eeef - European Energy Efficiency Fund Giugno 2016 Advancing Sustainable Energy for Europe Agenda 1 Introduzione al Fondo Europeo per l’Efficienza Energetica 2 Esempi di progetti finanziati 2 eeef in sintesi Obiettivo eeef è una forma innovativa di parternariato pubblico-privato. Opera all’interno dei paesi membri dell’Unione Europea attraverso strumenti finanziari di mercato con l’obiettivo di contribuire alla mitigazione del cambiamento climatico Beneficiari Comuni, enti locali ed enti pubblici in genere oppure altri soggetti pubblici o privati che operino nell’interesse di tali enti, come ad es. utilities, società di trasporto pubblico, associazioni di social housing, ESCO etc. Capitali Capitalizzazione iniziale del Fondo pari a €265m investiti da Commissione Europea, Banca Europea per gli Investimenti, Cassa Depositi e Prestiti e Deutsche Bank Il Fondo investe in tre categorie di progetti: Investimenti Efficienza Energetica (EE) Energie Rinnovabili (RE) Trasporto Urbano Sostenibile 3 Obiettivo e sponsor di eeef Sponsor Contesto e obiettivo Impegno degli stati membri dell’UE a raggiungere gli obiettivi della strategia 20/20/20: aumento del 20% dell’EE, riduzione del 20% delle emissioni di CO2 e 20% di energie rinnovabili nel mix energetico entro il 2020 Notevole potenziale per EE e rinnovabili di piccolo taglia nel settore pubblico in Europa Costituzione di uno strumento di finanziamento dedicato ad accelerare l’EE e incrementare l’utilizzo di energie rinnovabili all’interno dell’UE, principalmente attraverso finanziamenti a: Comuni e altri enti pubblici Soggetti pubblici o privati che operino nell’interesse di tali enti, es. ESCO, utilities, aziende di trasporto pubblico, associazioni di social housing etc. Commissione Europea (Iniziatore) Banca Europea per gli Investimenti (Fondatore e Investitore) Cassa Depositi e Prestiti (Fondatore e Investitore) Deutsche Bank (Investitore e Gestore) Settori target: EE, rinnovabili, trasporto urbano sostenibile 4 Vantaggi di eeef Finanziamenti veloci e flessibili Molteplicità di strumenti di finanziamento Consulenti finanziari professionisti del settore dedicati a strutturare le operazioni, processo decisionale max 6 mesi dal primo screening (i.e. ricezione prime informazioni necessarie) alla firma del finanziamento One-stop shop: supporto in tutte le fasi del progetto, dallo sviluppo, attraverso sovvenzioni per Assistenza Tecnica, alla realizzazione, attraverso soluzioni di finanziamento su misura eeef offre diversi strumenti di finanziamento: debito nelle varie forme (finanziamenti a m/l termine senior, mezzanino, leasing, forfaiting etc.) ed equity. Il Fondo può anche rilasciare garanzie. Il Fondo può inoltre operare come investitore unico (single investor transactions) per semplificare l’implementazione del progetto ed abbassare i costi di realizzazione Flessibilità nelle durate: Durate lunghe debito con scadenze fino a 15-18 anni equity o mezzanino forniti come co-sponsor o finanziatore subordinato a lungo termine 5 Eligibilità dei progetti al Fondo Criteri di eligibilità dei progetti Criteri generali come: Collegamento alla pubblica utilità Risparmio di energia primaria almeno del 20% (ovvero di CO2 per alcune tecnologie) Criteri specifici relativi a determinate tecnologie, utilizzo di tecnologie consolidate Tool di prevalutazione Ai potenziali beneficiari viene richiesto di completare la checklist sul sito web di eeef: http://eeef.eu/eligibility-check.html Sono così in grado di svolgere una prima verifica sull’ammissibilità del loro progetto al finanziamento del Fondo e di presentare uno o più progetti al Gestore Deutsche Bank.
