It is a great honour for me to welcome you to the XII International Winter Road Congress
in Italy at Turin and Sestriere.
The themes which will be tackled represent a challenge for the governments of countries
which find themselves dealing with the many problems connected to the conditions of
roads in winter.
For many years now Italy has recognised the fundamental importance of road safety
and maintenance for development of road policies. The question of winter road
conditions is particularly relevant to Italy since the mountain ranges of the Alps and
Apennines go along and across the country rapid and difficult to predict changes in the
weather mean that often unforeseeable snowy and icy conditions need to be managed.
The experience gained by other countries in this sphere cannot but help us to achieve
our objective.
I therefore extend a warm welcome to Italy to you all in the hope that this congress
might open up new winter road strategies in Europe and worldwide.
Invernale in Italia, a Torino e Sestriere.

It is a real pleasure for me to welcome, on behalf of the Piedmont Region, the participants
of the XII International Winter Road Congress.
Given our deep concern for road safety and related issues, we are honoured to host such
an important international event in Piedmont. 50% of our regional territory is covered
by mountains and our history has been strongly influenced by this characteristic. Our
national and international relations have been strengthened through mountain roads;
relations that were and continue to be essential for our growth and for the development
of Italy. It is therefore only natural that we should have an avid interest in the numerous
presentations, discussions and debates involving highly qualified experts. Of special
value is that the participants bring diverse experience from many countries in this area
of endeavor which is of such great importance to us. This Congress will be a great
opportunity to discuss common problems aimed at fostering safer travel and improved
mobility in difficult weather conditions like fog, snow and ice.
Finally, I would like to invite all participants to take advantage of this event to get to
know the many and extraordinary features Piedmont has to offer : a very rich and varied
natural landscape, a wonderful art and cultural heritage, and extraordinary cuisine and
wines. As is their tradition, Piedmont citizens are ready to warmly and cordially
welcome you.
difficile quali nebbia, neve e ghiaccio.
tradizione.

Congresso Internazionale della Viabilità Invernale
Dear Colleagues,
On behalf of the World Association (PIARC), I invite you to participate in the XIIth
International Winter Road Congress. The Congress is to be held inTurin-Sestriere,
Italy, 27-30 March 2006.
Safe and uninterrupted winter access to work, leisure activities and services is vital to
the people of the many countries that experience snow, ice and freezing conditions. The
challenge for road and road transport managers is to maintain safety and quality of
access in severe winter weather conditions and to do this within economic and environmental constraints.
PIARC addresses this challenge through a research and best practice program undertaken by panels of international experts. Results are communicated through publications, seminars and International Winter Road Congresses held every four years.
The International Winter Road Congress is a broad, interdisciplinary forum on stateof-the-art best practices and on experiences implementing recent innovations. It includes reports from the expert panels on their work over the last four years and, importantly, forward-looking sessions aiming to identify key issues and challenges for the years
ahead.
On behalf of PIARC, I thank the Italian Government, the Piedmont regional authorities, and the cities of Turin and Sestriere for hosting this important congress. Please
reserve 27-30 March 2006 so that we may look forward to seeing you in the Olympic
city of Turin just a few weeks after the 2006 Winter Games.
Invernali 2006.
On behalf of the Organising Committee and the Italian National Committee I am
pleased to invite you to participate in the XIIth International Winter Road Congress
which will be held in Turin Sestriere from27 to 30 March 2006.
The Italian Organising Committee (COI) - composed of representatives from the
Ministry of Transport and Facilities, from ANAS spa, from AISCAT, from the Piedmont
Region, the Province of Turin and Municipalities of Turin and Sestriere, is actively
involved in the rapidly proceeding activities connected with the organisation of the
event.
The Italian National Committee PIARC has the honour of holding this event which is
acquiring a level of importance comparable to that of the World Road Congress.
The question of safety is relevant and important to governments and their respective
road authorities in all countries, especially with regard to ensuring continued mobility
on roads and motorways during the winter period.
I encourage you to participate enthusiastically in the Congress and wish you a warm
welcome to Italy, a country of sunshine… but also of abundant snowfalls and winter
sports.

The Opening Ceremony will feature
words of welcome from the President of
the Italian Organizing Committee, the
President of PIARC, the President of the
Italian National Committee, and the Chair
of PIARC TC 3.4. These will be followed
by speeches from the local and national

The discussion will be focused on the issues related to winter mobility and policies implemented in this respect.
Furthermore, presenters will illustrate
technologies implemented by Piedmont
and Italy, to ensure winter mobility for
road users. Professor Antonino Zichichi
will follow with a lecture on this subject.
Prof. Zichichi short biography
Professor Antonino Zichichi is known as
one of the greatest scientists in the world.
He is Full Professor of “Higher Physics”
at the University of Bologna. He was
awarded, further to several honorary
degrees, important scientific recognition
from various countries such as the U.S.,
Germany, and Russia among others. He
founded and currently manages the “Ettore Majorana – Scientific Culture Centre” at Erice, and is President of the
“World Federation of Scientists”. Among
his numerous and significant projects and
achievements it is worth mentioning the
Aquila “Gran Sasso Laboratory” – the
largest underground laboratory for the
study of cosmic neutrinos and nuclear
stability of matter. It is equipped with the
most powerful electronic circuit – with a
measurement accuracy of the flight time
of sub nuclear particles of “seventy thousandth billionth of a second”. He wrote
more than 800 scientific works, known
and studied all over the world: among
other publications we’d like to mention:
6 discoveries, 4 inventions, 3 original ideas that opened new ways to the sub-nuclear physics of high energies, and 4 studies on high-precision measurements of
fundamental physical quantities.
He is also author of nine books, including:
“Scienza ed Emergenze Planetarie” (Rizzoli, 1993); ”Galilei, divin uomo” (Il
12
Saggiatore, 2001); “Il vero e il falso” (Il
Saggiatore, 2003); “Tra fede e Scienza.
Da Giovanni Paolo II a Benedetto XVI”
(Il Saggiatore, 2005).
Currently Professor Zichichi manages the
ELN project (Eloisatron) at the Aquila
National Institute for Nuclear Physics for
studies using of the most powerful super colliding beam accelerator of protons
at the highest energy and luminosity.

Companions tours
6 tours have been organized in the city
of Torino for accompanying persons and
guests, including a cultural tour, a workshop visit and a tour of the Torino markets. Interpreters speaking English and
French will accompany guests during the
tours.
Torino Magic City
Torino viewed from an unusual angle! For two and a half hours, you will be immersed in the mysterious side of the city. Torino has two souls: one is linked to white
magic, the other to black magic and witchcraft. You will explore both of them, led by
our tour guides, during a “magic and mysterious trip” starting from Piazza Statuto
Square, the city’s “heart of darkness”, which was used as a graveyard by the Romans who settled in Torino. At sunset, you will see troubling monsters, sinister
architecture, unusual statues decorating old buildings, and a small and peculiar detail of the Cathedral, hosting the Holy Shroud. All this will intrigue you! Even if you
never believed in magic, try and discover the city that the occult science gurus consider
one of world capitals of black and white magic.
Departures: Thursday and Saturday 09:00 p.m. from Piazza Statuto
Duration: 2,5 hours
The Torino Underworld
If you want to be captured by the secrets of Torino, take in our guided tours of
underground Torino. Below the hectic and lively city you will find new, mysterious
and unknown places where time stands still.
Fifteen meters underground, the Cittadella tunnels and the baroque buildings’ cellars await you to unveil their mysteries, where old crimes come to light… The excursion leads you to an underground shelter and to the Royal “ice depot” of Porta
Palazzo. A special way to show you bizarre and exciting facets of our city.
Departures: Friday 08:30 p.m. from Piazza Vittorio
Duration: 3 hours
“Aperitram”
Enjoy a musical cocktail on a tram!
This is an unusual way to taste an aperitif - on board the old no. 2595 tram, dating
back to the 1930s. The tram covers a sinuous path through the city centre. You will
be accompanied, by the warm sound of a saxophone and you will savour a very
special drink. By necessity, this will be a standing cocktail.. Delicious appetizers will
be served with an alcoholic drink, a soft drink and Barbera and Arneis wines produced by the “Francone” of Neive winery.
Departures: Friday 07:30 p.m. and 08:30 p.m. from “Gran Madre di Dio” church
Duration: 45 minutes
21
Itinerary of the “ Bollito Misto”
Visit a Fassone veal breeding farm in the province of Asti. Also features a visit to a
winery and tasting of wine-based aperitifs along with a farmers’ lunch. The farm
visit also provides an opportunity to buy directly from producers.

Fresh Wine Itinerary
Friday 07.30 p.m. – 08.30 p.m.
Visit a cask manufacturing firm, a winery and its vineyards, and take in a country
lunch. A second winery visit, near Asti, will thrust you in the midst of a new wine
bottling celebration. This is followed with dinner accompanied by new wine.
Duration: 1 day
Aosta Valley Itinerary
Visit to Aosta and the cooperative of Fontina Valle d’Aosta DOP cheese makers, a
typical regional lunch in Courmayeur, free time for a walk in the woods of Val Vény,
visit to farms of the area, and shopping for local products.

Torino and Sestriere
Highlights
with other large hotels and in very little
time a new international Alpine
settlement was created which continues
to develop with the current Olympic
venues.
Torino is located in Piedmont, in the north
west of Italy. Sestriere is an hour drive
from Torino.
How to reach Torino by air
Torino has an international airport linked
on a daily basis to the most important
Italian and European airports, but it has
no intercontinental flights.
However there are buses linking Torino
with the Milan Malpensa international airport.
T
urin is a city to discover. The elegant
Savoy town crowned by the Alps, capital
city in the centuries of the Savoy
kingdom, of Italy and of the large
enterprise, is undergoing an
extraordinary regeneration. The great
urban interventions and the overcoming
of its industrial monoculture are
changing its aspect. Turin is a balance
of living history, innovation, culture,
ancient and contemporary art.
Two thousand years of history are there
to be admired in its streets, squares and
under its porticoes, as well as the
masterpieces the city preserves from its
past: baroque and liberty style buildings,
the extraordinary artefacts of the
Egyptian Museum, the Holy Shroud and
the newly added creative expressions of
the Cinema National Museum, hosted in
the Antonelli’s Tower, the network of city
museums and the rich collection of
private art galleries. Furthermore, Turin
is the heart of a centenary food and
wine tradition. Chocolate, the
“giandujotti” and vermouth served in the
charming old historical cafés, as well as
26
the tradition of the happy hours typical
of its coffee houses, characterize the
unquestionable qualities of this
Piedmontese metropolis : good taste and
quality of life.
The 2006 Winter Olympic Games and the
numerous sports events to be hosted in
Turin, innovation and cultural
movements, and its tourist vocation, are
the new identities of the city. With the
Games the city shall have the opportunity
to present itself to the world: more
beautiful, dynamic and friendly.
Sestriere, the old “ad Petram Sextariam
ou Sestreram” was a small village whose
inhabitants were sheep breeders. During
the Napoleonic period, the road crossing
Sestriere became a carriage road, and
towards the second half of the XIX
century a roadman’s house was built.
The first hotel was built in 1921. Starting
from 1930 Senator Giovanni Agnelli and
his son Edward had the idea to turn
Sestriere into a ski resort. In the following
years, chairlifts were introduced, and the
famous “Towers” were built, together

somewhat different practice for the visa
application. Hence the applicant must
refer to the Italian embassy in his/her
own country of origin to obtain relevant
information on the need for a visa and
other required documents. The applicant
must inform the Italian Secretariat of the
documents necessary to receive a visa.
