Oggetto: Cielo Unico Europeo (SES) – Blocchi funzionali di spazio aereo (FBA) 1. Egregi Signori, ATCEUC rappresenta 9000 controllori del traffico aereo in Europa, all’interno di quindici differenti Stati2, la maggior parte dei quali membri dell’UE. La nostra organizzazione è stata coinvolta fin dall’inizio nelle procedure inerenti il Cielo Unico Europeo. ATCEUC ha lavorato attivamente per assicurare che la “sicurezza” rimanga la prima priorità. Essendo il procedimento vicino alla sua conclusione, stiamo seguendo da vicino gli ultimi sviluppi della fase di conciliazione nella quale partecipate. E’ nostra convinzione che sia il Consiglio Europeo che il Parlamento hanno portato miglioramenti significativi alla bozza di regolamentazione. ATCEUC vuole evidenziarLe ancora un’ultima volta, che di tutti i temi problematici c’è ne è uno che necessita di essere correttamente indirizzato durante la fase di conciliazione: il tema dei blocchi funzionali di spazio aereo. Quale organizzazione professionale, noi abbiamo sempre trovato difficile dare sostanza a tale nozione, che è stata sempre presentata come un metodo puramente operativo alla gestione dello spazio aereo. Sebbene molto accattivante ed attraente in teoria, il reale concetto di “Blocco funzionale di spazio aereo” comporta molto di più che non le sole e semplici considerazioni operative e va ben oltre il mero progetto di ridisegnare lo spazio aereo. Durante gli ultimi due anni, abbiamo lavorato per definire le conseguenze dell’implementazione di questo concetto. Considerando che: 1 2 - I “Blocchi funzionali di spazio aereo” sono supposti essere qualcosa di più che non un semplice strumento per sviluppare la cooperazione attraverso Stati confinanti; - I “Blocchi funzionali di spazio aereo” dovrebbero essere progettati per enfatizzare l’organizzazione della rete di rotte e potrebbero quindi influenzare enormemente i flussi di traffico; - I “Blocchi funzionali di spazio aereo” sono uno strumento con lo scopo di interessare la così detta “eccessiva frammentazione” ipotizzata essere indotta dai confini nazionali. E’ quindi molto chiaro che: - I “Blocchi funzionali di spazio aereo” potrebbero enormemente influenzare il servizio alla navigazione aerea; - I “Blocchi funzionali di spazio aereo” possono comportare notevoli cambiamenti all’organizzazione dei fornitori di servizi alla navigazione aerea in Europa, e specificamente nel numero di fornitori di servizi. Avendo a mente queste conclusioni, ATCEUC Le vorrebbe indicare che c’è un’unica via per assicurare che gli standard di sicurezza non vengano ridotti in Europa attraverso la creazione di un’ imponente “vendita” di spazi aerei indotta da un’enorme ri-distribuzione degli stessi: il metodo della condivisione “dal basso verso l’alto”. I fornitori dei servizi alla navigazione aerea dovrebbero poter decidere l’implementazione di un blocco funzionale di spazio aereo, e ciascun Stato dovrebbe conservare il diritto di decidere chi fornirà il servizio di controllo del traffico aereo sul proprio territorio. Gli Stati devo essere liberi di poter determinare se vogliono che il proprio fornitore di servizi alla navigazione aerea partecipi o meno alla fusione. Ciascun Stato deve poter essere in grado di assegnare la responsabilità della fornitura dei servizi alla navigazione aerea all’interno del proprio spazio aereo a chiunque ritenesse necessario. Inoltre, il metodo dal basso verso l’alto è l’unico a permettere il giusto coinvolgimento dei lavoratori dei servizi alla navigazione aerea, consentendo di affrontare il tema sociale derivante da possibili fusioni. Questo garantirebbe al personale del traffico aereo una migliore accettazione dell’evoluzione europea. L’accordo finale dovrebbe promuovere la ri-organizzazione attraverso l’aumento di cooperazione piuttosto che l’imposizione di cambiamenti rigorosi. Questo dovrebbe apparire nel concetto di “Blocco funzionale di Spazio Aereo”. Dovessimo tutti dimenticare questo, il Cielo Unico Europeo non diverrebbe mai una realtà. Obj: Single European Sky – Functional Blocks of Airspace Dear Sir, ATCEUC represents 9000 thousands air traffic controllers all throughout Europe, within 15 different countries, member of the European union or not. Our organisation was involved from the very beginning in the Single European Sky proceedings. We have worked pro actively to ensure that safety remains a top priority. As the process is nearing its conclusion, we are following up very closely the latest developments of the conciliation phase to which you participate. It is our belief that both the European Council and the Parliament have brought significant improvements to the draft regulations. As you are now going to finalise the amendment process, we would like to highlight one last time that, of all problematic issues, there is one, in our view, that needs to be addressed properly during the conciliation phase: the Functional Blocks of Airspace issue. As professional organisation, we have always found it difficult to give substance to that notion, which has always been presented as a purely operational approach to airspace management. Although very appealing, and very attractive in theory, the very concept of FBA carries much more than mere operational considerations, and goes far beyond mere airspace design. During the last two years, we have worked hard to assess the consequences of the setting of that concept. Taking into considerations that: - FBAs are supposed to be more than a tool fostering cooperation between neighbouring countries, - FBAs should be designed to enhance the route network organisation and could therefore affect greatly traffic flows, - FBAs are a tool aiming at dealing with so-called “excessive fragmentation” supposedly induced by national frontiers. It is then very clear that: - FBAs could greatly impact to air navigation service; - FBA can bring major change to the organisation of service providers in Europe, and especially in terms of numbers of providers. Bearing in mind those conclusions, ATCEUC would like to point out that there is only way to ensure that safety standards are not lowered in Europe through the creation of a massive airspace auction sale induced by a huge airspace redistribution: The bottom up approach. Providers should decide the setting of an FBA, and individual states must retain a right to decide who provide air traffic control services over its own territory. States are free to determine whether they want their provider to participate into a merger. Any state should be able to devote the responsibility for the provision of Air Navigation Services over its own airspace to whomever it deems necessary. Besides, the bottom up approach is the only one allowing for proper involvement of air navigation service workers; therefore tackling the social issues arising form possible mergers or fusions. Although secondary at first sight, it would guarantee better acceptance of air traffic personnel in the European evolution. The final agreement should foster re-organisation through enhanced co-operation rather than through the imposition of stringent changes. That must appear in the Functional Blocks of Airspace concept. Should we all forget that, the Single European Sky will never become a reality.
