PURCHASING A USED VEHICLE
In order to purchase a used vehicle you must have the seller’s signature authenticated on
the deed of sale and within sixty days of such authentication you must register the change
of ownership. The provincial office of ACI – Public Motor Vehicle Register (PRA) will issue
the updated ownership certificate (CdP) and the provincial Civil Motorisation Office (UMC)
will update the registration certificate.
Failure to request updating of the CdP and the registration certificate will bring about the
application, in case of a roadside check, of monetary fines as well as withdrawal of the
registration certificate according to art 94 of the Highway Code.
Where you can have the signature authenticated
The seller’s signature on deeds of sale for used vehicles can be authenticated at:
The STAs [Motorist’s Telematic Counters] at the provincial ACI (PRA) offices
(authentication of the signature is free of charge but it must be concomitant with the
application for change of ownership)
The STAs at the provincial Civil Motorisation (UMC) offices (authentication of the
signature is free of charge but it must be concomitant with the application for change of
ownership)
In these cases, immediately after the seller’s signature on the deed of sale has been
authenticated, requesting change of ownership is obligatory.
The STAs of Automobile Club branch offices (“Delegazioni ACI”) and agencies handling
motor-vehicle related transactions (“Agenzie di pratiche auto”).
Municipal offices (Euro 0.52 charged for secretarial fees)
Notaries (a fee is charged).
At the time of authentication of the signature, you need to have a revenue stamp (Euro
14.62) to be stuck to the deed and to show a valid identity document of the seller.
Who can apply, and where:
Applications for change of ownership can be submitted by the purchaser or a person
appointed by the purchaser, at a Motorist’s Telematic Counter (STA) when you have an
ownership certificate (CdP).
If the application is submitted by a representative, in addition to the documents listed
below, he/she must produce the proxy given by the purchaser for the Public Motor Vehicle
Register (PRA) as well as the TT2120 form for the provincial Civil Motorisation Office
(UMC), and a photocopy of an identity document of the purchaser.
Documents
Ownership certificate (CdP)
Deed of sale in one of the following forms:
- Unilateral declaration of sale with the authenticated signature of the seller, with
revenue stamp, done on the back of the CdP.

- Deed of sale drawn up bilaterally, with revenue stamp and authentication of both
the seller’s and the purchaser’s signatures + NP3B form (available at ACI-PRA
Offices as well as on the Internet site http://www.aci.it/index.php?id=2160).
- Public deed or sentence in the form of a true copy of the original, with revenue
stamp + NP3B form (available at ACI-PRA Offices as well as on the Internet site
http://www.aci.it/index.php?id=2160).
Purchaser’s tax code.
Registration certificate and a photocopy of the same.
TT2119 form to request updating of the registration certificate.
Photocopy of the purchaser’s identity document (N.B.: If this document is in a
foreign language an Italian translation must be attached, certified as being a true
and faithful rendition of the original document by the competent diplomatic or
consular representative, or by an official translator).
Residence certificate of the purchaser or “declaration in lieu of certification” if
residence is not indicated in the identity document. Citizens of the European Union
(EU) can also submit a photocopy of the statement issued by the Municipality
proving that they have applied for residence, or a photocopy of the certificate of
permanent residence issued by the Municipality in which they reside.
A copy of a valid residence permit, or a copy of an expired residence permit
including copy of the postal receipt of the application for renewal; or a photocopy
of the identity document and photocopy of the receipt certifying application for the
first issue of the residence permit; or a copy of the EC residence permit for longterm residents.
If the purchaser is a non-EU citizen relative of a European Union citizen who is
resident in Italy: a copy of the “residence permit for relatives of a European Union
citizen” or a copy of the “permanent residence permit for relatives of European
citizens”.
Costs
Provincial tax (IPT): amounts vary according to province of residence
PRA registration stamp duty: Euro 29.24 (if you use the application form on the back of the
CdP) or Euro 43.86 (if you use the NP3B form).
ACI-PRA fee: Euro 20.92
DTT fee: Euro 9.00

THEFT of a VEHICLE
In the case of theft of a vehicle, you must:
Report the theft to the police or the Carabinieri, stating the vehicle’s number plate
in the report. If the ownership certificate (CdP) and/or the registration certificate
have been stolen, this should also be mentioned.
Ask the provincial office of ACI – Public Motor Vehicle Register (PRA) to register
loss of possession of the vehicle. With this request the obligation of paying the
motor vehicle tax (bollo auto) will be suspended. The PRA will issue a new
ownership certificate.
Documents to be presented:
Ownership certificate (CdP) or additional sheet (if these have been stolen this
must be indicated in the report).
Application form (on the back of the CdP or NP3B form, available at ACI-PRA
Offices as well as on the Internet site http://www.aci.it/index.php?id=2160).
Original theft report, or a true copy thereof, or a replacement declaration stating
that the report has been made.
Costs
ACI-PRA fee: Euro 7.44
Stamp duty: Euro 29.24 (if you use the application form on the back of the CdP) or
Euro 43.86 (if you use the NP3B form).
Please Note
We recommend giving timeous notice to your insurance company of the theft suffered.
Normally the insurance company asks for the theft report, the new CdP issued by the PRA
– indicating “possession lost”– and the vehicle keys, including any spares. If the insurance
company asks for the “estratto cronologico” of the vehicle (certificate showing all technical
and ownership data - PRA fee: Euro 20.82), you can request it at the same time as
requesting the loss of possession.

SCRAPPING a VEHICLE
If you want to scrap a vehicle you must take it to an authorised treatment facility or – if the
vehicle is traded in when purchasing another – it must be left with the dealer.
If the vehicle to be scrapped is under an administrative block (“electronic wheel clamp”),
this must first be cancelled (after having paid the amounts owed to the tax office).
When handing over a vehicle to be scrapped, a “scrapping certificate” will be issued that
must contain the following details:
Name and surname of vehicle owner / keeper
Address of vehicle owner / keeper
Company registration / identification number and signature of the owner of the
company that issues the certificate
Competent authority that licensed the company
Date and time the certificate is issued, and date and time the vehicle is handed
over
The company’s undertaking to submit an application for cancellation to PRA
The details that identify the vehicle (class, make, model, licence plate and chassis
number- VIN), and the personal particulars and signature of the person that hands
over the vehicle (if this is a person other than the owner, the owner’s personal
particulars must be included as well).
The manager of the authorised treatment facility (or motor dealership) must see to the
cancellation of the vehicle from the Public Motor Vehicle Register (PRA) within thirty days
of handing over of the vehicle, by submitting a “cessation of circulation due to scrapping”.
This certificate relieves the vehicle’s owner of any (civil, penal, and administrative)
responsibility. The obligation for the registered owner to pay the motor vehicle tax (bollo
auto) also ceases from the date the vehicle is handed over, as stated in the certificate.
What to do
The following items must be handed to the authorised treatment facility or motor
dealership along with the vehicle to be scrapped:
licence plates
registration certificate
ownership certificate (or additional sheet).
In case of theft or loss of the licence plates and/or documents, the relevant report made to
the police or the Carabinieri (or replacement declaration stating that this report has been
made, with an indication of the date and place of submission of the report) must be
handed over.
If the vehicle is scrapped in a foreign country
The owner may ask the PRA for a “cessation of circulation due to scrapping”, by
submitting:
The ownership certificate (CdP) or additional sheet, licence plates and registration
certificate. In case of theft or loss of the licence plates and/or documents, the relevant
report made to the the police or the Carabinieri (or a replacement declaration) must be
handed over.

EXPORTING a VEHICLE
In order to permanently export a vehicle abroad, apply for "cessazione della circolazione
per esportazione" (certificate of de-registration for permanent export). Following this
application, PRA will issue a de-registration certificate. Your obligation to pay the vehicle
tax (“bollo auto”) will expire at the end of the relevant tax period.
If the vehicle to be exported is under an administrative block (“electronic wheel clamp”),
before applying for de-registration you must pay the amounts owed to the tax office and
ask the PRA to cancel the block.
Who must apply for export
The application must be signed by the registered owner of the vehicle, his/her heir/s, or the
owner that, for any reason, is not the PRA-registered owner. If the application is not
signed before the clerk, a photocopy of the identity document of whoever signs must be
attached.
Where to submit the application
The application must be submitted via a Motorist's Telematic Counter (STA) or in the
country into which the vehicle is permanently exported, via the Italian Consulate. If the
application is submitted by a representative, in addition to the documents listed below,
he/she must produce the proxy given by the purchaser for the Public Motor Vehicle
Register (PRA) as well as the TT2120 form for the provincial Civil Motorisation Office
(UMC), and a photocopy of an identity document of the purchaser.
If submitted via an Italian Consulate, the de-registration certificate will be sent by priority
mail to the foreign address of the vehicle's owner, if indicated, or to the consular authority
that forwards the application.
Documents required
Ownership certificate (CdP) or additional sheet.
In case of loss, theft, or destruction of the document, the report of loss or theft
made to the police or the Carabinieri (or replacement declaration stating that this
report has been made, with an indication of the date and place of submission of
the report) must be attached.
If the owner did not buy the vehicle from the PRA registered owner it is not
possible to replace the CdP or additional sheet with a report of theft or loss of the
documents.
If the document is withdrawn by a foreign authority, the declaration of withdrawal
issued by the foreign authority having registered the vehicle, must be attached
along with a translation.
If the vehicle has already been registered in a EU member state or a European
Economic Area country, the documents are legally withdrawn by the foreign
authority and therefore they will not be required by the PRA.
Application form (on the back of the CdP or NP3B form, available at ACI-PRA
Offices as well as on the Internet site http://www.aci.it/index.php?id=2160): The
application must be signed by the registered owner of the vehicle, his/her heir/s, or
by the owner that, for any reason, is not the PRA-registered owner. If the
application is not signed before the clerk, a photocopy of the identity document of
whoever signs must be attached. If the note is submitted by the registered owner’s

heir/s, the personal particulars of the deceased must be provided in the note,
including his/her tax code.

If the vehicle must be exported into a EU member state or a European Economic
Area country, the STA will return to the applicant the original registration certificate
duly cancelled and stamped for further registration abroad.
Licence plates
In case of loss/theft of the licence plates, the report of loss or theft made to the
police or the Carabinieri (or replacement declaration stating that this report has
been made, with an indication of the date and place of submission of the report)
must be attached.
If the licence plates are withdrawn by a foreign authority, the declaration of
withdrawal issued by the foreign authority having registered the vehicle, must be
attached along with a translation.

IMPORTING a VEHICLE
(NEW VEHICLES COMING FROM FOREIGN COUNTRIES OR VEHICLES
PREVIOULSY REGISTERED ABROAD)
Vehicles coming from non-EU countries
First of all it is necessary to register the vehicle with the UPM (Provincial Motorisation
Office), presenting the following documents:
Technical documents:
1.Document of origin (authenticated and legalised) or foreign registration certificate
(authenticated and legalised)
2.Manufacturer’s Certificate of Origin, or Declaration of Conformity or Certificate of
Conformity of the vehicle manufacturer, or full authenticated photocopy of the document
and suitable certification issued by the foreign competent authority proving that the vehicle
has been cancelled from the foreign registers and stating that the document has been
withdrawn or destroyed by the same authority.
3.Technical sheet showing the vehicle’s technical specifications, including compliance with
the current European Community Directives. This certification can be issued by the vehicle
manufacturer or its legal representative in Italy or country of origin. In the latter case the
document must be authenticated and legalised.
Fiscal documents:
Customs docket or customs certificate.
Technical inspection certificate
Once the registration certificate has been obtained, the vehicle can be registered with PRA
by submitting the following documents:
Ownership certificate
If the applicant is already the owner and this is shown in the foreign
registration certificate – declaration of ownership with authenticated
signature.
If the applicant is someone other than the registered owner mentioned in
the foreign registration certificate – deed of sale with signature authenticated
by a notary or public deed or sentence.
Personal identity document: if this document is in a foreign language an Italian
translation must be attached (unless an exemption is applicable under
international laws or agreements), certified as being a true and faithful rendition of
the original document by the competent diplomatic or consular representative, or
by an official translator.
Residence certificate of the applicant - unless residence is already indicated in the
identity document.

in the form.
Photocopy of the registration certificate issued in Italy.
Vehicles coming from EU countries
Documents to be presented if the vehicle is new (never registered before):
A photocopy of the purchaser’s identity document.
If this document is in a foreign language an Italian translation must be attached
(unless an exemption is applicable under international laws or agreements),
certified as being a true and faithful rendition of the original document by the
competent diplomatic or consular representative, or by an official translator.
Residence certificate of the purchaser or “declaration in lieu of certification” if
residence is not indicated in the identity document, even if the purchaser is an
Italian citizen resident abroad and registered with AIRE. Citizens of the European
Union (EU) can also submit a photocopy of the certificate issued by the
Municipality proving that they have applied for residence, or a photocopy of the
certificate of permanent residence issued by the Municipality in which they reside.
NP2B form for registration with the PRA, available at ACI-PRA offices, the
provincial offices of Civil Motorisation (UMC) and on the Internet site
http://www.aci.it/index.php?id=2160. The purchaser’s tax code must be indicated
in the form.
“Istanza dell'acquirente” (purchaser’s application form) or deed of sale or public
deed or sentence.
The deed of sale must bear the seller’s signature authenticated by a notary and
revenue stamps.
Declaration of conformity or European Certificate of Conformity with Italian type
approval or European Certificate of Conformity accompanied by a “dichiarazione di
immatricolazione” (statement of registration) issued by the manufacturer.
TT 2119 application form signed by the purchaser, available at the provincial
offices of Civil Motorisation (UMC).
If the purchaser is a legal entity (company, body, association, etc.): Certificate of
the Chamber of Commerce with revenue stamps or replacement declaration made
by the legal representative to certify the registered office of the legal entity.

For used vehicles coming for Germany and registered in Germany up to 31.5.2004
the original ownership document (Fahrzeugbrief) must be submitted. For used
vehicles coming for Germany and registered in Germany as from 1.06.2004 the

original or a copy of the Fahrzeugbrief or a new ownership document
(Zulassungsbescheinigung Teil II) must be submitted.

Rules for exchange
NON-EU DRIVING LICENCES
Foreigners from the countries listed above holding a non-EU driving licence can drive in
Italy for a maximum of 1 year from acquiring residence in Italy, after which they must
exchange their driving licence for an Italian one.
EU DRIVING LICENCES
The holder of a driving licence issued by one of the EU member States has no obligation
to exchange his/her driving licence for an Italian one (even after 1 year from becoming an
Italian resident). In this case the foreign driving licence remains subject to Italian law as
concerns renewal periods and penalties.
Nevertheless it is recommended to apply for either the exchange or recognition of the EU
driving licence to enable the Italian authorities to deal with renewal or duplicate
procedures.
When applying for the exchange, you must surrender your foreign licence that will be
replaced by the Italian one.
The application must be submitted within the period of validity of the foreign licence to the
competent civil motorisation office, producing the following documents:
TT 2112 form
Payment of € 9.00 into postal current account No.9001 and € 29.24 into postal
current account No.4028 (pre-printed payment slips available at post offices and
motorisation offices)
Original foreign driving licence and a front/back photocopy of the same
Medical certificate, with revenue stamp and photograph, issued by an authorized
doctor, and photocopy of the same

Foreign licences issued by non-EU countries need to be accompanied by a
translation with revenue stamp. The translation must be certified by the diplomatic
representative of the country having issued the driving licence as being a true and
faithful rendition of the original document. The certified translation must be
validated by the competent “Prefettura” offices.
Rules for recognition
In this case, you keep your foreign driving licence. The relevant data are entered by the
Italian authority in the national driving licence holders database and a sticker is stuck on
your original licence.
The application must be submitted to the competent civil motorisation office, producing the
following documents:
• TT 746 form
• Payment of € 9.00 into postal current account No.9001 and € 14.62 into postal current
account No.4028 (pre-printed payment slips available at post offices and motorisation
offices)
• Original foreign driving licence and a front/back photocopy of the same
• “Declaration in lieu of certification” of residence in Italy
• Medical certificate, with revenue stamp and photograph, issued by an authorized doctor
(this document is only required if -according to Italian regulations- the foreign driving
licence has expired).
