News 88 Italcementi Group e il progetto Spiral: il futuro del verbo gestire Italcementi Group and the Spiral Project: the Future of the Word Management La presenza su Internet al servizio dei naviganti Information for Surfers Grattacieli a Casablanca Skyscrapers in Casablanca Cemento e acciaio per il Guggenheim a Bilbao Cement and Steel for the Guggenheim Museum of Bilbao Una direttiva europea per l’architetto del 2000 European Directive for the Architect of the Year 2000 “Il Novecento storico” Festival per ricordare Arturo Benedetti Michelangeli “The Greatness of the XXth Century” Festival in Memory of Arturo Benedetti Michelangeli Cantieri in terra di Francia Building Work on French Territory Italcementi Group e il progetto Spiral: il futuro del verbo gestire Italcementi Group and the Spiral Project: the Future of the Word Management L a rivoluzione informatica ha trasformato, in meno di un decennio, i programmi e le strategie delle aziende. ■ ■ ■ ■ ■ ■ I n less than ten years the cybernetics revolution has transformed both the programmes and strategies of companies. The development of information systems, the burgeoning connections between Intranet and Internet, and the success of increasingly efficient and all-embracing systems of applied software have profoundly changed the prospects of entrepreneurs at the end of the millennium. As a European leader in cement production, with offices and production plants throughout the world, the Italcementi Group immediately grasped the strategic importance of effecting a profound reorganization of the company’s nerve centre. This led to the Spiral project, which will take the company well beyond the threshold of the year 2000. As Carlo Pesenti, Co-general Manager of Italcementi, puts it, "International competition requires quick responses, an intelligent and flexible use of resources, and real-time control of the results of our work. Our international standing, moreover, imposes constant contact with associated companies and affiliates, and an immediate and shared availability of information. Consequently, all information systems have to be radically restructured. But this is not simply a matter of technological upgrading: it involves a complete rethinking of the entire company organization. One of the main characteristics of the project, for example, the adoption of an ERP (Enterprise Resource Planning) integrated system, calls for a radical change of perspective. The decisional logic of "Areas" or "Functions", which, though undoubtedly effective, is much too rigid and neglectful of dialogue, must be progressively replaced by a vision centred on the "Processes" that run through all the company’s activities. In this way the coefficients of integration and coherence grow, just as the instruments of analysis and control acquire greater effectiveness." A project with these characteristics undoubtedly requires the possession of a series of specific technical-operational skills in a field that is developing with great rapidity. How have you dealt with the problem of the constant technological updating and training of the personnel? At present - says Carlo Pesenti, who coordinates the Spiral project with Michel Lefebvre, the financial manager of Ciments Français the tendency of companies is to locate elsewhere all nonessential activities, or at least those most onerous in terms of investment and human resources. This "outsourcing" allows us to give the greatest possible attention to our "core business", by increasing overall efficiency and, consequently, our competitive ability. Of course, our cybernetics partner must meet the most demanding standards. International experience and complete reliability are necessary conditions. IBM and 89 EDS, the companies chosen by Italcementi Group are world leaders in the sector, and therefore represent a substantial guarantee. The functions of control and coordination are ensured by specially constituted joint companies like ITSI, Italsistemi Sistemi Informatici, in Italy. Did the complexity of the project make it necessary to create special structures? Organization is fundamental in all phases of the Spiral project. But the structure underpinning the development of the various programmes must also be lean, dynamic, and capable of evolving along with the project itself. The General Direction and the Management, together with the Reference Group and the Integration Team, once they defined the set of rules, processes and information of common interest (the socalled "Kernel"), followed day by day their actual implementation on the local level, with a constant control and supervision of the activities of the national work groups. Having decided on the procedures, the system’s potential was gauged to the actual needs of different companies, without breaking the previously established rules, but with a certain degree of flexibility. During this so-called "roll-out" phase, the information system was basically adapted to the needs of individual countries. Such a sharp change of course will inevitably take a long time to carry out. What is the situation of the operational phase of the Spiral project now? Keeping to schedule was a key aspect in the successful implementation of the Spiral project, meaning that everything had to be done in double-quick time. Thanks to the combined efforts of all the work groups involved in Italy, Greece and Spain, some “SAP R/3” modules are already in operation in the record time of just two years. A. Interesse pubblico dell’architettura 1. IN/ARCH logo (National Institute of Architecture) EC Directive-issuing Institution. L’architetto (come Un cantiere edile. A worksite. ■ ■ ■ ■ ■ ■ T he “European directive on architecture and the living environment”, currently being passed, will be another piece to be added to the great jigsaw of fine intentions expressed by a Europe that wishes to be united not only by a common currency but also by the knowledge that a better quality of living is unattainable without a better quality of architecture. A need is felt for such “Tables of the Law”, especially in Italy, where a serious policy of this kind has never existed. New horizons, therefore, might be opening, and might even bring about a break with a past that were best forgotten, especially that of the last thirty years. Fundamentally, the Directive aims to organize the relationship between the architect and the public body commissioning him, thereby guaranteeing if not the very best, at least a minimum of quality in structures designed for the town-dweller. Project A European Directive on Architecture and living Environment Here is the text adopted at the assembly of the I.O.A. (International Observatory of Architecture) held in Paris at the Finnish Institute of Culture on the 7-8 November 1997. arcVision publishes this document for the purpose of facilitating its rapid adoption as a self-regulating code for Public Bodies and Administrations. Introduction If architecture is a subject of public interest, conditions must be created so that the right of citizens to architecture of quality can be exercised. This means that competent specialists should be given the possibility of fulfilling their role satisfactorily in the interest of all citizens. Such procedures and guarantees in the exercise of the architectural profession conformity with the rules governing the assignment of commissions, the drawing up of contracts for the planning and construction of buildings or for urban development would seem to be necessary conditions, albeit insufficient, for improving the quality of built-up areas in Europe. 93 94 A. Architecture in the public interest 1. Architecture is a particular expression of culture that at the same time involves aesthetic, historical, economic and productive aspects. The quality of the architectonic conception, the integration of new structures with the landscape, respect for and the enhancement of the natural surroundings and the qualities of the urban scene, the utilisation of the existing patrimony, and the regeneration of the city are all in the public interest and represent a right of all citizens. Public authorities should see to it that architecture is respected as a matter of public interest. 2. Consequently, the following principles have been adopted: • architecture is a professional not a public service • a plan should provide the best solution for the requirements of the client and for the intentions stated in his programme; • quality in an operation can also be obtained by favouring transparency in the selection of the architects, or by assigning projects according to the results of a demanding and highly selective competition; • consultation with the real client - that is, the user of building, must be guaranteed; • public administrations must favour innovation and improvements in the quality of architecture and professional qualifications by organizing planning competitions and making the results public; • private subjects seeking architectural quality through competitions may benefit from financial and fiscal facilitations; • to be basic to the project the client’s requirements must be stated to the architect explicitly, clearly, and exhaustively, especially as regards functional and economic matters. • the project is of a unified character and, in all its phases, it must be developed according to a continuous process by the same architect or with his approval; it is in the public interest that the operation should be in conformity with the plans; • a sustainable development of the city and of all the spaces reserved for the life of the townspeople should be encouraged; • the authorities should promote the setting up of places for meetings and discussions among the townspeople, the experts and the municipal administration regarding such questions as the transformation of the city and of all the spaces reserved for the townspeople. B. The Client’s Role 3. The “Client” is to be understood as any physical or juridical person who gives a mandate to an architect (in the sense expressed in point 7). 4. Whoever wishes to undertake work on the construction of a building or on the transformation of the territory (work that requires a plan) must request the services of an architect (in the sense of point 7) with or without the collaboration of specialists in other disciplines. 5. The economic risks that can be attributed to an architect should not exceed those directly deriving from the commission that he has been assigned. The client is obliged to have an insurance policy for every undertaking. 6. The administrations involved cannot commission the same project, simultaneously or subsequently, from different architects without a valid reason. Eventual plans for the modification or enlarging of a work after its construction, must be first offered to the author of the initial project. C. The Architect’s Role 7. The term “Architect” is to be construed as the physical or juridical person authorized to practise the profession of creating works of architecture. A work of architecture is an intellectual work, a product of intelligence of a creative kind. The architect (as defined above) puts his signature on a work and is responsible for it; his services must be insured in the event of any possible damage to the client. Each project must be signed by all the professional men who have contributed to drawing it up and who are responsible for it. 8. In order to promote and protect the quality of his own contribution and of his product, the Architect has the right to a fair remuneration, considering the fact that his is an intellectual contribution (and not a service). The amount of his fee must take into account the obligatory insurance. Any clauses of contracts that provide that the payment of fees shall be conditioned by decisions or events independent of the power or will of the client and the architect, are not valid. The limits of time granted to the Architect for the various phases in the study of the project must be reasonable (on the whole, about half the time required for carrying it out) and in proportion to the complexity of the work. Eventual modifications of the programme during the course of studying the plan shall require a modification of the contract and of the complementary fees. 9. The Architect can be given the responsibility of checking the regularity of his own project or of parts of it, when the controlling body has defined the regulatory terms of reference. D. Commissioning the project 10. In assigning commissions for public works the competition procedure should be preferred. By law the competition must be open to all architects, regardless of their earnings. Competitions even partially based on the lowering of fees or on professional reimbursements are prohibited. Also prohibited are competitions even partially based on the reduction of the time of consignment of the project. 11. The ways in which the competitions are organized are based on the following principles: • mention of all organizational arrangements in the publication of the competition (reimbursement of expenses for the participants, the procedure followed in the formation of commissions, standards of judgement and the composition of the jury); • transparency in the procedure for selecting the participants and in the choice of the winner; • the justification of choices in detailed reports which take into consideration all the projects. In the event of the abandonment of an operation after a competition, the participants and the winner shall be duly compensated. There should be a procedure of appeals for those participating in the competition or for the townspeople involved. The organization of the competition may be entrusted to cultural experts or bodies. E. The programme and the project 12. In drawing up a project the aim is to define the characteristics of the operation in order to guarantee the best possible execution of the will of the client as the Architect interprets it. The client, with the assistance of experts in various disciplines, draws up a written statement defining the objectives of the operation and the requirements that they must satisfy, together with the obligations and demands of a social, urbanistic, architectonic, functional, technical and economic nature calling for integration with the landscape and protection of the environment in the realization and use of the work. 13. The consultative bodies charged with examining the project must express their opinion of the structural, functional, and figurative qualities of the work and of its relation to its immediate environment; that is, on the basis of an examination by the technical commissions verifying the correspondence of the project to the regulations. To this end, the projects must be accompanied by representations of the perspectives, photomontages or anything else that clearly indicates their integration with the context and their relation to surrounding elements on a different scale. The results of this procedure must be easily accessible to the public. "Il Novecento storico", Festival per ricordare Arturo Benedetti Michelangeli “The Greatness of the XXth Century”, Festival in Memory of Arturo Benedetti Michelangeli I l Festival pianistico internazionale intitolato ad Arturo Benedetti Michelangeli giunge quest'anno alla 36° edizione. The piano player Arturo Benedetti Michelangeli. T he International Piano Festival, named after Arturo Benedetti Michelangeli, celebrated its 36th edition this year. This year’s event, under the artistic direction of Agostino Orizio, will be held from 25th April to 8th June 1999 at the Teatro Grande in Brescia, and the Teatro Donizetti in Bergamo. The great conductor Riccardo Muti will be conducting the Scala’s Philharmonic Orchestra in a world première of Nino Rota’s Concerto for a piano and orchestra dedicated to Arturo Benedetti Michelangeli, proving once again that this is one of the most popular and important events of the music season in terms of both the artists involved and fans it attracts. The theme “The Greatness of the XXth Century”, accompanied by a homage to the 150th anniversary of Chopin’s death, will feature some of the world’s most famous orchestras, conductors and soloists. The programme includes the Berlin Rundfunk Symphonieorchester conducted by Frühbeck de Burgos, the Bayerischer Rundfunk Symphonieorchester conducted by Lorin Maazel, and the Orchestre National de France conducted by Dutoit accompanied on the piano by Martha Argerich: each of whom would be a real attraction to the Festival in their own right. They will be accompanied by artists of the calibre of Pogorelich, Goode, Ballista, Aimard, Petrushansky, Amoyal, Vakarelis, Ranki and Ciccolini. Finally, it is worth mentioning that this musical event is made possible also thanks to the support of numerous sponsors, including the Italcementi Group, in keeping with a tradition which for years now has linked the name of this company with that of the Festival. T he Vernègues Viaduct has already been nicknamed “le subtil viaduc”, the slender viaduct, owing to the way its stylistic features blend in smoothly with the surrounding landscape. The viaduct is actually a railway bridge which is 1,210 m long and 15 m wide, resting on 25 piers (some of which even reach a height of 35m) that required 50 thousand cubic metres of concrete. Designed by the architect Alain Amédèo, this huge work of engineering has been constructed bearing in mind that this is an earthquake zone. Another significative Sopra, la passerella Solferino. Despite being a relatively small-scale project, it has attracted the kind of attention associated with a prestigious work of engineering: it will house a research and development centre (covering a surface area of 7,000 square metres) belonging to the Prost racing team, a famous name in motor racing and Formula 1 in particular. The building is constructed on normal foundations: girders, pillars, and honeycombed slabs; all of this cast in concrete in conformity with P18-305 norms. The decorative pediments are in a lightcoloured reinforced cement. Another important project in the Grand Louvre programme is the Solferino footbridge (again involving Unibéton Ile de France). The footbridge will make it possible to cross the Seine from the Museum d’Orsay to the Tuileries Gardens. 7,500 cubic metres of concrete have been used since October ‘97, the date marking the beginning of the building work. The Groupe Eiffel was commissioned to build the 160-metre-long metal section joining together the two banks of the Seine. This is a perfect example of the close collaboration among the companies of the Italcementi Group, for Ciments Calcia provided the white cement for the light-coloured parts, Axim the additives, and above all, GSM, the inert, nonreactive aggregates.
