Competition Classes
The Coppa Internazionale del Mediterraneo 2016, a national
competition, is intended to host six competition classes:
Club (with handicap, no ballast)
Standard (National Championship)
15 metres (National Championship)
18 metres
Multi-Seat 20 metres (ad handicap)
Open (National Championship)
If in one, or more classes, the number of participants is deemed by
the C.D. to be insufficient to provide an adequate level of sporting
value, the C.D. will evaluate the possibility to merge some classes.
The scoring for the National Championships will not apply handicap
corrections, as per Italian National Rules. If the number of Italian
participants would still be below 6 pilots in a given class, then
handicap correction may be applied to the mixed class.
In practical terms, as an example, it is likely that Standard, 15M
and 20M classes will merge into a single Mixed Class, with handicap
correction.
Take-off
Runways are 16-34. In the event of take-off operations to the
South (Runway 16R), given the relevant evaluation of the Tow
Chief, the sailplanes must accept any limitations set by the C.D. to
their Take-Off Mass as required for safety reasons.
Tow and T/O fees
Each single aerotow is provided by the organiser to the participants
at the price of 70 Euros, including local airport taxes. Self-launching
sailplanes will pay a 15 Euros fee for each launch.

Turnpoints
The official Turnpoint file is in SeeYou “CUP” format. The organisers
will be happy to provide help to those participants who may
encounter difficulties handling the format, especially when this
won’t affect other duties towards fellow competitors. You may
already download it here:

Scrutineering and papers
Every participating pilot, including the copilots, must hold an FAI
Sporting License. Upon registration, the organisers need to inspect
all pilot licenses, medical certificates, personal IDs, third party
insurance, valid at least until the 12th of August, or a declaration of
full compliance, signed at the presence of the secretaries.
Safety equipments
Beyond what mandated by National rules, every sailplane shall
bring at least one emergency locator device such as ELT, PLB, Spot
or other similarly effective device. If a password is required for
tracking services, it shall be provided to the organisers upon
registration.
The C.D. highly recommends the installation of a traffic-advisory
device such as Flarm or compatible. It shall be kept on and
operative for the entire duration of each flight. Pilots shall declare
upon registration if, and what type of device, they bring on-board.
The number of pilots with such traffic-advisory devices will be
announced at the Opening Briefing.
The C.D. warmly and heartily invites all participants to respect the
rules of air navigation, to apply the principle of See-and-Avoid, to
respect right of ways, and apply the principles of prudent
“defensive flying”. Please remember that the race will take place in
an unsegregated airspace, used by non-competing gliders, and all
kinds of flying objects.

Prohibited equipment
No flight under the VFR Minima is allowed. The C.D. will impose the
disabling of gyros (including electronic virtual gyros), and may
require the removal of instruments such as pivoting compasses,
turn indicators and artificial horizons.
T/O mass verifications
Random weighing of sailplanes and crews may be mandated (drawn
by lot or at the C.D.’s request), during gridding procedures or at
the grid, with a reasonable time frame before take-off. Any aircraft
upon weighing must show a total mass within the limits of the
Sporting Code and of the Technical Data Sheet.
Radio communications
Radio (voice) communications are allowed only when regarding
safety matters.
During T/O operations, 118.225 MHz is the frequency in use.
After release from tow (or completion of T/O procedure), every pilot
shall switch to the competition frequency 123.375 MHz and listen.
Before landing, usually at the last 10K (ten kilometres), the pilot
shall announce the arrival on the competition frequency, wait for a
response, then switch to the local frequency 118.225 MHz for the
landing.

Motorized sailplanes
Sailplanes equipped with auxiliary propulsion systems must carry at
least one IGC-approved Secure Flight Recorder providing evidence
of the usage of the Means of Propulsion (usually an ENL sensor).
Self-launchers shall follow the same climbing path as the towing
aircrafts at a comparable airspeed, or fly a wider climbing circuit.
Self-launchers may turn their engines off, in a different place and at
at different altitude than assigned to the tow operations, but they
shall promptly glide into the release area, at the assigned altitude
and at a maximum speed of 150 km/h.

Means of Propulsion recording
For motorized sailplanes, the ENL function of the Secure Flight
Record shall be operative for all the duration of the flights.
Upon the first race (day 1), the engine shall be operated once
before the opening of the Start Line (or after crossing the Finish
Line), in order to provide proof of the ENL recording function. The
ENL “test” run shall last between 45 and 90 seconds.
Upon the following races (day 2 and on), the Scorer shall verify
that the ENL recording is always active, and that the MOP was not
used during the race, while further “test” runs are not mandatory.
Release area and altitude
Release area and Altitude shall be assigned daily by the C.D. for
every class, shortly before the beginning of take-offs for each class.
Turns and thermals
Any sailplane joining other aircraft which were already established
in a thermal, shall conform to the same direction and path as the
others.
Right-of-way
All Rules of the Air apply to the participants to soaring
competitions. In case of conflicting traffics, each pilot shall turn to
the right. When an obstacle (aircraft, clouds) makes the right turn
impossible, the given sailplane has the right to maintain the same
heading, while the conflicting traffic shall turn to the right.
The C.D. warmly invites everyone to use their best knowledge and
a principle of caution, in order to do all that’s possible to prevent
accidents and incidents.
A pilot shall not fly straight through the track of a sailplane
established into a spiral for thermalling.
If one or more sailplanes are spiralling close to a ridge or cloud
face, any other approaching pilots who are flying straight in ridge
lift, shall use maximum caution and shall yield to the spiralling
aircraft(s) if necessary.

Start Line
The Start Line is symmetric, centred on the Start Point, and
perpendicular to the first leg of the Task (or to the heading for the
centre of the first Assigned Turn Area). It’s dimension (Radius)
shall be indicated on the daily Task Sheet.
The C.D. shall declare the Start Line Open, not sooner than 20
minutes after last official T/O of the relevant class. The time of the
opening may be announced by the C.D. at least 20 minutes before
on the Competition Frequency.
The Start Line is Open only after the official announcement by the
C.D.
Start Altitude Limitations
The C.D. may apply altitude limitations upon crossing the Start
Line. This limitation will be printed on the task sheet, or
communicated before T/O and countersigned by each participant.
Outlandings
In the event of an outlanding (landing at a different location that
Rieti airport), the participant shall immediately inform its ground
crew, making sure he/she will communicate the information to the
C.D., or to his assistants. The pilot may also call the C.D. directly
by phone at +39 347 5554040.
Aero retrieves
All our tow planes can only operate on official airports and
aerodromes, if the location provides the safety of operations.
Aerotow retrieves are possible only at such conditions, and if both
aircraft will be reasonably able to land back at Rieti before the
closing time of the airport.

Finish procedures
The Finish Ring is centred on the coordinates of the assigned Finish
Point, and defined by the Radius and a minimum altitude AMSL, as
printed daily on the Task Sheet.
The Finish Line is centred on the Finish Point, is perpendicular to
the last Task leg, and is 2 km long (Radius = 1 km). The Line is at
ground level (except when the C.D. has good reason to apply a
minimum altitude) and can be crossed while rolling for the landing,
or while flying fast for a “Speed Finish” procedure at a minimum
safety altitude of 30 meters, followed by a full circuit for landing.
During the approach glide to the Finish Line or Circle, each pilot
shall keep a gliding slope. All manoeuvres near the Finish shall be
kept to a minimum, especially avoiding pull-ups, dolphin flying, or
unforeseeable turns. This will guarantee safety and low stress for
all participants. Hazardous flying shall be penalised.
The Speed Finish shall be performed at a minimum altitude of 30 m
AGL, with sufficient speed (energy) to fly a safe circuit without
overflying the other runways. As a note, please realise that a full
circuit after crossing the Finish Line requires flying a total distance
of about 3 kilometres, and that all pilots shall avoid situations
leading to crossing of the runways and/or turns at very low altitude
and speed.
Every participant shall announce its arrival on the Competition
Frequency 123.375 MHz (at about 10 kilometres or at “Laghetti”):
“Rieti (Contest Number) Ten K”. The C.D. will then reply ASAP
“(Contest Number) Change Frequency” prompting the pilot to
switch to 118.225 for landing. The pilot shall call Rieti ASAP, to
receive info about the situation and to announce their intentions
and the preferred procedure (direct landing, speed finish).
The C.D. may answer providing further info, such as recommended
direction or the best available runway, especially in the case of
multiple landings in a short time frame.
All sailplanes shall by default roll as close as possible to the end of
the relevant runway. They must avoid steering in order to ensure
safe landing to the following sailplanes. Hazardous manoeuvres are
prohibited and shall be penalised.
Immediately after the end of the landing roll, each pilot is
responsible for removing the sailplane from the runway to a safe
spot, without delay, providing the best conditions for other gliders
to safely land.

Proof of the flight performance
The SFRs shall be set for a recording interval not exceeding 10
seconds between consecutive GPS “fixes”. It is recommended to
select 4 seconds or less.
The files as generated by the SFRs shall be submitted to the
Scoring Office within 45 minutes after the landing. The Scorer will
not accept loggers, but can manage SD memory cards or USB flash
drives (please make sure they’re clean from virus, recently
formatted and that the IGC file is easily found). All supports shall
carry the Competition Sign of the sailplane.
We highly recommend to send the files via email to the Scoring
Office for the quickest and safest procedure.
Scoring software
The CIM uses the IGC 1.000 Points Scoring System. The most
recent version of Naviter’s SeeYou is the official scoring program.
Handicapped classes are corrected with the official Handicap List as
published by the Aero Club d’Italia, except for the Club Class where
the international IGC List applies.
Claims and protests
We invite all participants to express their considerations to the
C.D., first informally, then if so seems necessary, by following the
steps as described in the national rules and the Sporting Code.
Protest shall be accompanied by a 100 Euros fee; the amount shall
be returned to the pilot if the protest is accepted, or retained if the
protest is rejected.
Opening Briefing
A Roll-Call will be performed during the Opening and Safety Briefing
on July 31st, 18:30 LT. Any pilot who is unable to attend, shall
inform the C.D. in advance, who, if at all possible, shall provide a
personal briefing. Not showing up at the Opening Briefing without
previous agreements with the C.D., means that the pilot shall not
be allowed to participate in the competition, the registration
invalidated, and the entry fee will be retained by the organisers.
