Les collectifs, groupes et associations de France, Grande-Bretagne, Italie,
Allemagne, Pologne, Suisse, Colombie et Californie, communiquent :
Solidarité avec les opposants au forage d’exploration visant du
gaz de schiste à Balcombe, Sussex, Royaume-Uni
Depuis près d’un mois, des citoyens britanniques s’opposent pacifiquement, mais avec détermination, à
un forage d’exploration visant des hydrocarbures non-conventionnels (gaz ou huile de schiste) à
Balcombe. Suite à une première vague d’interpellations, le 26 juillet dernier, les Collectifs français « non
aux pétrole et gaz de schiste et gaz de houille » ont adressé un courrier à tous les eurodéputés (1), pour
exprimer leur préoccupation devant une politique de plus en plus répandue en Europe visant à faire
passer par la force, voire la violence policière, des projets mettant en péril la qualité de l’environnement,
la santé et la sécurité des citoyens et l'économie locale.
Signe encourageant, ce mercredi 14 août, la Magistrate Court de Crawley a annulé l'interdiction faite par
la police aux personnes arrêtées de se rendre à nouveau sur la zone jouxtant la plateforme de forage,
c'est à dire sur le site de la manifestation et ses environs. Par cette décision de justice, que nous
saluons, cette cour a réaffirmé le droit pour chaque citoyen britannique de manifester. Toutefois des
charges pèsent encore sur plusieurs personnes arrêtées à Balcombe, notamment celle de contrevenir
au Trade Union Labour Relations Act. Leur jugement est prévu le 2 octobre prochain.
Mais si nous nous réjouissons de la décision de la Magistrate Court de Crawley, nous sommes par
contre préoccupés par plus de trente arrestations, certaines utilisant une force disproportionnée (2), qui
ont à nouveau eu lieu lundi 19 août dernier, durant une nouvelle journée de mobilisation. Entre mille et
deux mille personnes, selon les sources, étaient venues signifier leur opposition à ce forage, mais elles
se sont heurtées à 400 policiers venus défendre non pas les intérêts des citoyens mais ceux de
l’entreprise privée Cuadrilla, qui a pu, depuis une quinzaine de jours, commencer le forage incriminé. Il
est à noter que l’unique représentante du Green Party au Royaume-Uni, la députée Caroline Lucas, a
elle aussi été emmenée par les forces de l’ordre.
Les Collectifs français « non aux pétrole et gaz de schiste et gaz de houille » ainsi que
les groupes et associations de plusieurs pays d’Europe et d’Amérique unissent leurs
voix en soutien aux citoyens britanniques mobilisés pour la défense de leur
environnement et de leur qualité de vie.
Ensemble nous disons NON à toute exploitation des hydrocarbures non
conventionnels ici et ailleurs.

Nous appuyant sur les travaux de nombreux scientifiques, nous rappelons ici notre conviction que les
hydrocarbures qualifiés de non-conventionnels, considérés dans l’ensemble de leurs processus de
l'extraction jusqu’à la distribution, ne sont que des facteurs d'aggravation du changement climatique ; ils
ne peuvent en aucun cas être considérés comme alternatives aux hydrocarbures conventionnels, dans
l'optique d'une transition énergétique et écologique.
Bulle économique, l‘exploitation des pétrole et gaz de schiste et de houille ne produit que des emplois
précaires, délocalisés et générateurs de troubles sociaux, par ailleurs cette industrie détruit des activités
préexistantes ; agriculture, commerce, tourisme, etc.
D’une manière générale, et dans le respect de la souveraineté de chaque État membre de l’Union
Européenne libre de choisir sa politique énergétique, nous demandons aux dirigeants de tous les pays
européens d’engager de manière prioritaire toutes les mesures permettant de réduire drastiquement la
consommation énergétique, en aidant les populations à tendre vers la sobriété, tout en travaillant dans la
même optique avec les industriels. Aussi, nous les appelons à développer sans délai les filières locales
(et non au profit d'industriels privés) d’énergies renouvelables, afin de maintenir une économie
soutenable, la qualité et la sécurité de l’approvisionnement en eau, la salubrité de l’air, la beauté des
paysages ainsi que le cadre de vie des citoyens européens.

International solidarity with the anti-fracking protesters in
Balcombe, Sussex, United-Kingdom
British citizens have been showing peaceful but determined opposition against hydraulic fracturing (nonconventional oil & gas drilling) activities in Balcombe, Sussex, for over a month.
Following the first arrests made on July 26th 2013, French groups against fracking “Non aux pétrole et
gaz de schiste et de houille" wrote a letter to all MEPs expressing their concerns about the increasingly
widespread custom of forcing through industrial projects which pose a known danger to the environment,
to people’s health and safety and to local economy, going as far as using violence from the police in
order to achieve it.
Last week on Wednesday, August 14th the Magistrates Court in Crawley dismissed the police bail that
had been placed on that first lot of arrestees of the Balcombe protest (arrested on July 26th and
following days).
Yet 30 more arrests were made during the demonstration that took place at the site last Monday, 19th of
August 2013. Over a thousand people had come to Balcombe to show their opposition to the drilling.
They were met by 400 police force who had not come to defend the rights of the citizens but the interests
of private corporation Cuadrilla. Under the protection of the police, Cuadrilla started the incriminated
drilling in Balcombe a fortnight ago. Please note that the only Green Party representative in Parliament
Caroline Lucas was also arrested on that day.
French, British, Italian, German, Polish, Swiss, Colombians & Californian groups and
organizations against shale and coal oil and gas hereby reiterate their support to the
people of United Kingdom, who are defending their environment and their quality of life.
We unite our voices to say NO to unconventional drilling anywhere
in the world.

extraction to distribution, is looked at. They cannot be considered as an alternative to conventional
hydrocarbons in a transition towards sustainable energy.
From the point of view of the economy, several studies show that the figures for natural gas have all the
makings of a market bubble. They demonstrate, too, that as a solution to joblessness this industry is
illusionary because of the temporary and precarious nature of the jobs offered, doubled with the fact that
the workforce in use is sourced far away and boarded in poor condition housing. Besides, the low-grade
positions offered by the drilling industry cannot make up for the loss of pre-existing local jobs such as in
agriculture, trade and tourism.
We would like to ask all leaders of member states of the European Union, with respect to their right to
each choose their own mix of energy sources, to put in place all necessary measures for the decrease of
energy consumption, helping communities to tend towards sobriety of energy use. And with that to work
in partnership with the industries in order to develop local sources of renewable energy in order to
maintain a sustainable economy (instead of the interests of private corporations), the quality and security
of water supplies, the salubrity of the air, the beauty of landscapes and the quality of life of European
citizens.
