“STRIPPED NAKED”
Considering myself somewhat a connoisseur of Veneto dialect, I decided to
look up the origin of the saying:
”Te si restà in braghe de tea”, meaning more or less “you’ve been stripped
naked”.
Back in the times of the Venice
Republic the Justice system was very efficient, much more than now. Those who
could not pay their debts had all their
belongings seized and were left for three
days in just their underpants in the centre
of Padova, seated on the “pietra del vituperio” stone, (an original can still be seen
in the ‘el Salon’). The poor ‘victims’ were
thus exposed to the public, so that people
could insult them and find out who they
were so as to be able to avoid doing business with them in the future.
Why have I told this story?
It’s simple, because as soon as I
entered the recent ATEI trade fair in
London, with my usual total lack of orientation, I ended up, perhaps as fate wanted, in the Italian Pavilion.
Congratulations to the organisers, Fair
Play, and the exhibitors, who took the
best products from our industry, and a sincere “best of luck” for the possibility to
export Italian technology to the rest of the
world.
What however amazed me was the
presence, at one of the various shared
stands, of AAMS, the State Monopolies.
Some may say that they were there last
year too, that if you can’t beat them join
them, that by exploiting these events our
problems may be better acknowledged by
the government, and so on.
So, a diplomatic effort to bring a little
water to our dry mouths, however … who
were the people involved?
I don’t want to offend the hard working
and friendly “young people” of AAMS,
who were always ready to listen to the
constant complaining of Italian operators,
who, like in a pilgrimage, went to say their
daily prayers at the State Monopolies oratory, hoping that:
1) paragraph 6a of the gaming law will
be ready on April 1;
2) the Out Run 2 SP De Luxe will be
approved within 3 days from the application and without having to apply for special authorisation from the Rome city
council to be able to deliver the games by
truck in Piazza Mastai (where the seat of
AAMS is);
3) the Ticket Redemptions will be
added to the official list of authorised
games before Enada Primavera;
4) etc., etc..
But … in reality, there was no-one
there who could really do something concrete and quick for the coin-op industry
that, for the last few years, is increasingly
lame.
Thus the idea: why not “strip naked” a
representative of the State Monopolies
before the State Monopolies “strips us
naked” for good?
During a dinner with various leading
members of international associations
and exhibition operators, the plan of

In una cena, alla quale erano presenti anche diversi esponenti di spicco di Associazioni e Fiere Internazionali, si era studiato il piano
d’azione: chiamare a raccolta fotografi e giornalisti delle migliori
testate internazionali presenti in
fiera. Accerchiare con estrema cautela il funzionario predestinato,
bloccarlo in due o tre persone ed
una spiritosa ragazza avrebbe dovuto slacciargli la cintura e farlo rimanere in mutande.
Purtroppo è rimasto solo un
sogno di mezzo inverno!
Si vede che nessuno dei presenti,
o perché troppo vecchio o perché
troppo giovane, è stato protagonista
della rivolta del ’68!
Comunque una seppur misera
consolazione l’ho avuta: pochi
minuti prima della chiusura della
fiera ho rivelato il piano ai bravi
ragazzi di AAMS, li ho semplicemente avvertiti che se le cose non
cambieranno il piano potrà solo
essere perfezionato e… attuato alla
prossima occasione.
La mia impressioni però è che,
malgrado tutto, il settore dell’automatico non sia ancora “restà in braghe di tela” per cui, piuttosto di
infastidire Aams, è preferibile
soprassedere e pensare a tempi
migliori.
Come sempre…chi vivrà, vedrà!
IMA 2007
Purtroppo non ci sono andato.
Memore delle ultime deludenti
esposizioni, ho pensato che fosse
più opportuno continuare a coltivare
il piccolo orticello di casa…e invece, ho commesso un grandissimo
errore.
Non tanto per la speranza di
poter vendere qualcosa in Germania
– i bei tempi sono ormai andati – ma
per assaporare in pieno il piacere e
la soddisfazione di commentare con
molti miei ex clienti e amici la presentazione della nuova legge tedesca sui giochi da intrattenimento
con vincita di denaro, appartenenti
quindi alla categoria del “gaming”.
Se la legge sarà buona o cattiva,
come tutte le novità in campo legislativo, lo sapremo a distanza di
tempo però, almeno per quando si è
saputo, l’entusiasmo dei gestori e in
particolare dei produttori, era alle
stelle.
Immaginate quindi anche la mia
orgogliosa soddisfazione quando,
andando a leggere i principi ispiratori su cui sono basate queste nuove
apparecchiature, ho scoperto che, in
pratica, i nuovi giochi sono strutturalmente degli apparecchi uguali a
quelli presenti in tutti i normali
casinò del mondo, ma con alcuni
controlli, tramite software aggiuntivo, i quali verificano che:
1) la perdita oraria media per il
giocatore non superi i 33euro con
un picco massimo di 80euro;
2) la vincita oraria non ecceda i
500euro;
Le tasse si pagano sulla differenza fra IN e OUT, cioè sul netto ricavo che rimane in cassa.
Ci sono altre precisazioni tecniche, però questi sono i pilastri su cui
è basata la legge. Chi è vecchio di
mestiere e mi conosce da tempo, sa
benissimo che questi tre principi li
vado diffondendo dall’Agosto
1995, cioè subito dopo l’introduzione della 425.
Infatti mi è sempre parso chiaro
che deve esserci un confine matematico ben preciso fra giochi definiti “gaming” e altri definiti “gambling”. Questo confine, che per i
tedeschi per decine d’anni, è stato
fermo a 38,40marchi, ora correttamente è stato portato a 33euro. In
sostanza, il legislatore tedesco ha
ipotizzato che un giocatore possa
arrivare a perdere fino ad un massimo di 33euro l’ora perché ciò costituisce ancora un “costo accettabile
per avere dell’intrattenimento”: per
giochi più rischiosi il giocatore deve
andare in locali appositi come
casinò, bingo eccetera, dove i frequentatori e i controlli sono ben
diversi da quelli dei normali pub e
sale giochi. Mi spiegava inoltre un

either being too old or too young, were

implemented at the next opportunity.
My impression however is that, despite
it all, the coin-op industry has not yet been
“stripped naked” and therefore rather than
bothering the State Monopolies we prefer
to focus on better times.
Like always…we’ll see!
IMA 2007
Unfortunately I didn’t go. Bearing in
mind the last disappointing expositions, I
decided that it was more useful to tend to
my small garden at home… yet I fear this
was a mistake.
Not so much for the hope of being able
to sell something in Germany – the good
times are now over – but to fully taste the
pleasure and satisfaction of commenting
with many ex-customers and friends on
the presentation of the new German law
on amusement games with cash wins, and
thus in the “gaming” category.
Like all new legislation, we’ll know in
the future whether the law is good or bad,
however, at least so far, the enthusiasm of
operators and in particular of manufacturers is sky-high.
Imagine then my proud satisfaction
when, reading the principles that these
new machines are based on, I discovered
that, in practice, the new games are structurally the same machines as those found
in normal casinos around the world, but
with some extra software controls that
ensure:
1) the average hourly loss for the player does not exceed 33 euro, with a maximum peak of 80 euro;
2) the hourly win does not exceed 500
euro;
The taxes are paid on the difference
between IN and OUT, that is, on the net
earnings that remain in the cash box.
There are other technical details, however these are the pillars that the law rests
on. Those who have been around in this
business and have known me for some
time are well aware that I have been
expounding these three principles since
August 1995, that is, immediately after the
introduction of law 425.
In fact, it has always been clear to me
that there must be a clear mathematical
boundary between games defined as
“gaming” and others defined as “gambling.” This boundary, which for the
Germans for decades was defined as
38.40 Deutsche Marks, has now rightly
been taken to 33 euro. The German legislators have decided essentially that a player may lose up to 33 euro an hour, as this
sum represents an “acceptable cost for
entertainment”, while for more risky games
the player must go to special places such
as casinos, bingo halls, etc., where the
users and the controls are quite different
from those in a normal pub or games
arcade. A German operator also explained
to me that if, for example, after just 10/20
minutes the maximum loss reaches 80
euro, the machine automatically stops and
remains disabled until the hour expires.
It is clear that we are on another planet
compared to how the New Slot market is
evolving in Italy. In fact, unless there are
further ministerial directives, in addition to
the messages that have to appear on the
new games, such as “gaming is bad for
you, go home to your wife who’s waiting for
you”, etc. etc., from a mathematical calculation we can see that with the bets set at 1
euro and the game lasting 4 seconds, the
Max hourly loss can reach 225 euro/hour!
Ok, so Italy is rich … with Chinese and
other foreigners, who represent the majority of our customers and are certainly not
worried if the hourly loss increases from
the current 45 euro to the sum indicated
above for the second generation New Slot
machines, but please don’t say, and even
less so advertise, that the machines with
cash wins according to the current Italian
law, are “amusement” machines!
In any case, we will see what happens
when these new games are introduced
onto the market (and we hope this is as
soon as possible, given that 31 March is
getting very, very near!).
THE EXPERT APPROACH

calcolo matematico si desume che
con il bet a 1 euro e la durata del
gioco di 4 secondi, si può arrivare a
una perdita oraria max di 225
euro/ora!
Va bene che l’Italia è ricca… di
cinesi ed extra-comunitari, che rappresentano la maggioranza dei nostri
clienti e che non si preoccupano
certo se la perdita oraria salirà dagli
attuali 45euro a quella sopra indicata
delle new slot di seconda generazio-
ne ma, per favore, non si vada a dire,
e tanto meno a pubblicizzare, che gli
apparecchi con vincita in denaro
conformi all’attuale legge italiana,
sono da “intrattenimento”!
Comunque staremo a vedere
cosa succederà quando questi nuovi
giochi usciranno sul mercato (e speriamo sia quanto prima dato che il
31 marzo è molto, molto vicino!).
ATEI, le novità
Ne hanno parlato tutte le riviste
del mondo della novità principale di
Atei 2007: lo scambio di posizione
fra la fiera dei giochi da intrattenimento con quella dei giochi da
casinò. Chi non conosce bene la storia di Atei e Ice, può aver pensato
che si sia trattato solo di una questione di spazi, invece, secondo me, è
stata proprio la consacrazione definitiva dello stato dell’arte nel mondo
del gioco automatico: il gaming e
gambling sono gli attori principali
del business mondiale per cui, anche
in questa fiera, hanno definitivamen-

All the trade magazines around the
world have described the main new releases from ATEI 2007: the change in position
between the amusement game exhibition
and casino game show. Those who don’t
know the history of ATEI and ICE may
have thought that this was simply a question of space, yet on the other hand, in my
opinion, this was the final consecration of
the current situation in the world of coin-op
games: gaming and gambling are the
main drivers of the business around the
world and therefore, at this exhibition too,
the top floor (that is, a much smaller and
less convenient area than the ground floor)
was reserved for games of pure entertainment.
At the beginning of this “argument”
between ATEI and ICE, the big exhibitors
of video games were opposed to having
been downgraded … then they had to
back down and accept the decision of the
organisers.
So, all up the escalators to the first floor
to see:
Sega
1) Nothing to say, simply amazed by
the Out Run 2 Special Edition: 4 Ferraris,
each with 2 seats and 2 steering wheels
allowing the two players to drive alternatively. It seems that there are already many
orders from Italian operators. The final
price has not yet been declared, but
rumours say it will be over 100,000 euro for
the complete attraction.
2) The House of the Dead 4 Special:
installed in a box measuring around 4x4 m
with 2 giant screens and a rotating platform
that the 2 players sit on. When the scene
changes in the game, the platform turns
180° so that the players start shooting on
the opposite screen. The amplification of
the sounds, the special lights, etc., transform a simple game into an attraction for
fun fairs.
3) Ford Racing 52” , with link to 4:
another great game.
I have neglected all the versions II or III
of previous shooting games, which we will
look at more calmly during the Rimini exhibition.
Namco
1) The updated release of Super Mario
Bros2 aroused little interest and Time
Crisis 4 has for a year now been the
“unspoken desire” for Italians.
2) Rollerball: a good attempt to give
space to a young software house to present different games with significant graphics on a PC platform …nothing new.
Konami
1) Pro Evolution Soccer for games
arcades. Nice cabinet and interesting use
of both the normal joystick and buttons and
original joypad from the Playstation 2. It is
obvious that there would be a good market
in Italy… shame that, for perhaps understandable reasons, Konami has developed
this arcade version based on the now outdated software of Pro Evolution Soccer 5
for PS2. It is clear that those who have
been playing the home version 6 will find it

forse comprensibili, la Konami
abbia sviluppato questa versione da

per la sua omologa e, può darsi, che
arrivi sul mercato italiano prima che
i nostri ragazzi giochino con la versione da casa n. 7, 8, 9…
2) Crazy Streets: un mobile originale per questa guida che, nel
gioco, sembra una bella rivisitazione della fortunata Thrill Drive.

giocatori. Solo così ci potrebbe
essere una vera rinascita di questi
apparecchi.
Ticket Redemption
Non vorrei parlare di questi giochi per non sembrare troppo monotono e di parte, però non si può non
evidenziare, almeno, il Jumping
Jackpot della Namco che sicuramente avrà un buon successo anche
in Europa, dopo quello che sta
riscuotendo negli Stati Uniti visto
che ripropone l’intramontabile
“salto della corda”, in versione elettronica.
Sempre a proposito di questi
apparecchi, non posso tralasciare
l’interesse dimostrato dell’On.
Francesco Tolotti, invitato dalla
Sapar a visitare la Fiera di Londra,
verso questi giochi per Fec, Bowling
eccetera e che ha avuto la pazienza
di sopportarmi nella descrizione del
funzionamento dei più noti giochi a
ticket presenti in grande abbondanza
in quasi tutti gli stand del primo
piano.
Se ho ben capito, è rimasto solo
Lui l’ultima ancora di salvezza per i
giochi da intrattenimento!
Conclusioni
Grazie Onorevole per la Sua presenza e le Sue assicurazioni. Ora c’è
la nostra altrettanto bella e importante fiera di Rimini; i “giochi dello
Stato” stanno andando per la loro
strada seguendo un cammino che
nessuno di noi, e forse neanche Lei,
potrà cambiare… però l’automatico
italiano, a Pasqua, dovrà essere
pronto per riaprire centinaia e centinaia di sale giochi lungo le nostre
soleggiate spiagge e dovremo offrire
qualcosa di “nuovo” ai moltissimi
turisti stranieri che, per fortuna, vengono ancora nella nostra bella Italia.
Se però non troveranno nulla di
nuovo o, peggio, nemmeno i giochi
che usualmente utilizzano nelle loro
sale giochi, quando mai si compreranno dei gettoni?
Vorrei veramente sperare che per
il bene degli operatori dell’automatico e per l’immagine dell’Italia, Lei
intercedesse affinché le omologhe
dei 7c si ottenessero in tempi
“umani” e le ticket redemption
diventassero una categoria di giochi
da inserire a pieno titolo su tutte le
“arcade” d’Italia.
Diversamente, caro Onorevole,
Le vorremmo far presente che noi,
comunque, in “braghe di tela” non
ci vogliamo finire di certo!

partner, they could use the existing network for their Skill Games to organise online tournaments and allow the players to
win “real” money. This is the only way
these machines will really take off again.
Ticket Redemption
I would prefer not to talk about these
games so as to not seem too monotonous
and biased, however I can’t fail to mention,
at least, the Jumping Jackpot by Namco
that surely will be a good in Europe too,
following its results in the United States,
given that it proposes the evergreen “skipping rope”, in an electronic version.
Still on the subject of these machines,
I can’t ignore the interest shown by the
Hon. Francesco Tolotti, invited by SAPAR
to visit the London exhibition, in these
games for FECs, bowling centres, etc.,
and who had the patience to put up with
me while I described the operation of the
best known ticket games shown at almost
all the stands of the first floor.
As I understand it, he is the last
remaining hope for amusement games!
Conclusions
Thank you, Honourable Member of
Parliament, for your presence and your
assurances. Now we await our likewise
splendid and important Rimini exhibition;
the “State run games” are going down
their own road, following a direction that
none of us, and perhaps not even you, will
be able to change… however the Italian
coin-op industry, at Easter, must be ready
to reopen hundreds and hundreds of
games arcades along our sunny beaches
and we should offer something “new” to
the many foreign tourists who, luckily, still
come to our beautiful Italy. If however they
find nothing new or, worse still, not even
the games that they usually play at their
own games arcades, will they ever buy the
tokens?
I would like to truly hope that for the
good of coin-op operators and the image
of Italy, this MP will make sure the
approvals of 7c machines are achieved
within “human” times and that ticket
redemptions become an effective category
of games in arcades in Italy.
Otherwise, we will have to make him
understand that we certainly do not want
to end up “stripped naked”!
