OBIETTIVI E INCONTRI
Scopo principale della missione è stato individuare le possibili collaborazioni con le Università e i Centri di
ricerca israeliani e rinforzare le collaborazioni esistenti.
A tal fine, nel corso della visita si sono svolti incontri con le seguenti università:
 Hebrew University;
 Cyber Park a Beer Sheva;
 Ben Gurion University (con visita del Laboratory for Autonomous Robotics);
 Bar Ilan University (con visita a Bar-Ilan Nanotechnology Institute-BINA);
 Tel Aviv University;
 Technion.
Tranne il Technion, tutte le Università visitate sono generaliste e multidisciplinari.
Gli incontri hanno avuto una durata complessiva di 18 ore e, nel corso della missione, sono state firmate tre
convenzioni per la collaborazione come segue:
 Università di Siena e Hebrew nell’ambito giuridico;
 SISSA e Bar Ilan University nell’ambito della Fisica teorica.
 SISSA e Weizmann Institute nell’ambito delle neuroscienze, matematica e fisica teorica.
Sono effettuati inoltre degli incontri con:
 Planning and Budgeting Committee del Council of Higher Education;
 Mobileye, azienda leader nel settore dei veicoli autonomi e sistemi per il collision avoidance;
 Fondatore StarTAU, Entrepreneurship Center.
La delegazione ha inoltre partecipato all’Academic Festival presso il Peres Center di Tel Aviv durante il quale
sono intervenuti il Ministro Giannini e il prof. Fabio Rugge.
Infine, sono stati visitati:
1. il Museo dell’Olocausto Yad Vashem a Gerusalemme (interessati a collaborazioni di ricerca su temi della
Shoah ed a mettere a disposizione documenti storici);
2. Il distretto delle Start-up di Tel Aviv.
Durante le visite il prof. Fabio Rugge, in qualità di Delegato CRUI per l’Internazionalizzazione, ha illustrato il
sistema universitario italiano.
LE AZIONI
Le azioni che hanno più frequentemente suscitato interesse sono:





intensificazione degli scambi di studenti e docenti nonché di progetti di Capacity Building nell’ambito
del programma Erasmus+;
incremento dei titoli doppi o congiunti, anche a livello di dottorato;
promozione delle collaborazioni con i dipartimenti degli studi italiani anche per quanto riguarda
l’apprendimento della lingua italiana e/o ebraica;
confronto tra i modelli di trasferimento tecnologico, anche con coinvolgimento delle aziende
interessate;
sviluppo di programmi per tirocini formativi in ambito sia accademico sia industriale.

Hebrew University: Programmi di collaborazione su studi del Mediterraneo;
Ben Gurion University: Programmi di dottorato congiunto, per il quale dispongono di un modello che
condivideranno con la CRUI;
Tel Aviv University: Accordi bilaterali per tirocini in azienda.
LE AREE DI INTERESSE
Le tematiche più frequentemente menzionate come di comune e urgente interesse sono le seguenti:
 Neuroscienze;
 Cybersecurity;
 Studi italiani (in particolare, l’ebraismo e l’antisemitismo in Italia);
 Nanotecnologie.
Oltre a quelle citate sopra (o nel loro ambito), vengono riportate nel seguito alcune tematiche specifiche
menzionate dalle singole Università:





Hebrew University: Human rights in danger (Minerva Centre);
Ben Gurion University: Autismo, Organic Semiconductor Devices, biotechnology, robotica e veicoli
autonomi (es. droni);
Bar Ilan University: Studi sull’ebraismo (lingua, storia, filosofia, etc.) e non equilibrium physiscs;
Tel Aviv University: Smart cities, innovative learning, crisis and emergency management. Invierà,
successivamente, una lista delle aree di interesse;
Technion: Knowledge and technology transfer.
CONSIDERAZIONI FINALE E SVILUPPI FUTURI
La Delegazione ha percepito un forte interesse da parte di tutte le istituzioni incontrate a promuovere
iniziative concrete ed immediatamente realizzabili. Il livello delle Università e dei centri visitati è apparso di
indubbio interesse.
Per dar seguito alle prospettive emerse verrà istituita dalla CRUI in collaborazione con l’Ambasciata
Israeliana e il Ministero dell’Università una commissione paritetica. Essa avrà i seguenti obiettivi a brevemedio termine:
 Organizzare nel 2017 giornate di studio italo-israeliane su temi di ricerca specifici;
 Organizzare nel 2016-2017 incontri per presentare l’approccio e la struttura degli uffici di
Trasferimento Tecnologico in Israele;
 Sviluppare un modello di riferimento per l’istituzione di titoli doppi e congiunti (riconoscimento
ECTS e corsi);
 Effettuare un censimento delle collaborazioni in essere tra le università italiane e israeliane.
