REPAIR AND REUSE DOES NOT
NECESSARILY IMPLY RETREATMENT
Proper SORTING in compliance with ISPM-15 and IPPC/FAO pallet
traceability make the ISPM-15 system more reliable in Italy.
The introduction of rules for IPPC/FAO used pallets under ISPM-15 dated 2009 at
worldwide level, including Italy, will change the professional levels of companies that
repair and sell used packaging.
This heralds the start of a new professional era, with an ever larger number of operators
becoming involved in the new sorting and repair rules set out in ISPM-15 dated 2009.
What will change for reused IPPC/FAO pallets?
For the first time since 2002, when ISPM-15 was revised in 2009 it introduced the
concept that if used IPPC/FAO wood packaging is intact and has not undergone
alterations of any kind, no new ISPM-15 treatment is required.
Here below are the definitions from ISPM-15 (April 2009):
• REUSED wood packaging: a unit of treated ISPM-15 wood packaging material that is
reintroduced on the market without being subject to repair, remanufacture or alteration
of any kind;
• REPAIRED wood packaging: wood packaging material in which a maximum of 1/3 of the
components have been replaced, excluding the materials that are exempt from ISPM-15;
• REMANUFACTURED wood packaging: wood packaging materials in which more than
1/3 of the components have been replaced, excluding the materials that are exempt
from ISPM-15.
The repair work must guarantee that the elements used for replacement are solely
from HT wood or exempt from ISPM-15 (such as, OSB or chipboard).
If treated wood is used for repairs, each additional component must have the
IPPC/FAO mark as required.
It should also be pointed out that for reusable wood packaging and for wood packaging
that needs to be repaired, it is necessary to carry out visual “sorting”, to establish its
origin and compliance (inasmuch as this is technically feasible to date) with ISPM-15.
Under Italian regulations, the reuse of used packaging requires the traceability of the
pallets and of the operator who performed the sorting and/or repair. In case the pallet
is intended for the international market, more detailed traceability is required through
the application of a label on the pallet itself.
However, should any obvious phytosanitary non-compliance emerge during sorting,
the IPPC/FAO pallet must be demarked. If the same pallet is intended for use on the
international market, it must be re-treated in compliance with ISPM-15 in Italy as set out
in the FITOK Regulations.
The procedures described by the FITOK regulations for these operators, are contained
in TECHNICAL SPECIFICATIONS E, which provide a definition of the phytosanitary
sorting and traceability procedures for replaced components. Repairers must request
authorization to use the IPPC/FAO mark, must become authorized repairers in every
respect, and work with ISPM-15 material.
The aforesaid observations were implemented under a Ministerial Decree dated 4 March
2011 by the Ministry of Agricultural, Food and Forestry Policies, and published in

Italian Official Gazette No. 129 on 6 June 2001, bringing significant modifications to
the decree dated 2 July 2004 which defined the requirements for controllers of a
specific mark for wood packaging. The most important innovation is that new people
working in the wood packaging chain, who were previously left out, are now part of the
control and safety system, including the company that collects and/or receives and/or
selects and/or repairs and/or reuses and or remanufactures and/or distributes IPPC/
FAO used wood packaging (generally pallets).
TRAINING IS A FUNDAMENTAL PROCESS
These new requirements are important and significant, and these new professional roles
will be coordinated and supervised by means of a gradual information and training
process. This “Practical ISPM–15 manual for repair companies. Guidelines for the sorting
of used packaging in compliance with ISPM” meets this need and is the first in this area
worldwide.

BASIC ISPM-15 DEFINITIONS FOR REUSED PALLETS
Companies that treat reused pallets must obtain written approval from the Wood and Cork
Services Consortium with regard to their procedures for the re-use of ISPM-15 wood packaging.

IPPC/FAO MARK: GENERAL REQUIREMENTS
• The size, font types used, and position of the mark may vary
• It is possible to provide additional information adjacent to but not within the
border of the mark
• Indelible ink stamps, fire branding, stencils may be used
• The size of the mark must be sufficient to be both visible and legible
• No other information shall be contained within the border of the mark
• The mark must not be hand drawn
• The use of red or orange should be avoided
• The mark must be durable and not transferable

Particolare considerazione potrebbe essere necessaria per la marcatura leggibile del pagliolo in quanto il
legname trattato per essere utilizzato come pagliolo non può essere tagliato alla lunghezza finale fino a
quando non avviene il carico di un trasporto. E’ importante che gli spedizionieri assicurino che tutto il
pagliolo utilizzato per fissare o sostenere e merci sia trattato e rechi il marchio descritto nel presente
Allegato, e che i marchi siano chiari e leggibili. Non devono invece essere utilizzati come pagliolo piccoli
pezzi di legno che non riportano tutti gli elementi obbligatori del marchio. Le soluzioni possibili per la
marcatura appropriata del pagliolo comprendono:
marcatura di pezzi di legno destinati ad essere utilizzati come pagliolo lungo l’intera lunghezza ad
intervalli molto brevi (NB: nel caso in cui si proceda al taglio ulteriore in piccoli pezzi per impiego
come pagliolo, i tagli devono essere eseguiti in modo tale che sul pagliolo utilizzato sia presente il
marchio completo);
applicazione aggiuntiva del marchio al pagliolo sottoposto a trattamento in posizione visibile dopo il
taglio, a condizione che lo spedizioniere sia autorizzato, secondo quanto previsto alla Sezione 4.

A mark indicating that wood packaging material has been subjected to approved phytosanitary treatment in
accordance with this standard comprises the following required components:
the symbol
a country code
a producer/treatment provider code
a treatment code using the appropriate abbreviation according to Annex 1 (HT or MB).
Symbol
The design of the symbol (which may have been registered under national, regional or international
procedures, as either a trademark or a certification/collective/guarantee mark) must resemble closely that
shown in the examples illustrated below and must be presented to the left of the other components.
Country code
The country code must be the International Organization for Standards (ISO) two-letter country code (shown
in the examples as “XX”). It must be separated by a hyphen from the producer/treatment provider code.
Producer/treatment provider code
The producer/treatment provider code is a unique code assigned by the NPPO to the producer of the wood
packaging material or treatment provider who applies the marks or the entity otherwise responsible to the
NPPO for ensuring that appropriately treated wood is used and properly marked (shown in the examples as
“000”). The number and order of digits and/or letters are assigned by the NPPO.
Treatment code
The treatment code is an IPPC abbreviation as provided in Annex 1 for the approved measure used and
shown in the examples as “YY”. The treatment code must appear after the combined country and
producer/treatment provider codes. It must appear on a separate line from the country code and
producer/treatment provider code, or be separated by a hyphen if presented on the same line as the other
codes.

The size, font types used, and position of the mark may vary, but its size must be sufficient to be both visible
and legible to inspectors without the use of a visual aid. The mark must be rectangular or square in shape and
contained within a border line with a vertical line separating the symbol from the code components. To
facilitate the use of stencilling, small gaps in the border, the vertical line, and elsewhere among the
components of the mark, may be present.
No other information shall be contained within the border of the mark. If additional marks (e.g. trademarks
of the producer, logo of the authorizing body) are considered useful to protect the use of the mark on a
national level, such information may be provided adjacent to but outside of the border of the mark.

The use of red or orange should be avoided because these colours are used in the labelling of dangerous
goods.
Where various components are integrated into a unit of wood packaging material, the resultant composite
unit should be considered as a single unit for marking purposes. On a composite unit of wood packaging
material made of both treated wood and processed wood material (where the processed component does not
require treatment), it may be appropriate for the mark to appear on the processed wood material components
to ensure that the mark is in a visible location and is of a sufficient size. This approach to the application of
the mark applies only to composite single units, not to temporary assemblies of wood packaging material.
Special consideration of legible application of the mark to dunnage may be necessary because treated wood
for use as dunnage may not be cut to final length until loading of a conveyance takes place. It is important
that shippers ensure that all dunnage used to secure or support commodities is treated and displays the mark
described in this annex, and that the marks are clear and legible. Small pieces of wood that do not include all
the required elements of the mark should not be used for dunnage. Options for marking dunnage
appropriately include:
application of the mark to pieces of wood intended for use as dunnage along their entire length at
very short intervals (NB: where very small pieces are subsequently cut for use as dunnage, the cuts
should be made so that an entire mark is present on the dunnage used.)
additional application of the mark to treated dunnage in a visible location after cutting, provided that
the shipper is authorized in accordance with Section 4.
The examples below illustrate some acceptable variants of the required components of the mark that is used
to certify that the wood packaging material that bears such a mark has been subjected to an approved

accepted provided that they meet the requirements set out in this annex.

About the author
Sebastiano Cerullo
From 2011 he has been the head of the Wood Area of FEDERLEGNO ARREDO (the Italian Federation of Wood, Cork,
Furniture and Furnishing Industries).
He has been in charge of ASSOLEGNO (the Italian trade association for primary processing and wooden
constructions) from 1997 and of ASSOIMBALLAGGI (the Italian trade association for wooden packaging materials,
pallets, cork and logistics) from 2005. He’s been dealing with FEDECOMLEGNO (the Italian trade association for
trade and imports of timber, wood-derived products and semi-finished products) from 2005.
He coordinated the implementation of EPAL System in Italy in 1999 and he still collaborates with the Italian EPAL
Technical Committee on developing common strategies, participating to many International Board meetings and
technical working groups.
Moreover he has been the General Secretary of Consorzio Servizi Legno-Sughero (Wood-Cork Service Consortium),
a private entity that promotes and favors the use of wood from the building industry to the finished packaging, from
2002.
Again in 2002 he followed out the introduction of ISPM-15 standard in Italy and he’s still in charge of applying the
decisions of FITOK Technical Committee.
He wrote many books and articles about wooden packaging and the wood industry.
He actively participates to UNI (National Standards Body) work in writing technical specifications for wood, cork and
wooden packaging.
