Three cheers for Her Majesty Queen Elizabeth II! Hers is a testament of
extraordinary achievement and selfless dedication.
On 9 September 2015, Her Majesty broke the record held by her
great-great-grandmother Queen Victoria by being on the throne for 63 years and
seven months. She became the United Kingdom’s longest-reigning monarch.
But on 21 April this year The Queen also achieved another highly significant
milestone. She turned 90. Queen Elizabeth II is now the oldest ever living British
monarch. Quite some feat!
At a beacon lighting ceremony in
the UK The Prince of Wales paid
a touching tribute to his mother,
wishing her the “most special
and happiest of birthdays”. And
separately at a celebration at
Windsor Castle he spoke of the “love
and affection” for her throughout the
country and the Commonwealth.
The British Prime Minister David
HM CG Tim Flear with HRH Prince Edward
Cameron issued a statement
saying: “Her Majesty has devoted
her entire life to the service of others representing our country, and carrying
out all her duties with extraordinary grace and humility. Rarely has anyone in
public life served for so long, served so brilliantly, worked so hard, and brought
so many people together. And in this modern Elizabethan era, in which so much
around her has changed, Her Majesty has been steadfast, a rock of strength for
our nation, for our Commonwealth, and on so
many occasions, for the whole world. She is
our Queen and we could not be more proud
of her.” Also, from space the British astronaut
Tim Peake greeted The Queen with a photo:
in his Twitter account, Peake is seen floating
inside the International Space Station holding
a birthday card which says “Happy Birthday
Your Majesty.”

together.
But equally for ordinary members of the
public there has been an opportunity to
send birthday messages to Her Majesty.
The British Monarchy website launched
an initiative called “Message to the Queen”.

of post arrived during the Queen’s birthday
week from all over the world, including postcards and gifts.
So you might be curious therefore as to why The Queen will also be marking
another birthday on 11 June with the annual Trooping the Colour ceremony
at Horse Guards Parade in London, followed on 12 June by a street party for
10,000 people in the Mall, which Her Majesty will host. The fact is that Britain’s
monarchs traditionally celebrate two birthdays each year. While The Queen’s
actual birthday is on 21 April, her “official” birthday is on a Saturday in June.
The double birthday was established in 1748 by her forbear King George II for a very practical reason: all official birthdays have been celebrated between
May and June, when the weather is more likely to be better and make outdoor
celebrations more pleasant.
On the subject of royalty, in May I had the pleasure of greeting The Queen’s
youngest child HRH The Earl of Wessex, Prince Edward on his arrival in Italy
on a visit associated with the Duke of Edinburgh’s Award scheme, the world’s
leading youth achievement award, giving millions of 14 to 24-year-olds the
opportunity to develop their talent.
But it is The Queen whose life we wish to pay tribute to at this time of the year.
To quote the British national anthem, “Long live our noble Queen”.

purchase: what is it
really going to cost?
Aside from the purchase price, what other costs need to be factored
in, when evaluating the purchase of a property in Italy? There is no
straightforward answer to this as it depends on many variables, e.g.,
is the buyer eligible for first-home tax benefits? Is the seller a private
individual, company or a developer? The following is in any case an
outline of some of the main costs to take into account.
Professional fees
The Notary’s fees are normally based on the value of the property. Generally
speaking, around €3,000.00 plus VAT for a property worth up to € 500,000,
and around €4,500 plus VAT for a property worth up to €1M.
The estate agent’s commission comes to around 6%, which in Italy is divided
equally between both the buyer and seller. Under Italian law, the estate agent
must act in the interest of both buyer and seller and therefore has the right to
receive a commission from both parties. This amount is generally due at the
time of signing the preliminary contract or purchase deed.
Legal fees are also generally in proportion to the value of the property
(1-3% depending on the necessary activities) but can also be agreed on an
hourly basis.
The surveyor’s fees can likewise be charged in accordance with the value
of the property or an hourly rate. Ensure that the survey covers all the
necessary activities.
Transfer taxes (registration/land registry/cadastral taxes)
The transfer taxes are paid by the buyer and depend on various issues such
as whether the seller is a private individual, company or developer, whether
the buyer intends to take up residency, whether the property in question is
classed as a luxury property or is for residential or other use.

Here are four of the more common scenarios:

on the (lower) cadastral value, plus €100 for land registry and cadastral taxes.
• The “cadastral value” is a value obtained by multiplying the “cadastral
income” (rendita catastale). The “cadastral income” is a value expressed in
euro and given by the Tax Office to all properties by means of a calculation
that takes into account surface area, location, number of rooms, etc.
Requirements to be eligible for the "first-home" tax benefits:
• You must be a resident in the municipality where the property is
purchased or become one within 18 months.
• The property must not be classed as a luxury property.
• You must not own another property for residential use in the same
municipality or have full ownership in any Italian town of a property
purchased benefitting from the first-home tax reduction. If so, any such
property must be sold within one year of the purchase.

Chocolate
Birthday Cake
This iconic recipe has been
passed down from generations,
dating back to Queen Victoria’s
chef Gabriel Tschumi. The recipe
below has been fine-tuned by
former royal chef Darren McGrady
for Queen Elizabeth II and is made
for her twice a year because Her
Majesty has an official birthday
in June and real birthday in April
each year.
Ingredients
Sponge
•6 egg yolks
•2 eggs
•4 oz cup granulated sugar
•2 oz cup flour
•1 oz Dutch cocoa powder
•2 oz melted butter
Topping and filling
•1 pint heavy cream
•454 g Ghirardelli dark chocolate
Preparation
At least six hours before baking the
cake, prepare the filling: Melt half
the chocolate (227g). Bring to boil
1 cup of the cream. Pour the cream
onto the chocolate and whisk it
until smooth, then refrigerate until
set. Turn on the oven to 177°C.
Line an 8 inch sponge tin with
parchment paper and grease.
Set a pan (large enough to hold a
mixing bowl) half full of hot water on
the stove; bring the water to a boil.
In a mixing bowl, add the eggs,
yolks and sugar and whisk
together. Place over the bowl of hot
water to allow the mixture to heat
up. Sieve the flour and cocoa and
set aside.
Whisk the egg mixture until it
doubles in volume and then fold
in the butter and flour mixture.
Spoon the mix into the cake tin;
bake about 20 minutes, or until
the sponge springs back when
pressed. Remove from the oven
onto a cooling wire and make the
topping while the sponge cools.
Melt remaining chocolate. Bring
to a boil remaining cream. Pour
the cream onto the chocolate and
whisk it until smooth and then set
aside off the heat.
Slice the sponge into three discs
and spread the filling onto the
bottom two discs and reassemble.
Add the remaining chocolate
mix to the hot topping and whisk
in. Place the sponge back onto
the cooling wire and ladle the
topping over the sponge allowing
it to run down the sides. Cool the
cake for at least two hours before
decorating and serving.
