The task of ACCU is to advise the Director General on the practical measures to be taken and administrative internal arrangements to be made by the CERN Management for the utilization of the CERN facilities for research. Biino, C. Troncon 2 Members The DG is always present to give a short status report of CERN status, European Strategy … The membership of ACCU is as follows: A. Two Users from each of the larger Member States (France, Germany, Italy, United Kingdom); B. One User from each of the other Member States; C. One User from each of the Associate Members; D. Two CERN Staff members; E. Four Users from non-Member States. The members of ACCU should be active users of the CERN Laboratory. Except for the non-Member State delegates, they do not act ad personam, but with a mandate to represent their respective User communities with recognition by their respective scientific authorities. The members of ACCU report regularly, at least once a year, to the appropriate scientific authorities responsible for high-energy physics activities in their home countries (A, B, C) or at CERN (D). Main change of the new structure is the creation of a new International Relations sector (IR) in addition to the existing three sectors: Accelerator and Technology (AT); Finance and Human Resources (FHR); Research and Computing (RC). Many units which were attached directly to the DG and are related to international relations have been moved to the IR sector, only 4 units were left attached to the DG: HSE (Occupational Health & Safety and Environmental Protection unit); Internal Audit; Legal Service; Translation, Minutes and Council Support. Nothing has changed in the AT sector. In the RC sector, there is an independent Theory Department (TH) now as it was until 2003. The FHR sector absorbed Planning and Resources, which were formerly attached to the DG and are now part of the new FAP (Finance and Administrative Processes) Department. The previous General Services Department (GS) has been reorganized and concentrates on resources intensive tasks under the new name Site Management and Buildings Department (SMB). The medical service and the fire brigade moved from GS to HSE, and the Scientific Information Service(Library) from GS to the RC sector. The new International Relations sector has two main activities: One activity are relations with host states, member state and non-member state relations, relations with International Organizations as well as partnerships and fundraising. Troncon 7 The new organisational and management structure As presented to Council 17/9/2015 SMB = Site Management and Building Department is a streamlined version of previous GS Department à will focus on resource-intensive tasks: civil engineering, buildings construction and consolidation, site services. Other GS activities moved elsewhere (Medical Service and Fire Brigade to HSE, SIS/Library to Research and Computing Sector, etc.). Updated structure of the IR Sector Office of the Director for International Relations Strategic Planning and Evaluation Protocol Secretariat Stakeholder Relations Education, Communications and Outreach Host State Editorial Content Relations Development Member State Exhibitions & Global Relations Engagement Non-Member Media and Press State Relations Relations Relations with International Organizations Teacher and Student Programmes Partnerships and Visitors and Fundraising Local engagement Audiovisual Design & Visual Production Service Identity Service Future scientific strategy 1) Full exploitation of the LHC with highest priority, including the luminosity upgrades (phase I + II for the experiments; LHC Injectors Upgrade Project LIU and HL-LHC for the accelerator). 2) A compelling scientific diversity programme, exploiting the unique opportunities offered by the CERN accelerator complex (ISOLDE, PS, AD, SPS, etc.). 3) Preparation for the future in two different directions: one is R&D on Accelerator technologies, including high-field superconducting magnets, high gradient normal conducting and superconducting RF cavities, and the proton driven plasma wake field acceleration project (AWAKE). The other line includes two conceptual design studies, CLIC and the FCC, and a study of the future diversity programme, where a working group “Physics Beyond Colliders” was recently established. A very important milestone is the update of the European Strategy, which will take place in 2019/20 after the LHC Run 2. LHC broke new • • luminosity records surpassing the design luminosity. Council weeks June Council week: approval of the Medium Term Plan (MTP) and of the draft budget 2017. The MTP is a rolling plan, which gives a view of the general scientific and budget strategy over 5 years with an outlook into 10 years. The MTP consists of three main pillars, as already explained: LHC and its upgrades, scientific diversity and preparation for the future. Approval of HI-LHC project. Resources also allocated to the renovation of the scientific and general infrastructure (PS East Area + SPS North Area) and to safety (in view of LS2). Plan to visibly wear badges (access cards) Following the attacks in France and Belgium, French and Swiss authorities recommended stronger security measures at CERN. Consequently, since end-2015 guards are checking access cards of all personnel entering CERN. More site security measures are planned, e.g. installing more cameras. Host countries also encouraged CERN that everyone on site should visibly wear the badge. More details will be sent by mail to all CERN personnel. CSN1, Roma 19-23/9 2016 ACCU C. Biino, C. Troncon 11 CERN enlargement Cyprus has joined as Associate Member on 1 April 2016 Romania became Full Member before the September Council. Ireland has submitted an Expression-of-Interest and Lithuania a full application for joining CERN as Associate Member. A taskforce visited India in February/March and then India was approved as Associate Member. Use of vehicles must comply with the authorisation issued and must take due account of the Organization's interests. Use of vehicles for private purposes (e.g. for transporting family members or for shopping) is prohibited in all circumstances, including in the context of standby service. 19 Restricted Mobility rules • • • • • • QUESTION by Italian delegates: The Italian community is very affected by restricted mobility rules (they were always active, but we were not aware of). CERN rental cars cannot to be used outside a perimeter and cannot be used to stop for any kind of shopping, doctor, pharmacy… Now a GPS tracking system has been installed to check on abuses. The official reason is that these cars are bought by CERN at a special price and with special insurance coverage ==> under the agreement that they are strictly for service/ work use. Cannot be driven/used to transport relatives. Cannot be used to stop for grocery, pharmacy, doctor. Cannot be used even to transport food. Many of our users come frequently to CERN by plane, there is no space for everybody at the hostel and they rent outside. In the spirit of making user life easier it is clear that they need cars to move and buy food and simple everyday things. Institutes are not paying the car rental for users to go to sky, or for the members of the family, but still users should have a reasonable life. They cannot be forced to eat always at CERN restaurant. CERN should offer the possibility to have a useful car service, probably will be enough to have more cars rented externally. Mobile phone coverage in France Tony Cass • • • • • • Changeover from Sunrise to Swisscom. SIM swap in July 2015 was smooth. CERN has 6,000 mobile subscriptions.But poor coverage in France. New tariffs are very good: expect 50% reduction on the bills. Orange France will replace Swisscom for the provision of above ground coverage in the Pays de Gex (with extension across Haute Savoie and Ain). They are taking the Swisscom sites at LHC points 2, 3, 4, 5, 6 & 7; Bat. 866 & Bat. 887 in Prévessin and on the water tower. The Swisscom transmitter on the water tower will be moved to Bat. 188 to cover the West part of the Meyrin site but minimising the coverage of French territory outside the fence. In exchange, Orange France will be permitted to put a transmitter on Bat. 40, similarly covering the East part of the site without unduly covering Swiss territory. As a side effect, CERN subscriptions may “stick” on the Orange network, not move to Swisscom, which would increase costs. To limit excessive costs, CERN SIMs will be configured to seek for the Swisscom over every 6 minutes (the minimum interval) rather than the standard 30 minutes to avoid calls on Orange network as much as possible. This will be transparent for users as the handover process only occurs if the phone is in idle mode. In general, the situation on the French sites will become more complicated: there will be a Swisscom network in the tunnels and in buildings above access shafts, and an Orange network outdoors in France. Going from one zone to the other means a change of network and life may be difficult in the overlap zone, notably for the CMS control room at Point 5, where Swisscom signals leak from the pit into the control room. A repeater in the control room will make sure the Swisscom signal there is strong enough to maintain calls. However, there will be no Swisscom coverage when stepping outside the control room. Further fine tuning might be necessary after the switch-over IT Dept. - WIFI in building 40 Tony Cass • A WiFi survey in Bat. 40 will start in June to determine where to put the new planned access points. Finance Committee is asked for approval to establish a contract with Aruba (an HP Enterprise company) for the controllers and access points at the June Council Week; deployment of access points should start in early 2017. Barroso Lopez) • Since 2013, several software companies have approached CERN concerning the violation of their license conditions. Repeatedly, CERN users confirmed having deliberately used licenses not coming from the CERN licenses pool. Engineering software and video editing applications are some examples potentially subject to license infringements, where CERN has licenses covering the most essential use cases. Some packages are licensed for use only on CERN site. • Software piracy & copyright violation is theft. These cases reflected badly on CERN’s reputation, risked out business relations, and have triggered financial repercussions. CERN paid $100k over 3 years for buying additional licences to counter license infringements, but some companies are at the end of their patience and legal charges might happen next time. • Some users don’t know which licenses they use when coming to CERN or when starting a new activity. If in doubt on licenses, [email protected] should be contacted. Also in case users are contacted directly by a company, they should not reply or acknowledge, but should inform and contact the CERN-IT software licenses officer or security officer. • Whenever login to CERN via SSO, users have to agree with computing rules, and in case of violation, serious actions can follow such as stoppage of computer access. • People doing copyright violations not always do it deliberately but sometimes are not aware of. Due to the free connection policy to CERNs networks (“Bring your own device” BYOD), CERN-IT is not able of systematically checking or scanning for illegal, missing or pirated licenses. The vast diversity in software products makes this even more complicated. Nevertheless, it would be rather useful if users could get an overview on their licenses and the condition for use in an easy way, despite that it would need a major technical effort to set this up. Prenotazione web foyer, assicurazione medica e incidenti, emergency care, CERN cars) Progetti in discussione (Place des Particules, library upgrade, bike paths) Ottimo dialogo con il chairman (Dragoslav Lazic) e i rappresentanti del CERN che cercano di capire le esigenze degli users. Alcuni problemi sono di difficile soluzione (restaurant1, parcheggi,…) La soluzione di alcuni problemi richiederebbe un budget che il CERN non ha a disposizione … Fondi europei?
