Cultures and Policies”
Il Master in Culture e Politiche Euro-Mediterranee nasce dal
progetto Open Sky Europe finanziato dalla Commissione
Europea all’interno del programma “Euromed Regional
Communication”. Il progetto era originariamente finalizzato a
valorizzare processi comunicativi all’interno delle culture
mediterranee, soprattutto giovanili. L’idea dello spazio
euromediterraneo ha visto un processo di crescita e di
evoluzione.Tenendo presenti le modifiche istituzionali
intervenute, il Master ha l’intenzione di estendere e
approfondire gli spazi politici e culturali offerti dalle nuove
dimensioni che si sono evidenziate.
Lo sguardo che verrà riservato alle istituzioni sarà, quindi,
profondamente legato alla storia e alle diverse mentalità che si
sono in esse sedimentate. L’area mediterranea è una delle
dimensioni più interessanti del rapporto fra tradizione e
innovazione. Il Master si articolerà quindi intorno a Storia e
Istituzioni, aspetti Costituzionali, il profilo della Cittadinanza e
dell’Immigrazione, e i temi della sicurezza, giustizia e libertà.
Esso ha come finalità quella di istituire un luogo di discussione
culturale comune fra Europa e mondi mediterranei.
L’obbiettivo del Master è quello di creare competenze
riguardo politiche e diritti di cittadinanza universali nell’ambito
delle culture europee e mediterranee.Tali competenze si
collegano ai diversi ambiti istituzionali nei quali esse si
articolano. Le competenze che il Master individua e aiuta a
creare, si svolgeranno in un dibattito culturale aperto all’idea
di una sfera pubblica mediterranea.
The Master’s course in Euro-Mediterranean Cultures and Policies
takes origin from the Open Sky Europe Project, project financed by
the European Commission within the context of the “Euromed
Regional Communication” program.The project was originally aimed
at improving communicative processes within Mediterranean
cultures, above all where youth is concerned.The idea of the EuroMediterranean area has witnessed a process of growth and
evolution. Bearing in mind the institutional modifications that have
been effected, the Masters aims to extend and deepen the cultural
and political areas offered by the new dimensions that have arisen.
The viewpoint adopted regarding the institutions will therefore be
closely linked to the History and various mentalities in which they
are rooted.The Mediterranean area is one of the most interesting
dimensions in the relationship between tradition and innovation.
The Masters will therefore be organized around History and
Institutions, Constitutional aspects, the nature of Citizenship and
Immigration, and the themes of security, justice and liberty. Its aim
will be to establish a common starting point for cultural discussion
between Europe and the Mediterranean world.The objective of the
Masters is to create expertise regarding Policies and universal
rights of citizenship in the context of European and Mediterranean
cultures. Such skills are linked to the various institutional
environments in which they are divided up.The skills which the
Masters pinpoints and tries to create are carried out in a cultural
debate open to the idea of a Mediterranean public sphere.

La finalità del Master a distanza in «Culture e Politiche EuroMediterranee» è di formare competenze operative sul piano
della realtà europea anche in rapporto ai paesi del
mediterraneo. La trasmissione degli strumenti cognitivi
necessari a tale scopo sarà effettuata attraverso una didattica
“inter-nazionale” e interdisciplinare, in quattro lingue: arabo,
francese, inglese e italiano.
Il carattere “inter-nazionale” dell’insegnamento, rappresentata
anche dal corpo docente, risponde alla volontà di fornire agli
studenti una competenza idonea alla dimensione
soprannazionale dei problemi.
L’interdisciplinarietà del programma di studio deriva dalla
consapevolezza dei forti legami che uniscono la storia
dell’integrazione europea, il funzionamento delle diverse
istituzioni dell’Unione Europea (e il modo in cui con esse
interagiscono le istituzioni nazionali, europee e euromediterranee), l’elaborazione del diritto comunitario e le sue
ricadute a livello nazionale ed internazionale. Gli studenti
avranno quindi l’opportunità di approfondire le loro
competenze nel campo degli studi europei (Storia, Economia,
Diritto e Scienze politico-sociali), di acquisire la conoscenza
dei vari pilastri su cui si fonda l’Unione Europea, di analizzare
le interazioni politiche, economiche, culturali e sociali tra
l’Unione Europea e i Paesi Euro-Mediterranei, dal punto divista
delle relazioni umane e della tutela dei beni comuni.
The aim of the distance-learning Master in «Euro-Mediterranean
Culture and Policies» is to train for operating skills as regards the
European situation also in relation to the Mediterranean countries.
Transmission of the cognitive instruments necessary to such an end
will be carried out through an “international” and interdisciplinary
didactic method, in four languages, Arabic, French, English and
Italian.The “inter-national” nature of the teaching, represented also
by the teaching body, matches the desire to supply the students
with suitable skills for the supernational dimension of the problems
posed; the inter-disciplinary nature of the study program derives
from awareness of the strong ties that link the History of European
integration, the functioning of the various institutions of the
European Union (and the way in which national, European e EuroMediterranean institutions interact with them), the drawing up of
community law and its impacts at national and international level.
Students therefore have the chance to develop their expertise in
the field of European studies (History, Economics, Law and the
politico-social Sciences), to acquire knowledge about the various
pillars on which the European Union is founded, to analyze the
political, economic, cultural e social interactions between the
European Union and the Euro- Mediterranean countries from the
viewpoint of Human relations and the protection of the cultural
heritage.
Il master ha la durata di un anno accademico per complessivi
60 CFU articolati in video-lezioni, seminari, esercitazioni,
conferenze, tutorship, attività di ricerca, stage. Il Master è
articolato in quattro moduli trimestrali.
I primi due moduli sono volti a dare una formazione generale
ed interdisciplinare sui vari aspetti del processo di unificazione
europea. Il terzo modulo è volto a dare competenze nel
settore “Diritti fondamentali”, “Immigrazione” e “Giustizia e
Sicurezza”. Il modulo finale è volto a dare agli studenti gli
strumenti teorico-pratici per poter comprendere i processi di
interazione politica tra differenti attori.
Ogni modulo prevede un coordinatore, un docente video ed
un docente tutor per ciascun insegnamento. Per ognuno dei
quattro moduli che compongono il curriculum del Master
sono previste delle verifiche didattiche sui contenuti appresi.
Al termine del Master verranno garantiti agli studenti stage ed
esperienze in enti di rilievo internazionale.
Per conseguire il titolo del master, che sarà rilasciato
dall’Università Telematica Internazione UNINETTUNO, è
necessaria la preparazione di una tesi finale su un argomento
concordato con il Comitato scientifico del Master.
The Masters lasts one academic year corresponding for an overall
total of 60 ECTS credits organized into video-lessons, seminars,
exercises, conferences, tutoring, research activities, internships.The
Masters is divided into four three-month modules;The first two
modules aim to give a general and interdisciplinary training on the
various aspects of the process of European unification. Module III is
aimed at providing expertise in the sector of “Basic Rights”,
“Immigration” and “Justice and Security”.The finale module is to
provide students with the theoretical-practical instruments to enable
them to understand the processes of policy interaction between the
different participants. Every module provides for a coordinator, a
Video Professor and a Professor-Tutor for each subject taught. For
every four modules which make up the Masters curriculum there
are also provisions for didactic checks on the contents learnt.
At the end of the Masters students are guaranteed internships and
work experience in bodies of international standing. In order to
obtain the Master’s qualification, which will be conferred by the
International Telematic University UNINETTUNO, it is necessary the
preparation of final thesis on a subject agreed on with the Master’s
course Scientific Committee.

La Didattica
La didattica avviene tramite Internet, nella sezione “Master”
del portale www.uninettunouniversity.net, il primo portale al
mondo in cui si insegna in 4 lingue: italiano, inglese, francese e
arabo.
Il modello psicopedagogico adottato concretizza il passaggio:
• dalla centralità del docente alla centralità dello studente;
• dalla trasmissione della conoscenza alla costruzione della
conoscenza;
• da un apprendimento passivo e competitivo ad un
apprendimento attivo e
collaborativo.
Gli studenti partecipano
attivamente al loro processo di
apprendimento e hanno la
possibilità di studiare a qualsiasi

Didactic activity takes place through the Internet, in the “Master”
section of the portal: www.uninettunouniversity.net, the first portal
in the world where teaching is delivered in four languages:Arabic,
French, English and Italian.The adopted psycho-pedagogic model
implements the shift:
• from the central role of the teacher to that of the student;
• from the transmission of knowledge to the building of
knowledge;
• from passive and competitive learning to active and collaborative
learning.
The students play an active role in

is able to facilitate their learning

the tools to carry out their study of

All'interno di queste pagine sono inseriti gli Ambienti di
Apprendimento e si può accedere a:
Materiali Didattici che costituiscono i contenuti dei corsi:
videolezioni digitalizzate ed indicizzate con bookmarks che
consentono il collegamento ipertestuale e multimediale con
libri, bibliografie ragionate, testi di esercizi, sitografie
selezionate. Il sistema di bookmark dinamici conferisce alle
videolezioni su internet un carattere di ipermedialità
consentendo una navigazione a diversi livelli: da lezione a
lezione, tra gli argomenti di una stessa lezione, tra i materiali
di uno stesso argomento.
• Tutoring a distanza.
Gli studenti iscritti al Master potranno essere seguiti in ogni
passo del loro percorso di apprendimento da docenti/tutors.
Il Docente-Tutor telematico, rappresenta una guida ed una
presenza costante durante il Processo di Apprendimento.
Le attività di Tutorato a distanza possono svolgersi:
- in maniera sincronica, utilizzando le chat, le video-chat, i
sistemi di video e audio-conferenza, attivati nel Cyberspazio
Didattico, ma anche l’aula tridimensionale attivata sull’isola
del sapere su Second Life dell’UTIU.
- in maniera diacronica, attraverso strumenti come la posta
elettronica e i forum di discussione su Internet. I forum di
discussione, relativi ad argomenti dell’insegnamento,
permettono di estendere il dialogo e di attivare un
apprendimento collaborativo e di gestire spazi di riflessione
autonoma sull’argomento di discussione e sulle attività di
studio svolte.
• Aula virtuale sull’Isola del Sapere di UNINETTUNO
su Second Life
Presso l’Isola del sapere di UNINETTUNO (Università
Telematica Internazionale) è stato realizzato un Auditorium
3D dedicato al Master. In questo ambiente e gli avatar degli
studenti e gli avatar dei docenti/tutors interagiscono con la
loro voce nel mondo tridimensionale di UNINETTUNO.
Si svolgono esercitazioni pratiche, prove di valutazione,
videoconferenze con i protagonisti dell’Unione Europea che
partecipano attraverso i loro avatar, ma anche, attività pratiche
in diretta guidate dagli avatar dei docenti /tutor.

Le attività didattiche su Internet vengono svolte nella macroarea WEB denominata Cyberspazio Didattico.
Nel Cyberspazio Didattico si realizza il processo formativo e
di apprendimento e gli accessi sono diversificati tramite login
e password personalizzate sulla base del ruolo degli attori del
processo formativo: Docenti,Tutor e studenti.
Le tre categorie di utenti possono accedere alle stesse
informazioni relative a ciascun insegnamento. In particolare, il
Docente e il Tutor possono modificare o sostituire i materiali
didattici e aggiungerne di nuovi per tutta la durata

macro-area known as the Didactic Cyberspace. In the Didactic
Cyberspace the learning and developmental process is
implemented and the access are differentiated through login
and passwords on the basis of the three different roles of
those who participate in the learning process: Professors,
Tutors and Students.The three categories of those who utilize
the service can access information linked to each teaching
subject.
In particular, the Professor and Tutor can modify or substitute
didactic materials and add new ones for the duration of the
teaching period, while the student has his or her own area
where data, information and personal notes can be inserted.

digitized video-lessons with bookmarks allow the hypertextual and multimedia link to books, selected
bibliographical references, texts of the exercises, lists of
selected websites.The system of dynamic bookmarks gives
the Internet-based video-lessons a hyper-textual character
allowing different levels of navigation: from one lesson to
the other one, between the subjects of a single lesson,
between the materials referring to the same subject.
- Distance Tutoring.The students enrolled in the Master’s
course will be able to be followed during every step of
their study path by theTelematic Professor-Tutor, who
represents a guide as well as a constant presence during
your Learning Process.
The long distance Tutoring activities can be carried out in two
ways:
- in a synchronic manner, by using the chat rooms, the videochat rooms, video and audio-conference systems activated
in the Didactic Cyberspace, but also the three-dimensional
classroom created on the UTIU Island of knowledge on
Second Life.
- in a diachronic manner, through tools such as e mail and
discussion forums on the Internet.The discussion forums,
related to the topics of a given teaching subject, allow you
to extend the dialogue and activate a collaborative learning
and to organize your thoughts regarding the discussion
topic and study activity that you are engaged in.
The virtual classroom in UNINETTUNO Island of Knowledge
on Second Life
In UNINETTUNO (International Telematic University) Island
of Knowledge we realised an 3D Auditorium devoted to the
Master’s course.This is where the students’ avatar and
professors/tutors’ avatars interact in the three-dimensional
world of UNINETTUNO by them voice. Practice works,
assessment tests and videoconferences with the protagonists
of the European Union attending through their avatars are
carried out, as well as direct practice activities guided by the
professors/tutors’ avatars.

UNINETTUNO gli studenti e i professori/tutor, insegnano ed
apprendono in modo cooperativo e collaborativo,
costruiscono e condividono conoscenze con soggetti
appartenenti a realtà politiche, culturali e religiose diverse,
dialogano e si confrontano le differenze culturali, si attivano
processi di socializzazione, ma anche, creazione di nuovi
saperi.
Destinatari e Requisiti
Il Master di I livello in Culture e Politiche Euro-Mediterranee è
destinato a tutti gli studenti titolari di un diploma di Laurea.
E’ richiesta una buona conoscenza di almeno due lingue
straniere.
Come iscriversi
Ci si iscrive direttamente su Internet tramite la segreteria
amministrativa compilando l’apposito modulo on-line ed
effettuando il pagamento delle relative tasse mediante carta di
credito o bonifico bancario. Il modulo di amministrazione
online gestisce tutte le attività amministrative e la carriera
dello studente. La Segreteria confermerà l’avvenuta iscrizione
con un’e-mail completa di numero di matricola, User ID e
Password.

End-users and Requirements
The Masters of level I in Euro-Mediterranean Culture and
Policies is meant for all students holding a First Degree
diploma. A good knowledge of at least two foreign languages is
required.
How to enroll
You can enroll directly on the Internet site via the:
