PREMISES
Skyguards presented to the members of the European Parliament patronizing
this conference, a proposal for support based on the following premises:
On 23rd September 1998 the Committee on Foreign Affairs, Security and
Defense Policy of the European Parliament adopted a proposal for a resolution on the
Environment, Security and Foreign Policy, with Mrs. Maj Britt Theorin as rapporteur. The
report A4-005/99 was presented the 14 of January 1999.
This extensive proposal analysed the geo-strategic changes in security
following the end of the Cold War, stressing the need to manage proper disarmament in
the military field in general and for nuclear weapons in particular, proposing, inter alia,
that the military resources freed should be allocated to non-military purposes, one of
which could be protection of the environment.
While recognizing the important part played by the armed forces in a
democratic society and their role in national defence, the proposed resolution clearly
states that military activity is responsible for widespread environmental destruction and
societal damage, in peacetime and in war. It draws attention to the ever more powerful
and more sophisticated weapons that are emerging, demanding enormous resources
in terms of research and development and thus making this sector a leading consumer
of advanced technology.
In paragraph T of the text it states that despite the existing conventions military
research is in progress on environmental manipulation as a weapon, as demonstrated
for example by the Alaska-based HAARP system. Defined as a weapons system which
disrupts the climate, outside of any legal framework, HAARP is a matter of global
concern and has to be regarded as a serious threat to the environment, with an
incalculable impact on human life.
Paragraph U refers to the experience of the development and use of nuclear
power “for peaceful purposes", characterizing it as a salutory warning as to how military
secrecy can prevent proper assessment and supervision of mixed civilian/military
technologies if transparency is in any way compromised. It is proposed that the wall of
secrecy around military research should be dismantled and the right secured to
openness, democratic scrutiny and parliamentary control of military research projects.
What has happened since adoption of this resolution in 1998? In the absence
of an institutional policy of transparency on the subject at both the national and the
European level, European civil society is becoming organized and is seeking
protection, addressing its appeal to the highest level of European governance.
SKYGUARDS view is that the demands and proposals of the report on the
Environment, Security and Foreign Policy resolution remain valid today. We
accordingly wish to stage a follow-up conference to draw attention to some of the
positions expressed in the said report after 12 years of further evolution of the
situation.
Resume of the conference
Entitled “Beyond theories of weather modification - civil society versus
geoengineering”, this conference aims at bringing to the European Parliament the
problematic of European people concerning clandestine aerosol spraying of all the
skies of Europe. Apparently comprising an element in ongoing weather modification,
the spraying takes place outside of any legal framework and clearly violates citizens'
rights to protection of their health and physical integrity. Despite the seriousness of its
implications for life on this planet in general, national governments do not attempt to
oppose it, and indeed deny that it is occurring.
The conference will address the current situation vis-à-vis geo-engineering
activity and weather modification, with contributions from such recognized experts as
Pat Mooney of the ETC Group. Statements will be presented from parliamentarians of
member states and civil society organizations. The demand is that European
institutions open a public debate, taking immediate action to expose, and ban this
unprecedentedly destructive activity that is being pursued without citizens' knowledge
and in defiance of the precautionary principle.

The multi-awarded film “Why in the world are they spraying?”, will be
screened the 8th April at 6.30 p.m. In the European Parliament, Altiero Spinelli - ASP
1G3.
This is an investigative documentary on one of the many agendas associated
with clandestine aerosol Spraying/geoengineering programs, “weather control”. As
Barbara H. Peterson from, Farm Wars, puts it, this film is by far the most in-depth
analysis of the chemtrail/geo-engineering issue that I have seen to date, clearly
outlining the motives behind this insidious program of altering natural weather
patterns, changing soil chemistry, and taking control of our food supply in the process.
The producer, of the film, Mr. Michael Murphy will be there for questions and debate.
