Marzelli Introduction DE FR Die Motivation zur Erstellung des Atlas Les défis de la réalisation d’un atlas Einen Atlas der Alpen zu erstellen, erscheint auf den ersten Blick einfach. Jeder kennt aus der Schulzeit die Karte der Alpenländer, die in jedem mitteleuropäischen Schulatlas enthalten ist. Bei genauem Hinsehen stellen sich jedoch Probleme ein: Wo beginnen, wo enden die Alpen? Gibt die Orographie ausreichend Auskunft über die räumlichen Strukturen der Alpen? Sind die Alpen statisch oder finden nicht im Gebirgsraum vielfältige Veränderungen der Landesnatur, der Kulturlandschaft, der demographischen, ökonomischen und sozialen Strukturen statt? Diese vielfältigen Fragestellungen haben die Autoren motiviert, ein Kartenwerk zu schaffen, das versucht, auf solche Fragen Antworten zu geben und zum Studium der Unterschiede und des rapiden Wandels von Raum und Gesellschaft einlädt, dem gerade der Alpenraum in besonderem Maße unterliegt. À première vue, il parait simple de créer un atlas des Alpes. Depuis l’école, tout le monde se souvient de la carte des pays alpins comme on la trouve dans n’importe quel atlas scolaire. Regardez d’un peu plus près et vous commencez à vous demander : où commencent exactement les Alpes ? Où finissent-elles ? L’orographie fournit-elle assez d’informations sur la structure spatiale des Alpes ? Les Alpes sont-elles figées ou ne connaissent-elles pas plutôt des évolutions au niveau des territoires, des paysages, des structures démographiques, économiques et sociales ? Ces questions ont incité les auteurs à créer un ensemble de cartes qui répondraient à de telles questions, et inciteraient les lecteurs à étudier les fortes différences de structure et les changements sociaux et spatiaux rapides qui affectent les Alpes en particulier. La Convention alpine a lancé la création d’un système de surveillance et d’information pour les Alpes il y a presque vingt ans, mais en raison de problèmes politiques et techniques, cette tâche n’a pas été accomplie d’une manière satisfaisante à ce jour. L’harmonisation des données, définies de diverses manières dans les statistiques officielles des différents Etats alpins, et qui en plus ont pu être recueillies à diverses périodes, a été l’un des problèmes les plus sérieux. Le but de cet atlas est de soutenir les efforts de la Convention alpine afin de construire une base d’informations transnationale cohérente pour tout l’espace alpin. Entre-temps, divers projets scientifiques ont établi les principes et les méthodes pour traiter de tels problèmes. Dans le projet européen SUSTALP, les premières cartes pan-alpines sur l’agriculture ont été créées (Tappeiner et al. 2003). Le groupe de travail sur les objectifs et indicateurs environnementaux de la Convention alpine a établi des propositions pour l’utilisation d’indicateurs transnationaux, dans le cadre de son travail sur le respect des objectifs de la Convention (Umweltbundesamt, 2004). En Autriche, un système d’information sur les Alpes accessible en ligne et contrôlé par l’utilisateur (Web GALPIS) a été créé pour ce pays, aboutissant ainsi à la production d’un atlas de l’Autriche (Borsdorf 2004), qui a été très bien accueilli. Le succès de ce projet a encouragé l’éditeur et les auteurs de cette publication à s’engager dans la création d’un ensemble de cartes pour tout l’espace alpin. Fig. 1: Organigramm of DIAMONT Die Alpenkonvention hat sich schon vor nahezu 20 Jahren die Aufgabe gestellt, ein Alpenbeobachtungs- und -informationssystem zu schaffen. Angesichts der erheblichen politischen und datentechnischen Probleme konnte diese Aufgabe bis heute nicht zufrieden stellend gelöst werden. Heureuse coïncidence : ce projet a réuni des scientifiques impliqués dans la création des systèmes d’information SUSTALP, GALPIS et le groupe de travail sur les objectifs et indicateurs environnementaux, avec des chercheurs et des experts d’Allemagne, de France, d’Italie, d’Autriche, IT SL EN Preparare un Atlante: problemi e opportunità Razlogi za izdelavo atlasa The Challenges of Producing an Atlas A prima vista predisporre un atlante delle Alpi non sembra un compito difficile: ogni abitante di un paese centro-europeo ricorda la cartina dei paesi alpini contenuta nel suo atlante scolastico. Ma osservando più da vicino ci si comincia a chiedere: dove iniziano esattamente le Alpi? Dove finiscono? L’orografia ci fornisce informazioni sufficienti sulla struttura territoriale delle Alpi? Le Alpi sono statiche, o non subiscono piuttosto una serie di cambiamenti nella natura del territorio, nel paesaggio antropico, nelle strutture demografiche, economiche e sociali? Queste domande hanno spinto gli autori a ideare una serie di carte che desse una risposta a interrogativi di questo genere e potesse stimolare i lettori a studiare le enormi differenze strutturali ed i repentini cambiamenti territoriali e sociali che investono le Alpi in particolare. Na prvi pogled se zdi izdelava atlasa Alp čisto lahka naloga. Vsak se še iz svojih šolskih dni spomni zemljevida alpskih dežel, ki je del katerega koli srednjeevropskega šolskega atlasa. Če pa pogledamo malo natančneje, se začnemo spraševati naslednje: Kje natančno se Alpe začnejo? Kje se končajo? Zagotavlja orografija dovolj podatkov o prostorski zgradbi Alp? So Alpe statične ali pa so zanje značilnejše različne spremembe naravnih elementov in kulturne pokrajine ter demografskih, gospodarskih in družbenih struktur? Ta vprašanja so spodbudila avtorje, da so izdelali zbirko zemljevidov, ki naj bi odgovorili na ta vprašanja in bralce spodbudili k preučevanju ogromnih strukturnih razlik ter hitrih prostorskih in družbenih sprememb v Alpah. At first glance it seems an easy task to create an atlas of the Alps. From their school days everybody remembers the map of the Alpine countries as found in any central European school atlas. Take a closer look and you begin to wonder: where exactly do the Alps begin? Where do they end? Does orography provide sufficient information on the spatial structure of the Alps? Are the Alps static or do they not rather experience a variety of changes in the nature of the land, the cultural landscape, the demographic, economic and social structures? These issues have motivated the authors to create a set of maps that would answer such questions and encourage readers to study the enormous structural differences and the rapid spatial and social changes that affect the Alps in particular. La Convenzione delle Alpi, quasi venti anni fa, mosse il primo passo nel processo di realizzazione di un sistema alpino di monitoraggio e informazione, ma problemi politici e tecnici relativi alla gestione dei dati hanno impedito fino ad ora che questo processo venisse coronato da pieno successo. Uno dei problemi principali ha riguardato l’armonizzazione dei dati che risultano definiti in una molteplicità di modi all’interno delle statistiche ufficiali dei singoli stati alpini, e che per di più possono essere stati raccolti in momenti diversi. Questo atlante intende sostenere gli sforzi della Convenzione delle Alpi volti a creare per l’intero spazio alpino una base transnazionale e congruente di informazioni. Nel frattempo vari progetti scientifici hanno definito principi e metodi che affrontano questi problemi. Le prime carte panalpine sull’agricoltura sono state create nell’ambito del progetto UE SUSTALP (Tappeiner et al., 2003). Il Gruppo di Lavoro della Convenzione delle Alpi sugli Obiettivi e gli Indicatori Ambientali ha elaborato proposte per l’utilizzo di indicatori transnazionali nel proprio lavoro, in conformità agli obiettivi della Convenzione (Umweltbundesamt, 2004). In Austria è stato messo a punto un sistema informativo sulle Alpi basato su web e controllato dagli utenti (GALPIS Web). Esso ha portato alla produzione di un atlante dell’Austria (Borsdorf, 2004) che ha riscosso un ottimo successo. Proprio il successo di quel progetto ha incoraggiato il coordinatore e gli autori di questa pubblicazione ad imbarcarsi nell’impresa di creare un set di carte per l’intero spazio alpino. L’atlante è stato prodotto nell’ambito del progetto DIAMONT, finanziato dalla UE (Interreg IIIb, Spazio Alpino), ed ha ricevuto il sostegno finanziario dell’Unione Europea e di vari enti nazionali (in Germania, il Ministero Federale per l’Ambiente, la Conservazione della Natura e la Sicurezza Nucleare e il Ministero Bavarese per l’Ambiente, la Sanità e la Protezione dei Alpska konvencija si je že pred skoraj dvajsetimi leti zadala nalogo, da bo vzpostavila sistem opazovanja in informiranja o Alpah, vendar ta naloga zaradi političnih in tehničnih težav do danes še ni bila zadovoljivo dokončana. Enega najresnejših problemov je predstavljala uskladitev podatkov, ki so bili na različne načine definirani v statističnih uradih posameznih alpskih držav, poleg tega pa so bili lahko zbrani v različnih časovnih obdobjih. Ta atlas podpira prizadevanja Alpske konvencije za izdelavo usklajene nadnacionalne informacijske podlage za celotni alpski prostor. Medtem so različni raziskovalni projekti oblikovali načela in metode za obravnavo takih vprašanj. V okviru projekta Evropske unije SUSTALP so bili izdelani prvi zemljevidi celotnega alpskega prostora, ki so prikazovali kmetijsko rabo tal (Tappeiner et al. 2003). Delovna skupina Alpske konvencije za okoljske cilje in kazalnike je za preverjanje doseganja ciljev Konvencije izdelala predloge za uporabo nadnacionalnih kazalnikov (Zvezni urad za okolje, 2004). V Avstriji je bil izdelan prosto dostopen spletni uporabniški alpski informacijski sistem (GALPIS Web), na podlagi katerega je bil izdelan tudi atlas Avstrije (Borsdorf 2004), ki je bil med bralci zelo dobro sprejet. Uspeh tega projekta je urednika in avtorje spodbudil, da so začeli razmišljati o izdelavi zbirke zemljevidov celotnega alpskega prostora. Atlas je bil izdelan v okviru projekta DIAMONT (Interreg IIIb, Območje Alp), ki ga financira Evropska unija, in na tem mestu bi se radi zahvalili za vso pomoč Evropski uniji in različnim državnim financerjem (Zvezno ministrstvo za okolje, ohranjanje narave in jedrsko varnost, Nemčija; Bavarsko zvezno ministrstvo za okolje, zdravje in varstvo potrošnikov, Nemčija; Ministerio delle infrastrutture e dei trasporti, Italija). Po srečnem naključju so se pri tem projektu združili znanstveniki, ki so sodelovali pri izdelavi informacijskih sistemov v okviru projektov SUSTALP Nearly twenty years ago, the Alpine Convention started on the task of creating a monitoring and information system for the Alps, but because of political and data-technical problems this task has not been satisfactorily completed to date. One of the most serious problems was the harmonization of data that have been defined in a variety of ways in the official statistics of individual Alpine states and moreover may have been gathered at different points in time. This atlas aims to support the efforts of the Alpine Convention to build up a coherent transnational basis of information for the entire Alpine space. In the meantime, various scientific projects have yielded principles and methods to deal with such problems. Within the EU project SUSTALP the first pan-Alpine maps on agriculture were created (Tappeiner et al. 2003). The Working Group on Environmental Objectives and Indicators of the Alpine Convention worked out proposals for the use of transnational indicators in their work on compliance with the objectives of the Convention (Umweltbundesamt 2004). In Austria an open, web-based and user-controlled Alpine information system (GALPIS Web) was created for that country and led to the production of an atlas of Austria (Borsdorf 2004), which was very well received. The success of that project encouraged the editor and authors of this publication to embark on the creation of a set of maps for the entire Alpine space. This atlas was produced within the EU-financed project DIAMONT (Interreg IIIb, Alpine Space) and we gratefully acknowledge the support of the European Union as well as that of various national funding bodies (Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, Germany; Bavarian State Ministry for the Environment, Health and Consumer Protection, Germany, Ministerio delle infrastrutture e dei trasporti, Italy). It was a happy coincidence that 3 Introduction DE definiert und zu teilweise unterschiedlichen Zeitpunkten erhoben worden sind. Mit diesem Atlas soll das Bestreben der Alpenkonvention unterstützt werden, eine länderübergreifende kohärente Informationsgrundlage für den gesamten Alpenraum aufzubauen. In verschiedenen wissenschaftlichen Projekten sind inzwischen Grundlagen und Methoden gefunden worden, die genannten Probleme zumindest teilweise zu lösen. Das EU-Projekt SUSTALP hat erstmalig alpenweite Karten zur Landwirtschaft erstellt (Tappeiner et al. 2003). Die Arbeitsgruppe „Umweltziele und Indikatoren“ der Alpenkonvention hat zur Überprüfung der Konventionsziele Vorschläge für den Einsatz länderübergreifender Indikatoren erarbeitet (Umweltbundesamt 2004). In Österreich ist ein offenes, webbasiertes und nutzergesteuertes Alpeninformationssystem für dieses Land (GALPIS-Web) erstellt worden. Aus diesem Projekt ist auch ein Österreich-Atlas entstanden (Borsdorf 2004), der großes Echo in der Öffentlichkeit gefunden hat. Sein Erfolg hat die Herausgeber und Autoren des hiermit vorgelegten Alpenatlas motiviert, ein solches Kartenwerk für den gesamten Alpenraum zu erarbeiten. Dieses Werk ist im Rahmen des von der EU finanzierten Projektes DIAMONT (Interreg IIIb, Alpenraumprogramm) entstanden. Für die Unterstützung ist der Europäischen Union wie auch den verschiedenen nationalen Finanzgebern (Bundesministerium für Umwelt, Naturschutz und Reaktorsicherheit, Deutschland; Bayerisches Staatsministerium für Umwelt, Gesundheit und Verbraucherschutz, Deutschland und das Ministerio delle infrastrutture e dei trasporti, Italien) herzlich zu danken. Es traf sich gut, dass in diesem Projekt sowohl die Wissenschaftler mitarbeiteten, die zuvor die erwähnten Informationssysteme in SUSTALP, GALPIS und der Arbeitsgruppe „Umweltziele und Indikatoren“ erstellt hatten, als auch Forscher und Praktiker aus Deutschland, Frankreich, Italien, Österreich, Slowenien und der Schweiz. Sie alle haben an der Datenerhebung, Erstellung und Interpretation der Karten mitgewirkt. Das Projektkonsortium wurde durch einen Beirat ergänzt, den die Projektleitung über alle Schritte informierte und der wertvolle Hinweise gab. Koritnica from Mangart, Slovenia (Photograph by M. Pavšek) Die Alpen Die Alpen sind nicht nur das höchste innereuropäische Gebirge und erstrecken sich über acht verschiedene Länder, sie umfassen auch eine große Vielfalt an Landschaften, und Kulturen. Normalerweise stellt man sich Gebirge als spärlich besiedelte Gegenden vor. Auf die tatsächlich besiedelbare Fläche bezogen, gehören sie jedoch zu den am dichtesten besiedelten Gebieten, und ihr Kulturerbe reicht von der Antike bis in die heutige Zeit. Von den Talböden hinauf zu den Gipfeln lassen sich die unterschiedlichsten pflanzlichen und tierischen Strukturen beobachten. Die Alpen sind ein Reservoir der Artenvielfalt und ein komplexes Ökosystem. Hangneigung und nach Meereshöhe gestaffelte Klimagradienten beeinflussen die natürliche Dynamik von Boden, Topografie und somit die Art der 4 FR de Slovénie et de Suisse. Le consortium du projet a été complété par un comité consultatif à qui les directeurs de projet ont rendu compte de chaque étape, et qui a donné de précieux conseils. Les Alpes Les Alpes ne sont pas seulement la plus haute chaîne de montagne intraeuropéenne, traversant huit pays différents ; elles présentent également une grande variété de paysages, d’espèces et de cultures. Généralement, on pense que les montagnes sont des zones peu peuplées. Cependant, par rapport à la superficie réellement disponible pour l’usage résidentiel ou l’agriculture, elles sont parmi les plus densément peuplées, et l’héritage culturel qu’elles perpétuent s’étend de l’antiquité à l’époque contemporaine. Des vallées jusqu’aux sommets des montagnes, on peut observer divers types de flore et de faune. Les Alpes sont un foyer de biodiversité et un écosystème complexe. L’inclinaison des pentes et les gradients climatiques altitudinaux influencent la dynamique naturelle du sol, la topographie et ainsi la typologie de l’utilisation des sols et la variété de l’habitat. Les facteurs environnementaux prédominants, tels que l’eau, la neige et la glace, approvisionnent les ressources d’eau douce, mais elles exposent également les coteaux et les vallées à divers dangers. La population des Alpes ne fait pas seulement face aux risques naturels. Actuellement, comme beaucoup d’autres régions, les Alpes sont sous la menace du changement global: la mondialisation a provoqué des désavantages de marché qui ont eu des effets sociaux et économiques graves, entraînant des changements de l’utilisation des sols. Les processus politiques, ainsi que les processus du marché, ont provoqué l’abandon des coteaux et des processus de regroupement dans les vallées. L’agriculture, par exemple, est maintenant pratiquée en grande partie dans les plaines, et provoque une utilisation excessive de l’azote et des apports dans le sol, tandis que l’irrigation entraîne sa salinisation. La biodiversité est menacée par la fragmentation du paysage et l’empiétement des zones artificielles. Cependant, les évolutions structurelles politiques ou économiques ne sont pas les seuls phénomènes. Le changement climatique transforme également profondément le monde alpin, et on peut clairement s’en rendre compte à travers l’accélération du processus de fonte des glaciers. Ses effets désastreux apparaissent dans une série de problèmes tels que le manque d’eau potable, car les cours d’eau alimentés par la fonte des glaciers ne sont plus approvisionnés convenablement, et les inondations dans les vallées suite aux précipitations fortes et fréquentes. L’érosion croissante expose de plus en plus de régions au danger des glissements de terrain. Désormais, le défi est de protéger ce paysage naturel et culturel contre les dégradations de toute sorte. Pour y arriver, il est essentiel de soutenir le développement durable de cet patrimoine culturel et naturel central pour l’Europe, encourageant ainsi des réactions politiques adéquates. Grazie ad una felice coincidenza questo progetto ha riunito scienziati che erano stati coinvolti nella realizzazione dei sistemi informativi di SUSTALP, GALPIS e del Gruppo di Lavoro sugli Obiettivi e gli Indicatori Ambientali, con ricercatori ed esperti provenienti da Germania, Francia, Italia, Austria, Slovenia e Svizzera. Tutti hanno contribuito sia alla raccolta dei dati che alla produzione e interpretazione delle carte. Il consorzio di progetto è completato da un comitato consultivo, al quale i responsabili di progetto hanno riferito durante ogni passo del processo e che ha fornito preziosi consigli. Le Alpi Le Alpi non sono solo la catena montuosa interamente europea più alta, ma attraversano ben otto paesi diversi e contengono anche una grande varietà di paesaggi, specie e culture diverse. Generalmente si pensa alle montagne come ad aree scarsamente popolate. In relazione all’entità del territorio effettivamente disponibile per gli insediamenti o l’agricoltura, le Alpi sono invece una delle aree più densamente popolate, e il retaggio culturale che continuano a conservare è passato attraverso tutte le epoche, dalle più antiche alla contemporanea. Salendo dai fondovalle fino alle cime delle montagne si possono incontrare le più diverse combinazioni di flora e fauna. Le Alpi sono un serbatoio di biodiversità ed un ecosistema complesso. La pendenza dei versanti e i gradienti climatici altitudinali influenzano le dinamiche naturali del suolo, della morfologia e quindi la tipologia di uso del suolo e la varietà degli habitat. Fattori ambientali dominanti, quali acqua, neve e ghiaccio, costituiscono sì un’importante risorsa di acqua potabile, allo stesso tempo però espongono i versanti e le vallate a vari pericoli. La popolazione alpina, comunque, non deve affrontare solo i rischi naturali: attualmente le Alpi, come molte altre zone, sono minacciate dai cambiamenti globali. La globalizzazione ha portato con sé svantaggi di mercato che hanno avuto gravi ripercussioni sociali ed economiche e a loro volta hanno causato cambiamenti nell’uso del territorio. L’evoluzione politica e del mercato hanno provocato l’abbandono dei versanti e processi di agglomerazione nelle valli. L’agricoltura, ad esempio, oggi viene praticata su larga scala nelle zone pianeggianti e comporta un uso eccessivo di azoto, che si deposita nel suolo; l’irrigazione a sua volta ne provoca la salinizzazione. La biodiversità è messa a repentaglio dalla frammentazione del paesaggio e dall’invasione delle aree artificializzate. Vsi so pomagali pri zbiranju podatkov ter izdelavi in interpretaciji zemljevidov. Projektni konzorcij je nato dopolnil še svetovalni odbor, kateremu so projektni vodje redno poročali in ki je prispeval dragocene nasvete. Alpe Alpe niso zgolj najvišje srednjeevropsko gorovje, ki se razteza prek osmih držav, ampak zajemajo tudi zelo raznolike pokrajine, rastlinske in živalske vrste ter kulture. Ponavadi si predstavljamo, da so gorska območja zelo redko poseljena, glede na površino ozemlja, ki je dejansko primerna za naselitev ali kmetijsko rabo, pa so to eno najgosteje poseljenih območij. Poleg tega pa kulturna dediščina, ki jo lahko tu najdemo, sega od antike vse do sodobnega časa. Od dna dolin pa vse do vrhov gora lahko opazimo najrazličnejše vzorce rastlinstva in živalstva. Alpe predstavljajo zbiralnik biološke raznolikosti in zapleten ekosistem. Naklon pobočij in višinske podnebne spremembe vplivajo na naravno dinamiko tal in topografijo ter s tem tudi na tipologijo rabe tal in raznolikost habitatov. Prevladujoči okoljski dejavniki, kot so voda, sneg in led, tvorijo sladkovodne vire, obenem pa pobočja in doline izpostavljajo različnim nevarnostim. Prebivalstvo na območju Alp pa se ne sooča samo z nevarnostjo naravnih nesreč. Podobno kot številnim drugim območjem tudi Alpam trenutno grozijo globalne spremembe. Globalizacija je povzročila tržne šibkosti, ki imajo hude družbene in gospodarske posledice in povzročajo spremembe v rabi tal. Politični in tržni procesi so sprožili opuščanje hribovitih območij in procese nastajanja aglomeracij v dolinah. Danes je obsežna kmetijska raba značilna za nižine, kjer prekomerno gnojenje in pesticidi onesnažujejo tla, namakanje pa povzroča tudi zasoljevanje tal. Biološko raznolikost ogrožata razčlenjenost pokrajine in širjenje umetnih površin. Problem pa niso zgolj politične in gospodarske strukturne spremembe, saj Alpe močno preoblikujejo tudi podnebne spremembe, kar se najbolj odraža v pospešenem topljenju ledenikov. Uničevalni učinki podnebnih sprememb se kažejo v vrsti težav, kot so pomanjkanje pitne vode, ker reke, ki jih oskrbujejo ledeniki, ne dobijo več dovolj vode, in poplave v dolinah, ki so posledica pogostih neurij. Zaradi povečane erozije pa je vedno več regij izpostavljenih nevarnosti zemeljskih plazov. EN this project united scientists who had been involved in creating the information systems in SUSTALP, GALPIS, and the Working Group on Environmental Objectives and Indicators with researchers and experts from Germany, France, Italy, Austria, Slovenia, and Switzerland. They all contributed to gathering the data as well as creating and interpreting the maps. The project consortium was complemented by an advisory board to whom the project directors reported on every step of the way and who contributed valuable advice. The Alps The Alps are not only the highest inner-European mountain chain, crossing eight different countries; they also contain a large variety of landscapes, species and cultures. Usually one thinks of mountains as sparsely populated areas. In relation to the amount of land that is actually available for settlement or agriculture, however, they are among the most densely populated, and the cultural heritage they preserve runs the whole gamut from ancient to contemporary. From the valleys to the mountain tops, a variety of flora and fauna patterns can be observed. The Alps are a hot spot of biodiversity and a complex ecosystem. Slope inclination and altitudinal climate gradients influence the natural dynamics of soil, topography and thus the typology of land use and habitat variety. The dominating environmental factors, such as water, snow and ice, provide freshwater resources, but they also expose the hillsides and valleys to various dangers. The population in the Alps does not only face natural hazards. Currently, like many other areas, the Alps are under threat from global changes: Globalization has brought about market disadvantages that have had severe social and economic effects and led to changes in land use. Political as well as market processes have resulted in abandoned hillsides and agglomeration processes in the valleys. Agriculture, for example, is now practised on a grand scale in the lowlands and causes excessive use of nitrogen and deposits in the soil while irrigation causes its salinization. Biodiversity is threatened by landscape dissection and the encroachment of artificial areas. Political or economic structural changes, however, are not the only phenomena. Climate change also profoundly transforms Alpine reality and can clearly be seen in the accelerating melting process of the glaciers. Its disastrous effects show up in a series of problems such as the lack of drinking water as rivers fed by glacier melt are no longer 5 Introduction DE Flächennutzung und die Vielfalt der Lebensräume. Politische und Marktentwicklungen schlagen sich in Form von aufgegebenen Talhängen und der Verstädterung in den Tälern nieder. So wird heute die Landwirtschaft in großen Einheiten im Flachland betrieben, mit Überdüngung und Rückständen im Boden, während gleichzeitig die Bewässerung zu Versalzung führt. Die Artenvielfalt ist bedroht von der Zerschneidung der Landschaft und der Ausbreitung von künstlichen Oberflächen. Doch politischer und wirtschaftlicher Strukturwandel sind nicht die einzigen Phänomene. Der Klimawandel greift ebenfalls tief in die alpine Realität ein und verändert sie, wie man an der sich beschleunigenden Gletscherschmelze ablesen kann. Ihre katastrophalen Auswirkungen zeigen sich in einer Reihe von Problemen, wie z.B. Trinkwassermangel durch unzureichende Schmelzwasserzufuhr und Überflutungen nach den zunehmenden Starkregenereignissen in den Tälern. Die zunehmende Erosion setzt außerdem mehr und mehr Regionen dem Risiko von Vermurungen aus. Jetzt gilt es, den Natur- und Kulturraum Alpen vor schädlichen Einwirkungen aller Art zu schützen. Dazu ist es entscheidend, nachhaltige Entwicklung in dieser kulturellen und natürlichen Heimat Zentraleuropas zu unterstützen und dadurch geeignete politische Reaktionen anzuregen. Fragen der Nachhaltigkeit Fig. 2: The three pillars of sustainability 6 In den letzten Jahren und unter dem Einfluss immer deutlicherer Naturschäden durch menschliches Verhalten ist nachhaltige Entwicklung zu einem wichtigen Punkt auf den politischen Agenden in ganz Europa geworden. Nach anfänglichen Zweifeln daran, ob Klimawandel tatsächlich stattfindet und wenn, ob dieser dann auch wirklich mit dem menschlichen Verhalten zusammenhängt, liegt das Schwergewicht heute auf der Frage: Was können wir tun, um seine schädlichen Auswirkungen zu vermeiden oder zumindest abzuschwächen? Jeder ist aufgerufen, sich um nachhaltigeres Verhalten zu bemühen, doch sind auf alle Fälle Maßnahmen auf höherer Ebene nötig, die genauer abgestimmt werden sollten. Entscheidungsträger und Institutionen wie die Vereinten Nationen, die Europäische Union sowie die Alpenstaaten und -regionen, aber auch Nichtregierungsorganisationen wie die Alpenvereine, das Netzwerk alpiner Schutzgebiete oder die Alpenschutzorganisation CIPRA sind bemüht, ihre Kräfte gemeinsam effektiver einzusetzen. Nous avons tous la responsabilité d’adopter un comportement plus respectueux de l’environnement, mais il est clair que des mesures doivent également être prises et harmonisées à des niveaux supérieurs. Par conséquent, les décideurs et les institutions telles que les Nations unies, l’Union européenne, les Etats et les régions alpins, ainsi que les ONG telles que les associations alpines de marche, le Réseau Alpin des espaces protégés ou la Commission internationale pour la protection des Alpes (CIPRA) se sont impliqués pour mettre en commun toutes les compétences disponibles plus efficacement. Cependant, la durabilité ne concerne pas seulement la nature, même si cela semble être le plus mis en avant dans les médias. La durabilité concerne aussi bien les aspects économiques que sociaux. Elle est interdisciplinaire ; il y a presque aucun aspect de la vie quotidienne dans lequel il n’y a pas de place pour davantage de durabilité. Ce concept est illustré par la figure 2. La communauté internationale s’est impliquée et c’est assurément une bonne nouvelle ; mais pour être efficace au niveau régional, l’action régionale est nécessaire. Un cadre transnational était nécessaire pour réconcilier les objectifs économiques et écologiques dans l’espace alpin. À cet effet, les Etats alpins ont signé ce que l’on appelle la Convention alpine en 1991, un accord prévu pour éviter les dommages irréversibles et les coûts irréparables provoqués par les effects de l’ homme sur les Alpes. La Convention a appliqué les « principes de la prévention, du paiement par le pollueur (« principe du pollueur payeur ») et de la coopération », et a obligé les États signataires à adopter une approche holistique de la protection et de la préservation des Alpes, tout en reconnaissant les intérêts de tous les Etats alpins, de leurs régions alpines et de l’Union européenne dans l’utilisation raisonnable et durable des ressources. La Convention a également impliqué l’intensification de la coopération transfrontalière. Cependant, il manquait jusqu’à maintenant une évaluation globale de la situation actuelle des Alpes. Dalle prime domande, piuttosto scettiche, sul fatto che i cambiamenti climatici stessero davvero verificandosi e sul fatto che, in caso affermativo, fossero effettivamente collegati all’azione dell’uomo, l’accento è passato ora sulla domanda seguente: cosa possiamo fare per evitarne o per lo meno attenuarne gli effetti dannosi? Ognuno di noi è investito della responsabilità di assumere comportamenti più sostenibili, ma è ovviamente necessario che vengano presi provvedimenti specificamente messi a punto ad alto livello. Conseguentemente, decisori politici e istituzioni come le Nazioni Unite, l’Unione Europea, gli stati e le regioni alpine, ma anche ONG, quali i Club alpini, la Rete alpina delle aree protette e la Commissione Internazionale per la Protezione delle Alpi (CIPRA), si sono impegnati a mettere in comune tutte le competenze per conseguire maggiore incisività di azione. Eppure va detto che la sostenibilità non coinvolge soltanto la natura, anche se nei media questo appare come l’aspetto più importante: la sostenibilità riguarda anche gli aspetti economici e sociali, in maniera assolutamente interdisciplinare: difficilmente possiamo trovare un aspetto della vita quotidiana in cui non ci sia spazio per una maggiore sostenibilità. Il concetto è illustrato nella fig. 2. La comunità internazionale ha preso a cuore il problema, e questo è sicuramente un fatto positivo, ma per poter essere efficaci a livello regionale, è necessario intervenire a quel livello. The challenge now is to protect this natural and cultural landscape against degradation of any kind. To achieve this, it is essential to support sustainable development in this cultural and natural heritage of central Europe and by doing so to stimulate adequate political responses. The Sustainability Issue In recent years, influenced by the ever more obvious damage to nature caused by anthropogenic factors, sustainable development has become an important issue in the political agendas throughout Europe. From rather sceptical questioning whether climate change was indeed happening and, if so, whether it was really linked to human behaviour, the emphasis has shifted towards asking: what can we do to avoid or at least mitigate its harmful consequences? The responsibility to strive for more sustainable behaviour lies with everyone, yet it is clear that action needs also be taken and fine-tuned at higher levels. Therefore, decision-makers and institutions such as the United Nations, the European Union, the Alpine states and regions plus NGOs such as the Alpine walking associations, the Alpine Network of Protected Areas, or the International Commission for the Protection of the Alps, CIPRA, have got involved to pool all available capacities more effectively. Yet, sustainability does not only concern nature, even if this seems to be the most prominent issue in the media. Sustainability concerns economic as well as social aspects. It is interdisciplinary; there is hardly any aspect of everyday life in which there is no room for more sustainability. The concept is illustrated in fig. 2. The international community has got involved and this is undoubtedly welcome; but to be effective at regional level, regional action is required. A transnational framework was needed that reconciled economic and ecological targets within the Alpine space. To this end, the Alpine states signed the socalled Alpine Convention in 1991, an agreement intended to avoid irreversible damage and irreparable costs caused by human impact on the Alps. The Convention applied the “principles of prevention, payment by the polluter (the ‘polluter pays’ principle) and cooperation”, and compelled the signatory states to adopt a holistic approach to protecting and preserving the Alps while acknowledging the interests of all Alpine states, their Alpine regions, and the European Union by prudent and sustainable use of resources. Die internationale Gemeinschaft hat sich der Thematik angenommen und das ist zweifellos positiv. Um auf regionaler Ebene wirksam zu werden, ist jedoch regionales Handeln gefragt. Ein länderübergreifender Rahmen war nötig, der wirtschaftliche und ökologische Ziele im Alpenraum vereinte. Dazu unterzeichneten die Alpenstaaten 1991 die so genannte Alpenkonvention, ein Übereinkommen zur Vermeidung irreversibler Schäden und irreparabler Kosten durch die Einwirkung des Menschen auf die Alpen. Die Konvention verpflichtete die Unterzeichnerstaaten, „unter Beachtung des Vorsorge-, des Verursacher- und des Kooperationsprinzips eine ganzheitliche Politik zur Erhaltung und zum Schutz der Alpen unter ausgewogener Berücksichtigung der Interessen aller Alpenstaaten, ihrer alpinen Regionen sowie der Europäischen Union unter umsichtiger und nachhaltiger Nutzung der Ressourcen“ sicherzustellen. Die Konvention zielt auch auf verstärkte grenzüberschreitende Zusammenarbeit ab. Eine Gesamtbewertung der aktuellen Situation im gesamten Alpenraum fehlte jedoch. Die benötigten Informationen betreffen z.B. demographische Fragen, kulturelle Ähnlichkeiten und wirtschaftliche sowie ökologische Strukturen. Um eine derartige Informationsbasis zu schaffen, mussten genaue Daten zu all diesen Themen gesammelt und analysiert werden. Sie standen jedoch oft nicht für den gesamten Alpenbogen zur Verfügung oder nur in nicht vergleichbarer Form. Im Projekt wurden die Alpen so abgegrenzt, wie das die Alpenkonvention getan hat. Das DIAMONTProjekt kann als einer von mehreren Ansätzen gelten, diesem Bedarf nach einem vollständigen und homogenen Bild der Alpen nachzukommen. Das ehrgeizige Projekt entstand im Rahmen des Alpenraumprogramms, einer europäischen Initiative zur Stärkung des wirtschaftlichen und sozialen Zusammenhalts in der Europäischen Union. Die Arbeit an DIAMONT, dem bisher umfassendsten Projekt, wurde 2005 begonnen und 2008 abgeschlossen. DIAMONT lässt sich als länderübergreifende Plattform zur Zusammenarbeit von verschiedenen wissenschaftlichen Institutionen, Behörden und privaten Unternehmen aus sechs Alpenländern verstehen. elles n’étaient pas disponibles pour tout l’Arc alpin ou étaient incompatibles dans bien des cas. Ce projet ambitieux a été lancé dans le cadre de l’« Espace alpin », un programme européen prévu pour renforcer la cohésion économique et sociale au sein de l’Union européenne. Le travail de DIAMONT, le projet concernant le champ tématique le plus étendu jusqu’à maintenant, a commencé en 2005 et se termine en 2008. DIAMONT peut être considéré comme une plate-forme de collaboration transnationale entre plusieurs institutions scientifiques, des administrations publiques et des sociétés privées de six pays alpins. Parmi les questions abordées : est-ce que les régions des Alpes se développent d’une façon parallèle et est-ce lié aux ressemblances économiques, écologiques ou sociales ? Plus tard, les données pourront être utilisées pour créer les outils de pilotage appropriés afin d’encourager le développement durable. “Qui” est DIAMONT ? Le chef de file est l’Institut de géographie de l’université d’Innsbruck en Autriche, qui a coordonné et administré le projet dans son ensemble. L’EURAC (Académie Européenne de Bolzano, Italie) a collaboré en tant que chef scientifique. Le FWR - HSG (Centre de recherche en géographie économique et en politique d’aménagement du territoire) de l’université de Saint-Gall, Suisse, a coordonné une analyse des influences culturelles et des différents milieux d’aménagement dans l’Arc alpin. Ensuite, le Cemagref (unité de recherches Développement des Territoires Montagnards), Grenoble, France, a effectué une enquête Delphi parmi des experts afin d’identifier les questions clés pour le futur développement alpin. Selon les conseils de Bosch & Partner GmbH à Munich, Allemagne, des indicateurs ont été définis pour ces questions clé. Sur cette base, les partenaires ont créé la base de données d’indicateurs DIAMONT. Après différentes procédures d’harmonisation appliquées aux données, l’Académie Européenne de Bolzano en Italie (EURAC) a pu effectuer une analyse typologique pour classifier les différents types de développement et pour identifier les régions avec des tendances de développement semblables. Selon les résultats de ce module, l’ifuplan (Institut pour l’aménagement de l’environnement, les paysages et la conservation de la nature, Munich, Allemagne) a rassemblé et analysé les outils pour faciliter le développement durable régional, et a intégré les instruments et les bonnes pratiques dans une sous-section de la base de données DIAMONT. La Convenzione mira anche ad una intensificazione della cooperazione transfrontaliera, anche se, fino ad ora, mancava una valutazione complessiva della situazione attuale delle Alpi. Il Progetto DIAMONT Qualsiasi intervento volto a migliorare una situazione deve necessariamente partire da una solida base conoscitiva se vuole essere efficace. Le informazioni spaziano dalle questioni demografiche alle analogie culturali, fino alle strutture economiche ed ambientali. Per poter creare una simile base informativa è stato necessario raccogliere ed analizzare accuratamente i dati riguardanti tutti questi settori: purtroppo però non sempre sono risultati disponibili per l’intero arco alpino, oppure erano non compatibili tra di loro. Ai fini di questo progetto le Alpi sono state definite in base alla delimitazione tracciata dalla Convenzione delle Alpi. Il progetto DIAMONT può essere visto come uno dei molti approcci che rispondono all’esigenza di definire un quadro completo ed omogeneo delle Alpi. Si tratta di un progetto ambizioso, lanciato nell’ambito del programma europeo Spazio Alpino, inteso a rafforzare la coesione economica e sociale all’interno dell’Unione Europea. I lavori di DIAMONT, il progetto finora di più ampia portata, sono iniziati nel 2005 e si concluderanno nel 2008. Il progetto può essere considerato una piattaforma di collaborazione transnazionale tra diverse istituzioni scientifiche, pubbliche amministrazioni ed enti privati di sei paesi alpini. Uno degli interrogativi ai quali si era prefisso di rispondere era se e dove nelle Alpi delle regioni si siano sviluppate in modo parallelo e se questo trend sia legato ad analogie economiche, ambientali o sociali. In seguito queste informazioni potranno essere utilizzate per creare strumenti adeguati a promuovere lo sviluppo sostenibile. “Chi” è DIAMONT? Il progetto è stato coordinato e amministrato nel suo complesso dall’Istituto di Geografia dell’Università di Innsbruck, Austria, in qualità di capofila. Ti podatki velikokrat niso bili razpoložljivi za območje celotnega alpskega loka ali pa niso bili primerljivi. V projektu je bilo zajeto ozemlje Alp, ki ga pokriva Alpska konvencija. DIAMONT predstavlja enega izmed mnogih pristopov k izpolnjevanju potrebe po doseganju popolne in homogene podobe Alp. Ta ambiciozen projekt je nastal v okviru »Območja Alp« (Alpine Space), tj. evropskega programa za okrepitev gospodarske in družbene povezanosti Evropske unije. Delo na projektu DIAMONT, ki predstavlja najobsežnejši projekt, ki je bil do zdaj izveden na to temo, je potekalo od leta 2005 do 2008. DIAMONT se lahko razume tudi kot osnovo nadnacionalnega sodelovanja med različnimi znanstvenimi ustanovami, javno upravo in zasebnimi družbami šestih alpskih držav. Eno izmed vprašanj, ki jih je projekt obravnaval, je bilo naslednje: Ali in kje v alpskem prostoru so se regije razvijale vzporedno in ali je bil ta razvoj povezan z gospodarskimi, okoljskimi in družbenimi podobnostmi? Ob zaključku projekta bi se lahko zbrani podatki uporabili za oblikovanje ustreznih usmerjevalnih orodij za spodbujanje trajnostnega razvoja. “Kdo” je DIAMONT? Vodilni partner pri projektu je bil Geografski inštitut Univerze v Innsbrucku (Avstrija), ki je usklajeval in upravljal celoten projekt. EURAC (Evropska akademija v Bolzanu, Italija) je sodelovala kot znanstveni vodja projekta. EN intensification of cross-border cooperation. However, what had been missing so far was an over-all assessment of the current situation in the Alps. The DIAMONT Project Any intervention that aims to improve the status quo needs to start from a basis of solid information if it is to be efficient. The information required ranges from demographical issues to cultural similarities and economic as well as ecological structures. In order to achieve the required information basis, data regarding all of these topics had to be accurately collected and analysed. However, they were often not available for the entire Alpine arc, or they were incompatible. For the purposes of this project, the Alps were delineated as defined by the Alpine Convention. The DIAMONT project can be regarded as one of many approaches responding to the need for a complete and homogeneous picture of the Alps. This ambitious project was launched within the framework of “Alpine Space”, a European program intended to strengthen economic and social cohesion within the European Union. The work of DIAMONT, the project with the widest scope so far, started in 2005 and finished in 2008. DIAMONT can be seen as a transnational collaboration platform between several scientific institutions, public administration and private corporations of six Alpine countries. One question it aimed to answer was if and where in the Alps had regions developed in a parallel manner and whether this trend was linked to economic, ecological or social similarities. Later the data could be used to create appropriate steering tools to encourage sustainable development. “Who” is DIAMONT? Lead-partner was the Institute of Geography, University of Innsbruck, Austria, which coordinated and administrated the project as a whole. EURAC (European Academy at Bolzano, Italy) acted as scientific leader. Then, Cemagref, (Research Unit for the Development of Mountain Areas), Grenoble, France, carried out a DELPHI survey among experts to identify the key issues for future Alpine development. 9 Introduction FR DE Eine der in diesem Projekt behandelten Fragen war die, ob und wo im Alpenraum sich Regionen parallel entwickeln und ob dieser Trend mit wirtschaftlichen, ökologischen oder gesellschaftlichen Ähnlichkeiten einhergeht. Im Anschluss könnte man aufgrund der gesammelten Daten geeignete Steuerungsinstrumente zusammenstellen, um nachhaltige Entwicklung voranzutreiben. “Wer” ist DIAMONT? Leitpartner war das Institut für Geographie der Universität Innsbruck, das die gesamte Projektkoordination und -verwaltung übernahm. EURAC (Europäische Akademie Bozen) hatte die wissenschaftliche Leitung inne. Die FWR – HSG (Forschungsstelle für Wirtschaftsgeographie und Raumordnungspolitik) der Universität St. Gallen koordinierte eine Analyse der kulturellen Einflüsse und der unterschiedlichen Planungsumfelder im Alpenbogen. Cemagref (Forschungsstelle für die Entwicklung in Berggebieten) in Grenoble führte eine DELPHI-Umfrage unter Experten durch, um die Schlüsselthemen der zukünftigen Entwicklung im Alpenraum zu erfassen. Unter der Leitung der Bosch & Partner GmbH in München wurden Indikatoren für diese Schlüsselthemen definiert. Auf dieser Basis entwickelten die Partner die DIAMONT-Indikatorendatenbank. Fig. 4 The work package structure of DIAMONT Nach verschiedenen Harmonisierungsmaßnahmen an den Daten führte die Europäische Akademie Bozen (EURAC) eine Clusteranalyse durch, um unterschiedliche Entwicklungstypen herauszuarbeiten und Regionen mit ähnlichen Entwicklungstrends aufzuspüren. Aufbauend auf den Ergebnissen dieses Moduls sammelte und analysierte ifuplan (Institut für Umweltplanung, Landschaftsplanung und Naturschutz in München) Instrumente, die die nachhaltige Regionalentwicklung befördern und stellte die Instrumente und Best-Practice-Modelle in einer weiteren Rubrik der DIAMONTDatenbank zusammen. Die gesammelten Daten erwiesen ihre Leistungsfähigkeit erstmalig, als mithilfe einer Clusteranalyse „typische“ Arbeitsmarktregionen gefunden wurden, aus denen die nationalen Projektteams mit Hilfe qualitativer Methoden ihre Testregionen ermitteln konnten. Es waren dies in Deutschland Immenstadt und Traunstein, in Frankreich Gap, in Italien Tolmezzo, in Österreich Waidhofen an der Ybbs und in Slowenien Idrija. Für die Testregionen wurden aus der Datenbank und unter Einbeziehung weiterer Daten Kontextanalysen erstellt und mit den Strukturen und Problemen 10 Les données recueillies ont été mises à l’essai pour la première fois lors de l’identification de types de bassins d’ emploi locaux grâce à une analyse typologique. En Allemagne ce fut Immenstadt et Traunstein, en France Gap, en Italie Tolmezzo, en Autriche Waidhofen an der Ybbs, en Slovénie Idrija. Des analyses de contexte ont été effectuées sur les régions pilote, en utilisant la base de données ainsi que des données supplémentaires. Cellesci ont ensuite été comparées aux structures et aux problèmes d’autres régions alpines. Les participants de l’atelier étaient non seulement très intéressés, mais également impatients de coopérer et de contribuer ainsi indirectement à la conception et à la réalisation de cet atlas. Le principe était de confronter les résultats des données nationales et les pratiques sur le terrain. L’AMGI, le Centre de recherches scientifiques de l’Académie slovène des sciences et des arts, Slovénie, et l’UNCEM (Union nationale des communautés de montagne, Rome, Italie) ont conceptualisé les ateliers dans ces régions pilote. Dans la première série d’ateliers, les parties prenantes et les citoyens ont été confrontés aux résultats d’une analyse spécifique de contexte pour chaque région, ainsi qu’à une analyse de ses forces et faiblesses, et ont participé à l’harmonisation des données. Dans la deuxième série d’ateliers, les outils pour piloter le développement régional d’une manière durable ont été discutés dans les régions du marché du travail, sur la base d’instruments DIAMONT et sur une sélection des bonnes pratiques déjà existantes dans l’Arc alpin. Pendant tout le travail sur le projet, l’EURAC a été responsable d’assurer une collaboration étroite avec la Convention alpine et son Système d’observation et d’information des Alpes (SOIA). Pour rendre les progrès transparents et fournir des documents sur le travail déjà effectué, des bulletins d’information ont été publiés tous les trois mois ainsi que des brochures sur les différents lots de travail et les rapports finaux, qui ont été publiés dans une série individuelle DIAMONT. DIAMONT - Des concepts aux instruments Si tous les lots de travail peuvent être considérés, à bien des égards, comme des éléments constitutifs de la création de l’Atlas, certaines activités du projet DIAMONT peuvent être considérées comme des étapes importantes. Les indications suivivantes aideront à comprendre les idées essentielles du projet. IT SL L’EURAC (Accademia Europea di Bolzano, Italia) ha svolto il compito di responsabile scientifico. Il Centro di Ricerca di Geografia Economica e Politica della Pianificazione Territoriale (FWR – HSG) dell’Università di San Gallo, Svizzera, ha coordinato un’analisi delle influenze culturali e dei diversi ambiti di pianificazione nell’arco alpino. Cemagref (Unità di Ricerca per lo Sviluppo delle Aree Montane), Grenoble, Francia, ha successivamente condotto un’indagine DELPHI tra gli esperti, al fine di individuare i temi chiave per il futuro sviluppo delle Alpi. Bosch & Partner GmbH srl di Monaco, Germania, ha guidato il processo di definizione degli indicatori relativi a questi temi chiave. Su questa base i partner hanno realizzato la banca dati degli indicatori di DIAMONT. In seguito all’applicazione di varie procedure di armonizzazione dei dati, l’Accademia Europea di Bolzano (EURAC) ha potuto svolgere una “cluster-analysis” volta a classificare i diversi tipi di sviluppo e a individuare le regioni caratterizzate da trend di sviluppo simili. Sulla base dei risultati di quest’attività, ifuplan (Istituto per la Pianificazione Ambientale, la Pianificazione Territoriale e la Salvaguardia dell’Ambiente, Monaco, Germania) ha raccolto ed analizzato strumenti atti ad agevolare lo sviluppo regionale sostenibile ed ha inserito in un’apposita sottosezione della banca dati di DIAMONT gli strumenti e le relative buone pratiche raccolti. I dati raccolti sono stati messi alla prova per la prima volta nel momento in cui la cluster-analysis ha permesso di individuare bacini di lavoro “tipici “ (LMR, dall’inglese Labour Market Region), grazie anche ai quali i team di progetto nazionali hanno potuto individuare le regioni test utilizzando metodi qualitativi: queste sono Immenstadt e Traunstein in Germania, Gap in Francia, Tolmezzo in Italia, Waidhofen an der Ybbs in Austria e Idrija in Slovenia. Nelle regioni test sono state effettuate delle analisi di contesto, utilizzando la banca dati e informazioni aggiuntive, che sono state poi messe a confronto con le strutture e i problemi di altre regioni alpine. I partecipanti ai workshop si sono dimostrati molto interessati ed anche desiderosi di collaborare: in tal modo hanno contribuito indirettamente alla concezione e alla realizzazione di questo atlante. L’idea base dei workshop era quella di mettere a confronto i risultati delle analisi nazionali con le esperienze concrete in loco. AMGI, il Centro di Ricerca Scientifica dell’Accademia Slovena delle Scienze e delle Arti, e l’UNCEM (Unione Nazionale Comuni Comunità Enti Montani, Roma, Italia) hanno sviluppato la concezione dei workshop nelle regioni test. Nella prima tornata di incontri ai partecipanti, portatori di interessi e cittadini, sono stati presentati i risultati dell’analisi di contesto (specifica per ogni regione) e di un’analisi dei punti di forza e di debolezza Po izvedbi različnih postopkov usklajevanja podatkov je Evropska akademija v Bolzanu (EURAC) uporabila metodo razvrščanja v skupine (clustersko analizo) in tako določila različne razvojne tipe in regije s podobnimi razvojnimi smernicami. Zbrani podatki so bili prvič postavljeni pred preizkušnjo med določanjem značilnih območij trga delovne sile z uporabo metode razvrščanja v skupine. Na podlagi teh območij so nato z uporabo kvalitativnih metod posamezne državne projektne skupine lahko določile svoje testne regije. Izbrane testne regije so bile naslednje: Immenstadt in Traunstein v Nemčiji, Gap v Franciji, Tolmezzo v Italiji, Waidhofen an der Ybbs v Avstriji in Idrija v Sloveniji. Z uporabo podatkovne zbirke in dodatnih podatkov so bile za te regije izvedene analize konteksta, katerih rezultate so nato primerjali s strukturami in težavami v drugih alpskih regijah. Udeleženci delavnic niso le izrazili močnega zanimanja, ampak so na delavnicah tudi zavzeto sodelovali in tako posredno prispevali k zasnovi in realizaciji tega atlasa. Osnovna zamisel je bila primerjati podatke posameznih držav z dejansko prakso. Geografski inštitut Antona Melika (Znanstvenoraziskovalni center Slovenske akademije znanosti in umetnosti) iz Slovenije in UNCEM (Nacionalno združenje gorskih občin) iz Rima sta organizirala delavnice v teh testnih regijah. V prvem krogu delavnic so bili deležnikom in občanom predstavljeni rezultati analize konteksta njihove regije in analize prednosti in pomanjkljivosti, nato pa so udeleženci pomagali popraviti in uskladiti podatke. V drugem krogu delavnic so potekale razprave o usmerjevalnih orodjih za trajnostni regionalni razvoj na območjih trga delovne sile. Ta orodja so temeljila na DIAMONT-ovi podatkovni zbirki orodij in izboru modelov najboljše prakse, ki že obstajajo v alpskem prostoru. Med celotnim delom na projektu je bila EURAC odgovorna za zagotavljanje tesnega sodelovanja z organi Alpske konvencije in njenim sistemom opazovanja in informiranja o Alpah (SOIA). Za večjo preglednost doseženega napredka in dokumentiranje že opravljenega dela so bila objavljena četrtletna glasila in brošure o različnih delovnih paketih in končna poročila, ki so izšla v ločeni DIAMONT-ovi zbirki. EN Under the guidance of Bosch & Partner GmbH in Munich, Germany, indicators for these key issues were defined. On this basis the partners created the DIAMONT indicator data base. After different harmonization procedures had been applied to the data, the European Academy at Bolzano, Italy, (EURAC) was able to run a cluster analysis to classify different development types and to identify regions with similar development trends. Based on the results of this module, ifuplan (Institute for Environmental Planning, Landscape Management and Environmental Protection, Munich, Germany) collected and analysed tools that facilitate sustainable regional development and integrated instruments and best practices as a subsection into the DIAMONT data base. The collected data were put to the test for the first time when “typical” Labour Market Regions (LMRs) were identified using cluster analysis. From these, the national project teams could then identify their test regions using qualitative methods. In Germany these were Immenstadt and Traunstein, in France, Gap, in Italy, Tolmezzo, in Austria, Waidhofen an der Ybbs, in Slovenia, Idrija. Context analyses were carried out on the test regions, using the data base and additional data. These were compared with the structures and problems of other Alpine regions. The workshop participants were not only very interested but also keen to cooperate and have thus indirectly contributed to the concept and implementation of this atlas. The basic idea was to confront the results of the national data with practices on the ground. AMGI, the Scientific Research Centre of the Slovenian Academy of Sciences and Arts, Slovenia, and UNCEM (National Union of Mountain Communities, Municipalities and Agencies, Rome, Italy) conceptualized the workshops in these test regions. In the first round of workshops, the stakeholders and citizens were confronted with the results of a specific context analysis for each region as well as a strength and weaknesses analysis and helped to fine-tune the data. In a second round of workshops, tools for steering regional development in a sustainable way were discussed in the Labour Market Regions, based on the instrument data base of DIAMONT and a selection of best practice models already existing within the Alpine arc. During the entire work on the project, EURAC was responsible for ensuring close collaboration with the Alpine Convention and its system of observation and information on the Alps (SOIA). To make progress transparent and to document the work already done, newsletters were circulated every three months as well as leaflets on the different work packages and final reports, which were published in a separate DIAMONT series. 11 Introduction FR DE anderer Alpenregionen verglichen. Die Teilnehmer an den Workshops zeigten sich nicht nur sehr interessiert, sondern arbeiteten engagiert mit und erbrachten somit auch indirekt wertvolle Beiträge für die Konzipierung und Umsetzung dieses Atlaswerks. Grundgedanke war, die Ergebnisse der nationalen Daten der Praxis gegenüberzustellen. AMGI, das Forschungszentrum der Slowenischen Akademie der Wissenschaften und Künste, und UNCEM (Nationale Vereinigung der Berggemeinden in Rom) arbeiteten ein Konzept für die Workshops in den Testregionen aus. In der ersten Workshoprunde wurde den Vertretern der Interessensgruppen und den Bürgern das Ergebnis einer spezifischen Kontextanalyse ihrer Region und eine Analyse der Stärken und Schwächen vorgestellt und die Teilnehmer halfen bei der Feinabstimmung der Daten. In der zweiten Workshoprunde wurden Steuerungsinstrumente für eine nachhaltige regionale Entwicklung in den Arbeitsmarktregionen debattiert. Die Instrumente stammten aus der Instrumentendatenbank von DIAMONT und von einer Auswahl an bestehenden Best-PracticeModellen aus dem Alpenraum. Für die gesamte Projektdauer war EURAC für eine enge Zusammenarbeit mit der Alpenkonvention und ihrem Alpenbeobachtungs- und -informationssystem (SOIA) verantwortlich. Um die Fortschritte transparent zu machen und die durchgeführten Arbeiten zu dokumentieren, wurden vierteljährlich Newsletter herausgegeben ebenso wie Broschüren zu den verschiedenen Work Packages und die Endberichte, die in einer eigenen DIAMONT-Reihe erschienen. DIAMONT: Vom Konzept zum Instrument In vielerlei Hinsicht sind alle Work Packages als konstitutive Elemente zur Erstellung des Atlas zu sehen. Manche DIAMONT-Projektaktivitäten jedoch stellen Meilensteine in der Herstellung des vvAtlas dar. Zum besseren Verständnis dieser zugrunde liegenden Ideen werden sie auf den folgenden Seiten näher erläutert. Zentrale Trends in den Alpen – Marginalisie- L’étude pan-alpine réalisée dans le lot de travail 6 avec des experts alpins de différents domaines a repéré plusieurs tendances actuelles et futures dans les Alpes. L’une des tendances les plus significatives est le contraste entre marginalisation et urbanisation. Le fait le plus frappant est qu’il existe des zones défavorisées dans les Alpes, précisément celles où l’utilisation agricole des sols a été abandonnée mais où ni le tourisme ni l’urbanisation n’ont l’ont remplacée. En raison du changement structurel, les jeunes ont tendance à partir et par conséquent, la région fait face au vieillissement, à la dépopulation et à l’isolement. L’UE essaie d’écarter ces effets en fournissant des subventions. Cependant, selon les experts, ces subventions peuvent tout au plus ralentir ce processus, mais ne peuvent pas renverser ou même arrêter la marginalisation croissante de ces zones périphériques. La marginalisation est un aspect du problème ; un autre aspect est que nous voyons des processus d’urbanisation dans des zones plus favorables, une autre question clé dans les Alpes. Comme l’indique Bätzing (2003), en 1991 il y avait 195 municipalités dans les Alpes de plus de 10 000 habitants chacune, représentant le tiers de la population alpine au total. La plus grande agglomération est Grenoble, en France, avec 415 000 habitants, suivie d’Innsbruck, en Autriche, avec 250 000, Bolzano et Trento, en Italie, avec 200 000 habitants et Klagenfurt, en Autriche, avec 150 000. Cependant, l’urbanisation est davantage un processus d’expansion autour des agglomérations, envahissant les principales vallées alpines, qu’un processus de croissance significative des centres urbains existants. Elle prend la forme de la périurbanisation (l’ accroissement de la population s’étend même jusqu’aux villes et villages plus éloignés dans l’arrière-pays, avec une intensification des flux de navetteurs vers les centres urbains) et de la post-suburbanisation (implantation de magasins, de parcs commerciaux, de centres d’éducation et de sièges sociaux d’entreprises dans les périphéries, créant ainsi de nouveaux emplois dans cette zone et attirant les flux de navetteurs des centres vers la périphérie). Ainsi, la concentration de la population dans les principales vallées et à proximité des centres urbains traditionnels contraste avec la perte de population dans des zones éloignées. Die im WP6 durchgeführte alpenweite Umfrage mit Alpenexperten aus verschiedenen Bereichen föderte unterschiedliche bestehende und Zukunftstrends in den Alpen zutage. Einer der wichtigsten Trends ist die Polarisierung zwischen Marginalisierung und Verstädterung. En outre, ces agglomérations doivent faire face à toutes sortes de problèmes qui affectent n’importe quelle ville aujourd’hui, qu’elle soit alpine ou non : pollution, imperméabilisation des sols et utilisation des espaces libres. Auffallend ist die Tatsache, dass es benachteiligte Bereiche in den Alpen gibt. Dabei handelt es sich genau um die Gegenden, in denen die Landwirtschaft aufgegeben wurde, aber weder Tourismus noch Urbanisierung stattfinden. In una seconda tornata di workshop sono stati discussi gli strumenti atti a indirizzare lo sviluppo regionale sostenibile nei bacini di lavoro, sulla base della relativa banca dati di DIAMONT e di una selezione di modelli di buone pratiche già operanti nell’arco alpino. Durante l’intero progetto l’EURAC ha garantito una costante collaborazione con la Convenzione delle Alpi ed il suo sistema di osservazione e informazione sulle Alpi (SOIA). Al fine di rendere trasparente lo stato di avanzamento dei lavori e di documentare quanto realizzato, sono state pubblicate newsletter trimestrali, dépliant relativi ai vari Work Package e le relative relazioni finali, pubblicate in una collana separata di volumi DIAMONT. DIAMONT – dai concetti agli strumenti Sotto molti aspetti, tutti i Work Package possono essere visti come altrettanti elementi propedeutici alla realizzazione dell’atlante. Alcune delle attività progettuali di DIAMONT possono però essere considerate vere e proprie pietre angolari. Per una migliore comprensione di questi concetti, che stanno alla base dell’atlante, le spiegheremo più in dettaglio nel seguito. Marginalizzazione e urbanizzazione – trend fondamentali nelle Alpi L’indagine a livello alpino realizzata nell’ambito del WP6 tra esperti di diversi settori ha evidenziato numerosi trend attuali e futuri nelle Alpi. Uno dei più significativi riguarda la polarizzazione tra marginalizzazione ed urbanizzazione. È sorprendente constatare che nelle Alpi esistono zone svantaggiate: si tratta di quelle in cui l’agricoltura è stata abbandonata, ma dove non hanno preso piede né il turismo né l’urbanizzazione. Questo cambiamento strutturale comporta la tendenza dei giovani a lasciare la regione, che si trova così a dover combattere contro l’invecchiamento, lo spopolamento e l’isolamento. L’Unione Europea sta cercando di evitare questi esiti col ricorso ai sussidi, che però, secondo gli esperti, possono al massimo rallentare questo processo, ma non sono in grado di ribaltarlo né di impedire che le zone periferiche vengano sempre più marginalizzate. La marginalizzazione è soltanto un lato della medaglia: dall’altro stanno, altro tema caldo nelle Alpi, i processi di agglomerazione che investono le zone più favorite. Secondo Bätzing (2003), nel 1991 esistevano nelle Alpi 195 comuni con più di 10.000 abitanti, nei quali viveva circa un terzo dell’intera popolazione alpina. In many aspects all work packages may be seen as constitutive elements for the creation of the Atlas. However, some of the DIAMONT project activities may be regarded as milestones. For a better understanding of these underlying ideas we would like to share them with you below. Marginalizacija in urbanizacija – ključne razvojne smernice v Alpah Marginalization and urbanization – key trends in the Alps Vsealpska anketa, v kateri so sodelovali strokovnjaki z različnih področij in ki je bila izvedena kot del delovnega paketa 6, je pokazala različne obstoječe in prihodnje razvojne smernice v Alpah. The Alpine-wide survey with Alpine experts from different fields, realized in WP 6, threw up various existing and future trends in the Alps. One of the most significant is the polarization between marginalization and urbanization. Očitno je, da so v Alpah tudi manj ugodna območja. To so predvsem območja, na katerih je bila kmetijska raba tal opuščena, obenem pa tam ne prihaja do razvoja turizma in urbanizacije. Zaradi teh strukturnih sprememb se mladi pogosto odseljujejo s teh območij, zaradi česa se morajo te regije spopadati s staranjem in manjšanjem števila prebivalstva ter izolacijo. EU poskuša preprečiti te posledice s subvencioniranjem. Kljub temu strokovnjaki menijo, da lahko subvencije kvečjemu upočasnijo ta proces, ne morejo pa teh regij povrniti v prejšnje stanje oziroma preprečiti naraščajočo marginalizacijo teh območij. Marginalizacija pa predstavlja samo eno stran kovanca; na drugi strani lahko vidimo procese nastajanja aglomeracij na ugodnejših območjih, ki predstavlja še eno pereče vprašanje v alpskem prostoru. Bätzing (2003) navaja, da je bilo leta 1991 v Alpah 195 občin z več kot 10.000 prebivalci, v katerih je živela tretjina alpskega prebivalstva. Največjo aglomeracijo predstavlja francoski Grenoble, ki ima 415.000 prebivalcev, sledijo pa mu avstrijski Innsbruck z 250.000 prebivalci, italijanska Bolzano in Trento s po 200.000 prebivalci in Celovec s 150.000 prebivalci. Urbanizacija je prej proces širjenja obrobja aglomeracij, ki vedno bolj polnijo glavne alpske doline, kot pa proces močne rasti obstoječih mestnih središč. Marginalization is one side of the coin; on the other side we see agglomeration processes in more favourable areas, another key issue in the Alps. As Bätzing (2003) shows, in 1991 there were 195 municipalities in the Alps with more than 10,000 inhabitants each, and between them they contain one third of the Alpine population. The largest agglomeration is Grenoble, France, with 415,000 inhabitants, followed by Innsbruck, Austria, with 250,000, Bolzano and Trento, Italy, with 200,000 inhabitants and Klagenfurt, Austria, with 150,000. However, urbanization is more a process of sprawl at the edge of the agglomerations, filling up the main Alpine valleys and not so much a process of significant growth of existing city centres. It takes the form of peri-urbanization (population sprawl even to distant towns and villages in the hinterland with an intensification of commuter flows to the urban centres) and postsuburbanization (allocation of retail units, industrial estates, education centres and business headquarters to the outskirts, thus creating new jobs there and attracting commuter flows from the centres to the periphery). Der laufende Verstädterungsprozess ist wichtig, weil die meisten Kapazitäten und Dienstleistungen, die zur Förderung nachhaltiger Entwicklung herangezogen werden können, dort konzentriert sind. Außerdem finden sich dort all jene Probleme, die sich jeder Stadt, ob alpin oder nicht, heute stellen: Umweltverschmutzung, Oberflächenversiegelung und Verbrauch offener Räume. Bevölkerungsmäßig sind die alpinen Zentren in den vergangenen Jahrzehnten gewachsen, auch erleben fast alle ein anhaltendes Wirtschaftswachstum. Davon profitieren auch die perialpinen Metropolen wie München, Mailand und Lyon: Paradoxerweise verstärkt dies ihre Konkurrenzsituation gegenüber den im Alpenbogen gelegenen Zentren. Drei wichtige Alpenstädte (Innsbruck, Bozen, Trient) liegen an der Brennerautobahn, die Teil des europäischen E-Routennetzes ist. Die Erweiterung der Verkehrsrouten verkürzt die Distanz etwa zwischen München und Innsbruck – während sich in Relation dazu die Zeitdistanzen zwischen alpinen Zentren und peripher oder hoch gelegenen Orten verlängert. Une description systématique des questions clé dans le développement régional alpin a été réalisée en choisissant les indicateurs d’« identification » et d’« évaluation » : Les indicateurs d’identification doivent identifier des zones petites ou moyennes qui remplissent des fonctions d’approvisionnement importantes habituellement fournies par de plus grandes villes en dehors des Alpes. Les indicateurs d’évaluation, d’autre part, doivent évaluer leur « (non) – durabilité » pour identifier les risques possibles liés à la dynamique locale. In termini di popolazione, i centri alpini negli ultimi decenni sono cresciuti, e quasi tutti godono anche di una crescita economica continuativa. Anche le grandi città perialpine come Milano, Monaco e Lione beneficiano di questo sviluppo che però, paradossalmente, rafforza la loro competitività nei confronti delle città alpine. Inoltre tre delle maggiori città alpine (Innsbruck, Bolzano e Trento) sono situate lungo l’autostrada del Brennero, che fa parte della rete stradale europea E. For the DIAMONT project the indicators were defined with special emphasis on Alpine-relevant basic information and with the aim of deepening the knowledge on marginalization and urbanization developments. A systematic description of key issues in Alpine regional development was achieved by selecting “identification” and “evaluation” indicators: Identification indicators should identify small or mediumsized areas that fulfil important supply functions of the kind usually provided by larger towns outside the Alps. Evaluation indicators, on the other hand, would assess their “(non)-sustainability” to identify possible risks linked to local dynamics. Die systematische Beschreibung der Schlüsselthemen alpiner Regionalentwicklung wurde umgesetzt durch die Auswahl von Identifikations- und Bewertungsindikatoren: Identifikationsindikatoren sollten kleine oder mittlere Gebiete feststellen, die wichtige Versorgungsfunktionen erfüllen, wie sie gewöhnlich von größeren Städten außerhalb der Alpen wahrgenommen werden. Bewertungsindikatoren sollten dann deren Nachhaltigkeit evaluieren, um Risiken festzustellen, die aus der lokalen Dynamik erwachsen könnten. Quantitative Daten wurden aus nationalen Statistiken, von Behörden und aus ähnlichen Quellen gesammelt, in die Datenbank eingegeben und statistischen Berechnungen unterzogen. Daraus ergab sich ein detailreicher sozialer, wirtschaftlicher und ökologischer Fingerabdruck jeder Gemeinde. Der ungeheure Umfang dieses äußerst detaillierten, aus den Daten abgeleiteten Bildes bedeutete aber auch, dass es schwierig war, das Wesentliche zu erfassen. Die riesigen Informationsmengen wurden daher zu mehreren Faktoren gebündelt, die die wichtigsten Eigenschaften und die entscheidenden Fragen regionaler Entwicklung im Alpenraum darstellen. Um eine eingängige Übersicht über die zentralen Themen einer Region zu erhalten, wurden aus den Ergebnissen dieses Aggregationsprozesses Karten erstellt. Die rein statistischen Daten mussten außerdem mit den subjektiven Daten auf lokaler Ebene integriert werden. Daher wurden die objektiven Daten durch Interviews mit allen Bürgermeistern im Alpenbogen ergänzt, die über einen Online-Fragebogen durchgeführt wurden. Dieser zweite Schritt half dabei, die entscheidenden Probleme oder Anliegen von Personen zu erfassen, die sich sehr gut mit der Entwicklung der jeweiligen Gemeinde, ihren Zukunftsperspektiven und ihren Hauptthemen auskannten. Die Ergebnisse zeigten, dass sich Selbstwahrnehmung und Wirklichkeit keineswegs deckten. Dans plusieurs régions des Alpes, particulièrement dans les zones urbaines, la demande en terrains à bâtir supplémentaires pour des usages résidentiels ou commerciaux et industriels est incessante. Nell’ambito del progetto DIAMONT essi sono stati definiti dando particolare risalto alle informazioni di base significative per le Alpi, ed allo scopo di approfondire la conoscenza dei processi di marginalizzazione e urbanizzazione. Selezionando gli indicatori di “identificazione” e di “valutazione” si è potuta ottenere una descrizione sistematica dei temi centrali per lo sviluppo regionale alpino. Gli indicatori di identificazione dovrebbero portare all’individuazione delle zone di piccole o medie dimensioni che svolgono importanti funzioni di approvvigionamento, del genere normalmente svolto dalle grandi città esterne alle Alpi. Gli indicatori di valutazione dovrebbero invece verificare la “(non) sostenibilità” di queste zone, al fine di evidenziare possibili rischi legati alle dinamiche locali. Una popolazione che invecchia e diminuisce indebolisce la competitività e l’innovazione di qualsiasi tipo. Rispetto alla “Banana Blu” e ad altre regioni attive in Europa, le Alpi sembrano intrappolate in una serie di svantaggi demografici, territorial-strutturali ed economici. I dati quantitativi sono stati ricavati dalle statistiche nazionali, dalle pubbliche amministrazioni e da fonti analoghe. Sono poi stati inseriti nella banca dati e sottoposti a calcoli statistici. I risultati hanno fornito una vera e propria dettagliata “impronta digitale” sociale, economica ed ambientale di ogni singolo comune, ma già solo il volume di questa immagine così approfondita che emerge dai dati raccolti ha reso piuttosto difficile coglierne l’essenza. Per questo motivo l’enorme quantità di informazioni è stata raggruppata in una serie di elementi che rappresentano le caratteristiche principali e le questioni decisive dello sviluppo regionale nell’area alpina. Per fornire una panoramica facilmente comprensibile delle questioni principali in una determinata regione, sono state prodotte delle carte tematiche sulla base dei risultati di questo processo di aggregazione. Questa seconda fase ha contribuito ad individuare i problemi o le preoccupazioni cruciali di persone che hanno grande familiarità con lo sviluppo del proprio comune, le sue prospettive future e i suoi problemi principali. Quantitative data were collected from national census bureaus, public administrations and similar sources. They were entered in the database and submitted to statistical calculations. The results gave a very detailed social, economic and ecological “fingerprint” of each municipality, but the sheer volume of this very detailed image emerging from the data also meant a certain difficulty to capture the essence of it. Therefore the vast quantity of information was grouped into several factors that represent the main characteristics and the decisive points of regional development in the Alpine area. To give an easily accessible overview of the central issues of a given region, maps were generated from the results of this aggregation process. The purely statistical data also needed to be integrated with subjective data at local level. The objective data were therefore complemented by interviews with all mayors within the Alpine arc carried out via an online questionnaire. This second step helped to identify the crucial problems or concerns of persons who were very familiar with the respective municipality’s development, its future perspectives and its central issues. The results showed that self-perception and reality diverged considerably. The mayors rated the ecological pillar in their municipalities “highest”, social issues were considered to be quite satisfactory, but the economic sector received medium ratings. Oltre a questi impatti diretti, vi sono anche gli effetti di frammentazione del territorio, causati in particolare dalle infrastrutture lineari di trasporto. Tali effetti colpiscono il paesaggio e modificano l’aspetto anche delle zone meno interessate dagli insediamenti e dal traffico. In tal modo il paesaggio alpino viene a perdere le sue caratteristiche di tranquillità ed isolamento, guadagnando in rumore ed inquinamento. Gli habitat quasi naturali e la flora e fauna tipiche del luogo subiscono a volte, per via della frammentazione, gravi danni alla loro interdipendenza funzionale (ad es. tra i diversi sub-habitat), che possono mettere seriamente a rischio la sopravvivenza di specie e habitat. Les stratégies adaptatives pour faire face aux futures questions doivent se baser sur des données solides concernant les structures actuelles, et sur une documentation des processus qui sont déjà en cours. En analysant les cartes, de nouvelles structures spatiales ont émergé. Dans certains cas, le contraste entre les Alpes occidentales et orientales et parfois entre les Alpes du Nord, centrales et du Sud est clairement évident. Souvent, les contrastes culturels et historiques des grands groupes linguistiques dans les Alpes éclatent également au grand jour. Cependant, certaines cartes ne présentent pas de structures aussi claires. Dans ces cartes, la structure spatiale peut être influencée par les différentes structures des communautés rurales et urbaines, agraires, industrielles ou touristiques, ainsi que par la taille d’une municipalité. La participation électorale est une telle question : au niveau national, pour les élections législatives, il y a des différences régionales claires dans la région alpine. Cependant, la participation aux élections municipales montre une image complètement différente, qui peut uniquement s’expliquer par rapport aux types de municipalités, par exemple urbaines contre rurales. Alors une structure assez simple émerge : plus une communauté est isolée, plus la participation électorale est importante. In these maps the spatial pattern may be influenced by the different structures of rural and urban, agrarian, industrial or tourist communities, as well as by the size of a municipality. Oft scheinen auch die kulturellen und historischen Gegensätze der großen Sprachgebiete in den Alpen durch. Manche Karten liefern jedoch keine so klaren Strukturen. In diesen Karten können die räumlichen Muster der unterschiedlichen Strukturen ländlicher und städtischer, landwirtschaftlicher, Industrie- und Tourismusgemeinden ebenso wie die Größe einer Gemeinde zutage treten. Die Wahlbeteiligung ist so ein Beispiel: Auf nationaler Ebene, also für Parlamentswahlen, gibt es klare regionale Unterschiede innerhalb des Alpenraums. Die Wahlbeteiligung an Gemeinderatswahlen zeigt jedoch ein völlig anderes Bild, das sich nur in Hinblick auf die Gemeindetypen erklären lässt, nämlich städtische oder ländliche Gemeinde. Dann zeigt sich eine ziemlich einfache Struktur: je abgelegener eine Gemeinde, umso höher die dortige Wahlbeteiligung. Nicht alle Phänomene der Alpenregion lassen sich so räumlich trennen. Es wäre sehr nützlich, wenn die Datenbank und das ihr zugrunde liegende geographische Informationssystem in einem offen zugänglichen, webbasierten GIS bereitgestellt werden könnten. Wie in einem früheren Projekt (GALPIS-Web) gezeigt werden konnte, ist dies machbar und wird sowohl von der Öffentlichkeit als auch von der wissenschaftlichen Gemeinde gut angenommen. Le carte sono intese quali strumenti di approfondimento nelle problematiche legate alle sfide poste dai cambiamenti globali (cambiamento climatico, globalizzazione politica, economica e culturale). Le strategie per affrontare le sfide future devono poggiare su una solida base conoscitiva relativa alle strutture esistenti e sulla documentazione dei processi che sono già in corso. Analizzando le carte si notano nuove articolazioni territoriali. A volte appaiono in tutta evidenza i contrasti tra le Alpi Occidentali e quelle Orientali, più raramente tra le Alpi Settentrionali, Centrali e Meridionali. Spesso emergono anche i contrasti storici e culturali esistenti tra i grandi gruppi linguistici delle Alpi. Tuttavia alcune carte non rivelano aspetti così chiari: in questi casi il modello territoriale può essere influenzato dalle diverse strutture delle comunità rurali e urbane, agricole, industriali o turistiche, nonché dalle dimensioni di un comune. Ne è un esempio la partecipazione elettorale: a livello nazionale, nelle elezioni politiche, emergono evidenti differenze regionali nell’area alpina. La partecipazione alle elezioni locali presenta invece un quadro completamente diverso, che si riesce a interpretare soltanto in riferimento al tipo dei comuni, ovvero se si tratta di comuni rurali o urbani. Ed ecco che emerge una struttura piuttosto semplice: quanto più una comunità è remota, tanto maggiore è lì la partecipazione elettorale. Kot je bilo to dokazano že v enem izmed prejšnjih projektov (GALPIS-Web), je to izvedljivo in bo dobro sprejeto s strani javnosti in strokovne skupnosti. Tako lahko upamo, da bo atlasu sledil še en projekt, ki bo izboljšal javno dostopne informacije o prostorskih strukturah in razvojnih smernicah na območju alpskega loka. V nadaljevanju je na slikovit in oprijemljiv način predstavljen način dela strokovnjakov pri tem projektu. Na straneh, ki temu sledijo, pa se v mislih lahko podate na zanimivo popotovanje po Alpah in pobliže spoznate resnično življenje v tej edinstveni pokrajini. Vabimo vas, da jo raziščete in tako pridobite dodatna strokovna znanja. Kot je nekoč izjavil Albert Camus: »Potovanje je znanost.« EN there are clear regional differences in the Alpine region. Voter turnout in local elections, however, shows a completely different picture which can only be explained with reference to the types of municipalities, e.g. urban versus rural. Then a fairly simple structure emerges: the more remote a community, the higher the voter turnout is there. Not all phenomena of the Alpine region can thus be represented spatially. It would be very useful if the data base and its underlying geographical information system could be represented in an open-access web-based geo information system. As could be demonstrated in an earlier project (GALPIS-Web), this is feasible and has been well received by both the public and the scientific community. So it may be hoped that a follow-up project will come about to enhance public information on the spatial structures and development trends in the Alpine arc. Below we retrace the path followed by the scientists, but in a much more colourful and tangible manner. On the next pages, you can start on a fascinating mental journey through the Alps and get to know the reality of this unique landscape. We invite you to explore it and gain scientific knowledge from it. As Albert Camus said: “Travelling is … science.” Si può quindi affermare che non tutti i fenomeni della regione alpina sono suscettibili di una rappresentazione spaziale. Sarebbe molto utile se la banca dati ed il sistema informativo geografico su cui si basa potessero essere messi a disposizione del pubblico grazie ad un sistema web-GIS. Come dimostrato in un progetto precedente (GALPIS-Web), ciò è ben fattibile e incontra una buona accoglienza sia da parte del pubblico che della comunità scientifica. È auspicabile quindi che si possa realizzare un progetto di follow-up dedicato al miglioramento dell’accessibilità al pubblico delle informazioni sulle strutture territoriali e sui trend di sviluppo nell’arco alpino. Di seguito ripercorreremo il cammino seguito dagli specialisti, ma in modo molto più concreto e colorato. Nelle pagine seguenti potrete avventurarvi in un affascinante viaggio del pensiero attraverso le Alpi e imparare a conoscere la realtà di questo paesaggio unico.
