Il Centro Regionale Siti Contaminati (CRSC)
è una struttura tecnico-analitica dell'ARPAC
all'avanguardia nel panorama tecnico-scientifico
del Mezzogiorno d'Italia e del Mediterraneo.
The CRSC - Regional Centre for Contaminated Sites
is a technical and analytical facility of ARPAC
(Regional Agency for Environmental Protection of Campania),
that is a breaking new in the technical
and scientific scenario of Southern Italy
and of the Mediterranean Area.
Il Centro rappresenta la sintesi
dell'esperienza maturata in Agenzia
nell'ambito delle attività tecnicoingegneristiche connesse alla
caratterizzazione e bonifica dei siti
contaminati e delle attività analitiche
relative alla caratterizzazione di rifiuti
e di siti contaminati.
Il Centro Regionale Siti Contaminati
è la testimonianza dell'impegno delle
istituzioni regionali a sostegno delle
iniziative volte al miglioramento della
qualità dell'intervento pubblico nel
settore strategico della qualità
ambientale.
Il Centro si inquadra nel contesto
della politica agenziale di
orientamento all'utente istituzionale,
alla qualità dei servizi erogati ed alla
gestione per processi.
Il Centro Regionale Siti Contaminati
è articolato in un'Area Tecnica e
un'Area Analitica (LMSR Laboratorio Multizonale Suolo e
Rifiuti).
The Centre represents the synthesis
of experiences gained within the
Agency in the field of technical and
engineering activities concerning the
characterization and remediation of
contaminated sites and of analytical
activities relating to the
characterization of waste and
contaminated sites.
Regional Centre for Contaminated
Sites is proof of the serious
commitment on the part of regional
institutions in the support of actions
aimed at improving the quality of
public intervention in the strategic
sector of environmental quality.
Regional Centre for Contaminated
Sites is set within the framework of
the Agency's policy aimed at meeting
the needs of institutional customers,
continuous improvement of the quality
of services supplied and at the
management of processes.
The Centre works through two
specific sections:Technical Area
and Analytical Area (LMSR - Multizone Soil and Waste Laboratory).
AREA TECNICA
L’Area Tecnica assicura:
4 piani di caratterizzazione;
4 progetti di messa in sicurezza e bonifica;
4 sub-perimetrazioni siti di interesse
nazionale;
4 censimento siti potenzialmente inquinati;
4 analisi di rischio sito specifica;
4 sistema Informativo Territoriale Siti di
Interesse Nazionale;
un elevato livello di prestazioni in termini
di specializzazione, di ricerca e sviluppo.
La struttura è a servizio dell'utente
istituzionale per la progettazione di piani
di caratterizzazione e di interventi di
messa in sicurezza e bonifica di aree
pubbliche e di competenza pubblica.
È specializzata nella esecuzione di
interventi di sub-perimetrazione dei Siti
di Interesse Nazionale.
A supporto della Regione Campania, cura
l'aggiornamento del censimento dei siti
potenzialmente contaminati e
dell'anagrafe dei siti inquinati.
Garantisce a livello regionale la sintesi
delle conoscenze sui Siti contaminati di
Interesse Nazionale attraverso un sistema
informativo dedicato.
L'area tecnica è certificata secondo la
norma UNI EN ISO 9001:2000, è in corso
di adesione alla registrazione EMAS (EcoManagement and Audit Scheme), e
opererà in conformità alla norma BS
OHSAS 18001:2007 sui sistemi di
gestione della salute e sicurezza sul
lavoro.
Operations are related to the following activities:
4 site investigation plans;
4 implementation of safety and remediation
measures;
4 detailed delimitation of sites of national
interest;
4 census of potentially polluted sites;
4 site-specific risk analysis;
4 regional Sites of National Interest
Information System;
it ensures high levels of performance in
terms of specialization, research and
development.
The structure is at the institutional
customer's service for the drafting of
characterization plans, remediation
operation plans and emergency safety
plans for public areas and areas run by
public authorities.
It is specialized in the execution of detailed
delimitation projects for Sites of National
Interest. In support of the Campania
Region, it sees to the updating of census
of potentially contaminated sites and of
the register of polluted sites. It guarantees
at regional level the synthesis of all
knowledge on contaminated Sites of
National Interest through a dedicated
information system.
The technical area operates in compliance
with UNI EN ISO 9001:2000, it shall
conforms to Eco-Management and Audit
Scheme (EMAS), and it shall operates in
compliance with BS OHSAS 18001:2007
standards, regarding occupational health
and safety management systems.

È una struttura tecnica-organizzativa atta
a presidiare le attività connesse alle
bonifiche dei siti contaminati con
particolare riferimento
ai Siti di Interesse Nazionale.
This technical and organizational area is
designed to supervise the activities relating
to the remediation of contaminated sites,
with special focus on SIN Sites of National Interest.
AREA ANALITICA
ANALYTICAL AREA
Il Laboratorio Multizonale Suolo e Rifiuti (LMSR), è
una struttura tecnica-organizzativa atta a presidiare le
attività laboratoristiche caratterizzate da rilevanza
regionale e strategico-economica.
The LMSR - Multi-zone Soil and Waste Laboratory, is a
technical and organizational structure the purpose of
which is to oversee the laboratory activities of regional
importance and of strategic/economic relevance.
L’Area Analitica assicura:

termini di qualità dei dati analitici,

Il Laboratorio Multizonale Suolo e
Rifiuti è articolato in tre aree
specialistiche:

4laboratorio siti contaminati e qualità
dei suoli;
4laboratorio rifiuti, compost, FOS,
CdR e amianto.

it ensures high levels of performance
in terms of analytical data, research
and development.
Multi-zone Soil and Waste Laboratory
is divided into three specialized
laboratories:
4dioxins and micro-pollutants
laboratory;
4contaminated sites and soil quality
laboratory;
4waste, compost, SOF, RDF and
asbestos laboratory.
L'area analitica è in corso di
certificazione secondo la norma UNI
EN ISO 9001:2000, accreditamento
secondo la norma UNI EN ISO/ IEC
17025, adesione alla registrazione
EMAS (Eco-Management and Audit
Scheme), e opererà in conformità
alla norma BS OHSAS 18001:2007,
sui sistemi di gestione della salute
e sicurezza sul lavoro.
The analytical area is currently being
evaluated for UNI EN ISO 9001:2000
certification, is about to be granted
UNI EN ISO/IEC 17025 certification,

LABORATORIO DIOSSINE E MICROINQUINANTI
DIOXINS AND MICRO-POLLUTANTS LABORATORY
Il Laboratorio Diossine e microinquinanti è stato cofinanziato
con le risorse del POR Campania 2000-2006,Asse I, Misura 1.1. Fondo FESR.
This laboratory has been co-financed with funds from
European Regional Development Fund - POR Campania 2000-2006, Axis I, Measure 1.1.
Le attività del laboratorio riguardano
la determinazione delle diossine
(Policlorodibenzodiossine e
Policlorodibenzofurani) e dei
microinquinanti organici
(Policlorobifenili Dioxin-Like,
Polibromobifenili,
Polibromobifenileteri, Nitro-IPA) in
diverse matrici (suolo, sedimenti,
acque sotterranee, rifiuti ed
alimenti), nonché dei fitofarmaci,
relativamente ai parametri di cui
all'Allegato 5, tabelle 1 e 2, del D.Lgs
152/2006 e s.m.i.
Il laboratorio dispone di una serie
di apparecchiature di avanguardia
tra cui: un Gas-Cromatografo con
rivelatore a Spettrometria di Massa
ad Alta Risoluzione (HRGC/HRMS);
quattro sistemi di purificazione
automatici (Power-Prep).
Il laboratorio è in fase di
implementazione di nuove
strumentazioni ad alta tecnologia.
The laboratory is in charge of
measuring dioxins (Polychlorinated
benzodioxins and Polychlorinated
dibenzofurans) and organic micropollutants (Dioxin-Like Polychlorinated
biphenyls, Phytopharmaceuticals,
Polybrominated biphenyls,
Polybrominated biphenyl-ethers,
Nitro-PAH) in various matrices (soil,
sediments, underground water, waste
and foods); as well as pesticides, as
far as parameters related to tables 1
and 2 of attach n° 5 of legislative
decree D.Lgs 152/2006 and
subsequent amendments and
additions.
The laboratory is equipped with the
most sophisticated and modern
instruments, including a high
resolution gas chromatograph/high
resolution mass spectrometer
(HRGC/HRMS) and four automatic
purification systems (Power-Prep).
The Laboratory is currently
implementing new hi-tech equipment.
LABORATORIO SITI CONTAMINATI E QUALITÀ DEI SUOLI
CONTAMINATED SITES AND SOIL QUALITY LABORATORY
Il Laboratorio siti contaminati e qualità
dei suoli è in grado di eseguire tutte le
determinazioni analitiche previste dal
D.Lgs 152/2006 e s.m.i. e dal D.M. 6
novembre 2003, n.367, sulle matrici
oggetto di caratterizzazione e bonifica
(suolo, sedimenti e acque sotterranee),
ed assicura elevati livelli prestazionali
nell'ambito delle analisi inerenti la
caratterizzazione chimico-fisica della
qualità dei suoli, ai sensi del D.M.
13/09/1999 e s.m.i..
Il laboratorio è attrezzato con
apparecchiature innovative e
all'avanguardia tra cui: quattro GasCromatografi con rivelatore a
Spettrometria di Massa;
quattro Gas-Cromatografi con rivelatori
FID ed ECD; due autocampionatori per
spazio di testa statico; un
autocampionatore per spazio di testa
dinamico; due Cromatografi Ionici; un
HPLC; un ICP-MS.
È in fase di implementazione di nuove
strumentazioni ad alta tecnologia.
This laboratory is capable of carrying out
all of the analyses described in legislative
degree D.Lgs 152/2006 and subsequent
amendments and additions, and in
ministerial decree D.M. 367 of 6 November
2003, on matrices subjected to site
invegation and remediation (soil, sediments
and underground water), and ensures high
performance levels in the field of analysis
pertaining to the chemical and physical
characterization of soil quality, pursuant
to ministerial decree D.M. of 13/09/1999
and subsequent amendments and
additions.
The laboratory is equipped with most
sophisticated and modern instruments,
including: four gas chromatographs with
mass spectrometry; four gas
chromatographs with FID/ECD detectors;
two auto-samplers for static headspace
analysis; one auto-sampler for dynamic
headspace analysis; two ion
chromatographs; one HPLC unit; one
ICP-MS unit equipped with a dynamic
reaction cell.
The Laboratory is currently implementing
new hi-tech equipment.
LABORATORIO RIFIUTI, COMPOST, FOS, CDR E AMIANTO
WASTE, COMPOST, SOF, RDF AND ASBESTOS LABORATORY
Il laboratorio svolge attività inerenti il controllo
di natura chimico-fisico e/o microbiologico
relativo:
This laboratory carries out chemical/physical and/or
microbiological testing relating to:
4alla caratterizzazione dei rifiuti (ivi compresi
FOS, CdR e Materiali Contenenti Amianto),
ai fini della classificazione e dell'attribuzione
dei Codici C.E.R. (D.Lgs 152/2006 e s.m.i.),
del recupero, ai sensi del D.M. 05/02/1998
e s.m.i. (per i rifiuti non pericolosi) e del D.M.
161/2002 e s.m.i. (per i rifiuti pericolosi),
dello smaltimento, diretto e/o previo
trattamento, in idonea discarica (D.M.
03/08/2005 e s.m.i.);
4alla caratterizzazione dei compost da rifiuti
(D.C.I. 27/07/1984);
4 al riutilizzo dei fanghi prodotti dai processi
di depurazione delle acque reflue urbane in
agricoltura (D.Lgs n. 99 del 27 gennaio
1992);
4alla caratterizzazione dei compost di
qualità e fertilizzanti (D.Lgs n. 217 del
29/04/2006).
Il laboratorio è attrezzato con
apparecchiature innovative e all'avanguardia
tra cui: tre gas-cromatografi con rivelatore
a spettrometria di massa; due gascromatografi con rivelatori FID ed ECD; un
autocampionatore per spazio di testa statico;
un cromatografo Ionico; un HPLC;
un ICP-OES.
Il laboratorio è in fase di implementazione
di nuove strumentazioni ad alta tecnologia.

organic fraction, RDF - refuse-derived fuel and asbestoscontaining materials), in order to classify and attribute
European Waste Code (legislative decree 152/2006 and
subsequent amendments and additions), for the recovery,
pursuant to ministerial decree D.M. of 05/02/1998 and
subsequent amendments and additions (for nonhazardous wastes) and to ministerial decree
D.M. 161/2002 and subsequent amendments and
additions (for hazardous wastes), for the disposal (direct
and/or after treatment) in suitable landfills (ministerial
decree D.M. of 03/08/2005 and subsequent
amendments and additions);
4waste-derived compost characterization (interministerial
committee decree D.C.I. of 27/07/1984);
4evaluation of sludge deriving from urban wastewater
treatment for agriculture purposes (legislative decree
D.Lgs 99 of 27/01/1992);
4fertilizers and quality compost characterization (legislative
decree D.Lgs 217 of 29/04/2006).
The laboratory is equipped with the most sophisticated
and modern instruments, including: three gas
chromatographs with mass spectrometry; two gas
