Located on the Adriatic coast at the mouth of the Aterno-Pescara
River, the present-day municipality was formed in 1927 joining the
municipalities of Pescara, the part of the city to the south of the river,
and Castellamare Adriatico, the part of the city to the north of the river.
The major tourist attractions of the city includes the Temple of
Reconciliation and the seventeenth-century home of the Italian patriotpoet Gabriele D’Annunzio who played an important part in creating the
modern aspect of Pescara. The church of Sacro Cuore is also important,
this is where one can see many examples of the city’s history and rich
culture.
In the building ‘Palazzo del Governo’ you will find the province’s
library, where the famous painting Figlia di Iorio, by F.P. Michetti can
be found.
City Overview
Pescara is the capital of the province of Pescara and the is the commercial and tourist centre of Abruzzo
and the Adriatic cost.
In 1927, Pescara became the capital of the province of Pescara after a unification between the
two towns of Castellammare Adriatico and Pescara, each situated on either side of the Pescara
river. Previously known as Aternum, the main harbour for embankments to the Dalmatian
coast, Pescara was destroyed by the Barbarians until it gradually was rebuilt towards the end
of the late Middle Ages.
Between 1700 and 1800, Pescara was under Austrian and French rule before Vittorio
Emanuele, the King of Italy, later laid the grounds for the Pescara we know today. Although
the city was severely damaged during the Second World War, Pescara was rapidly rebuilt into
a modern and pleasant city.

The city’s main street is Corso Vittorio Emanuele, where the nicest shops are located. Piazza dei Vestini is connected to Corso Vittorio Emanuele
through a bridge and is the new administrative centre, where The Court House, the Temple of Reconciliation, the Municipality and the local
government are located.

City Areas
There are no specific expat areas to be found in Pescara apart from the city centre. Montesilvano and
the hillside area are both very pleasant residential areas with good housing.
NORTH ( Montesilvano/ Città Sant’Angelo)
Montesilvano / Città Sant’ Angelo, is located approximately 5 minutes from Pescara.
The main residential areas are Montesilvano colli, Pescara colli and the central area of the
city. In Montesilvano colli, housing mainly consists of villas with a sea view and private
gardens. IRI International School is located approximately 15 minutes away. There are
very few shopping opportunities and car parking.
Montesilvano is also an option.
In Montesilvano area “grandi alberghi” is a relatively new residential area located near
the seaside. A small shopping mall is located in Città Sant’ Angelo, approximately 10
km away. Other malls are situated in Sambuceto (7km from Pescara) and the biggest
one, called ‘Megalò’ is in Chiesti Scalo, (15 km from Pescara). Buses for Pescara leave
every 15 minutes (Gestione Governativa), a Taxi from the Central Train Station of
Pescara colli is similar to Montesilvano colli, with villas with gardens. Apartments are also to be found in the old part of this area. Buses
leave every 15 minutes for Pescara. Shops are located on the main streets such as Viale Europa and Via Vestina in Montesilvano and Corso
Umberto, Corso Vittorio Emanuele in Pescara.
EAST
Residential areas are located in Pescara centro. The area is a popular residential area located within a short distance of shops and restaurants.
Both apartments and villas are available. The IRI International School is only approximately five minutes away. Public transport is very good,
with buses passing every 10 minutes.
SOUTH
Pescara “Porta Nuova” is the oldest part of the city and considered the second centre of Pescara. The Gabriele D’ Annunzo University and
the Stadio Adriatico Stadium are located here in addition to banks and public administration offices. Buses pass 15 minutes. Parco D’Avalos,
the biggest park in Pescara, is located here. Housing mainly consists of apartments or single houses without gardens. The area is popular among
young people due to its vicinity to the university.
San Silvestro is a another area of Pescara with nice residential parts located in the hills. However, some of the areas are not recommended due
to a high level of electromagnetic pollution, which also affects domestic appliances. Public transport is not as efficient as in other areas. Buses
for Pescara leave every 20 minutes. The IRI International School is located only a few kilometres away. Housing consists of villas and single
houses. The villas usually come with a garden.
WEST
West of Pescara is the commercial and industrial area near Sambuceto.
The neighbourhood of San Donato is not considered a nice area, and some places are dangerous to live in. This is also where the San Donato
prison is located. Housing consists of apartments and single houses. Buses leave every 15 min. from the principal streets for Pescara. In the
hills of San Donato, residential areas are considered nicer, but there is no public transport

TRANSPORT TO AND FROM THE AIRPORT
By bus:
Bus #38 leaves the airport Monday to Friday every 10 minutes between 8:00 and 19:30 after
which it departs every 20 minutes. Last departure is at 23.00. During Sundays and holidays
the bus departs every 20 minutes after 20:00 it leaves every 30 minutes.
The bus stops at the Central Train Station before its final destination in Capelle sul Tavo.
The trip takes about 10-15 minutes. Price is € 2.50 for a single ticket.

Taxis are situated in front of the principal exit of the airport. The fixed price from the airport
to the Central Train Station is € 15. The trip takes about 10 minutes.

Babysitting
When looking for a baby-sitter or a maid, you have various options to choose from. Usually they can
be divided into three sections; hourly, daily or live-in. We highly recommend you request and check
all references from all applicants!
Hourly
These are both immigrants and Italians. This kind of help is easy to find, readily available and not very expensive. The going rate is appx. Euro
5-7 an hour as much depends on the number of hours worked.
Daily
These are usually immigrant workers that have a place to live and work the whole day for one employer only. Called ‘lungo orario’ which is
a fixed number of hours (usually starting at 7:00 or 8:00 and ending at 17: or 18:00). Salaries vary greatly as it depends on the agreement of
hours worked. Unfortunately it seems that sometimes the salray depends on the nationality. Workers from the Phillipines command more
money than other immigrats.
Live in
It is not uncommon to have a person living with the family that takes care both of the house and the children, these are called ‘fisso’. There
are large numbers of immigrant workers usually from the Phillipines, Peru, Sri Lanka and Ethiopia that are eager for this arrangement as it
provides work, food and lodging. The average salary is Euro 600-800 a month.

English Yellow Pages contains classified ads from individuals seeking such work and you may also place an ad with your requirements.
There are agencies that source qualified and experienced staff who will provide references (please note directory).
Demand is high, so the choice will be limited.
All staff selected from agencies are on a trial basis initially and usually will be replaced free of charge if the trial is not satisfactory.

Banking
Most of the banks are open frm 7.30am to 5.30pm.
Banks in Italy offer a full range of services.
There are many 24-hour cash points (ATMs)
available. Ensure that you check your bank
statements carefully as ‘mistakes’ are not uncommon. Bank charges are generally higher
than most expats are used to.
There are several national banks (e.g. Unicredit, Banco Posta, BNL, Intesa San Paolo,)
that have grouped together regional banks
and created a sort of circuit. (e.g. Banco di
Roma - Gruppo Unicredit, AntonvenetaGruppo Montepaschi). Some other banks
work in a regional context (e.g. Casse di
Risparmio, Banche di Credito Cooperativo,
Casse Rurali e Artigiane), and they also have
branches outside their region.
Some foreign banks have opened branches
in Italy over the past decade (e.g. Woolwich,
Barclays, Ing Direct, Deutsche Bank) whilst
others are just merchant banks (Citibank
International, Merrill Lynch, JP Morgan).

in association with Italian banks (e.g. Crédit
Agricole-Cariparma; BNL – Gruppo BNP
Paribas)
Banks are generally open from Monday to
Friday from 08.30 to 13.30 and for 60 to
90 minutes in the afternoon between 14.30
and 16.00, they are always closed at weekends. Opening hours are displayed on the
door. When wishing to open an account it
is advisable to go during the morning as this
service is not always available in the afternoon.

In order to open a bank account you will
need to go in person to the bank of your

There are two types of current accounts
available:
Resident’s Account - If you are already
registered at the Town Hall. Bank fees are
cheaper than those of non – resident accounts and you are entitled to all services

Non-Resident’s Account – You can open a
bank account even if you are not yet registered
at the Town Hall. Bank fees are higher and you
are entitled to fewer services which vary from
bank to bank but generally include only ATM

every transaction.

CHEQUE BOOK
A cheque (Assegno Bancario) can be used to
make payments and the sum will be debited
from your bank account on the same day if
it is cashed in at the same bank, otherwise it
generally takes 6 working days to debit/credit
your account. Cheques are not usually accepted in shops, airports or train stations but are
most often used in for the payment of services
or between private individuals.
SERVICES PROVIDED
ATM/DEBIT CARD (‘BANCOMAT’)
A Bancomat card can be used to pay for items
directly and to withdraw cash in Italy and
abroad.
ATM machines are available 24-hours. They
are located outside banks, in shopping malls,
in airports, train stations, large hospitals.
Be aware that if you use your own bank’s ATM
machines, operations are free of charge; on the
other hand if you use ATM machines of other
banks you will be charged a handling fee – this
varies from bank to bank but is between 1 and
3 Euros for each transaction.

- Bank statement consultation
- Utilities bills payment
- Cash and cheque deposit

Credit cards can be used to pay directly at
shops or on line, to pay utility bills if you have
this facility, to withdraw money from ATM
machines ( commission is charged for this service )
Italian credit card accounts have to either be
settled on a monthly basis by funds being

Assegno bancario trasferibile
(Transferable cheque): this kind of cheque can
be cashed by a different person than the one
in whose name the check was originally written out , by signing it on the back (in italian
“girata”, or ‘turned over’). Transferable cheques
can be for a value of up to E 12.500,00 only.

written out to or transferred to, the individual
must write their “codice fiscale” (italian fiscal
code) on the back of the cheque. If the cheque

at a counter of the same bank that issued it.

There are several large supermarket chains in Italy that provide fresh produce, frozen, canned and
packaged foods.

Apart from the national holidays in box on right, each town has a day of festivities for its Patron Saint. There are 365 Patron
Saints - one for each day of the year. The Patron Saints of Bari is San Nicola and is celebrated on the 7th, 8th and 9th of May.
WARNING!
Although in recent years things have improved, Bari virtually ‘dies’ during the month of August. Many businesses close
for the entire month, as the italians leave for the sea or mountains to escape the humidity of the city.
The 15th is a festivity called ‘Ferragosto’. On this day any italians remaining in the city traditionally go to the country for the
day.
Everyday life in this period is almost completely put on hold in Bari, so forewarned is forearmed!
The Christmas period starts on Christmas Day and goes through to the 6th of January. Most businesses and schools close for
this entire period.

Hospitals and Medical Services
Medical centers established by the UN are the most reputable in the city and are popular amongs expats.
The public Italian health care system,
‘ Se r v i z i o Sa n i t a r i o Na z i o n a l e’ ,
is practically free of charge and
includes medicines, doctor’s visits and
hospitalization. There is, however, a
‘ticket’ which has to be paid for every
service. Some private health care has
been approved by the state system. This
means that if you choose these hospitals
there will be a small payment to be made
directly in the hospital according to the
treatment received.
In Italy you can find low cost health care
and a good standard of medical assistance.,
both out-patient and in-patient, public
and private. However, it is not uncommon
that many Italians and foreigners too
choose to take out private health insurance
to cover the cost of hospitaliaziotn and
surgery with the purpose to avoid the
long waiting lists that are customary in
the state system.
If your sole source of revenue comes from
the Italian entity, then your status is that
of a impiegato locale, and you are entitled
to Italian social security coverage.
If your salary originates from outside Italy
(from your home country or that or your
company), then your status is that of a
‘distaccato’. In this case, you need to ensure
that you can benefit from any reciprocal
agreements which exist between Italy and
your home country (these are covered
by forms such as the E101 for European
members, the SE 404 and “Certificate
of Coverage form” - SE 404-2 for
Americans and the SE 401 Q 01 for
Canadians). Your home HR group will
have applied for those forms in advance,
and will give them to you.
If you are an EU citizen, please ensure that
you apply, prior to your departure, for a
“European health insurance card” at
your home social security center.
This card replaces the former E111 and
E106 forms, and will be needed if you
travel to another European country. It has
a one-year validity and can be renewed.

Social security coverage is compulsory for every
working person in Italy and contributions to
the system are deducted directly from salary
and transmitted by the employer to the INPS
- Istituto Nazionale Previdenza Sociale. (See
Pre-Arrival Information : Health & Medical
care). The registration is done at the local health
authority (Azienda Sanitaria Locale or ASL)
and once you are registered, you will receive
a health number and health card (Carta dei
Servizi) and all visits to your family doctor will be
free. He or she will issue you with any necessary
prescriptions and referrals to specialists. Please
note that the majority of doctors do no speak
English, that’s why the majority of expatriates
go the international medical centers.
When a pharmacy is closed, at night or during
holidays, there will always be a sign on the door,
indicating the nearest open pharmacy.
However it is possible to know the nearest
pharmacy or the late night pharmacy calling

In case of emergency, you will need to go to your
nearest emergency room and wait to be treated.
If you are unable to do so, call 118 and the
appropriate medical service will reach you. Note
that if your medical problem is not considered
an emergency, you will be asked to pay for your

Private insurance
With private insurance, you are free to choose
any doctor or specialist and be treated in private
hospitals and they are usually very expensive.
However, the quality of medical care is likely
to be the same as in public hospitals as doctors
often work for both the state and private
system. Before leaving your country, do always
check beforehand whether your insurance
company covers you for your particular type
of treatment. In fact, some local authorities,
have reached agreements with certain private
hospitals allowing national health patients to
get treatment at the cost of the Social Security
System.

Museums & Historical sites
One of the most popular museums in Pescara is the Museo Casa Natale D’Annunzio, the natal home
of the Italian poet Gabriele D’Annunzio.
Museum hours vary throughout the year. Generally museums are open
from 9:00 to 18.00 except for Mondays. As a rule, ticket offices close
30 to 60 minutes before the actual closing time. Before you go, it is
advisable to call the museum you want to visit to check regarding
changes in opening hours and ticket prices.
ADMISSION
If not free, entrance fees are usually around 4– 8 Euros. Note that
reduced prices may apply for students and senior citizens. Check the
directory for details.
PESCARA MUSEUMS
The Fondazione e Museo Genti d’Abruzzo is an archaeological and
ethnographic introduction to the region of Abruzzo and its ancestors.
The museum was opened in 1991 and consists today of 15 exhibit halls,
a cafe and multifunctional sections dedicated to special exhibitions and
events.
The Museo Casa Natale D’Annunzio, is located in the home of the
Italian poet-patriot Gabriele D’Annunzio (1863 - 1938). Other than
offering a peak into the famous poet’s natal home, the museum offers
facts and photographs from his life.
Inaugurated in 1989, Museo delle Tradizioni ed Arti Contadine is an
introduction to historic agricultural and rural traditions in Abruzzo.
In addition to various halls dedicated to specific themes, the museum
also has a botanical park and a small multifunctional section for special
presentations.
The museum Museo d’arte moderna “Vittoria Colonna” is located in
the former Gabriele D’Annunzio University. Apart from different art
exhibitions, the 3000-sqm museum also has a convention hall, bar and
a library.

Parks
Parco D’Avalos is the only park in to be found in Pescara and it’s located in the southern part of the
city. The National Park of Abruzzo is also worth visiting.
Parco D’Avalos is a popular place for joggers or those who simply want to enjoy a nice walk or a moment in peaceful surroundings. The park
covers an area of approximately 35 hectares and includes a picturesque lake with numerous ornithological species.
THE NATIONAL PARK OF ABRUZZO
The park was put landscaped at the beginning of the 20th century and today covers an area of
44,000 hectares, including 22 towns in the provinces of L’Aquila, Frosinone and Isernia. Almost all of these towns have Tourist Information Centres where information about the park is
available. In 1980, the territory of the park was divided into zones consisting of protected areas
and others that are not off limits and can be visited by tourists.
FAUNA
The park has some incredibly beautiful landscapes and is home to bears, chamois, wolves, deer
and eagles. The symbol of the park is the Marsican Brown Bear which until recently was considered an endangered species. At present, the danger of extinction seems to have been overcome,
thanks to strict protection regulations. There are about 40 wolves living in the Park. The park is
also working on reintroducing the Lynx back into the park.
FLORA
The Sangro is the park’s main river and has its very sources within the Park. There are also some
interesting lakes like Lake Vivo, Lake Pantaniello and Lake Scanno. In the valleys, furrowed
by rivers, there is a lush riparian vegetation made up of poplars, willows and alders. At higher
altitudes, there are typical species indigenous to the Apennine mountain woods to be found,
among them are the Beech which is predominant, although, there are also examples of Sycamore Maple, Sorb, Laburnum, Hazel, Wild
Apple-tree, Wild Pear and Wild Cherry-tree.
In spring and summer, the park is covered in a variety of colours. The meadowlands are full of blossoming gentians, blue gentians, violets,
peonies and forget-me-nots and the beech-woods are full of columbines and Marsican irises. The pride of the park is the Cypripedium calculus, a yellow and black orchid generally called Venus’s little shoe or Our Lady’s slipper. The park can be visited throughout the year. Guided
tours along equipped nature paths are available. The most popular nature paths, by reason of their beautiful scenery, are Camosciara and
Val Fondillo.

Police Stations
The ‘Questura Centrale’ is the main headquarters of the police in Pescara. Then there are the
‘Commissariati’ - local police stations - which are branch offices of the Questura.
Apart from handling regular security and administrative functions, police stations also issue passports (for Italian citizens), gun licences and
Permits of Stay for foreigners.
PERMIT OF STAY
As a foreigner residing in Italy for more than three months, you must legalize your position in Italy. In order to do this, you must go to the
‘Questura’ and/or ‘Commissariato’ and apply for your ‘Permesso di Soggiorno’ - Permit of Stay. Renewals of your permit of stay and
changes of address are usually handled by the local ‘Commissariato’.

Apart from regular mailing services, post offices in Italy are where bills are paid and pensions are
distributed to senior citizens – it’s just a question of standing in the right line.
Beware: if you join the wrong line, you will be forced to line up all over again to complete your transaction. It is not always clear
which line is the correct one, and they are very long and slow moving. So ask before you join a line. For instance, when you pay
your bills, be sure to ask for the “pagamenti” line.

Stamps are sold at the tobacconist’s ‘tabacchi’ or at the post office. Regular mail costs from Euro 0.41 for Italy or any country of

Public transport in Pescara consists of buses and trams.
BUSES
Buses from the Airport to the Central Railway
Station depart every 10 minutes (from 0530

Most bars and restaurants stay open until 01:00, after which the energetic move on to more nightclubs (discoteca) which stay open until 04:00 (most close on Mondays).
The legal drinking age is 16 years. Expect to pay Euro 6 for a bottle of wine in a bar and at least Euro 10,00 for entry to clubs.
In the area called ‘Pescara Vecchia’ (‘Porta Nuova’ southern part of the city) there are many pubs with live music, restaurants and ‘pizzeria’.

Pescara is full of all kinds of restaurants, including international, traditional “pescaresi”, and Italian
cuisine. Located on the Adriatic coast, Pescara offers a vast array of seafood restaurants.
LOCAL DISHES
Typical dishes from Pescara and the Abruzzo region include Pasta alla Chitarra (egg-based pasta and meat sauce), Anellini alla Pecorara (Pasta
made from durum wheat with a sauce made with aubergines, courgettes, pepperonis and four types of meat). There are also the Arrosticini
skewers of lamb (cooked on the grill and accompanied by bread and olive oil and lots of red wine). The fish soup or Brodetto as it’s called, is
made from a combination of mullet, octopus, anglerfish, cod and scorpion fish. The soup is available in two varieties: plain (a guazzetto) or with
tomato (a brodetto).
EATING ITALIAN
Italian restaurants can roughly be divided into two main categories, trattoria and ristorante, depending on the type and the size of the meal you
want. Both types can be found in all parts of Italy, whether you stay in Pescara or in any other city. Note that most trattorie and ristorante have
a giorno di riposo, a rest day, once a week (usually Sunday or Monday).
Trattorie
A trattoria is a small restaurant and is usually less expensive and pretentious. The menu usually consists of a primo e secondo piatto (first and
second course) of pizza or pasta followed by a salad and dessert and coffee.
Ristorante
If you are looking for something slightly more exclusive, there are almost just as many ristoranti (restaurants) as there are trattorie. The menu
usually consists of a la carte with portions slightly smaller but nevertheless delicately prepared. Meal prices are also higher.
Opening hours may be different from what you are used to in other places: the restaurants usually open for lunch between noon and three
o’clock, reopening for the evening between seven and midnight.

Shopping
The main shopping areas in Pescara are located in the central part of the city or in the outskirts. The nicest
and most exclusive shops can be found in Corso Vittorio Emanuele, Corso Umberto and Via Fabrizi.
In Pescara and in the neighbouring areas, many shops look onto the main streets which are named after the Savoy family, such as Corso Umberto,
Vittorio Emmanuele, Viale Regina Elena and Via Regina Margherita.
Department stores in Pescara include La Rinascente, Ipercoop, Cityper, Iper and Universo.
OPEN-AIR MARKETS
Some of the main open markets in Pescara include Mercato di Largo Madonna (Largo Madonna), Mercato di Piazza Duca degli Abruzzi (strada
Parco), Mercato di Via Caduti per il servizio (Via Caduti per il servizio), Mercato di Via Dalla Chiesa (Via Carlo Alberto dalla Chiesa) and
Mercato di Via Pepe (Via Vittorio Pepe). Every Wednesday there is a market in the ‘strada parco’, which crosses almost all the city.
SOME SHOPPING TIPS
* Greet the shop owner or assistant when
entering and leaving a shop. The standard
greeting is ‘Buongiorno’ or ‘Buonasera’
according to time of day.
*Barganing is acceptable, especially when
one buys more than one item. This does
not apply to large chains, supermarkets
or designer stores.
*Always check your change, ‘mistakes’
are often made, especially with foreign
customers. The added excuse of the new
currency makes these ‘mistakes’ more
justifiable!
*Don’t expect to be able to use your credit
card everywhere. Many shops, even large
chain stores or supermarkets, accept debit
cards (called ‘Bancomat’) but not credit
cards. Many smaller shops do not accept
either and often refuse even to accept a
cheque...cash only!
*Be aware of pick-pockets in all crowded

Utilities numbers
Installing or fixing utilities can sometimes be a somewhat tricky and bureaucratic experience when
moving to Italy. Having your utility bills paid directly by your bank through home banking is recommended in order to avoid possible complications.
Gas heating and hot water: If your apartment has communal central heating, then the cost of heating is included in the building charges
which are added to your monthly rental. However, if your property has individual gas heating you, as the tenant, are responsible for the
general upkeep and maintenance of the boiler.
In Italy, there are several companies that change from town to town: in some cases the gas distribution is managed by the local city hall directly, in others through private companies. Your Relocation Coordinator will inform you about this upon the signing of the utility contract.
Please note that by law in Italy people are allowed to switch on the heating system from October 15th until April 15th. There is also a limit
for the authorised number of hours to heat the house during the day, 14-16 hours in general and the temperature in the house should not
exceed 20°. When the heating is centralized these rules are strictly followed. By the way, if your have an independent heating you can basically
choose what it suits your needs best; of course being sensitive and respectful to a law conceived to reduce air pollution and consumption is
above a personal civil responsibility.
Electricity: Electrical voltage is 220 V in Italy and current alternates at 50 cycles. Wall sockets are not necessarily compatible with plugs from
other European countries; we therefore recommend that you find out whether the electrical items you wish to bring with you can be adapted
for use in Italy with transformers or plug adaptors - if in doubt call us. ENEL (the national electricity company) offers a free advisory service
on electricity consumption and will be happy to look at your specific usage and provide energy saving solutions.
Telephone:
The most important provider of telephone services in Italy today is Telecom Italia (Tim is the portable phone and internet department of
Telecom Italia). There are providers such as Fastweb, Infostrada, Tiscali, Wind, Tele2. However, these operators , except for Fastweb, still
have to pass through Telecom Italia for the first line activation. Providers are not reliable in Italy, therefore the line activation could be a very
long process – from 2 weeks up to 3 months, depending on the area where you live and other circumstances (technical issues). Relocation
Enterprises guarantees you the maximum support and assistance but cannot speed up the process in any case. The activation of the line can
be requested just once the lease contract has been signed by you and the landlord, not before.
For all matters related to your phone service and telephones (including purchase or rental of equipment), you should go to Telecom Italia’s
shops Punto 187 in your area (www.187.it) . Relocation Enterprises will be happy to provide you with the address of your local agent.
When your telephone services are first set up, you will receive a letter from your provider confirming your new number and the services to
which you have subscribed. You will then receive an invoice every two months (payments can be made at the post office, through your bank
with automatic transfer or with credit card – just with Fastweb).
The Italian yellow pages (for professional telephone numbers) and white pages (for private numbers) are available on line just in Italian www.paginegialle.it, www.paginebianche.it. Upon your arrival you will be given a copy of the English Yellow Pages where you can find
English speaking professionals in every field.

Housing FAQ
1. What can I expect to find in an unfurnished, a semi-furnished or a furnished property?
An unfurnished property will be totally empty; this means no kitchen, no light fittings and at times no bathroom fixtures.
A semi-furnished property will include a basic kitchen, usually light fittings and at times also bathroom furniture.
A furnished property can include anything from the basics such as kitchen, table, chairs, beds, bathroom furniture to everything you could
possibly require in a property. Soft furnishings are hardly ever included. A furnished property may occasionally also come with a washing machine
(located in the bathroom rather than the kitchen). Your Relocation Coordinator will confirm whether or not the property has these facilities.
Tumble dryers are not part of the standard Italian furnishings but at times it is possible to negotiate to have one installed. Air conditioning is
not a standard feature in most Italian properties. Many older buildings are not predisposed to have it installed.
Please note that many technicians do not speak English.
2. What sort of flexibility will I have to negotiate rent or furnishings?
The housing market in Italy is a ‘landlord’s market’. Properties in large cities are in high demand and landlords are generally able to obtain
the prices they ask. It is always worth trying to offer a slightly lower figure than the asking price or request to have other furniture installed
or work done on the property.
Generally, if the requests of a prospective tenant are high and costly, the landlord will agree to do the works requested with an increase in the
rent. It is not likely a landlord will agree to undertake work on the property, install extra furniture and lower the price.
Verbal obligations or promises such as modifications or furnishings of the property are not reliable, thus it is important to have everything
in written. Please advise your Relocation Coordinator about your comments/request, and he/she will prepare a written request to the
landlord.
Emc Network will negotiate on your behalf until an arrangement agreeable to both parties is reached. You will be advised if the landlord’s
request is too high for the type of property or area.
3. How many properties will I be shown?
This depends on the Relocation Package you have; Basic Packages include 8 properties, Standard and Executive Packages include 15 properties.
You will be told at the outset how many properties you will be shown or how much time you have available to do the house hunting. The properties
provided will be as close to your ‘Needs Analysis’ description as possible according to what is available on the market at the time.
Please note that the real estate market in Italy moves extremely rapidly, thus we advise you to decide immediately if you have found a property
you like even if you have not seen all properties assigned.

4. How can I secure a property that I choose?
The only way to ensure a property you choose is not rented to someone else is to make a written proposal (Proposta). This is required if the
property is in high demand or if there will be a period of time before the lease can commence.
A Proposta is a proposal to rent, either a draft contract or a few clauses putting forth your offer and conditions on the property. If a Proposta
is required, Emc Network will prepare this for you. The Proposta is to be signed by the one intending to rent and a holding deposit, equalling
one month’s rent paid to the landlord (usually in the form of a cheque, if possible).
The landlord has several days (generally a minimum of 7, the number will be specified in the Proposta) in which he can accept or reject the
Proposta. During this time he may not show the property to anyone else. If he accepts the Proposta he is bound to rent the property to
whomever made the Proposta; if the party who made the Proposta pull out of the deal, the deposit is lost. When the deal goes ahead, the
holding deposit is deducted from the sum owed to the landlord.
5. What costs are involved in renting a property?
All payments must be done prior or together with the signing of the property contract:
A security deposit will have to be paid to the landlord. This is usually 3 month’s rent (refundable upon exit, note below). At times, landlords
require a ‘Fidejussione’ or ‘Fido’ instead of a security deposit. This entails a specified sum being ‘frozen’ in a bank account as a guarantee
on the property.
The first rental payment will also have to be paid to the landlord. Rent is usually due monthly but landlords can dictate how they wish to be
paid. If a holding deposit has been made along with a Proposta, the sum is deducted from the above payments to the landlord.
Real estate agents commission: throughout most of Italy, it is equal to one month’s rent or 10 % of the annual rent. In Milan it is 10-18% of
the annual rent while in Turin it is two month’s rent. All commissions do not include IVA (country tax).
The landlord is required by law to register the contract in three copies – one for himself, one for the Public Registration Office and one for
the tenant. There is a fee for this registration which is to be split between landlord and tenant. The share of the tenant is 1% annual rent.
Government stamps (‘Bolli’) have to be added to a specific number of pages in each of the contracts (usually every third page). These are
to be paid for by the tenant.
The registration fee and government stamps are either paid at the time of contract signing or are usually added into the second monthly
payment.
6. What other expenses should I expect to pay?
Apartments usually have a monthly Condominium fee, payable together with the rent or payable directly to the building administrator. This
fee is to cover the cost of the upkeep of the common area of the apartment building; lighting, cleaning and general maintenance. It may
include doorman expenses or gardening expenses if there is a common outside area.
If a villa is located in a private compound, a monthly Consorzio or compound fee is usually charged. This fee is for the upkeep of the private
roads, lighting, gardening of any common garden areas, any guards or gatekeepers. All utility expenses are the responsibility of the tenant,
according to consumption. Please also see utility expenses.
Please note: It is advisable to sign tenancy risk insurance in order to be covered in the event of property damages. Your Relocation Coordinator
will assist you with this.

7. What is the process flow to rent a property?
In order to rent property, a written proposal (Proposta) must be made. This must be presented, signed by the tenant along with the holding
deposit to the real estate agent for the signature of the landlord. Once signed by both parties, the landlord is bound and the holding deposit is
non refundable. A landlord may also require a letter of guarantee from the employer of the tenant or a letter from the company demonstrating
income that can support rental payments.
A legally valid contract is negotiated and prepared by Emc Network. Both parties will agree upon the content. Payments must have been
made. At times the landlord can require that the payment reach his bank account before key delivery. Other times, a bank receipt or proof
that payment has been made will be sufficient.
An appointment is arranged, usually at the real estate agency, for the tenant and landlord to sign the contract. The contract is read through
and Emc Network’ Local Counsellor will translate as necessary. Every copy of the contract is then to be initialled on every page and signed
in full twice on the last page by both parties. It is the landlord’s responsibility to register the contract.
If a contract is to be signed by a company, Emc Network will prepare a final version of the contract and send it to the company for signing.
Once a legal representative of the company has signed the copies of the contract, it will be collected by a Local Counsellor to be taken to the
agency for the landlord’s signature. A copy of the ‘Camera di Commercio’ will be required as well as a photocopy of ID document of the
legal representative who is to sign the contract.
8. What chance do I have of receiving my full deposit back when I leave the property?
Provided the property and any furnishings are returned in the state in which they were consigned, Emc Network will be able to negotiate a
full deposit return for you. To this end we insist on taking a thorough Property Inspection and Inventory when the tenant enters the property.
This inventory is taken in the presence of the landlord and the tenant and two copies are to be signed by both parties.
9. What responsibility do I have as a tenant towards maintenance of the property?
Unlike in GB or USA, where the landlord is responsible for the upkeep of the property, Italian law states that the tenant is responsible for
general maintenance whereas the landlord is responsible for major maintenance.
Basically this means that all plumbing and electrical fixtures that are outside of the walls or visible are the responsibility of the tenant (leaking
taps, door bell that does not work etc.). The landlord is responsible for the plumbing and electrical system within the walls of the property;
e.g. heating pipes.
You will receive by the Relocation Coordinator a list of the items you are responsible for.

10. Can I make any alterations to the property?
Only with the permission of the landlord.
Small changes (e.g. hanging of towel rails in the bathroom) may be made but the property is to be handed back in exactly the same state it was
consigned. Therefore, any holes made in the walls must be filled and painted over before leaving the property, unless a different agreement
is made with the landlord.
In case alternations have been made to improve the property without the permission of the landlord, the landlord has the right to not reimburse
any expenses the tenant has had in relation to the work. In cases where the landlord does not approve with the changes made, he/she has the
right to require the tenant to put the property back into its original structure.
Please note that many technicians do not speak English.
17. How long will I have to wait for my telephone?
Telecom will inform of the date and time they will send an engineer to the property to connect the line; this is a minimum of 2 weeks after
the initial application is made.
A telephone apparatus is not included in the request for a telephone line. Consequently, an apparatus must be available when the engineer
comes to connect the line. If you wish to rent the apparatus from Telecom, this can be arranged, however delivery is done separately from
the request for a telephone line.
Although a time of appointment is given, it is not unusual for the engineer to arrive to the appointment up to two hours later than the stated
time.
Please note that as with all bureaucratic procedures in Italy, things can go wrong and end up taking far longer than the average time indicated.
An application for a line may at times be ‘’lost’’ and Telecom does not offer explanations; when this occurs there is nothing that can be done
but to reapply and wait the time it takes.
12. What expenses are involved in the purchase of a property?
- Government fees: 3 % (11 % for a second purchase of property).
- Real estate agency fees (approx. 3% of property price)
- Other costs: survey costs, bank loan set-up costs as well as notary fees.
Usually the final figure will be about 10-15% of the property price.

13. What utility expenses will I have to pay?
Utility payments are never included in the rent. Tenants are responsible to pay for gas, electricity and water according to consumption. A
garbage tax is levied on each property annually; this is also the responsibility of the tenant. When renting a property, the utility bills are generally
transferred into the name of the tenant. The cost for the transfer of name of the contract is charged with the first bill. Emc Network will
arrange this for you.
If the previous tenant closed the utility accounts before leaving the property, or if the account had unpaid bills outstanding, a new contract
must be set up in the name of the new tenant. The cost of this is higher than the cost of a contract name transfer and is added to the first
bill. This process may take up to seven days from the initial request to the effective transfer. It is not advisable to prepare a new utility contract
before the actual property contract has been signed.
Please note that many technicians do not speak English.
14. How are these accounts charged?
Utility bills arrive to the property address every two months. Emc Network will ensure meter readings are noted when the property inspection
and inventory are taken, to ensure only the tenant’s own consumption is paid for.
The utility companies will send an employee to take the first meter reading after the signing of a new contract. Successive bills are estimates
based on this first reading. Every few months the reading is taken again and the following bill will then be balanced according to the reading.
Due payments will be charged and over payments will be credited.
The first bill is to be paid at the Post Office, thereafter a Bank transfer can be arranged.
15. Will I be able to get Satellite TV?
Satellite dishes may be installed with the permission of the landlord or can at times be negotiated at time of contract preparation. Some
buildings have restrictions that prohibit the installation of any dish.
Decoders can be bought or hired. Subscriptions to channels in the language of your choice can organised by your Local Counsellor as part
of your Settling-in Assistance.
Please note that satellite TV is considered a personal utility, thus an individual request to the satellite TV provider must therefore be submitted.
Your Relocation Coordinator will assist you with this request.

16. What documents do I need to install a Telephone Line?
For a foreigner to request a telephone line from Telecom Italia, a Tax Code (Codice Fiscale) and a Permit of Stay is required. When a new
tenant enters a property a telephone line has to be connected in his name unless the landlord is prepared to keep it in his/her own name.
The choice is of Analogue or ISDN line. A faster Internet access through ADSL broadband is not available in all parts of the country. When
it is requested, Emc Network will have to conduct a research to see if it is available. An exact property address is required. ADSL in Italy
is not as fast as publicised and the service tends to be erratic. Emc Network will arrange the connection of the telephone on your behalf.
17. How long will I have to wait for my telephone?

Driving FAQ
19. Is my licence valid in Italy?
In order to drive legally in Italy, you must obtain an international Driving Licence (unless you are from an EU country, in which case your
licence is valid also in Italy).
After 12 months of residence in Italy, all non-EU licences must be converted. If no bi-lateral agreement exists with your country, you must
take a driving test to obtain an Italian driving license.
Please note:
When driving in Italy you must have your driving licence with you at all times. Driving without a valid licence is a felony; should anyone be
involved in a serious accident and does not possess a valid licence, he or she risks imprisonment.
Your driving licence is not considered a valid ID in public offices.
20. For how long can I drive my own car in Italy?
You can drive your own car in Italy for six months after which you are required to apply for Permanent Residency. Once the residency has
been given, you have one year to register your car with Italian number plates.
21. Can I buy a car?
In order for a foreigner to buy a car the following documents are required:

24. Will I have to pay the police when I collect my Permit of Stay?
No, there is no charge for the release of a Permit of Stay (Permesso di Soggiorno) or Tax Code (Codice Fiscale).
