ECONOMIA
MACEDONIA ATTRAENTE PER GLI INVESTITORI STRANIERI
Le condizioni per intraprendere affari in Macedonia stanno migliorando, quest'anno il
paese è ancora una volta uno dei migliori della regione, è attraente per gli investimenti e sta
facendo grandi progressi nel campo delle infrastrutture, dell'energia e nel sistema sanitario.
Tale valutazione è stata inclusa nel primo Libro Bianco, che è stato promosso il 20 gennaio
dall’Assemblea degli investitori stranieri della Camera di Commercio della Macedonia. Il
documento comprende pareri, proposte e suggerimenti di un totale di 110 aziende straniere
che sono presenti in Macedonia.
Il Libro Bianco sarà pubblicato ogni anno, non solo per esporre l’attuale situazione
economica del paese, ma anche come uno strumento che possa offrire proposte per
migliorare il clima economico in Macedonia.
LO STIPENDIO MEDIO NEL SETTORE PRIVATO E’ PIU’ BASSO DELLA MEDIA NAZIONALE
Lo stipendio netto medio nel settore privato ammonta a circa 250€, mentre per i
dipendenti dell’amministrazione pubblica la media supera i 350€. Secondo i dati
ufficiali elaborati dall’Ente per la statistica, su 678.000 persone che lavorano, solo
9.200 prendono uno stipendio superiore a 680€; si tratta per lo più di posizioni alte
nella pubblica amministrazione, membri di organi di amministrazione e di
controllo, diplomatici e dirigenti, e solo una piccola percentuale rientra nella
categoria specialisti e scienziati. Oltre il 50% del numero totale di persone assunte
guadagna invece una somma al di sotto dei 200€.
Secondo l’Associazione nazionale dei datori di lavoro, la media bassa del settore
privato è dovuta al fatto che la maggior parte delle aziende appartiene all’industria
che genera prodotti di basso valore aggiunto, dove il costo del lavoro incide sul
prezzo finale del prodotto finito che punta alla competitività.
Secondo gli stessi dati, il costo medio di un dipendente per l’azienda è circa 550€.
AGROALIMENTARE
NUOVE SOVVENZIONI PER ESPORTAZIONE DI VINO IN BOTTIGLIA E PRODOTTI
AGROALIMENTARI
Il Governo macedone ha stanziato per il 2015 l’importo di 570.000 euro a titolo di
sovvenzioni destinate alle case vitivinicole ed alle industrie agroalimentari che vorranno

investire in potenziamento delle capacità produttive e in attività volte ad aumentare
l’esportazione di vino in bottiglia e di conserve di frutta e verdura.
La misura fa parte del Programma governativo per il sostegno economico del marketing di
prodotti agroalimentari per il 2015, che quest’anno prevede 115.000 euro in più rispetto
all’anno scorso. Le sovvenzioni copriranno fino al 20% dei costi relativi al packaging dei
prodotti destinati all’esportazione.
Questa misura di sostegno, che viene regolarmente adottata dal Governo da alcuni anni, ha
già mostrato effetti positivi sull’esportazione di prodotti agroalimentari. Nel 2014 è stata
raggiunta, per la prima volta dal 2001, la quota stabilita per l’esportazione di vino in
bottiglia ai mercati europei, prima ancora della fine dell’anno. L’esportazione di vino in
bottiglia nel 2014 è cresciuta del 34% in termini di quantità e del 48% in termini di
fatturato, mentre quella dei prodotti agricoli in conserva segue una tendenza costante di
crescita di oltre il 10% ogni anno.
AZIENDE MACEDONI ALLA FIERA FRUIT LOGISTIKA A BERLINO
14 aziende macedoni hanno partecipato dal 3 al 5 febbraio ad una delle fiere più importanti
del settore della frutta, la Fruit Logistika di Berlino. Grazie al sostegno del Ministero
dell’Agricoltura, anche i produttori macedoni hanno avuto la possibilità di presentare le
potenzialità del settore ortofrutticolo macedone agli oltre 60.000 visitatori provenienti da
130 Paesi del mondo.
SEMPRE MENO PRODOTTI ALIMENTARI MADE IN MACEDONIA
L’industria alimentare ha un’incidenza sul PIL macedone inferiore all' 1%, mentre la quota
di partecipazione nell’industria manifatturiera si ferma al 13,02%. Secondo i dati
dell’Istituto nazionale per la statistica, negli ultimi anni è drasticamente diminuita la
produzione di carne, e anche se la produzione di latte è un’eccezione con un incremento
costante dal 2007 a oggi, la quantità di latte di importazione presente sul mercato è molto
superiore a quella di latte di produzione domestica. Diminuita anche la produzione di
frutta, verdura, grano e mais.
PRIMO CENTRO EDUCATIVO IN MACEDONIA DEDICATO ALLA CULTURA ENOLOGICA
A fine gennaio sono stati ufficialmente promossi i primi 30 consulenti enologici in
Macedonia, in seguito alla conclusione dei primi due cicli dei corsi di formazione
professionale dedicati alla cultura enologica. Il corso di formazione è stato organizzato e
realizzato dal nuovo Centro di Educazione alla Cultura Enologica presso l’azienda
vitivinicola Kamnik, nota agli addetti ai lavori per l’altissima qualità dei prodotti enologici.
Il Centro educativo Kamnik, che ha incentrato il programma didattico sull’innalzamento
della cultura enologica e sulla necessità di rafforzare l’immagine del vino macedone di alta
qualità, si pone l’obiettivo di dare un contributo all’ulteriore sviluppo dell’industria
vitivinicola domestica, all’esportazione del vino macedone e alla promozione del turismo
enologico.
NUOVO TITOLARE E NUOVI PROGETTI PER L’INDUSTRIA DEL LATTE DI BITOLA
La società finanziaria Mid Europa Partners, il nuovo proprietario dell'industria del latte
Mlekara Bitola, ha annunciato l’intenzione di investire 12 milioni di Euro nei prossimi tre

anni. L’ammodernamento degli impianti e l’acquisto di nuove tecnologie è necessario,
secondo il direttore Najdovski, se si vuole mantenere la posizione di leader nel mercato
locale e nella regione, puntando anche sulla conquista di mercati più esigenti, come Europa
e USA. Per il 2015 sono già stati firmati contratti per l’esportazione di oltre un milione di kg
di prodotti in USA e Canada.
ENERGIA E AMBIENTE
QUADRUPLICATA LA PRODUZIONE DI ENERGIA ELETTRICA DALLE GRANDI CENTRALI
IDROELETTRICHE
ELEM, la società che gestisce le grandi centrali idroelettriche, informa che l’anno 2015 è
cominciato con una produzione quattro volte superiore rispetto allo stesso periodo
dell’anno scorso.
Grazie anche alle precipitazioni abbondanti degli ultimi mesi, l’apporto delle centrali
idroelettriche nella produzione totale di energia elettrica ha raggiunto il 39% (il restante
61% proviene da centrali termoelettriche), e secondo gli addetti ai lavori questa
proporzione si dovrebbe mantenere anche nei prossimi mesi.
IL CONSIGLIO D’EUROPA FERMA LA COSTRUZIONE DELLE CENTRALI IDROELETTRICHE
NELLA ZONA DI MAVROVO
Il Consiglio d’Europa ha messo in sospeso i progetti per la costruzione delle centrali
idroelettriche di Boskov Most e Lukovo Pole, per i quali sono già stati stanziati fondi dai
prestiti della BERS e della Banca Mondiale. La decisione sul da farsi aspetterà le valutazioni
della commissione creata ad hoc dal Consiglio d’Europa, in seguito alla denuncia che
afferma che i progetti siano stati fatti senza un adeguato studio di impatto ambientale e che
mettano a rischio l’habitat del Parco nazionale di Mavrovo, violando pertanto la
Convenzione di Berna del 1979. Il Parco nazionale di Mavrovo è uno dei più antichi
d’Europa e ospita un centinaio di esemplari della lince europea, specie protetta e già estinta
in gran parte d’Europa. Insieme a queste due centrali, si prevede anche la costruzione di
altre 16 centrali idroelettriche per le quali lo studio di impatto ambientale non è richiesto in
quanto inferiori a 5MW.
NUOVE TASSE PER L’IMPORTAZIONE DI AUTO USATE PER SALVAGUARDARE
L’AMBIENTE
La commissione parlamentare sta esaminando la proposta di legge che dovrebbe apportare
modifiche e integrazioni alla Legge attuale sulla tutela dell’ambiente. La modifica più
importante prevede tasse aggiuntive per l’importazione di auto, apparecchiature elettriche
ed elettroniche ed elettrodomestici usati.
Le tasse variano da 25 a 130 € a seconda delle caratteristiche dell’articolo usato che si
intende importare e sono state ideate per disincentivare l’utilizzo di macchine
potenzialmente dannose all’ambiente.
DONAZIONE SVIZZERA PER UNA STAZIONE DI DEPURAZIONE NEL COMUNE DI KOCANI

Il comune di Kocani ha incontrato le aziende interessate a partecipare alla gara d’appalto
per la selezione del consulente per il progetto di costruzione di una stazione di raccolta e di
depurazione delle acque reflue e per potenziamento delle capacità dell’ente comunale
Vodovod.
Il consulente sarà selezionato entro giugno 2015 e i lavori di costruzione sono programmati
per la seconda metà del 2016. Tutto il progetto sarà finanziato con una donazione del
governo svizzero, la più sostanziosa finora, per un importo di 21 milioni di franchi, oltre
alla partecipazione del comune di Kocani con fondi propri per un importo di 2 milioni di
franchi svizzeri.
TRASPORTI E INFRASTRUTTURE
NUOVA GARA PER LA PROGETTAZIONE DELLA SUPERSTRADA STIP-KOCANI
L’Ente pubblico nazionale per la gestione delle strade ha pubblicato un nuovo bando di
gara per selezionare la società che preparerà il progetto per la costruzione della superstrada
Stip-Kocani. Si tratta del progetto di ampliamento della strada esistente in superstrada a 4
corsie della lunghezza di 26km, nell’ambito del pacchetto di progetti infrastrutturali che
saranno finanziati con i fondi del prestito BERS firmato a dicembre 2014.
Le aziende interessate potranno presentare le loro offerte entro il 23 marzo 2015, il criterio
di selezione, tra le offerte che soddisferanno i requisiti richiesti, sarà il miglior prezzo. Il
budget a disposizione per questa fase del progetto è di 325 mila euro.
ALTRI SETTORI
PARTONO A BREVE GLI SCAVI DI RAME NELLA NUOVA MINIERA DI KAZANDOL
La Società ucraina Konstantinovski Plant, titolare di tre concessioni per lo sfruttamento di
giacimenti minerari in Macedonia, ha completato tutte le analisi preparatorie e per il mese
di marzo intende iniziare con i lavori di estrazione di rame. La nuova miniera a cielo aperto
Kazandol dovrebbe dare lavoro a 400 persone e offrire nuove prospettive di sviluppo
economico alla città di Valandovo. Si stima che l’investimento ucraino per lo sfruttamento
di rame in Macedonia raggiungerà l’importo di 200 milioni di euro.
INAUGURATA A SKOPJE LA SEDE OPERATIVA DELLA SOCIETÀ BRITANNICA ENDAVA
La società britannica Endava ha inaugurato la sede operativa a Skopje, nella quale già
lavorano 30 persone, e dove nei prossimi mesi intende assumerne altre 70. La società
Endava, con altre sedi operative anche in Germania, Moldova e Romania, è specializzata in
soluzioni IT per aziende di grandi dimensioni in svariati settori, quali bancario,
assicurativo, GDO, turismo, telecomunicazioni e media.

Il 24 febbraio 2015 si è tenuta a Skopje,
presso la sala conferenze Il Mulino, una
Giornata tecnologica dedicata al settore
vitivinicolo, organizzata dall’ufficio di Skopje di
ICE
Agenzia,
in
collaborazione
con
l’Associazione macedone di produttori di vino,
Wines of Macedonia, e con l’ANFORMAPE
(Associazione Nazionale Fornitori Macchine,
Accessori e Prodotti per l’Enologia).
Alla sessione seminariale hanno
partecipato, oltre al direttore dell’associazione
di categoria macedone, anche i rappresentanti
di quattro aziende italiane, leader nella
produzione di tecnologie e macchinari per
l’industria vitivinicola e un rappresentante
della SACE.
Il direttore dell’ufficio ICE di Skopje,
Cinzia Bruno, che ha aperto i lavori, e
l’Ambasciatore d’Italia a Skopje, Ernesto
Massimino
Bellelli,
hanno
entrambi
sottolineato la posizione di leadership e
l’eccellenza della tecnologia italiana nel settore
enologico.
“L’Italia è leader nel mondo per
produzione ed esportazione di macchine per
l’enologia e per l’imbottigliamento di bevande,
e questo successo si basa su alcuni punti di
forza: capacità di innovazione tecnologica,
esperienza, flessibilità produttiva delle
aziende, che riescono ad adattare il prodotto
alle esigenze dei clienti non solo in termini di
quantità, ed infine un rapporto qualità –
prezzo più competitivo a livello mondiale,
anche rispetto ai produttori tedeschi che sono
i nostri principali concorrenti. In poche
parole, ci sono tutte le premesse per avviare
una ancor più proficua collaborazione tra
aziende italiane e macedoni, con un vantaggio
reciproco”, ha detto Cinzia Bruno, direttore
dell’Ufficio di Skopje di ICE Agenzia.
Il direttore dell’associazione macedone
Wines of Macedonia, Gjorgji Petrushev, ha
parlato del continuo sviluppo del settore
vitivinicolo in Macedonia e ha presentato le
prospettive e le possibilità di collaborazione
con partner esteri.
Le quattro aziende italiane presenti
(Gruppo Bertolaso, SIPREM International,
Enartis e GAI Macchine Imbottigliamento)
hanno presentato una parte della loro
produzione: sono stati illustrati gli ultimi trend
produttivi, le pratiche di vinificazione, le
moderne linee di imbottigliamento e i prodotti
enologici.
tre fra le più importanti cantine vinicole della
Macedonia: Skovin a Skopje, Stobi, nei pressi
di Negotino e Tikves nella città di Kavadarci,
dove i rappresentanti delle aziende italiane
hanno avuto modo di vedere gli impianti e i
macchinari utilizzati da queste tre cantine e di
parlare di aspetti tecnici con gli addetti ai
lavori. E’ stato notato con piacere che le aziende
macedoni seguono attentamente le tendenze e
le ultime tecnologie disponibili, e che molti dei
macchinari installati sono di produzione
italiana.
La sessione è stata chiusa con
l’intervento
di
Roxana
Gherman
in
rappresentanza della SACE, il gruppo
assicurativo-finanziario italiano, che ha
presentato gli strumenti di assicurazione del
credito a tassi agevolati per sostenere l’acquisto
di macchinari e impianti di produzione
italiana.
La sessione pomeridiana è stata
dedicata agli incontri bilaterali tra le aziende
italiane e gli oltre 60 produttori di vino
macedoni che hanno partecipato con grande
interesse all’evento.
L’iniziativa è proseguita, il giorno
successivo, con una visita organizzata presso

SIPREM International: “E’ stato molto utile e
positivo fare parte della Giornata tecnologica
organizzata dall’ICE Skopje il 23 febbraio. Le
aziende vitivinicole macedoni presenti
all’evento hanno seguito con grande interesse
e attenzione quanto esposto durante le
presentazioni delle aziende italiane. Ho infatti
potuto verificare con piacere, durante le visite
alle cantine organizzate il giorno successivo,
che i responsabili che abbiamo incontrato
erano interessati ad approfondire gli aspetti
relativi ai prodotti presentati. Ho avuto
l'impressione che tutte le cantine incontrate,
benché in parte già attrezzate con macchine
moderne, puntino ad ottenere vini di qualità
tale da poter essere venduti anche sui mercati
più sofisticati che possono dare loro margini
più elevati. Anche per questo, ritengo che ci sia
spazio per forniture di attrezzature e prodotti
che consentano di elevare ulteriormente la
qualità dei loro vini.”
Riccardo Massi, rappresentante della
GAI Macchine Imbottigliamento e presente
all’evento anche in qualità di rappresentante di
ANFORMAPE: “E’ sempre interessante potersi
confrontare con paesi e realtà che, come
l’Italia, hanno cultura e tradizione vinicola.
Dove c’è buon vino c’è anche la cultura del
lavoro, c’è gente che ama la propria terra e che
trasmette questo amore ai vini che produce,
attraverso tecnologie e prodotti che li aiutano
a renderli grandi.
Per noi è stata solo una conferma delle
tante opportunità che questo bel Paese offre a
noi del settore.
Abbiamo la fortuna di
lavorare dal 2006 in questa bella realtà
vitivinicola e siamo sicuri che questo incontro
ci abbia introdotto nel migliore dei modi, tra
quei possibili acquirenti, rappresentati da
tutte le cantine macedoni, che sempre di più si
stanno orientando verso la qualità.
Il nostro obiettivo è sviluppare altri
clienti che hanno bisogno, oltre che delle
macchine, di un partner commerciale per far
crescere di pari passo i loro e i nostri prodotti.
Crediamo fortemente che i nostri
precedenti clienti macedoni (ma anche quelli
sparsi in tutto il mondo), così soddisfatti delle
nostre macchine, possano essere veicolo di
conoscenza per altri possibili acquirenti.
Siamo veramente soddisfatti della nostra
partecipazione a questo evento e, se ne
seguiranno altri, saremmo onorati di
parteciparvi.”

nell’evento sono preziosi ai fini di una ulteriore
analisi di mercato ed espansione delle attività
commerciali nel paese. Mi auguro che eventi
ICE organizzati con tale professionalità e
ampia presenza di aziende del settore e
cantine si ripetano periodicamente sia in
Macedonia, sia in altre nazioni”.

AD MEPSO (the Borrower or the Company), the electricity transmission system operator (TSO) in
Republic of Macedonia intends using the proceeds of a loan from the European Bank for the
Rehabilitation and Modernization of Transmission Grid and Power System Control Project.
The proposed project, which has a total estimated cost of about EUR 40,5 Million will require the
procurement of the following goods, works and services:

Closing of optical network in the transmission grid and preparation of a model for maximum
utilization;
Rehabilitation of 110 kV Overhead Transmission Lines (OHTL);
Tendering for the above contracts is expected to begin in the 2 nd quarter of 2015.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's
Procurement Policies and Rules and will be open to firms from any country. The proceeds of the
Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of
goods, if such payment or import is prohibited by a decision of the United Nations Security Council

EBRD is considering extending a sovereign guaranteed loan of up to €162.5 million. The loan
proceeds will be used to finance four national road sections in FYR Macedonia. Much of
Macedonia’s national road network is aged and it follows existing routes that have been progressively
upgraded in status, but still contain poor alignments with inadequate capacity and safety standards. The
project will be divided into two tranches as follows:
Tranche 1: Reconstruction and widening of the section Stip– Kochani of national road A3 (approx.
27km); Construction of the section Raec - Drenovo of National Road A1 (approx. 10km).
Tranche 2: Construction of the section Trebenista- Struga of National Road A2 (approx. 8km);
Construction of the section Ohrid - Pestani of National Road A3 (approx. 12km).
In addition, the loan will fund a digital archiving system.
EBRD Finance: Sovereign guaranteed Loan of up to €162.5 million, to be provided in two tranches of
up to €74 million and up to €88.5 million respectively, with each tranche financing two
National Road sections. The second tranche will be uncommitted and commitment will be at the
Bank’s sole discretion and subject to Board approval.
Project Cost: €212.5 million.
Environmental Impact: The overall project has been categorised as A. The four road sections have
been split into two tranches with the Raec-Drenovo road section in Tranche 1 and the Ohrid-Pestani
road section in Tranche 2 categorised as A and both requiring an Environmental and Social Impact
Assessment (ESIA) as they are new roads of four lanes of 10 km or more and located in sensitive
locations with protected areas. The A3 Stip- Kocani and A2 Trebenishta – Struga roads have been
categorised B as the roads are a combination of rehabilitation, road widening and new road alignments
of less than 10km.
The four national road projects are being prepared to comply with the national legal framework within
Macedonia, which has transposed the main obligations of the Environmental EU Directives.
Environmental and social due diligence (ESDD), undertaken by an independent consultant, has
confirmed that the project is structured to meet the Banks Performance Requirements (PRs) with the
implementation of Environmental and Social Action Plans (ESAP) prepared for the individual road
sections.
Land acquisition and compensation requirements are to be addressed in compliance with PR 5 through
the implementation of Land Acquisition and Compensation Frameworks and supporting plans all four
road projects. No physical resettlement is anticipated for the Tranche 1 road sections.
Independent Road Safety Audits are planned for each road section in line with the principles of the
European Directive on Road Infrastructure Safety Management (Directive 2008/96/EC Road
Infrastructure Safety Management).
Tranche 1: Raеc-Drenovo Road
Alongside the approved local Environmental Impact Assessment (EIA) for the Raеc- Drenovo road an
updated Non-Technical Summary (NTS), including more information on the project alternatives,

biodiversity, air and noise emissions, social and cumulative impacts, was publicly disclosed together
with a Stakeholder Engagement Plan (SEP), Land Acquisition and Resettlement Framework (LARF)
and ESAP.
The Raec to Drenovo road section lies within the Drenovo Gorge Protected Area (Monument of
Nature, Emerald site). ESDD identified that the impacts on natural and critical habitats and species
were not adequately described and mitigated in the local EIA documentation and as a result a Critical
Habitats Assessment (CHA) was commissioned. The CHA, including proposed mitigation measures
and potential offsets, is being prepared and reviewed by independent experts and will be publicly
disclosed.
Stip-Kocani Road
An initial project summary document has been prepared for the Stip-Kocani road outlining the
environmental and social impacts of the project and includes a supporting ESAP.
Tranche 2: Trebenista - Struga
The exact alignment of the new 8km road has not yet been identified so due diligence has been based
on the preliminary alignment, although this may be refined during the design process. An Initial
Project Summary document has been prepared and an outline Environmental and Social Action Plan
(ESAP) has been agreed focusing on the preparation phase to enable the project to be structured to
meet the Banks PRs.
Ohrid - Pestani
An Environmental and Social Impact Assessment (ESIA) is currently being prepared for the OhridPestani road to address the findings from the ESDD, which identified a number of issues to be
addressed to enable the project to be structured to meet the Banks PRs.
There are a number of planned infrastructure improvement projects alongside Ohrid Lake and within
the Galicica National Park (NP). The Galicica NP Authority is therefore in the process of proposing
amendments to the Galicica National Plan Management Plan to accommodate these new projects. Fifty
four hectares on the fringe of the NP are expected to need to be rezoned to accommodate the road, a
buffer zone and incorporate some fragmented areas. The NPA does not expect significant biodiversity
impacts from the road.
At this stage the final land acquisition needs of the project are yet to be finalised but a Land
Acquisition and Resettlement Framework (LARF) will be prepared in compliance with PR 5 and
disclosed for the project.
The disclosure of a fit for purpose ESIA, LARF, SEP and agreement of an ESAP for the Ohrid-Pestani
road will be completed prior to the commitment of Tranche 2, including the required public disclosure
and consultation.
Both the Ohrid- Pestani and Trebenishta – Struga roads are located within the Ohrid Lake UNESCO
World Heritage designation of a property of Outstanding Universal Value (OUV) and the transitional
zone of the proposed Transboundary Biosphere Reserve, which has been proposed jointly by
Macedonia’s Ministry of Environment and Physical Planning, and Albania’s Ministry of
Environment, Forestry and Water Administration. As a result, both projects within Tranche 2 will
include an assessment of the potential impact to the OUV.
Environmental and Social Action Plans: The ESAPs agreed include actions required in order to
achieve the Bank’s Performance Requirements for both the construction and operational phases of the
Projects. The Project will be monitored by the Bank in line with the commitments in the ESAP,
regulatory requirements and the Performance Requirements.
PESR will provide the Bank with annual environmental and social reports, including updates on the
implementation of the ESAP and resettlement action plans. The Bank will conduct monitoring visits,
as required, and commission a completion audit.
This PSD will be updated prior to the financing of Tranche 2.

Public Enterprise for Railway Infrastructure (‘PERI’) intends using the proceeds of a loan from the
European Bank for Reconstruction and Development [the Bank] for a project to the rehabilitation of a
30.8 km section of Corridor VIII in the east of FYR Macedonia. The proposed project, which has a
total estimated cost of EUR 140 million equivalents, will require the procurement of the following
works and services:
* Procurement of Works, following a prequalification
* Consultancy Services for the Supervision of Works,
Tendering for the above contracts is expected to begin in the Q4 of 2014.
Contracts to be financed with the proceeds of a loan from the Bank will be subject to the Bank's
Procurement Policies and Rules and will be open to firms from any country. The proceeds of the
Bank's loan will not be used for the purpose of any payment to persons or entities, of for any import of
goods, if such payment or import is prohibited by a decision of the United Nations Security Council

GENERAL PROCUREMENT NOTICE
This GPN updates the previous version published on the Bank’s website on 15 July 2013.
Macedonian Railways Transport JSC (‘MRT’) intends using the proceeds of a loan from the European
Bank for Reconstruction and Development (the ‘Bank’) to finance the acquisition of new rolling stock
as well as the rehabilitation of locomotives and maintenance workshops. The proposed project, which
has a total estimated cost of EUR 59 million equivalent consists of the procurement of various goods,
works and services.
The following contracts remain to be procured under the project:
Rehabilitation of the electric locomotives
Rehabilitation of maintenance workshops
Tendering for the above contracts is expected to begin in the second half of 2014.
