his disciples understand the workings of God's kingdom.
First, he points Ollt that a seed "grows of ilself:" having
its own inner po\ver. Jeslls' mess.'ge is clem: even if il
requires the collaboration of people, lhe kingdom of God
is, first and foremost, grace and gill. It is'not primarily a
product of human efforts. Scripture spc.,ks of men and
women "bcing s.,vcd"· rather than "s.,ving themselves".
The lalter expression is IIsed 10 describe a people
responding to God who offers his grace.
In the beginning is divine Love, and human love is
possible because of that Love. St. John wriles: '''In this

is love: not that we have loved God, but that He loved
liS." As a resull "we love bec.,use he first loved us".
Another dimension of the kingdom, underlined this
time by the parable of the mustard seed, is "growth".
The seed conlains within ilself a dynamism, a' powcr.
Once sown, it sprigs and becomes the largest of plants.
The kingdom has a secret power. Notwithstanding the
hardness of the '"soil''' and the extental elements, it will
slowly but effeelively grow and celebrate its victory over
evil. The parable of lhe mustard seed has a powerful
message to believers tolL,y: is thus an invitation to
conserve that pure, renovating power of the gospel.

Imagine the West European
economy as it is imagined by Ihe
archilecls of the single currency.
Trade is unencumbered by borders or
exchange rates; capilal and workers
(protected by strong social laws) can
move to where they are put to best
use; the continent's poorer reaclies
can at last share in Ihe prosperily of
the more advanCed parts of Europe.
Now look at Italy. One currency,
one set of lax and labour regulalions
and, since the late 1950s, a concerted
effort to bring the south to a par with
the richer north. Yel Ihe differences
betwcen north and soulh are no less
than they were in Ihe 1960s. Indeed
they are growing. Decades of experiment in the mezzogiorno suggest Ihat
once Europe becomes a single large
economy, convergence betwccn rich
and poor regions will neilher happen
automatically nor be c<~sily brought
about by government policy.
Italy's experience is striking. 'The
produetivilY of soulhern labour has
been stuck at around 80% of Ihat in
the north since 1970. The sonthern
growth rale has recenlly been only
half that of Ihe north. Well over 20%
of the southern labour force is oni-,
dally wilhonl a job. As a result. GDP
per person in Ihe meziogirono is 57%
of that in the rest of Italy. The norlh
is one of Europe's richest regions.
Despite Irillions of lire of aid designed to rid Ihe country of its divide.
the south remains onc of Ihe poorest.
Isaia Sales, Ihe minisler responsible
for the mezzogiorno., confesses Ihal
"'.111 indicators are negativc for Ihe
soulh compared wilh Ihe cenlre-norlh.
except for Ihe crealion of businesses".
The failnre to lurn IwO economies
into one has serious consequences.
The governmenl is forced 10 slrike a
balance belween buying peace in
impoverished arC<~S and reducing burdens on Ihe wcalthy ones. This
strengthens Ihe cenlrifugal fores Ihal
have led 10 rcnewed calls for a
referendnm on Ihe secession of 'Padania', a vaguely defined (:md rich) area
of northern Italy. And il retards Ihe
progress of Ihe counlry as a whole. It
would be far easier for Italy 10 reduce
its governmenl budgcl deficit and Irim
its national debl. both reqnired if il is
to join in Ihe single currency starting
F. Spirito
in 1999, wilhoul the constant pressure
10 lransfer yel more resourcs to the
soulh.
Ironically, Europe's single currency is onc rc.~son for the south's
diffienlties. According to Gianfranco
Viesli, an economics professor from
Bari, Ihe fiscal rigour needed for Italy
10 qualify for monetary union has led
10 cuts in public spending in the
mezzogiorno equivalenl to roughly 5%
of local output. Two further blows
have slruck Ihe same time. Onc was
Ihe phasing out of special la.x·brc.1ks
for soulhern manur.1clurers. which
broke European Union mles on state
aid. Combined wilh eulS in stateowned indnstry, Ihis has eliminated
40% of Ihe

jobs in Ihe
province of Naples alone. The
olher blow is a

Antonio Bassoliuo. Ihe mayor of Na·
pies. is onc of Ihose who a decade ago
would have bcen petitioning Rome for
another blasl furnace or 111'0. Today
he extols Ihe virtues of small business.
"The soulh was suffocated by loo
much state'... he argues. True 10 his
word, Mr Bassolino recently sold
Naples airport to British Airports
Authority.
Similarly Leoluca Orlando, the
mayor of Palermo, in Sicily, secs
indications of change. He says that
the housebuilders who used to dominate business organisations in Palermo
have been replaced by genuine industrialists. Machines and metal, work,
traditional northern·Italian specialities, have begun to supplant the stcel
and chemicals spewed out by the
south's big plants. But the volume of
southern exports is still only a tenth
of that from the north, and foreign
investment is extremely scarce. Only
a tenth of the foreign-owned factories
in Italy are
in the mez·,
zogiorno.
If capital

arrive, why
then is labour not de·

many industries are set
nationally;
while work·
ers in Ihe
north typically have faller pay packets, the
difference is slight. In addition, southerners worry that if they move away
Ihey will lose the support they get
from the extended family. Housing in
northern Ualy is far dearer than in the
south. For all but the most highly
qualified, moving is probably not
worth it.
With so many problems to solve at
Ihe same time, it is hard to sce
southern Italy changing rapidly. Ask
mayors if Ihey will cut the civil
service. and they muller about unem·
ploymeut aud (he Mafia. Ask about
the lack of investment, and businessmen \\ill complain about Ihe administration. The mezzogiorno's message to
EuropC<1ns is as unpalatable as it is
Clc.1r. Rigid markels for labour and
capilal prevent poor regions from
c.1tehing up with rich ones. No
amouut of aid will change that.

a blessing from Padre Roberto Russo for their 50 years
of a very happy marriage.
There wcre 70 guests at the Chureh and afterwards
at the wedding reception which was held at the
.Fornello Restaurant in Southampton Row. A further 60

The Fornello supplied an excellent meal and service
and the Wedding couple and their guests had a

Italian women. Iike'so many othcr womcn, somctimes
put thcir own hc.~lth last and dclay having routine health
ehceks. They may have doubts about breast screening in
particular. Three commonly e.xprcss,ed doubts are "I don't
want to undress-and uncovcr my breasts", "it might
hurt" and "supposc thcy find somctl!ing".
Thc womcn radiographcrs who takc tllC x-rays are
very conscious of womcn's concerns. Whcn womcn attcnd
for breast screening, the radiographcrs hclp to make them
fcel comfortable. No one other than the radiographer \vill
be in the x-my room with thcm. Womcn do not need to
undress to the waist until just before the x-ray is taken.
Some womcn do say they fcel pressure on thcir breasts
from the x-my plates. Thcy also say it only lasts a few
seconds. The pressllre hclps to make sure a good clear
x-my is takcn. Within minutes
womcn are again dressed and
ready to lcave.
Whcn brC.~st cancer is found
carly, treatment is much more
successful. Breast screening by
x-ray (mammography) is a safe
and easy way to dctect breast
cancer at an early stage. It can
dctect breast cancers whcn they
are so small that a woman may
not be aware shc has a problcm.
In the UK breast cancer is
the commoncst fonn of cancer
among womcn ovcr .50 years of
age. It is important that all
cligible womcn attcnd for regular breast scrcening, so that any
unknown breast problems can be
found and quickly treated.
Women of any age with a
specific brCast problcm, should

brc.~st problcms should not wait

Womcn aged 50-64 years and

womcn take those few minutes to concentmtc on tllcir
