Immigration Office. Students are invited to check the status of their
Permit to stay on the web site (www.portaleimmigrazione.it), as explained above, in order to see if they have an
appointment fixed

The Tax File Number is an alphanumeric code, composed of letters and numbers: with this document the Ministry of
Finance can identify you. The tax file number is strictly personal.
The tax file number is necessary to:
- Enrol in the Italian Public Health Service
- Open an account

HEALTH CARE
The Italian Public Health Service guarantees medical treatment to Italian and foreign citizens holding a health card.
The national health system (Servizio Sanitario Nazionale - SSN) is administered through local health authorities (called
ASL).
SSN provides low or no-cost health care to all EU citizens, including in-patient treatment (tests, medication and
surgery during hospitalisation), visits to family doctors and medical assistance provided by paediatricians,
obstetricians and other specialists. Emergency health provision is available to all EU and non-EU visitors.
Medical facilities in Italy are adequate for any emergencies that may arise. Public hospitals are operated by the
National Health Service, and charge flat, all-in-one rates that include all medical services, surgery (if required), bed and
board.
All foreign students must have some form of health insurance as soon as they arrive in Italy (students cannot get the
Residence Permit without it).
Eueopean citizens and European Health Insurance Card (EHIC – in Italy this card is called “TEAM”)
The Italian Ministry of Health declares that all EU-citizens, who are in Italy for a short or long period and having the
EHIC, are entitled to obtain only the urgent and undelayble medical treatments.
The European Health Insurance Card replaces the previously used forms, in particular the well known E 111:
•
E111 and E111B used by tourists,
•
E110 used by international haulage companies,
•
E128 used by workers posted to another Member State and by students,
•
E119 used by unemployed people seeking work in another Member State (only for benefits in kind).
You should not travel to another Member State of the European Economic Area or Switzerland without your European
health insurance card or a provisional replacement certificate.
The European health insurance card cannot be used for private sector health care providers.
It is obligatory for your health insurance institution to issue a European health insurance card or a provisional
replacement certificate at your request.
Non EU-students need to have a private insurance (health policy) which must be valid for the duration of stay in
Italy.
REGISTRATION TO THE ITALIAN PUBLIC HEALTH SERVICE
The registration can be made directly at the Local Health Authority (ASL, Azienda Sanitaria Locale). Students must go
to the ASL nearest to their accommodation.
The local offices are open from Mondays to Fridays: 8.30 – 12.00 am and 1.30 – 3.00 pm
When students are at ASL, showing Form E111, they will receive in exchange a booklet covering temporary stay in Italy
(normally valid up to 3 months).
Residents of Italy who are covered by the National Health Service will be provided hospital services free of charge.
People not enrolled under the National Health Service plan, are expected to pay hospital charges in full for any
medical treatment and then claim a reimbursement from their insurance carrier. Some hospitals (not all) take credit
cards; sometimes, however, hospitals will agree to bill patients after discharge. There are also a number of private
hospitals and clinics offering a wide range of medical services. Charges, although variable, are generally much higher
than those applied by public hospitals.
Please note that with a private insurance, people are free to choose any doctor or specialist and be treated in private
hospitals. On the other hand, if students need to see a specialist, doctor will give them a referral (called impegnativa)
which they must take and show, when they go to the appointment.
Specialists usually work in hospitals or local health buildings, though some private doctors, who have an agreement
with the health convention, also operate from private consulting rooms
Once students are registered with a doctor at the local health authority, they can visit him at his surgery (during
surgery hours).
The registration is valid for one solar year and only until your Residence Permit is valid. We suggest making the
registration at the beginning of the year.

The cost of a Health Card for foreign students is Euro 149,77. The payment has to be made at the Postal Office. Ask

ACCOMMODATION
Finding an accommodation in Milan can be quite difficult, particularly for foreign people who don’t speak Italian and
don’t know the city. Furthermore prices are expensive (especially near the centre), there is lack of flats available and
normally the owners don’t speak English.
IED will try to help students in solving this problem. At the same time please read care the following suggestions:
1st step: Before leaving the own Country, IED recommends to all students to be sure having an accommodation in
Milan at least for the first week of their stay in Italy.
Book a room in a residence or in a hotel for one or two weeks and spend your first time in Milan finding an
accommodation (see 2nd step: How to find an accommodation when you are in Milan).

2 step: When you are in Milan, if you booked a room in a residence or in a hotel for one or two weeks and you
have still to find your accommodation, you can follow different ways.
Firstly remember to fix your budget (how much you can pay each month for your accommodation), decide which
kind of accommodation you are looking for (do you want to rent a flat or stay in a shared flat, in a single or double
room ?), choose an area in Milan where your accommodation should lie (near the center, near the school, near the
underground, in the suburbs, etc.)
• Students speaking Italian or having a friend (or relative) who can help them with the language, can check:
the offers reported in the IED list (these offers are not examined by the school, owners are free to add their
advertisements without any control from IED)
the offers reported on Internet in some web sites for university students
the offers reported in the showcase of the other universities in Milan
Students have to call the owners and arrange a meeting to see the apartment and discuss about the rental
conditions.
It is possible to know where is a street in Milan, searching trough ATM web site.
Students have to open this page http://www.atm-mi.it/giromilano/ and click on Ricerca Indirizzo, writing the name
of the street in the blank space, they will see where is located in Milan. If they click on Calcola Percorso they can
see the distance between IED school (typing in via Amatore Sciesa / number 4) and a street (typing in the name
and the number).
This kind of house hunting can take long time, be difficult and stressful and students will not have any assistance.
• Students, who don’t speak Italian or those who don’t want to look for an accommodation by themselves, can
entrust an estate agency with their search for a flat. In Milan, estate agencies ask for a commission fee, which is
between 10 and 15% of the annual rent.
Close to IED, there is ChiummoCase, an estate agency that applies a special discount to IED students on the rent
(from 15% to 8%) and on the buying (from 4% to 2%).

Comune di Milano (the municipality of Milan) organises courses starting in October and ending in April.
Courses are for beginners and normally the length is twice a week (during the evening). Price is quite cheap:

TICKETS AND PASSES FOR PUBLIC TRANSPORT
Azienda Trasporti Milanesi (ATM) is the company charged of public transport in Milan.

Buses and tram run from 5.00 a.m. to 2.00 a.m. (Monday to Sunday)
Metro runs from 6.00 a.m. to 12.30 p.m. (Monday to Sunday). I
In Milan there are three underground lines:
MM1 - Red line
MM2 - Green line
MM3 - Yellow line
Tickets can be bought at news-stands, bar and tobacconists (only where displaying Vendita Biglietti ATM).
Passes (and tickets) are on sale at ATM offices and/or the private selling points according to the type of travel
document.
Single ticket (€ 1,00) is valid for 75 minutes and must be stamped at the beginning of the travel and every time to
use the underground.
The same ticket cannot be stamped two times to use the underground, even if it is still valid.
Those travelling daily on public transport should buy the 2x6 weekly pass or an ordinary (weekly, monthly or annual)
pass. Students can buy Student passes.
2X6 WEEKLY PASS (€ 6,70)
This is suited to workers and in general those who travel twice a day on the Milan urban network.
It consists of a block of paper tickets and is valid Monday to Saturday for two daily journeys. Each ticket is valid for 75
minutes from the stamping. During that time you may take any number of busses or trams, but only one journey can
be made on the underground (metropolitana).
They are also valid within the rail throughway and on the urban sections of the State Railways and Northern Railways
(Ferrovie Statali and Ferrovie Nord).

The ticket must be stamped at the beginning of each journey and may be used on Sundays if during the week one
ticket was not stamped. The whole block of tickets must be kept together at all times.

The annual (for students) and day-students monthly passes are reserved to students with no income and under 26.
Monthly and annual passes consist of an electronic badge valid 4 years. The monthly/annual fees are loaded directly
on the badge.
The monthly passes entitle the holder to unlimited travel on the whole ATM Milan urban network, within the rail
throughway and on the urban sections of the State Railways (Ferrovie Statali), the Northern Railways (Ferrovie Nord)
and ATM interurban routes.
Annual student pass
It entitles the holder to unlimited travel on the whole ATM Milan urban network, within the rail throughway and on the
urban sections of the State Railways, the Northern Railways and ATM interurban routes.
It is possible to purchase this kind of pass from August (valid from September 1st to August 31st of the following year)
to January 31st of the following year (valid from February 1st to January 31st of the following year).

- a passport photo
- school enrolment or attendance certificate, with the indication of date of birth. University students can produce a
copy of the tuition payment form.
or
- a self-certification by the applicant to be signed at ATM Pass Offices
- the ATM form to be filled in each single part (the form is available at the ATM points in Duomo, Cadorna,
Centrale, Loreto, Romolo and authorised ticket sellers).
After presenting all the required documents and paying the registration fee ( 10,00) the student will receive a receipt
valid for 90 days. The electronic badge can be withdrawn after 30/60 days at the same ATM Point where the
documents had been given in.

TICKETS
The urban and interurban tickets (single, block, one and two day bus passes, weekly pass 2x6) and some passes can
be purchased from the authorized sale locations: pubs, tobacconists, stationers and new stands located along the
urban and interurban lines.
Automatic single-fare ticket selling machines, which issue full fare tickets, can be found in all underground railway
stations. In addition, automatic multifare ticket selling machines, are placed in many metropolitan railway stations,
where you can also pay with coins and banknotes.

Milan is famous for its nightlife; you can find pubs, discos, cinemas, theatres and any kind of entertainment. The
liveliest areas are Navigli-P.ta Ticinese, Lodi-P.ta Romana, Città Studi-Lambrate, Brera-Garibaldi, Fiera-C.so
Sempione. You may also find football grounds, tennis courts and sports club.

REQUISITES
ATM can issu the Student pass to people under 26 and with an annual income not higher than 7226,04.
The pass can be issued to:
- students enrolled in a compulsory educational school;
- students enrolled in a secondary school;
- university students
- students enrolled in a vocational / technical school authorized by Regione Lombardia, Provincia or Comune di Milano
All these courses must last not less than one year and daily attendance
ISSUE OF THE STUDENT PASS
The student pass can be issued after filling in this form that must be given to the ATM office. It is necessary to produce a Certificate of the enrollmen. The
Electronic pass is valid for 4 years from the date of issue
CUSTOMER DUTIES
In the underground: electronic pass must be always stamped
On bus / tramway: the electronic pass must be validated using the machine
MISSING USE OF THE PASS / LOSING / THEFT
It is impossible to ask for a reimbursement of the weekly / monthly passes not used. If the annual pass is given back before the expiring date, ATM will
reimburse the 80% of the period during which students cannot use the pass: this request must be made within the 5th of the month. If case of loss of the pass,
students can ask for a copy paying the related costs to have a new electronic card. In case of theft, students can have a new card, showing the declaration
released by the Police and the payment of the costs for new pass.
CHANGES AND STOPS OF THE ATM SERVICE
ATM can decide, for technical reasons or to improve the services offered, to change or cancel some public transport.
