Why adapting at subnational level?
White paper 2009: “Due to the regional
variability and severity of climate impact
most adaptation measures will be taken at
regional or local level”
Article 4 of the UNFCCC: “every effort must
be made to adopt national and regional
adaptation strategies”
EU adaptation strategy 2013: “In view of the
specific and wide ranging nature of climate
change impacts… adaptation measures
need to be taken at all levels, from local to
regional and national level”
Action plan on climate change in the Alps
2009: “Its aim is to…offer concrete measures
that are specific to the Alps by promoting
adaptation themes and measures that could
be the subject of regional co-operations in
the frame of the Alpine Convention…
Preparing the ground for the Lombardy’s adaptation strategy

Key outputs of the Guidelines : the roadmap for the oncoming
RAS

Start the process of involving regional key stakeholders and decision makers in
the definition of the future Regional Adaptation Strategy

Regional climatic characterization: overview of past and present trends as well
as future projections concerning relevant climatic variables at regional level

State of the art concerning scientific knowledge about regional climate change present and future- vulnerabilities and impacts of climate change (CCIVA), from
a sectoral point of view

Provide a first methodological framework to identify and prioritize future
sectoral and cross-sectoral adaptation measures through the early engagement
of key stakeholder

Identification of key factors to ensure a successful RAS in Lombardy

4. key findings
Key findings

The series of workshop undertaken with stakeholders –along with the provided
information on climate change and relative impacts –served as an important
capacity building factor

Dissemination and effective communication of relevant information during the
engagement process of the RAS has enabled the regional government to realize
the real dimension of dealing with present and future climate change challenges:
increase awareness

Periodic meetings, briefings and continuous information sharing, consolidated
the commitment and confidence between the Research Team, the relevant
decision-makers, the regional technicians and the executive leader in charge of
the horizontal coordination

Key issues to enhance engagement of stakeholders were i) to guarantee an
adequate perception of the identified climate change impacts at regional level;
and ii) the contribution of stakeholders in the joint definition and prioritization of
the adaptation objectives as part of the consensus building process
