Italian expatriates urged to vote in Italy’s 12-13 June 2011 referendum
It’s a matter of democracy – Vote to block water privatisation
Public Services International requests urgent assistance from unions and NGOs to help overturn plans
for water privatisation in Italy. We ask trade unions in specific countries and cities (please see attached
list of target locations) to spread this message encouraging expatriate Italians to vote in Italy’s upcoming
referendum.
On 12-13 June, Italians will be called to vote in a national referendum consisting of four demands – two
on whether or not to allow water privatisation, one on whether or not to allow new nuclear energy
development and one on whether or not there should be legal impunity for Berlusconi and his top
officials.
The referendum will only have effect if 50% + 1 of the total electorate actually cast their ballot and if the
majority of them support the referendum proposals.
There are more than 3.5 million Italian expatriates around the world who have the right to exercise their
right to vote in this referendum. Given that the Italian government opposes the referendum, it is
unlikely it will put much effort into outreach to Italians living abroad. Thus, we call on unions and social
movements to use their networks to reach out to Italians living in their countries.
The Berlusconi government is trying to block this referendum. It is trying to delay, deny and destroy the
will of the citizens. Although it appears as if the referendum will proceed, the government is using its
influence to ensure a media blackout to discourage people from voting in the majority required. Please
help Italian people preserve and protect their democracy by quickly forwarding this message far and
wide.

Fermare la privatizzazione dell'acqua
Abrogazione dell’art. 23 bis L. 133/08 così come
modificato dall'art. 15 del D.l. 135/09 (c.d. Decreto
Ronchi)
• Impedire la totale e definitiva privatizzazione dell’acqua
potabile in Italia mediante l’affidamento ai privati della
gestione del servizio idrico attraverso gara o a società
miste pubblico-privato
• Eliminare l'obbligo della messa sul mercato delle
gestioni a totale capitale pubblico, sottraendole agli Enti
Locali
• Eliminare l'obbligo alla privatizzazione oltre che del
servizio idrico anche del trasporto pubblico locale della
gestione dei rifiuti

Fuori i profitti dall'acqua
Abrogazione parziale dell’art. 154 del D.lgs 152/06
(Decreto Ambientale)
Eliminare dalla tariffa la quota relativa alla remunerazione
del capitale investito che assicura al gestore profitti garantiti
senza vincoli di reinvestimento
Determinare un’immediata riduzione della tariffa pagata da
ogni cittadino
Impedire di fare profitti sull'acqua eliminando il “cavallo di
Troia” che ha aperto la strada ai privati nella gestione dei
servizi idrici
