1 Environmental Challenges at the EU level

The impact of society on the environment is becoming more and
more intense. The consumption of resources is getting beyond the
absorption capacity of the environment. The world economy has
since the beginning of the industrial revolution until now relied on
the exploitation of relatively cheap energy, raw materials and other
resources. In addition to the lack of cheap energy and other
resources and the uncertainty of supply of key fossil fuels (oil,
natural gas), the world is faced with the problem of climate change,
with huge amounts of waste and increasing pollution. Sustainable
development is necessary for the stability of resource supply, and
should become an economic responsibility of each company, the
public sector, and the general public alike. Only with sustainable
development it will be achieved that the prices of products and
services will also cover the costs of environmental impacts
throughout their life cycle. Therefore, the concepts of energy
saving, environmental planning, repair, recycling, re-use and
production of materials and finished products are being developed
and implemented by world's economies.

To achieve sustainability, the society has to strive towards:
minimising the consumption of matter and energy; reusability and
recyclability of the material; human satisfaction; and minimum
environmental impacts and embodied energy. It is important to
minimize our consumption, because when a material is consumed, its
chances for future use are diminished and their potential utility to
future generation is lost. The use of renewable natural resources
should be based on sustainable management (for example forest
management) and on sustainable exploitation of local resources. The
satisfaction of end-user of buildings has to be considered (e.g. with

European Policy is affecting and, indeed, directing current research,
development and marketing in the EU. Many policy strategies and
actions directly impact the forest products’ industry. The main
policies with direct impacts on the forest-based sector are the EU
Sustainable Development Strategy (SDS, European Commission,
2009), which was published in 2006, and reviewed in 2009, the EU
Roadmap 2050 (European Commission, 2011), and the recycling
society directive (Directive 2008/98/EC, European Parliament,
Council, 2008).

The SDS sets out a single, coherent strategy on how the EU will
more effectively live up to its long-standing commitment to meet
the challenges of sustainable development. It recognizes the need to
gradually change our current unsustainable consumption and
production patterns and move towards a more integrated approach
to policy-making. It reaffirms the need for global solidarity and
recognizes the importance of strengthening our work among
member states and also with partners outside the EU, including
rapidly developing countries, which are expected to significantly
impact global sustainable development. The overall intent of the
SDS is to identify and develop actions to enable the EU to achieve
continuous long-term improvement of quality of life. Specifically,
the SDS calls for the creation of sustainable communities able to
manage and use resources efficiently, able to tap the ecological
and social innovation potential of the economy and in the end are
able to enjoy prosperity, environmental protection and social
cohesion.
The Roadmap 2050 project mission is to provide a practical,
independent and objective analysis of pathways to achieve a lowcarbon economy in Europe, which promotes energy security as well
as the environmental and economic goals of the European Union. The
Roadmap 2050 project is an initiative of the European Climate
Foundation (ECF) and has been developed by a consortium of experts
funded by the ECF. Roadmap 2050 breaks new ground by outlining
plausible ways to achieve an 80% reduction in greenhouse gas

emissions from a broad European perspective, based on the best
available facts elicited from industry members and academia, and
developed by a team of recognized experts rigorously applying
established industry standards. Roadmap 2050 determines five
priorities that must be established between 2010 and 2015 in order
for Europe to progress towards implementation of an 80% reduction
target for greenhouse gas emissions by 2050:
1) Energy efficiency (through aggressive energy efficiency
measures in buildings, industry, transport, power generation,
agriculture, etc.);
2) Low carbon technology (development and deployment of,
offshore wind, biomass, electric vehicles, fuel cells,
integrated heat pump and thermal storage systems, and
networked high-voltage, direct current (HVDC) technologies,
including adoption of common standards, etc.);
3) Advanced electricity grids and integrated market
operation (i.e., an increase in regional integration and
interconnection of electricity markets; effective transmission
and distribution regulation, the development of regionally
integrated approaches to planning and operation of grids and
markets);
4) Fuel shift in transport and buildings (fossil fuels are
replaced in the building and transport sectors by decarbonized
electricity and low CO2 fuels (e.g., 2nd-generation biofuels);
5) Markets (a massive and sustained mobilization of
investment into commercial low-carbon technologies).
The latest waste directive from 2008 (Directive 2008/98/EC)
contains an article for the re-use and recycling of all consumer and
industrial materials. Amongst other things, it requires member
countries to proceed with actions necessary to re-cycle materials as
well as products. To fulfill these requirements, products should be
developed with simple recycling as a product feature. In the woodproducts’ sector, the waste hierarchy is presently underdeveloped
and largely ignores the EU’s preferred option of maximizing the
carbon storage potential of wooden materials by their reuse in solid
form, with subsequent downcycling of reclaimed wood in as many
steps of a material cascade as possible. At present, in Europe
recovered wood volumes total approximately 55.4 mio m3. One third

of this volume is burned for energy production, and one third is
down-cycled and used for the production of particleboard, thus
losing the favourable material properties of solid wood. The
remaining (and largest) fraction of waste wood (20.4 mio m3) is not
used at all at the moment in the EU27 and is landfilled. However,
this ignores the environmentally preferred option to maintain wood
materials in a maximum quality level by reuse in solid form,
therefore extending the carbon storage duration. This shortfall
presents an opportunity for the forest-based sector to become a
leader in achieving the European Commission’s ambitious target of
reduced CO2 emissions with innovative production technologies,
reduced energy consumption, increased wood products’ recycling,
and the reuse and refining of side-streams (e.g., manufacturing by
products such as sawdust as planer shavings).
The European Commission defines Green Public Procurement (GPP)
in its communication COM (2008) 400 “Public procurement for a
better environment” as a process whereby public authorities seek
to procure goods, services and works with a reduced
environmental impact throughout their life cycle when compared
to goods, services and works with the same primary function that
would otherwise be procured.” The EC achieved a 50% of
implementation over the share of the best GPP performances
countries in the EU. Since this commitment was required, many
Administrations at national, regional or local level have included GPP
in their policies or assumed the engagement acquired in this field.

2 The Living Lab Approach
In order to achieve the goals EU has set to become a sustainable
society it is important that research and development, including
infrastructures, are performed in a way that the citizens of EU active
contributors to the development. They have to be aware of the
importance of actions needed to fulfil the goals of EU. The Living
Lab approach can successfully implement the active involvement of
or relevant stakeholders in achieving a set goal of EU to become a
low carbon economy and creating health living environment. Living
Lab approach is a system for experimentation and co-creation with
real users in real life environments, where the end users together
with researchers, enterprises and public institutions jointly explore,
design and validate new and innovative products, services, solutions
and business models with the support and usage of information and
communication technology (ICT). It is a user-centred, openinnovation system, often operating in a territorial context (e.g. city,
region), integrating concurrent research and systemic innovation
processes within a public-private-people partnership. Based on the
idea of crowdsourcing and peer-to-peer communication, it opens
radically innovative ways to communicate across any geographic
borders or institutional silos. Living Lab approach enables creating
and demonstrating innovative cost-efficient ways for communicating
towards stakeholders the relevance of the European industry sectors
and their products for a sustainable bio-economy.

2.1 The Energy Virtuous Living Labs
The aim of EnergyViLLab project was the creation of “virtual labs”
where different private and public subjects can interact and
experiment innovative applications and solutions focused on RRM:
RES: Renewable Energy Sources
RUE: Rational Use of Energy
MOB: Sustainable Mobility Systems
In the frame of the project 10 EnergyViLLabs (Living Labs focused on
the application of RRM) were established. EnergyViLLab project is
thus a "facilitator," an incubator of ideas, a mediator for innovation,
aiming to draw useful insights and make proposals for new
participatory policies of eco-sustainable development. Further aim
of the EnergyViLLab project is to increase number of RRM initiatives
in the cross-border territory, accompanied by awareness-raising and
information activities, also after the termination of the project. The
knowledge, experiences, network and best practice examples should
be further supported. The sustainable operation of the EnergyViLLab
project can considerably contribute to all listed EU targets
(Roadmap2050, SDS, Waste directive, etc.). Namely, for improving
future RRM topics communication across Europe three key needs can
be defined:
(1.) clear and sufficiently detailed messages presented in a
neutral manner,
(2.) stressing the important role of RRM in tackling climate
change and
(3.) addressing specific audiences.

3 EnergyViLLab Living Laboratories activities, results and benefits
for territories
EnergyViLLab is a project of transnational nature as societal
perception towards the RRM sector, services and products can within
a globalized society and the given economic presence of a growing
European Union not be useful managed on a solely national level.
Three main dimensions of trans-nationality can be mentioned in
context of the project:

The EnergyViLLab project integrates the experience of social and
economic research in the RRM based sectors in Slovenia and Italy.
Furthermore, the EnergyViLLab project actively cooperates with
public and private stakeholders from both countries. Furthermore,
the project goes beyond the Slovenia and Italy, but networking with
experts in the field from the whole world (Canada, USA, Norway,
etc.). This collaboration ensures the scientific quality and practical
relevance of the project outcomes.

3.2 Transnational content and objectives
GOLEA – Nova Gorica
Content and objectives of the project are of global nature and full
European dimension. It is neither economically feasible nor useful to
investigate the topics of the project on purely national levels. The
investigated topics as well as the later implementation of the results
request transnational cooperation in research and practise. The
EnergyViLLab project fulfils these requirements by its consortium
structure and aims at developing a European network for the RRM
sector.
3.3 Transnational work and know-how transfer
The exchange of know-how, experience and information between the
partners are increasing via strong collaboration. Every partner acts
as a national distributor of the project by delivering results to
national associations and stakeholders. Within the EnergyViLlab
project the consortium regularly meet every six months (sometimes

even more often) in one of the partner’s countries. These meetings
are dedicated to planning and coordinating the project, exchange of
preliminary results, meeting with or reporting to the advisory board
and holding dissemination workshops. Moreover, the project and its
preliminary results are thus regularly presented and discussed among
partners and external stakeholders. In occasion of these
dissemination workshops the local partners usually invite decision
makers and other interested stakeholders, such as technological
incubators, SMEs, local administrations.

In accordance with the different aspects of trans-nationality
described above, the EnergyViLLab project provides added value by:
o Providing synergies between the participating countries,
stakeholders and institutions;

4 Living Laboratories developed within the EnergyViLLab project
Within the EnergyViLLab project, “virtual laboratories” were created
to develop, in the cross-border territories, innovative applications
and solutions in the field of RRM (Renewable energy, Rational use of
energy, sustainable Mobility). These Energy Virtuous Living Labs,
implemented within the project, are pilot experiences in the
European panorama, having proved that there isn’t such
concentration of Living Labs working specifically in the field of
energy. Moreover, the added value of the EnergyViLLab project can
be identified in its heterogeneity, being the 10 laboratories
specialised in several different sectors. If this diversity was initially
considered as an obstacle for the success of the project, actually it
has revealed as its main strength.
The 10 Living Labs, which description could be find in the Annex of
this document, can be thus grouped on the basis of the RRM field
they are working on:

5. EnergyViLLab Network as element of openness
As part of the Italy-Slovenia EnergyViLLab project, the transnational
consortium composed by the partners listed below, established the
EnergyViLLab Network (EVN) in order to consolidate the cooperation
within the partnership and extend the benefits of the project outside
the boundaries of the cross border area already involved. EVN has
the clear mission of promoting the “Living Lab” approach as a tool to
achieve strategic sustainability objectives. The best practices
developed within the 10 living labs are promoted through local and
transnational events and restricted meetings and made available to
interested
stakeholders
also
on
the
project
website

Knowledge and competences of EVN members is shared and

Appendix: Short descriptions of developed living laboratories
LL of Koper – SME ViLLab (University of Primorska, Slovenia)
Mission: to increase energy efficiency of houses and consequently
reduce the air pollution in the region, by providing a platform of
SMEs and information to residents about how to retrofit their
existing home or how to build an energy-efficient new home.
At University of Primorska living laboratory SME ViLLab was
developed in the frame of EnergyViLLab project. The mission of the
SME ViLLab is to increase energy efficiency of houses and
consequently reduce the air pollution in the region, by providing a
platform of SMEs and information to residents about how to retrofit
their existing home or how to build an energy-efficient new home.
The main objective of the SME ViLLab is to provide a platform to
residents for a whole house approach to improving energy efficiency
and comfort at home, while helping to protect the environment and
fight global warming. The SME ViLLab focuses on energy efficiency of
houses that can be achieved with proper choose of the outer walls,
ceilings, windows, doors, and floors of a house. Further aims of the
SME ViLLab are to promote energy efficiency of residential houses,
educate the citizens how they can reduce the environmental impact
by increasing the energy efficiency of their homes. Promote the use
of thermal envelops, high quality windows, heating system by
renewable energy, etc. and offer to the citizens the platform of
SMEs, experienced service professionals, that they can turn to, when
they decide for reconstruction of their homes.
An environment in which small and medium enterprises, which work
in the area of energy efficiency of houses, university, municipalities
in the region and citizens are intergraded. All participants in the
laboratory with their cooperation (through meetings, events) help
create targets SME ViLLab laboratory to increase the energy
efficiency of houses and the consequent reduction in air pollution in
the region.
The SMEs included in the SME ViLLab are construction companies,
producers of insulation materials, windows, heating systems and
architects. In addition, the SME ViLLab will offer the support to
citizens, who will decide to build new energy efficient or zeroenergy houses building.

The stakeholders promote energy efficiency of residential houses,
educate the citizens how they can reduce the environmental impact

of good practices of energy efficient homes.
Among activities of SME ViLLab, the following events should be
emphasized:
- Meeting with Alberto Cayuela, Associate Director of UBC
Sustainability from UBC (The University of British Columbia, Canada).
Attended stakeholders learned about UBC as a living laboratory,
collaborative initiative that brings together education, research,
operations and partnerships to advance sustainability on campus and
beyond, including green buildings and Canadian WoodFirst program.
The meeting was attended by a total of 28 participants among whom
participated five students. It was published on a national television
and the Internet as a successful meeting
- Workshop with well-recognized experts from America, Canada,
Norway, Italy and Slovenia, which aim was to answer the question
“how to functional introduce user-lead innovation in the Slovenian
wood industry through SME ViLLab. The participants of the SME

ViLLab workshop concluded that SME ViLLab can lead to increased
use of wood in construction and contribute to the energy efficiency
of private houses in the region with carefully selected activities and
clearly defined goals.
- Workshop about Life Cycle Assessment and Environmental Product
Declarations for wooden products and their role in sustainable
buildings. The stakeholders of SME ViLLab learned the importance of
including environmental impact assessment tools to their product
development and services and how to obtain an Environmental
Product Declaration for their products.
- With the aim of sustainability of SME ViLLab joint project
applications of the stakeholders in national and European calls,
which resulted in two successful applications in ERA-net+
WoodWisdom programme. The successful joined project proposals
are ensuring continuation of the established successful relationships.
The sustainable stakeholders relationships is achieved with good
communication, trust, reciprocity, and commitment.
Plan for the future
With the aim of SME ViLLab sustainable operation establish
partnerships with the FIN LLAB, financial living laboratory in the
region, which was developed in the frame of Mediterranean Living
Lab for Territorial Innovation (http://www.medlivinglab.eu/). We
will collaborate soon with the organization of Green Building Council
(GBC Slovenia), whose mission is to divert construction sector in the
direction of sustainability and sustainable development. Together,
we will participate in sustainable-oriented projects.

ENVICUT - Living Lab in Maniago Knife District
The pilot action coordinated by ConCentro involves the
experimentation dedicated to verify methods and benefits of
implementing a model of Living Lab focused on the resolution of
issues related to energy saving in a context of industrial cluster.
The geographical area in which the project activity will held is
Maniago Knife Industrial District, suitable for its characteristics for
testing the project pilot phase
In particular, ConCentro identified a target group of firms located in
Maniago District because it is an area with delimited governance,
characterized by small and medium enterprises in the mechanicalmetallurgical sector which is representative in Friuli Venezia Giulia
Region.
The
Living Lab model experimentation based on the active
participation of business- institutional representatives and citizens,
involved local district municipalities representatives and
representatives of business Associations - Confartigianato,
Unindustria and Ascom - who collaborated actively in the project
both in the phase of mapping of homogeneous groups of industrial
buildings to be submitted to energy check-ups and
in the
dissemination of the project results.
Starting from the recent adoption of the VEA Protocol of energy and
environmental assessment of public and private buildings by Friuli
Venezia Giulia Region, the project aims at testing the application of
the Protocol in the field of industrial buildings.
For this reason, ARES - Regional Agency for Sustainable Building, has
been identified for the achievement of audits on environmental and
energy impact on a target of industrial buildings selected by the
Agency for the Industrial Development in Maniago. The audits aim at
developing an energy sustainable methodology that could lead to
the identification of replicable and transferable solutions in other
areas and at raising entrepreneurs’ awareness on the energy
interventions on the following aspects:
- the state of the whole building - plant;
- identification of critical elements on which to intervene:
- energy savings, compared to the baseline situation, in order to
carry out the verification of the effectiveness according to costs and
benefits

ENERGY SAVINGS EXPECTED
The new EU directive 2012/27/UE on energy efficiency (effective
since 5 th December 2012 and to be implemented by 5th June 2014)
Art. 8 "Energy audits and energy management systems," in fact,
requests that Member States must promote high quality and costeffective energy audits.. The States must establish minimum
transparent and non-discriminatory criteria for energy audits
The Directive 2012/27/UE also requires a diagnosis for SMEs:
member States shall develop programs to encourage SMEs to undergo
energy audits and facilitate the implementation of the
recommendations resulting from these audits.
From the results of this LivingLab, the following actions can be

LL of Forte Poerio, Mira (Venice - Italy)
CRACA, as a partner of Energy ViLLab project, supported a pilot
project regarding the development of a living lab for the area of
Forte Poerio in Mira (near Venice).
This is a public area, belonging to the municipality of Mira, with a
real Fort built more than 100 years ago.
The idea at the basis of the realization of a living lab in this place is
to realize the conversion of an abandoned area, through public
and/or private partnerships, connecting strategic subjects (such as
University of Venice, consultants, craftsmen’ associations and
related companies, municipalities of Mira and neighboring towns,
local authorities and citizens).
We decided to participate to such a project, thanks to a previous
project carried out in this area, the construction of a passive house
called "Casa Futura" within the area, an example of energy-saving
and use of energy from renewable sources, last April 2011.
It was natural to proceed in the same direction, developing new
projects regarding low environmental impact and RRM technologybased.
The Living Lab is located in Mira, and its headquarters is within Casa
Futura.
The name of this Living Lab is FOR ALL, which means Forte Poerio
Area Living Lab.

The name “For All” also gives us the idea that the citizen, the user
of the park, is placed at the center of the design of new services in
the area and may itself indicate the way for the development of new
products/services within the park, thanks to a "participatory"
process.
The first step towards the creation of a living lab inside this area was
to carry out a feasibility study that could give the start to a
participatory process whose results could show us the way to redevelop the area.
The feasibility study showed us that, from a logistical point of view,
the Forte Poerio area enjoys a position adjacent to a railway line
that will allow it to be easily inserted in the cultural and territorial
services’ system of Venice province. Lying adjacent to the “Riviera
del Brenta” has significant connections with the landscape and
tourist traffic, the most relevant, from an architectural point of
view, Venetian villas, the Fusina terminal that plays a strategic role

in the Lagoon of Venice, by organizing the flow of tourists to the
historic center of Venice.
It 'clear, therefore, that this area belongs to the centrality of the
Venetian life and should not be seen as a peripheral area of the
municipality of Mira.
By highlighting this strong relationship between the Riviera del
Brenta and the city of Venice contributes to consider the Forte
Poerio area as a central area, being part of a new dimension that
would take advantage of the reputation and attractiveness coming
from the international fame of the city of Venice.
The analysis of the area has highlighted the need to divide the
possible areas of intervention for the redevelopment of its 3
components: the park, Casa Futura and the Fort.
The park area lends itself to assume a destination of "civic" use,
being at the service of people and its free time. The space “park”
could stage public events according to a program that could be
functional to other permanent activities.
There are also two disused buildings that could be recovered
according to different destinations of use, but always using RRM
solutions. They could be transformed in a laboratory, where new
technological strategies to manage the whole area could be
developed, including the mechanisms for its sustainability. Moreover,
they could be a place of experimentation and demonstration. One of
the two could host accommodation for students or people who want
to take advantage from the touristic offers of this area.
At the end the design hypothesis could be the realization of a Green
Technology Park.
The driving force that will allow the recovery of the area within the
frame of "living labs" is Casa Futura, a prototype of a "passive house"
already built in the area and the headquarters of FOR ALL.
Casa Futura is now being used for the Energy ViLLab purposes, being
able to assume the guise of a place for meetings and of new
services. In fact, without Casa Futura, the area of Forte Poerio would
be an open air place, and the creation of a living lab could be
difficult.
The Fort has all the potentiality to become a multi-purpose
container, after an appropriate restoration, which must obviously be
agreed with the Superintendence of Monumental Heritage. Its
recovery can go through the adoption of a strategic program of

stimulate some interest.
The above described ideas allowed us to start a further phase, the
participatory process, which is the design of the intended use of the
area shared by citizenship and powered by the proposals of all
possible stakeholders. This process is still in progress and will focus
on the strategy, policies, priorities, shared interventions, from the
point of view of economic and social sustainability over the time.
The beginning of this second step was made in June 2013, involving
the end user of the park area, with a photographic exhibition
regarding the possible development ideas, asking his opinion through
questionnaires, personal interviews and debates.

We organized two “events”: a workshop with the participation of
students in Architecture and Economics (June 2013) and a public
meeting with people/citizenship within the frame of the "Festival of
artistic craftsmanship and innovation" (September 2013) .
During these events we have collected 30 questionnaires from a
sample well representing the area interested with this pilot project:
32 % of the sample living in Mira, 22% living in Dolo, which is a

What is immediately jumped to our eye is that the community of
users or potential users of the park is considering highly desirable to
restore the Forte Poerio area.
A less enthusiastic interest was in Casa Futura utilization as a
training center on environmental topics , open laboratory in the field
of energy savings and green building, public information desk where
the local community will be able to meet associations, businesses
and consultants.
Regarding the Fort itself, the local community would certainly
support the idea of the creation of businesses/shops inside the Fort,
as a little restaurant, a cellar etc., but most of all the consensus is
directed to the creation of a Showroom for the promotion of
products and crafts.
During the public meeting in September 2013 a street lamp called
FREEL was placed in front of Casa Futura, within the park area. This
lamp can be freely positioned anywhere, without wires, which uses

The participatory process is still in progress, there is the interest of
the Municipality of Mira and councilor for public investments. We
think that the recovery of this area could be very interesting for the
municipalities participating to the Covenant of Mayors because they
can spread the culture of energy savings among citizens.
As a conclusion to the work done till now we can emphasize that we
need to have funds to start the work, starting from the Fort itself,
which can then tow the interests of both public and private investors
to recover the area. What kind of strategy has to be taken to realize
it?

The use and promotion of Cultural heritage is becoming an

New technologies can help us to achieve this goal. The idea could be
to design and implement virtual environments inside the Fort, using
the techniques of augmented reality.

to enable partnerships with universities, research centers,
companies, both local and from abroad, organizing training courses
for students or refresh courses for professionals. Still following this
line of reasoning, Casa Futura could be the place where organize
these trainings.
If renovated, the already existing two buildings could become a
hostel for students and teachers, a laboratory used for teaching and
testing.
Once triggered some flow and movement of visitors, the interest of
individuals would be justified, and then it could be possible trade or
craft settlements, even in a permanent way (small cellar and dining
with local products…), the exhibition of local crafts etc. .. inside the
Fort, resulting in partial and progressive restoration using private
investments.
The experiments of augmented reality could become grounds for
interest and visit from local and foreign tourists. We have to
remember the great the tourist potential of the Riviera del Brenta
and the possibility of organizing themed touristic packages following
the international events located in nearby Venice.
Obviously all the actions undertaken for a safe use of a monumental
building and the construction of new buildings have to ensure low
energy consumption and the use of energy from renewable sources,
in order to allow the energy independence of the area of the and a
sustainable mobility around it.

VILAGO is the GOLEA (Gorica Local Energy Agency) Virtual Laboratory
for high energy efficiency in public buildings.
The mission of VILAGO is to create an innovative business
environment, that leverages processes contributed by all the Villab
stakeholders, in order to enhance awareness by improving energy
efficiency through refurbishing energy-deficient public buildings or
by just introducing measures to improve energy efficiency.
The goal of VILAGO is to rehabilitate and modernize public buildings,
accompanied by the introduction of renewable energy sources and
their rational use.
The following activities where carried out within the VILAGO Villab:

VILAGO aims to create interesting business opportunities for both
public and private sectors. The virtual laboratory has become a focal
point of private and public. The ESCO (Energy Service Company energy contracting) funding system is set to become one of the
primary generators of projects in energy renovation of buildings.
The business model offered by VILAGO contributes to stimulating
economic growth and consequently to the creation of new jobs. For
the public sector, it means cost savings and improving the quality of
life in buildings that are in public use.
Approach/methodology adopted
In order to achieve results we made use of an empirical approach,
developed by ourselves over the preceding years. For GOLEA, the
only guide is the consolidation of results derived from specific
activities.
GOLEA collects empirically measured energy consumption data and
other processes in the field of energy efficiency in public buildings,
and records them for already 4 years in an information system,
supplementing them with observation in the context of energy
management activities carried out for municipalities.
The EnergyVillab project presented an opportunity to add value to
this data, and this gave birth to the idea of a virtual laboratory
VILAGO.

Villab VILAGO can be considered a user-driven innovation
environment which corresponds to the quadruple helix form of
organization. It is an innovative form of cooperation or an
environment, where users (professionals, businesses, citizens and
the public sector) cooperate with the aim of creating innovative
solutions (products / services).
Villab VILAGO is a most innovative approach in terms of promoting
energy rehabilitation, the development of new public-private
partnerships and new business ventures. Stakeholders in VILAGO
work excellently together and the Villab itself represents real-life
processes that are streamlined and fully integrated into the
development of new processes (business, social, ...) within VILAGO.

LL of the Province of Treviso (Italy)
CONTEXT of development of the Living Lab:
The “Green Schools” Living Lab originates from the experience
gained by the Province of Treviso in Operation and Maintenance
(O&M) of school buildings for the Higher Secondary education. A 15year experience in this field has led to the determination of
involving people in the maintenance and management process, as a
way to improve the effectiveness of the service provided.
The involvement has been performed in different times, and at
different levels, meaning thus that a different approach is required
for each of the different users typologies (headmasters, assistants,
teachers and, last but obviously not least, students)
The main lines through which the involvement process has been
developed were initially IT to improve the quality and effectiveness
of the information exchange process (e.g. requests for maintenance
actions, requests for extraordinary heating systems activations,
complaints) The process was completed with training sessions
addressed to school officers in charge of logistic and maintenance of
their buildings, and later with yearly customer satisfaction surveys,
addressed both to school officers and students.
CONCEPT of the “Green Schools” Living Lab:
The Province of Treviso, by means of an energy performance
contract, has undertaken in the last years an important and
widespread program of energy efficiency improvement in school
buildings, through a series of technological investments mainly
concerning heating systems (boilers replacement, thermostatic
valves, piping insulation, solar collectors).
The previously established relationship between the Province
administration (public body - local government) and school users has
led to the idea of considering user involvement as a new and
additional tool to enhance the effect of technological innovations.
Further considerations can be made in this regard:
•
People participation in such a process is primarily aimed to
changing behaviour of students and more generally speaking of all
the people who, for different purpose, attend school buildings.
•
Some schools have already promoted autonomous activities
among students to raise consciousness on sustainability and energy
saving issues
•
Rational Use of Energy is, although in differentiated manners,
a curricular subject in some schools.

This framework looked quite positive to promote the establishment
of a Living Lab based on the cooperation between people and public
institutions.
SUBJECTS involved in the Living Lab experience

This LL experience is based on two main subjects:

Province of Treviso (Public)
•
Schools – Schools Users (People)
with the main scope of changing people behaviour in terms of
rational use of resources.
In this Living Lab, the school building can be considered as a
laboratory tool, by means of which students, under the guidance of
their teachers, and in an interactive process involving the Province
and other schools, develop a new environmental consciousness. This
consciousness is likely to be the basis of technology, economy, and
probably any other kind of human activities for the next future.
The Province administration provides O&M activities in the school
buildings by means of an external private sector contractor. The O&M
contract is awarded through public competition, and the bid
specifications include both technological innovations to be carried to
school buildings, as well as “social” innovations, that means
activities (communication, promotion of educational activities,
websites) directly aimed towards users to boost their involvement in
the whole process.
Although the contractor is playing an important role in the process,
it cannot be considered among the permanent members of the LL, as
it is obviously bound to be changed at every contractual deadline.
(present contract duration is 5 years, next expiration Oct. 2016).
Present situation:
School Institutions (formally represented by the Local Education
Office – Ufficio Scolastico Territoriale) At the present time
(Jan
2014) 25 school institutions out of 38 are actively involved in the LL
activities.
Important subjects in this process are Headmasters (to grant
importance to LL activities in the framework of different extracurricular activities performed at various levels) and Energy Officers
(teachers that in each school shall be appointed to promote ES and
eco-friendly behaviours among colleagues and students)

Benchmark between schools:
Benchmark between schools is founded upon the so-called “Green
School Competition”, whose first edition has taken place in the
school year 2012-2013, and is now ongoing its second edition. Green
School Competition is a challenge between schools which take the
commitment to achieve goals in the field of energy saving and in the
promotion of their internal and external dissemination activities in
the field of environmental sustainability.
A total of 25 Schools out of 38 are engaged in the second edition of
the contest.

charge of O&M of school buildings. In this field “Green Schools” can
take advantage of the role of “Covenant of Mayors Coordinator”
which is covered by the Province of Treviso. Six municipalities are at

commitment towards the goals of the Covenant, and further five are
going to join. The “Green Schools” LL methodology can be exported
to primary and lower secondary schools (in charge of Municipalities),
although much has still to be done at this regard.

A second level of openness can involve other Province
administrations outside Treviso, and similar institutions in other
countries.
Another openness is toward University. The School Buildings Real
Estate portfolio of the Province of Treviso is currently being used by
the IUAV University of Venice – Department for Environmental
Physics, as a laboratory to investigate on the most cost-effective
technologies to improve energy efficiency in public buildings. The
involvement of school users in this process has already started. The
participation of other Universities and academic institutions has to
be taken into consideration.
The involvement of other subjects (citizens different from school
building users, private sector companies interested in technologies
supporting the innovation, etc.) can also be taken into
consideration.

“Green Schools“ LL has come to a full development, and through its
practical consolidation it can now be considered as a fundamental
component of the ordinary contractual tool used for O&M of school
buildings, with no further costs other than those normally supported
by the local government in charge of buildings O&M. This is possible
since costs for dissemination and promotion activities can be easily
covered by savings in energy consumption and in maintenance
activities, due to an improved and more responsible behaviour
widespread among building users.
The above-mentioned
circumstances provide a relatively easy financial sustainability for
the future. The challenge for the future will not be therefore
financial, but rather cultural, since a traditional approach in school
buildings O&M may appear (and probably is) easier, and may appear
(but probably is not) less costly.
Change of private contractor at contract expiration shall not be seen
as jeopardy, since the Province manages the whole process, in which
the contractor only operates as an, although important, tool. The
change of contractor does not bring thus any change in procedures,
save for their evolution and improvement.

LL of LOGNET.LL: Logistic Network Living Lab
The idea of LOGNET LL was born because recent studies have shown
that the transport of short-range (under 50 km) and industrial
logistics have important potential for efficiency.
First of all, some elements have lead ITL to believe that a Living Lab
could be the right way to involve the stakeholder in a “virtuos
process” able to improve transport system in short range.
In Italy 55% of traffic goods moves under 50 KM. A main part of this
traffic is related to the inbound flow of local companies. This are
frequently small companies directly managing their traffic goods
mainly through highly polluting means of transport.
The national productive structure is less oriented in logistics
outsourcing contexts than in other European production contests.
The outsourcing of heavy traffic is similar to the European average,
however there is room for improvement in light transport and
storage services.
The load capacity of the transport system in the Emilia Romagna
region is more than double the load capacity actually utilized.
So, in order to better change the situation it is necessary to find a
way to redesign this network so as to have less trucks travelling short
distances consequently reducing the impact on the environment.
The cooperation between companies, logistics service providers as
well as stakeholders is the key to promote a “virtuous” system of
transport goods in this particular area.
LOGNET Living Lab aims to stimulate the start-up of “ logistics
collaborative projects” finalized to show the benefits generated
through the creation of synergies between demand and supply of
transport services.
In particular, the objective of this Living Lab is oriented to define a
sustainable transport system able to rationalize the process of
transport planning, through the gradual integration of logistics and
industrial companies.
Furthermore, the Living Lab aims to show the benefits of the new
system both in terms of saving for the companies as well as in terms
of a reduction of the level of pollution in the territory.
This activity is focused particularly on the rationalization of inbound
traffic flow, where there is a greater difficulty in the management of
transport goods.
LOGNET LL works as a network facilitator to involve the stakeholder
using action-reaserch methods with a “bottom up” approach
The approach is much like the “firm centred living lab”.

model to manage the traffic flow in short distance. In this way, it has
been possible to involve the Province of Ravenna and the local
transport Associations to organize different events on the territory in
which to show the project idea to other public Administration and
companies that could be interested in deepening the Living Lab
concept. By scouting action ITL has involved three industrial
companies in the mechanical sector really interested in verifying the
opportunities related to a new transport model, specifically made to
manage the inbound traffic flow.
The companies are based in the Ravenna Province and have similar
business (mechanical / machinery), similarity in the complexity of
the inbound process, high concentration of local suppliers, however
they are not in competition with each other. The idea of the project
is to redesign their network through a more efficient traffic
management system able to generate savings for companies as well
as to reduce the level of pollution and reduce the number of
vehicles used for inbound transport. The first step taken was the
analysis of the traffic flow for each company.
The results were finalized to identify and quantify the synergies
resulting from the consolidation of transport processes of pilot
companies.
The assessment has shown to the companies how to reach a saving in
transport costs through a different approach in transport
management.
First of all, ITL has verified the flows of supply and distribution to
industries, referring to specific year reconstructed from data
information systems of the three companies and balanced into a
single database.
In addition data has been collected from the field for each company,
for a singular period to analyse the information on the load factor
of the trucks and on the physical parameters, which allow to
translate the flows data in mc and tons. The survey highlights that
the average load factor is only41%.
The following step has shown the layering by distance of the traffic
flow of the three companies. The stratification has been based on
the analysis of the distances between a virtual platform and
connected suppliers;
The hypothesis is to activate a new transport service managed by a
single provider able to satisfy the needs of the three companies. The
provider must be equipped with a logistics hub localized strategically
in the supply area.
Considering the hypothesis of an organized transport system, a
target load factor around 75% compared to the current 41% can be

realised with an estimated saving around 19% . The saving could grow
proportionally if you
add part of the unmanaged traffic to the flows in the phase of
implementation and could verify additional opportunity for
efficiency.
The analysis also showed what kind of benefit is possible to obtain
for the environment.
One of the issues verified is the low load factor in freight transport
on the short range that is around 41% of the overall vehicles
capacity.
This aspect produce high costs of transport as well as high CO2
emissions due to transfer operating in the same route several times a
day is not full load.
By a specific service made to managing transport in a short distance
it is possible changing in better the impact on the territory.
Thanks to this specific experience, the analysis underlined that
more than 297,000 km / year were drived to manage the inbound
traffic flow in short distance by the tradition transport system.
By the new organization of transport should result a saving of more
than 56,000 km / year (about 19% efficiency).
So, it is possible calculating the reduction of CO2 emissions.

Applying the parameter to estimate the savings achievable by
reducing diesel mileage and an average consumption of 16 l/100 km,
CO2 reduction is more than 25 tons / year .
Not only pollution reduction is a benefit for the territory.
A virtuos transport system it also able to decrease in congestion
specifically in urban and extra-urban road, containing the logistic
sprawl by a best use of infrastructure and last, but not least
increasing the competitiveness for the industrial system involved in
innovation procedures.
The companies decided to change their traditional transport system
through a start-up of a collaborative logistics procedure.
In this way has been possible involved a local logistic partner for codesign a new service.
It was founded a team work to help the integrating process between
suppliers, companies and logistic provider.
By the coaching action was possible improve the know how of all
subject directly involved in the project and push the system toward
a better qualification of logistic service.
The aim for the future is extend LOGNET LL experience in other
territory, in particular in the transnational by a dedicate events and

MobiTo (Sustainable Mobility Living Lab in Tolmin)
Location: the town of Tolmin
Mission: To become a town with sustainable mobility

Living lab MobiTo is dealing with sustainable mobility within the town
of Tolmin and between the town and its surrounding. With some
activities we are extending MobiTo on other area of municipality of
Tolmin, on municipality of Kobarid and on Goriška statistical region.
Starting point: Tolmin is a small town (3.500 inhabitants). It does not
face with the same problems related to mobility, such as large cities
do. However, we can say that traffic is relatively high, there is not
enough parking places for daily commuters, public transport is
inadequate (existing public transport does not fit the actual needs of
users) and road infrastructure is in bad condition (there is no cycling
infrastructure, existing road infrastructure in not appropriate for
cyclers).
The town does not have mobility strategy. Municipality of Tolmin has
adopted a development program and therefore it has committed to
sustainable development and thus also to sustainable mobility. This
commitment means to ensure effective and equal mobility for all
people, and at the same time to minimize consumption of nonrenewable resources and environmental pollution.
Objectives of the living lab MobiTo, which has analyzed the current
situation and tries to optimize it:

User frendly transport infrastructure,

Increase the use of bicycles for everyday transportation,
➢
Improvement of public transport (also energy efficient
alternative to existing public transport).
Stakeholders:
Municipality of Tolmin, 22 public institutions in Tolmin, three banks
and one insurance agency, four private companies.
Tangible impact on the territory:
25 new city bicycles,
10 km by bicycle per week,
reduction of car mobility, reduction of CO2 emissions (2000 kg
per year),

Transport infrastructure:
Analysis of the road infrastructure in Tolmin (this is the one used also
by cyclers) was the basis for preparation of proposals for its
improvement. We are aware that only safe and comfortable
infrastructure will increase the use of bicycles. Proposals for the
improvement were forwarded to Municipality of Tolmin. Some of
them are already included in the current reconstruction of some
streets.
There is no cycling infrastructure in the town neither in whole area
of municipality. Therefore, the project also acceded to this issue. We
have prepared conceptual designs for developing cycling
infrastructure in some areas where the interest of stakeholders and
others was detected (these sections are important from the
perspective of the local population and also in terms of tourism
segment; the section that connects Tolmin an Kobarid is part of the
national cycle network). Conceptual designs were forwarded to
Municipality of Tolmin and Municipality of Kobarid.
We are preparing also the inventory of existing cycling roads in the
Goriška statistical region. With this activity we are extending
activities of the living lab MobiTo on the region. This activity will
overcome fragmented initiatives. It will provide main and secondary
connections between areas. Formed cycling network is going to be
basis for common harmonized regulation of cycling infrastructure,
marking, promotion and other activities.
Promotion of cycling:
An important activity, constantly carries out by living lab MobiTo, is
promotion of cycling. Since we are talking about sustainable mobility
in the town, we have focused primarily on the daily cycling (using
bicycle for going to working place, for business trip in the town, for
going in the school, in the store etc.). Recreational and tourist
cycling is of the secondary importance. Increasing of daily cycling is
going to contribute to reduction of car mobility in the inner town.
That is going to have positive effect also on the environment.
Funds of the project have enabled the purchase of 25 urban bicycles
for the purpose of promoting cycling. We offered them to employees
in the public sector, who have to be an example of sustainable
behaviour to the others. At the end of May 2013 we gave them
bicycles on promotional event supported also by mayor of Tolmin. At
the end of the year we prepared the survey to find out how much do
they use bicycle. Results show that this promotional activity

contributed first improvement towards sustainable mobility.
Employees cycle more often than before (they use these bicycle for
coming to the working place, for business trips in the town and also
in the free time). Our conclusion is that investment in the bicycles
means one step forward toward sustainable mobility in the town of
Tolmin. At the same time it is also promotion of cycling for the other
stakeholders.
Constantly we also carry out other promotional campaigns to try to
raise awareness about the importance of sustainable mobility.
Public transport:
Analysis of inner town mobility and mobility between the town and
its surrounding shows actual needs of users (survey about mobility
habits was conducted among employees in public sector and in major
companies). It was the basis for feasibility study of more efficient
public transport in Tolmin and its surrounding. Feasibility study
shows possibilities of introduction of more efficient public transport
in the future. Such public transport should connect areas often
enough to be interesting for users. Introduction of efficient public
transport would consequently reduce the car mobility in Tolmin (that
means also less cars on parking places). It turns out that such public
transport because demands large investment due to the large area
and dispersed settlement.
Plans for the future
Changing habits regarding mobility and use of energy is a long term
process. EnergyViLLab project helps us made first steps toward
sustainable mobility. There is still a lot of work to do. By gradual
steps and continuous promotion of the importance of sustainable
mobility we will achieve a system of sustainable mobility and also
contribution to the rational use of energy. The area is going to be
consequently sustainable oriented.

Brief description of the Living Lab Teolo
The City of Teolo, home to one of pilot projects, in collaboration
with the University of Padova Department of Industrial Engineering,
was involved in the creation of an Energy Villab.
The main objective is to support the achievement of the objectives
of the energy policy, which focus both in the public and in the
private sector. These objectives are also a part of Covenant of
Mayors.
Given the nature of the territory of Teolo within the thermal basin of
the Euganean Hills, the Energy Villab focus its assistance in the
application and dissemination of geothermal technologies.
The project, whose mission is to improve the quality of life for the
citizens of the region through the adoption of technologies based on
renewable energy, provides for the establishment of an innovative
service allowing to keep communicating with each other main
stakeholders in the territory, such as municipal offices, suppliers,
installers and end-users, ie citizens, interested in the development
and application of these technologies, with particular reference to
the exploitation of geothermal resources.
Approach
Teolo Energy Villab was conceived as an instrument for achieving the
objectives of the Covenant of Majors and integrated into the
procedures of the EMAS Environmental Management System and give
rise to an innovative service for citizens through the creation of an
innovative network of skills, in order to get the most by the
characteristics of the territory.
Our idea for the Energy Villab in the municipality of Teolo is the
establishment of a permanent structure, in which citizens,
universities and companies can share their needs, interests and
achievements, in order to promote the diffusion of innovative
application RRM technologies.
The aim is therefore to achieve users, ie citizens, creating awareness
of the existence and convenience of renewable technologies,
through: a direct contact, professionals (building designers), a
dedicated service at the municipal offices and finally through
incentive schemes integrated in local regulation.

A meeting with the public offices has confirmed the availability and
cooperation in the study of the timing of the development of spatial
planning, confirming the idea whereby geothermal technologies are
cost effective when compared to traditional ones. Contacted
stakeholders will be consulted in defining the Technical Standards of
the Plan in order to study the promotion of technology.
A meeting with industry professionals was organized in order to
evaluate services available on the market. Invitations were made
using tools available to a citizen (internet, telephone directories ...),
for identifying manufacturers and technology vendors, installers,
geologists and heat engineers. The outcome of the meeting, in
addition to the availability of the actors and the creation of a
contact information databas, has allowed the identification of
several services offered by different subjects and best practices
(considering investments payback, installation and management
costs , both for traditional and innovative plants).
During a meeting with credit institutions, moreover, operators
dealing with the territory (both local, and national bodies), were
unanimous in confirming the provision conducive to credit for these
kind of loans, for which they offer ad hoc designed financial plans (in
case of local institutions), or presets and flexible ad hoc designed
financial plans (in case of national institutes).
All consulted stakeholders agreed on the importance of the
involvement of of building designers. In this regard, Engineers,
Architects and Surveyors in the Padua province professional
associations were consulted:. These bodies, engaged in the
continuous training of its members, have expressed interest in
developing specific courses for designers.
In order to disseminate current activities, initiatives have been
organized to meet citizens: during the local fair, in October, a stand
had been set up and dedicated to the Energy Villab project. The
management was concentrated in the two maximum flow days,
handing out about 500 project brochures and about 30 leaflets about
geothermal resource as a result of short interviews with people that
has shown interest. The presence at the booth involved municipal
technicians and researchers at the University of Padua, a couple of
professionals working in the sector, who provided technical and
specific advice, and banks officials for financial advice.
The booklet "Guide to geothermal," was designed with an
informative nature, but with insights on the technical and economic
issues. Available at the municipal offices, it has been used in support
of individual consultation that the new office offers. These
consultations are general in nature, aiming at the introduction to
geothermal issues anyone who requests or at the clarification of

some frequently asked question about it. Additional insights can then
be organized through the network of skills that has been created.
The administration, with a view to territorial Plan drawing up , aims
to extend an invitation to such dissemination individual meetings to
all individuals who request permission to build to public
administration.
In order to provide a good example to citizenship, two applications
for demonstration of geothermal resources have been put in place.
By a private structure equipped with a geothermal power plant, in
wich some rooms are property of the Municipality, a detection
system for heat consumption of the structure was put in place. Such
a system is suitable to estimate the energy consumed and produced
by renewable resource and electricity, considering the amount of
greenhouse gas savings over a traditional heating system and
reporting real-time data collected via web and through a physical
interface, placed in the rooms owned by municipality.
The monitoring of energy consumption in municipal buildings,
required by the environmental management system, has highlighted
gas consumption (noticeable also on the economic point of view) of
sports hall, which, in addition, during the summer is not cooled and
therefore not used. The administration has joined a regional
campaign for identification of interventions to be financed via a
proposal consisting in replacing the gas boiler with a heat pump
backed by vertical geothermal probes, with a planned expenditure of
€ 200.000-300.000 and financed mostly by ERDF funds. This
intervention was considered "interesting" and, subject to the
obtaining of financing, the administration will continue with its
planning.
Benefits for the territory
The main benefits brought by the project to the territory and
citizenship, resides in the contribution to wider objectives, formerly
identified by the Action Plan for Sustainable Energy, aimed at the
reduction of CO2 emissions, and by the Environmental Management
System. The municipal government also provides new service for
citizens, supported by a new network of contacts and expertise.
Finally, communicative value and awareness of the project are very
strong.

In the near future, land-use-planning process will take into account
the lessons from the Villab project. Entering rules dedicated to the
use of renewable technologies will be reflected in the technical
training offered to building designers, amplifying the scope. The
administration is also now well aware of the potential and savings
offered by these technologies and their possible applications to the
municipal building is oriented to the improvement of its facilities.
