Un gruppo d’ingegni d’altissimo livello, esperti di scienze «altre» rispetto a quelle dominanti, intellettuali controcorrente, spesso ostracizzati dagli ambienti accademici dell’epoca, si raccolse attorno al carisma e al sapere di Elémire Zolla (19262002), per animare un’iniziativa coraggiosamente e dottamente «alternativa» ai venti del Sessantotto: l’Istituto Ticinese di Alti Studi (ITAS 19701973). Chi furono questi pensatori che avevano il culto della Tradizione, discutevano di musica sacra, letteratura, archeologia, critica all’Occidente, simbologia, esoterismo, magia alle pendici del monte Bré, tra le mura dell’Heleneum, la villa più cosmopolita del Ceresio? E chi fu veramente Elémire Zolla, cui Piero Citati attribuiva nel 2002 non una, ma almeno una decina di diverse identità? Un letterato, un giurista, un filosofo, un antropologo, un «guru» per piccole élite di intellettuali; un esoterista, un esteta, un sincretista religioso, un pontiere tra Occidente e Oriente? Quale fu il valore della proposta dell’ITAS, e qual è la sua attualità?E Lugano, sede storica di quell’esperienza, cosa può conservare dello spirito di quell’avventura e, più in generale, di uno spirito dei tempi che la portò a essere un privilegiato luogo di accoglienza culturale (si pensi fra i tanti a Hesse, a Benedetti Michelangeli, a Prezzolini), mentre mette in cantiere il proprio futuro culturale? Della vicenda dell’Istituto Ticinese di Alti Studi e della figura e del pensiero di Elémire Zolla che ne fu animatore e direttore, si discuterà Giovedì 30 Giugno 2011, dalle 17.30 alle 19.30, nell’Auditorium dell’Università della Svizzera Italiana (USI), in via Buffi 13 a Lugano. Il seminario cercherà di evidenziare il particolare clima cosmopolita che animò quell’esperienza e l’elaborazione, per molti versi ante litteram, di una piattaforma di studi multidisciplinare per lo sviluppo di quello che, sin dall’inizio, fu concepito dai suoi creatori come un modello di formazione universitaria fondato su valori esplicitamente contrapposti al materialismo della cultura europea del tempo. Il seminario sarà anche un’occasione per riflettere: sul ruolo dello «spirito», inteso nel suo senso più ampio, all’interno di una società dominata dalle scienze esatte e misurabili, ma intimidita dalle antiche categorie dell’eterno e dell’incommensurabile; e sull’importanza della cultura per sottrarre l’uomo alla dittatura delle cose. Il seminario vedrà la partecipazione di Carlo Ossola (Elémire Zolla: mistica e sogno), Claudio Bonvecchio (Elémire Zolla, l’esoterico)e Francesco Paolo Campione (Elémire Zolla e il dialogo dei saperi). Alle relazioni farà seguito una discussione moderata da Carlo Silini, responsabile della terza pagina del «Corriere del Ticino». Il seminario è promosso dal Museo delle Culture di Lugano, in collaborazione con: l’Istituto di studi italiani e il TECLab dell’Università della Svizzera italiana; il Centro di Ricerca di Scienze e Simbolica dei Beni culturali dell’Università degli Studi dell’Insubria e l’Istituto di Filosofia applicata della Facoltà di Teologia di Lugano. La scuola invece cerca di buttare acqua sul fuoco. Abbiamo voluto saperne di più, scambiando due chiacchiere con Mara Rossi, sindacalista della VPOD, il sindacato dei dipendenti pubblici. Mara Rossi, cosa sta succedendo al Dipartimento formazione e apprendimento (DFA) della Supsi? Recentemente è scoppiata una vera e propria crisi! Da una parte abbiamo gli studenti, che lamentano problemi organizzativi, di comunicazione e la partenza di diversi docenti. E non gli ultimi arrivati, vere e proprie figure di riferimento per gli studenti, che hanno visto in queste partenze un segnale di profondo disagio. Per questo hanno deciso di appendere degli striscioni, in cui era scritto che “le fondamenta sono crollate”. Dall’altra parte i problemi esistenti al DFA sono segnalati anche dal personale di SUPSI e USI, che abbiamo incontrato in assemblea proprio la sera prima dell’azione degli studenti. Durante questo incontro sono emerse diverse questioni, in primis un malessere per la precaria situazione contrattuale. Ma anche problemi di trattative, di mancato coinvolgimento nelle decisioni, la mancanza di regole per la determinazione degli stipendi, l’assenza di qualsiasi protezione dal licenziamento. Al momento tutti i contratti fra Supsi e Usi e il suo personale sono su base strettamente individuale. Noi chiediamo un contratto collettivo di lavoro (CCL) per questo settore, cosa che in altre SUP della Svizzera interna già esiste. A noi sembra che in realtà che la situazione di questa scuola sia sempre stata un po’ travagliata. Prima la trasformazione da magistrale in Alta scuola pedagogica (ASP), appoggiata dal vostro sindacato ma contestata da alcuni plenum dei docenti, poi le nomine di personale non qualificato per le funzioni richieste, poi ancora il mancato riconoscimento da parte della Confederazione, il passaggio sotto il cappello della Supsi, e ancora oggi le proteste… . È vero, ci sono delle problematiche che si trascinano da anni, anche per le continue riorganizzazioni, senza mai trovare una situazione di equilibrio. Con il passaggio da ASP a DFA si pensava di poter approfittare del cambiamento in corso per ridiscutere la situazione e raggiungere una certa stabilità, malgrado già allora vi fossero delle critiche da parte del corpo docente, proprio per il peggioramento della situazione contrattuale. A quel momento vi era però ancora la speranza che questo cambiamento potesse avere degli effetti positivi e che potesse contribuire a mettere le cose a posto. Così purtroppo non è stato, anzi, e il sintomo del peggioramento è proprio la partenza dei docenti. Ci sono docenti che partono, e docenti che li sostituiranno. Questa, in sintesi, la risposta dei vertici della scuola. Non state esagerando? I dati parlano chiaro. Da quando c’è stato il passaggio da ASP a DFA sono partiti una trentina di docenti. E ora ancora altri quattro docenti. Certo, alcune partenze saranno sicuramente dettate da scelte personali, ma è evidente che c’è una perdita di attrattività della scuola. Anche perché a partire, come dicevo, vi sono anche delle figure importantissime nell’ambito pedagogico e presenti da decenni, quando la scuola era ancora la magistrale. Un tempo chi accedeva alla scuola aveva praticamente il posto assicurato. Ora invece gli studenti frequentano la scuola a tempo pieno, pagano una retta non da poco, per poi rischiare di rimanere a piedi. Visto che l’unico sbocco della scuola è l’insegnamento, non sarebbe il caso di cambiare anche questo aspetto? Si tratta di una questione sicuramente importante, soprattutto per gli studenti che devono frequentare il DFA per ottenere l’abilitazione di insegnante nelle scuole medie o medie superiori. Il peso di due anni di formazione dopo la laurea senza alcuna garanzia di impiego rappresenta senz’altro un freno per molti validi candidati, che optano quindi per altre carriere più attrattive, magari nel settore privato. Vedendo la faccenda dall’esterno, si potrebbe però pensare che abbiate cominciato ad alzar... (Since I went to Norway for a year after high school, I am a bit behind my coetanei.) I received some of the biggest and most exciting news of my academic/ professional career last week: starting August, I will be doing a year-long internship at the Università della Svizzera Italiana (also known as University of Lugano). It's going to be the busiest year of my life, as I will be juggling this internship, another school job, as well as a full semester of courses. Guess this will be an opportunity to really learn how to manage time effectively. This weekend I will be heading to Lauterbrunnen with some friends and we will spend Friday hiking the Bernese Oberland. I've been looking forward to this trip for well over a year now, as I will finally be able to say that I've been to Interlaken. (You know, one of those places where everyone has been to except you--like living in northern California and never having gone to Tahoe.) Hopefully the weather will be kind that day; I've been borderline heat-stroking it this past weekend here in Lugano so the signs are good! My mom is coming to visit in a couple of weeks. The original plan was to take her to Bretagne--after listening to Nolwenn Leroy's Bretonne, I'm really itching to see it for myself. However, she really wants to go see the Louvre, so I think we will be spending two days in Paris instead: one day for the museum, one day for the landmarks. In addition, I also really want to see this year's "Opera on the Lake" at the Bregenz Festival in Austria. (If my memory serves, the Tosca scene during Quantum of Solace was filmed in the Bregenz.) Il Sindacato VPOD intende dare voce al loro disagio e sostenerli nelle loro azioni, perché essi possano beneficiare di una valida formazione e quindi garantire una scuola ticinese di qualità. Il Sindacato VPOD invita i vertici del DFA e della SUPSI a porsi delle domande su quanto sta accadendo, per le evidenti conseguenze negative sulla qualità della formazione dei docenti. Dopo che la formazione dei docenti delle nostre scuole è stata affidata nel 2009 al DFA della SUPSI, per svariati motivi tra cui le pessime condizioni di lavoro, se n’è andata già una trentina di docenti. Molti di loro erano conosciuti per le loro competenze e ben inseriti nel nostri sistema scolastico. Essi sono stati sostituiti da nuovi insegnanti, assunti secondo criteri universitari e in buona parte proveniente dall’estero, provvisti di dottorato ma poco integrati nella nostra realtà istituzionale, culturale e territoriale. Vi è in tal modo il rischi di ripercussioni sulla qualità della formazione dei futuri docenti, ai quali vengono a mancare dei docenti di indubbio valore e comprovata esperienza, punti di riferimento essenziali per apprendere a svolgere la professione di docente con competenza e passione. La crisi in atto al DFA mette alla luce i disagi e i problemi contrattuali dei docenti e collaboratori di tutta la SUPSI e anche dell’USI. Ieri sera, 21 giugno, a Manno si è tenuta una riunione dei docenti e collaboratori USI-SUPSI indetta dal Sindacato VPOD, alla quale ha partecipato anche il consigliere di Stato Manuele Bertoli, che ha denunciato i problemi contrattuali esistenti all’USI e alla SUPSI, quali la mancanza di trattative tra partner sociali e di una vera partecipazione accademica, la mancanza di regole oggettive per definire i salari e le carriere salariali, la mancanza di protezione dal licenziamento, l’esistenza di un diffuso precariato (contratti a termine) e l’emergere di casi di dumping salariale che portano all’impiego crescente di manodopera frontaliera a scapito di quella indigena. L’assemblea docenti e collaboratori VPOD riunita a Manno ha ribadito che da questa situazione di caos sociale e contrattuale, che tocca ca. 1’500 persone, si può uscire solamente con trattative tra partner sociali e solamente con un contratto collettivo di lavoro per i collaboratori SUPSI e USI, come è avvenuto per altri enti di diritto pubblico che applicano rapporti di lavoro di diritto privato (es. SUP della Svizzera Nord orientale, Ente ospedaliero cantonale, Azienda elettrica ticinese, Azienda cantonale rifiuti). Sulla base di cifre prese dall’Ufficio federale di statistica, nel suo atto parlamentare Guerra argomentava : “Le recentissime statistiche dell’Ufficio Federale di Statistica rivelano che in Ticino il personale frontaliero impiegato nell’insegnamento è salito da 105 unità nel primo trimestre del 1998 a 836 unità nel primo trimestre del 2011. Ciò corrisponde ad un aumento del 696% in soli 13 anni. Nell’ultimo anno (2010-2011) tale crescita in Ticino è stata di 153 unità (da 683 a 836), un eloquentissimo + 22,40%. Dato che indica un trend in continua espansione.” Il Consiglio di Stato ha risposto che il numero dei docenti frontalieri che insegnano nelle scuole pubbliche in Ticino è andato diminuendo: nell’anno scolastico 2008-09 se ne contavano 72 (pari a 47 posti di lavoro), mentre nell’anno scolastico 2010-11 ve ne erano 54, (pari a 33 posti di lavoro). Nell’ultimo anno scolastico gli insegnanti frontalieri erano l’1.3% del corpo insegnanti del cantone. La discordanza delle cifre sarebbe dovuta alla somma di diverse categorie nel calcolo del personale insegnante. Il Dipartimento della scuola, diretto dal neo Consigliere di Stato socialista Michele Bertoli, ha voluto precisare che “Nel concetto di istruzione dell’Ufficio federale di statistica sono compresi: docenti di scuola pubblica (scuole dell’infanzia, elementari, medie, scuole speciali, medie superiori e professionali); docenti di scuole private; docenti di istituti universitari (Usi e Supsi); e infine pure tutti gli attivi in altri settori della formazione (corsi sportivi, di lingua, informatica e ricreativi, formazione culturale, scuole guida, perfezionamento professionale degli adulti, servizi di supporto all’istruzione, …).” L’aumento non riguarda quindi le scuole cantonali pubbliche ma piuttosto gli altri ambiti citati. It was a bit confusing for me. But I will try to sum up what I got from it. Peter Praxmarer explained to us how the concepts of conflict, culture and imagination were bounded. Basically, some conflicts could be avoided by using our imagination and trying to understand cultures which are different from the one we are used to. We really need to understand that there is no universal reason, nor is there any absolute truth. We often use to believe that the way we perceive the world is the only acceptable or right way to see it. Sometimes, it is even unconscious. In general, the majority of the people, from a specific place, during a specific moment, define what is the right or wrong way to perceive the world. But, what we often do not realize is that this perception is highly variable, depending on the place or the time we are living in. Indeed, if we go to a foreigner country for instance, we may be part of the minority, and our way of thinking, the one we assume is the only possible one, could be considered as the abnormal one. We need to use our imagination to understand someone else’s point of view, and accept that our way of perceiving can be only one way among many others. A good example of this process could be the Swiss vote which occurred in November 2009. The Swiss people, in majority Christians, banned the construction of minarets in the country. During the campaign, the minarets were presented as a threat to the Swiss identity and an instrument to disintegrate the Swiss values. Posters were used where we could see some minarets which pierced the Swiss flag and looked like missiles. On the background, there was a woman wearing a burka with some threatening eyes. So going to mosques with minarets was presented as a wrong or abnormal behavior which was contrary to the norm. During this campaign, a lot of people who approved the ban clearly did not try to understand the perspective of the Muslims living in Switzerland. They did not talk to them but based their judgment only on some stereotypes and prejudices which demonized the Muslims. Believing in these prejudices can only lead to conflicts and can even justify discrimination against specific communities. Indeed, the ban of the minarets is a clear discrimination against the Muslim community. This vote demonstrates a real lack of communication with the Muslim community living in Switzerland. I truly believe that a lot of conflicts are only due to a lack of communication. If we all tried to talk more with the ones who we perceived as really different from us, listen to them without any prejudices, we would realize that we have a lot more in common than what we thought. But we need to make efforts, be open to the dialogue and adopt a less ethnocentric perspective. This should be a humility lesson as well. TUM Jürgen Schmidhuber Die Frage gehört zu den spannendsten, die Menschen sich stellen können: Sind unser Leben und unser Universum real, oder sind sie nichts als eine Computersimulation wie im Film Matrix? Zuletzt diskutierten darüber einige der klügsten Köpfe der Welt bei einer Veranstaltung in New York, die sich World Science Festival nennt. Einer auf dem Podium war der deutsche Gelehrte, Professor, Computerwissenschaftler und Künstler Jürgen Schmidhuber (48). Ja, sagte Schmidhuber, es sei durchaus möglich, dass wir Menschen nur Bits und Bytes einer riesigen Rechenmaschine seien – und lieferte dazu eine simple Begründung. “Diese sogenannten Zufälligkeiten sind gar nicht zufällig”, erklärte Schmidhuber. “Sie sind pseudo-zufällig, und es gibt einen einfachen Code, der sie berechnet”. Schmidthuber weiß, worüber er da spricht, denn das Wesen der Zufälle und die Bestimmung der Ursachen für Komplexitäten gehören zu seinen Spezialgebieten. Eine seiner Lieblingsthesen lautet (wenn ich es richtig verstanden habe), dass mit minimalem Programmcode maximale Komplexität bis bin zum Chaos erzeugt werden kann. Solche Erkenntnisse verbindet Schmidhuber mit Gedanken über die Lernfähigkeit neuronaler Systeme, seien es menschliche Gehirne oder künstliche Gebilde. Er beschäftigt sich mit so faszinierend-abseitigen Fragen wie der, ob Maschinen aus eigenem Antrieb das Lernen lernen können. Oder, anders gesagt: Ob sie durch Selbsterkenntnis ihre Basisfunktionen umprogrammieren können, auch die, auf denen ihre Selbsterkenntnis beruht. Das Ergebnis seines Gedankenexperiments lautet: Ja, jedenfalls im Prinzip. Nähert man sich von dieser Seite der Ausgangsfrage, ob also unser Universum tatsächlich nur eine Computersimulation ist, dann spielt es auch keine Rolle mehr, ob der betreffende Computer von lebenden Wesen konstruiert wurde oder ob er sich selbst erschaffen hat, denn im Prinzip müsste er das dann selber können. Für uns Menschen würde es freilich einen gewissen Unterschied bedeuten, ob wir zweckfreies Experiment einer seelenlosen maschinellen Intelligenz wären oder Spielzeug einer überlegenen Spezies. Was von beiden die bessere Alternative wäre, ist vermutlich ebenfalls schwer zu entscheiden. Und dann wäre da noch der Umstand, dass einige besonders kecke Menschen sich gerade daran machen, den Schöpfern der Simulation, deren Resultat sie sind, auf den Leib zu rücken und sie zu enttarnen. Würde das den Programmierern des Universums gefallen oder eher nicht? Und gäbe es die Möglichkeit, einzelne Menschen oder auch das gesamte Universum bei Bedarf einfach neu zu starten? Immer lautete der Titel der Veranstaltung in New York “Rebooting the Cosmos”. Offenbar hatten Schmidbauer und seine Kollegen eine Menge Spaß bei ihrer Debatte. Einer warf ein, es stelle sich die Frage, ob das Universum auf einem Mac oder einem PC simuliert werde. Schmidhuber antwortete, es müsse etwas außergewöhnlich Schönes und Klares sein, wie die ersten Zeilen des Linux-Programmcodes. Dass Schmidhuber mit ästhetischen Argumenten aufwartet, ist wiederum keine Überraschung. Sein erstes Geld verdiente er als Grafiker in einer Druckerei, bevor er studierte und mit 30 als jüngster Professor Deutschlands an der TU München habilitierte. Are sources revealed and errors corrected? Do editorial departments appoint ombudsmen to act as appeal boards and systematically trace mistakes? Are there blogs, Twitter feeds and social networks utilized by journalists and users to discuss editorial decisions? Moreover, can similarities be found between Western and Eastern European countries, or have variances in journalism cultures led to the emergence of different forms of user involvement in journalistic processes? The results: At present, the editorial departments of many European countries have introduced transparency instruments. For the most part, however, instruments which can be applied with little effort and do not require a great deal of support tend to be utilized. Nearly all of the media reviewed offer commentary functions, links to social networks and photographs of staff. Yet instruments which are time consuming or require resources to engage in dialogue with the public are scarce. Media outlets in Europe rarely invest in ombudsmen and advisory councils, nor do they offer online tools like buttons enabling users to highlight errors in journalistic texts. A large number of European media outlets seem to use transparency instruments primarily for marketing reasons, which creates the illusion that the audience can participate in journalistic processes, but falls short of offering genuine dialogue. 1. Transparency – An answer to journalism’s imminent loss of relevance in Web 2.0? Journalism scholars claim that editorial departments and journalists must be transparent about editorial decisions in order to increase the credibility of a publication and to legitimate the media’s existence within society. This claim surfaces against a backdrop of cumulative media scandals, for example the phoney interviews conducted by Swiss journalist Tom Kummer which appeared in the Süddeutsche Zeitung’s magazine, or the magazine Bunte’s recent spying affair, in addition to a more general disenchantment with politics, for which the media are partly held responsible. On one hand, scientists ask whether the media assume enough responsibility for self-monitoring. On the other hand, they want to know whether the media provide audiences with sufficient participation in editorial processes. To enable users to estimate journalistic quality more adequately, an editorial department should, according to Klaus Meier (University of Eichstätt), shed light on its structures and processes, unveil the conditions of reporting, name sources, discuss motivations including any self-interest, and, finally, admit mistakes and openly correct them. In a time where journalists must compete for audience attention with non-journalistic providers like aggregators, wikis and lay journalists, transparency has the potential to enhance confidence in professional journalism. The use of ombudsmen, correcting of journalistic mistakes and disclosure of sources are all classic transparency functions that originally stem from print media. The digital era, however, creates new options for involving users in editorial decisions. In the Dagstuhl conference description (Burnett et al) it is stated that “The number of end users creating software is far larger than the number of pro programmers. These end users are using varied languages and programming systems to generate software in forms such as spreadsheets, dynamic web applications, and scientific simulations. This software needs to be sufficiently dependable, but big evidence suggests that it is not.” This point relates to that of (Ko) (Carnegie Mellon University) who explains that the goals of end-users may be unrelated to production of code, but instead they are concerned in their domain problem, this means they perceive programming barriers as distractions. Ko explains that end-user programmers must be allowed to focus on their goals, and an important part of the solution is to visualise the whole agenda operation not just the output. A supplementary qoute outlined by Ko is that of programs which were intended to be temporary and owned by a particular person becoming central to a company, this often happens with spreadsheets. (Henry Lieberman) of Mit Media Laboratory asks “Why is it so much harder to agenda a computer than simply to use a computer application? I can’t think of any good surmise why this is so; we just happen to have a tradition of arcane programming languages and mystically complicated software amelioration techniques. We can do much better.” He argues that researchers should use agenda transformation, and visualisation to make the end-user programming process as self-acting as possible. DOCENZA: il corso e le lezioni private sono tenute da un docente diplomato e laureato, con esperienza pluriennale. 3. Il lighting design si occupa della progettazione di sistemi di luce (artificiali o naturali) per fini domestici, urbanistici, spettacolari e artistici, e per tutti gli spazi umani in generale. Entro settembre 2011, si discuteranno le modalità di interazione da applicare a partire dal 2012. Durante la lunga maratona, alla televisione una quasi disperata giornalista – che ha tutta la nostra simpatia! – ha dovuto ripetere più volte: “A Berna dicono che tutto va bene, a Bellinzona dicono che non è così”. Anche nei giorni seguenti i media, a corto di approfondimenti più corposi, hanno certo ampliato il discorso, ma rimanendo sul vago. Insomma, girala e voltala, come si dice dalle nostre parti, ancora non si ben è capito perché sti operai la menano tutto il tempo, al posto, ad esempio, di organizzare delle belle grigliate, che è stagione. Entriamo dunque nel merito della presentazione svolta dai delegati degli operai a Lucerna. Andiamo a tappe, come per gli sceneggiati televisivi, così potete leggerne un pezzo per volta, elaborarlo e mantenere la suspence. Però d’un fiato, ve lo assicuriamo, rende meglio. Gli aspetti “quasi” positivi In questi tre anni, ci sono senz’altro stati dei miglioramenti: l’aumento dei volumi di lavoro alle OBe e la conseguente cifra d’affari; questo ha condotto alla necessità di assumere altro personale, necessità in parte concretizzatasi. In un primo tempo, inoltre, come richiesto, è stato ridotto il personale temporaneo, tramite una prima azione di assunzioni. Purtroppo, in seguito, parte degli sforzi sono stati vanificati e si è ben lontani dall’aver raggiunto ciò che era stato stabilito: in alcuni reparti del settore carri, ad esempio, il rapporto tra personale fisso e interinale si aggira attorno al 50%. Sono state inoltre mostrate le potenzialità esistenti in fatto di acquisizione di clienti terzi, al punto di dover rinunciare a importanti volumi di lavoro. Infine, lo scenario del Centro di competenze, illustrato con rigore dallo studio SUPSI, ha mostrato le ulteriori prospettive di sviluppo occupazionale. Aspetti positivi sfumati, purtroppo, poiché i motivi di preoccupazione sono ancora diversi… Ciò che preoccupa Altan e il futuro L’organizzazione (quale ad esempio la pianificazione) e la gestione in generale della OBe e del lavoro (come l’acquisizione di materiale, vedi nostro articolo) sono molto problematiche e mostrano carenze tali da non poter pensare a una soluzione a breve termine, come del resto il rapporto della Task Force (agosto 2010) aveva ben rilevato. Tali problemi organizzativi hanno compromesso e compromettono l’efficacia dell’ufficio vendita delle OBe. Le misure 10+ si sono concluse alla fine del 2010, ma sono lungi dall’essere consolidate. Come è stato già rilevato anche sul nostro sito, la partenza di collaboratori in posti strategici, posti tuttora vacanti peraltro, è ovviamente causa di grande confusione. è inoltre utile rilevare che il profilo e la competenza del personale occupato nei ruoli chiave va attentamente valutato; e la competenza si valuta dalle conoscenze, dall’esperienza, ma anche dalla capacità di mettersi in gioco interagendo con gli altri, tenendo conto anche del contesto sociale e culturale nel quale si sono sviluppate e agiscono le OBe. Giocare al piccolo dittatore, scaricando poi le responsabilità all’insorgere delle problematiche, forse (!), non è il modo più intelligente di gestire un’azienda. La situazione finanziaria, conseguenza anche di ciò che è appena stato presentato, non sembra essere chiarita: quale il rapporto tra vendita e ricavi, le fatturazioni, i contratti con clienti privati e interni? A ciò si aggiungono anche i rapporti, a livello di cifra d’affari, tra le diverse realtà, in particolare le sovvenzioni per i servizi centrali che provengono dalle OBe (v. più sotto misure 10+). Infine, l’organizzazione a matrice, come già ribadito, è causa e effetto di tali situazioni. Quali i motivi? Se è difficile stabilire con esattezza le cause di queste problematiche che si intersecano, è certo che esse sono strutturali. La mancanza di una contabilità analitica, i ritardi nella ...
