General information:
Depending on your country of citizenship, you may need to convert your own driving license or to obtain the italian
license. The simple driving license (that which allows you to drive a car) is called “Patente B”.
Theory and practical tests:
In Italy, there are different types of driver’s licenses: A, A1, B, C, D, and E. The
category of driver’s license for driving a simple automobile is B. Driving an
automobile without a category B driver’s license is subject to very severe penalties.
The minimum age for obtaining a category B driver’s license is 18 years. There are
different procedures which have to be followed in order to obtain a driver’s license.
We advise you to attend a driving school: this will allow you to get your driver’s license within a shorter time. After
having taken the eye examination and having proved to be in proper mental and physical condition, you can ask for
the foglio rosa (literally the ‘pink paper’); this is a document which will authorize you to practice driving the vehicle
for which you have made an application and is valid for six months.
At the end of this term, the document will be revoked. The foglio rosa gives you three chances to pass the
examination. Two types of examinations must be passed in order to get the driver’s license: the theory
examination, which confirms your knowledge of the Highway Code and the practical examination which confirms
your manual competency in driving. If you fail the test two consecutive times, the foglio rosa will
be revoked, but if you passed the theoretical part of the examination, you can apply for the foglio rosa again within
two months, as long as the favorable outcome of the test already taken is maintained as valid.
In order to obtain a category B driver’s license, you must be 18 years of age. It is also necessary to show that you
are in a suitable physical condition to drive, you are required to get a medical certificate to show this.
Theory examination
The theory examination cannot be taken until one month and a day after the issue of
the foglio rosa. The theory examination requires general preparation on the basics of
driving (right-of-way, accidents, emergencies, etc.) and the highway code.
The candidate must pass a test of 10 multiple-choice questions (each question has three true/false answers).
A maximum of 4 errors out of the 30 answers is allowed but you must be careful:
any erasures or corrections are considered errors. If you fail the test, you can take it again however, not before a
month and a day have passed, but again, careful: the foglio rosa may expire or it could be revoked due to too many
failed tests.
On an exceptional basis, the test can be taken orally by candidates who:
* have not received a required minimal educational diploma
* are not Italian citizens (but reside in Italy) and who state that they do not know the Italian language in written
form
* have a middle school diploma, but suffer from medical difficulties in the comprehension of written texts or deafmute candidates.
Practical examination
This is generally taken after a period of practice driving “behind the wheel”. A driving school can assist you with the
practical aspect of driving.

Basic Information
Strictly speaking, there is no European Union driving licence. Since July 1st, 1996, Member States have issued a
“Pan European Model” driving licence in order to make it easier to understand driving licences issued by individual
Member State and to help in having them recognized in each of the twenty five member countries.
According to the European Court of Justice (Case C-230/97 Awoyemi), the principle
of recognizing member states’ licences within the EU is meant to have direct effect
and is to be implemented from the date of the Directive (1 July 1996) (see Article 12
of the Directive).
Any driving licence issued by a Member State must be recognised by the other
Member States, even if the licence is old and does not correspond to the Pan
European Model, provided it is still valid. This is why the Directive provides
equivalence tables for licences issued before 1 July 1996, subject to the Commission’s
agreement (an agreement concluded in the legal form of a Decision, and adopted on
21 March 2000 by the Commission).
Important: You no longer have to exchange your original licence if you go to live in another Member State but you
can apply to do so if you wish.
What you need to know
If you hold a valid driving licence and take up “normal residence” in a Member State other than the one that issued
the licence, the host Member State may enter on the licence any information needed for administration purposes
and may apply its national rules on:

Definition of “normal residence”
“Normal residence” means the place where people usually live, i.e. for at least 185 days in each calendar year,
because of personal and occupational ties, or, in the case of people with no occupational ties, because of personal
ties that show close links between them and the place where they are living.
However, the normal residence of people whose occupational ties are in a different place from their personal ties
and who consequently live in turn in different places in two or more Member States is regarded as being the place
where they have their personal ties, provided that they return there regularly. This latter condition need not be met
where people are living in a Member State in order to carry out a task of a definite duration. Attendance at a
university or school does not imply the transfer of normal residence.
Information on “ community law “
The Pan European Model
The Pan European model driving licence still bears the name of the Member State which issued the licence and
specifies the vehicle categories for which the license is valid. In addition, the license lists the conditions under
which the holder is entitled to drive. For instance, when the wearing of corrective lenses is recognised by the issuing
authority as necessary for driving, this must be recorded on the driving licence. Furthermore, licences issued to
disabled persons bear a special indication of the conditions in which such persons may drive a vehicle.

Vehicle Categories
The definitions of the various categories have been harmonised as follows:
Category A
Motorcycles, with or without a sidecar.
Category B
Motor vehicles with a maximum authorized mass not exceeding 3 500 kg and
having not more than eight seats in addition to the driver’s seat; motor vehicles
in this category may be combined with a trailer having a maximum authorised
mass which does not exceed 750 kilograms; combinations of a tractor vehicle in
category B and a trailer, where the maximum authorized mass of the
combination does not exceed 3 500 kilograms and the maximum authorized mass
of the trailer does not exceed the unladen mass of the tractor vehicle.
Category B+E
Combinations of vehicles consisting of a tractor vehicle in category B and a
trailer, where the combination does not come within category B.
Category C
Motor vehicles other than those in category D and whose maximum authorized
mass is over 3 500 kilograms. Motor vehicles in this category may be combined
with a trailer having a maximum authorised mass that does not exceed 750
kilograms..
Category C+E
Combinations of vehicles where the tractor vehicle is in category C and its trailer
has a maximum authorised mass of over 750 kilograms.
Category D
Motor vehicles used for the carriage of persons and having more than eight seats
in addition to the driver’s seat. Motor vehicles in this category may be combined
with a trailer having a maximum authorised mass that does not exceed 750
kilograms.
Category D+E
Combinations of vehicles where the tractor vehicle is in category D and its trailer
has a maximum authorised mass of over 750 kilograms.
Within the above categories A, B, C, D, driving licence for the driving of a vehicle in the following optional
subcategories:
Subcategory A1
Light motorcycles with a cubic capacity not exceeding 125 cm3 and of a
power not exceeding 11 kW.
Subcategory B1
Motor-powered tricycles and quadricycles.
Subcategory C1
Light motorcycles with a cubic capacity not exceeding 125 cm3 and of a power
not exceeding 11 kW.
Subcategory C1 + E
Combinations of vehicles where the tractor vehicle is in subcategory C1
and its trailer has a maximum authorised mass of over 750 kilograms, provided
that the maximum authorized mass of the combination thus formed does not
exceed 12 000 kilograms, and that the maximum authorized mass of the trailer
does not exceed the unladen mass of the tractor vehicle.
Subcategory D1
Motor vehicles used for the carriage of passengers and having more than eight
seats in addition to the driver’s seat but not more than 16 seats in addition to the
driver’s seat; motor vehicles in this subcategory may be combined with a trailer
having a maximum authorized mass which does not exceed 750 kilograms.
Subcategory D1 + E
Combinations of vehicles where the tractor vehicle is in subcategory D1 and its
trailer has a maximum authorized mass of over 750 kilograms, provided that
firstly, the maximum authorized mass of the combination thus formed does not
exceeed 12.000 kg and the max authorized mass of the trailer does not exceed
the unladen mass of the tractor vehicle; secondly, the trailer is not used for the
transport of persons.

Validity Of The License
The Member States are introducing a national driving licence based on the Pan
European model. This entitles the holder to drive, both on national and international
journeys, vehicles of the categories for which it has been granted.
The validity of the driving license is determined as follows:
* Licences granted for categories C and D are also valid for the driving of vehicles in
category B.
* Licences for vehicles in categories B + E, C + E and D + E will be granted only to drivers already entitled to drive
vehicles in category B, C and D respectively.
Mutul Recognition
General rule:
Driving licences issued by the Member States are mutually recognised.
Exceptions:
Driving licences issued by a Member State in exchange for a driving licence issued by a non-Community country
will not automatically be recognised on a mutual basis by the others. Even if such a licence has already been
recognised by one Member State, you should contact the competent authority to establish whether your licence is
valid. Member States may refuse to recognise driving licences issued to drivers under the age of 18.
Exchanging Of Driving License
Information on European Union Law
If holders of driving licences changed residence or place of work from one Member State to another, they used to
have to exchange their licence within one year (Directive 80/1263/EEC). This obligation was abolished on 1 July
1996 and exchanging of driving licences has been voluntary since then.
In the event of voluntary exchange, loss or theft, the Member State in which holders have taken up their normal
residence will issue the person concerned with a Community model driving licence for the corresponding category
or categories without requiring that person to take a theoretical or practical test.
Exchange may be refused:
If a non-Community country issued the driving licence; Member States are free to
recognise such driving licences if they wish, and recognition by one Member State
is not binding on the others.
Application by holders
Applications for exchange must be made to the competent authorities in the
normal country of residence, at the request of the holder and on surrender of
their current licence. Before the exchange is made, applicants must submit a statement to the effect that their
driving licence is currently valid. It is up to the Member State responsible for making the exchange to verify the
truth of the statement, if necessary.
Rules for car registration
The owner of a car with EU plates has to request the car’s registration in Italy (i.e.: request Italian licence-plates)
within 1 year after becoming a resident in Italy. The Italian Motor Vehicle Office and Automobile Public Registry
after receiving payment for due government fees and eventual technical inspections, will issue italian plates and a
car logbook, which is called “ libretto di circolazione”. No VAT needs to be paid to the customs if the car is older
than 6 months ( meaning that VAT was already paid in the Country where it was brought)

Notes:
It is NOT possible to apply for an Italian insurance policy if the car’s owner has not become a resident and if they
have not obtained Italian licence-plates. This is particularly important in the case that a foreign company cannot
cover the car’s insurance abroad or in the case the owner has cancelled his/her residence in his/her home country
or in the country where he/she was residing before moving, as in these cases the foreign insurance company may
not want to renew or extend the insurance policy for the car while it is abroad.
Informationf for US Citizens
Americans may drive in Italy as long as they have a translation of their state driver’s license.
Basic Information
AAA will issue an International Driver’s Permit for any U.S. resident with a
State driver’s license. You will need $10 and 2 passport-sized pictures. If
you do not have the pictures, they can take them for you for an additional
amount. The IDL is valid for 1 year and can be post dated until the date of
your arrival in Italy. You do not need an IDP to rent a car but you do to
drive a car. If stopped by the police they may not ask for it buti f they do
and you do not have it, you will face a fine. Not worth it.
The IDP by the way is not used instead of your license but together with it.
You must carry your home state license ( this is considered valid identification which is required at all times in
Italy) Residents may drive with the IDP and their home state license for their first year of residency. After this
they will need to get an Italian driver’s license – the Patente.

Answer: It is necessary to have an international license or your American state license accompanied by an official
translation in Italian. Because this same rule is valid for the entire EU, we suggest applying for an international
license so that you can drive throughout Europe and avoid having to carry multiple translations of your American
license.
International Driving License in the US or overseas
When traveling overseas, carry an International Driving Permit, even if, you’re not planning to drive. Should you
need to communicate with foreign authorities, this recognizable form of identification can help you get on your
way more quickly. Valid in over 150 countries, the permit contains your name , photo and driver information
translated into ten languages. Before you travel the world, travel to any of the AAA offices for your International
Driving Permit. Bring your valid U.S. driver’s license, $10, and two original passport type photos ** ( also available
at the AAA offices ).

form, two ORIGINAL passport-type photos, a $10permit fee and a photocopy of both sides of
your driver’s license and mail them to the nearest AAA office.

traduzione ufficiale in lingua italiana o da documento equivalente”:
“Drivers with licenses or international permits from a foreign country not of the EU may drive a vehicle for as long
as their home license is valida s long as they have not been residents of Italy for more than a year. If the license or
permit does not conform to the international conventions* as does Italy, they must have an official translation
into Italian or an equivalent document (IDP).”
*A US State driver’s license does not conform as it is only in English and it is State not country issued.
Special notes:
* You must carry your US State, Canadian State, etc. license along with your IDP as they go together.
* Neither of these are considered valid ID in Italy, which everyone who is here must carry at all times.
* The only ID that Italy recognizes from a US or Canadian citizen is their passport.

The “Patente”:
Step one: sign up at a driving school. You can do the whole thing as a self
study project but it is not easy. Ofcourse if you have been driving for a
while you develop bad habits.
Step two: take the written test. This is a test with 10 subjects, each having
3 true or false questions. Some words can change whole questions so you
really have to study and pay attention. You are allowed to miss 4.
Step three: if you pass your driving school written exam you will have to practice behind the wheel for a while,
after which, the driving school will set up your driving exam. The test will normally be more than one month from
the date you pass the written test.
Step four: take the driving part of the exam. That is not allowed. You have to do a lot of things like a beginner. You
cannot do some of the things that you are used to doing but the instructor will help with this before the exam.
Once you pass, they hand you your license.
Special notes:
If you are not confident about your italian, you can opt to take the written test orally. I twill still be in Italian but it
may be easier to understand some of the questions when they are spoken.
There is a program that you can download called:
Web Patente ( http://webpatente.altervista.org/webpatente/ ) that you can use to practice for the exam or to test
your knowledge.
Information for NON EU Citizens
It is possible to drive in Italy with a Non-EU driving licence if the holder has not been a resident in Italy for more
than 1 year. The driving licence has to be accompanied by a valid International Driving Licence.
Basic Information
As a general rule all Non-EU driving licences have to be converted into an Italian one if the holder has been a
resident for MORE than 1 year. Conversion is only possible for some nationalities (see list under General Info page
6) Driving licences issued by non listed countries cannot be converted, as there is no agreement for reciprocal
recognition.
The interested individuals must comply with the usual requirements described for obtaining an Italian licence, (a
written test, a driving test, a medical examination, and the relevant documentation ) as if they had never obtained
a licence before.
