Per cosa si vota ?
What is the reason for voting ?
Quesito referendario: "Approvate il testo della legge costituzionale
concernente 'disposizioni per il superamento del bicameralismo
paritario, la riduzione del numero dei parlamentari, il contenimento dei
costi di funzionamento delle istituzioni, la soppressione del CNEL e la
revisione del titolo V della parte II della Costituzione', approvato dal
Parlamento e pubblicato nella Gazzetta Ufficiale n. 88 del 15 aprile
2016?".
Referendum question: “Do you approve the text of the Constitutional
Law regarding “provisions for suppressing the equal role of the
bicameral system, reducing the number of Members of Parliament,
containing costs for the functioning of the Institutions, abolishing the
CNEL (Economy and Labour Council) and revising Title V, Part II of the
Constitution”, as approved by Parliament and published in the Official
Government Gazette n. 88 of 15 April 2016?”.
Votando SÌ, l’elettore esprime la volontà di APPROVARE la riforma
costituzionale votata dal Parlamento.
Votando NO, l’elettore esprime la volontà di NON APPROVARE la
riforma costituzionale votata dal Parlamento.
By voting YES, the elector expresses the will to APPROVE the
constitutional reform voted by the Parliament.
By voting NO, the elector expresses the will NOT TO APPROVE the
constitutional reform voted by the Parliament.
Chi vota all’estero?
Votano all’estero per corrispondenza:
•
gli elettori iscritti all’AIRE residenti nei Paesi nei quali le condizioni
locali consentono il voto per corrispondenza;
•
gli elettori temporaneamente all’estero per motivi di lavoro, studio
o cure mediche che abbiano presentato l’opzione per il voto
all’estero entro il 2 novembre 2016, e i loro familiari conviventi,
qualora non iscritti all’AIRE.
Who can vote abroad?
You can vote by correspondence if:
•
you are registered with AIRE (Register of Italians residing abroad)
and you are residing abroad in a country whose local legislation
consents voting by correspondence;
•
you and your cohabiting family members – not registered with
AIRE – are temporarily residing abroad for reasons of work, study
or medical care providing that your Option Form to vote abroad
was duly submitted within 2 November 2016.
Come si vota?
Si vota per corrispondenza, con le modalità indicate dalla Legge 27
dicembre 2001 n. 459 e dal Decreto del Presidente della Repubblica 2
aprile 2003 n. 104. In particolare:
a) gli Uffici consolari inviano per posta a ciascun elettore un plico
contenente:
il certificato elettorale (cioè il documento che certifica
il diritto di voto);
la scheda elettorale;
una busta piccola (di norma di colore bianco);
una busta di formato più grande, preaffrancata,
recante l’indirizzo del competente Ufficio
consolare;
il presente foglio informativo.
b) l’elettore esprime il proprio voto tracciando un segno (ad es. una
croce o una barra) sul rettangolo della scheda che contiene le
parole SI o NO utilizzando ESCLUSIVAMENTE una penna biro di
colore blu o nero;
c) la scheda va inserita nella busta piccola che deve essere
accuratamente chiusa e contenere esclusivamente la scheda
elettorale;
d) nella busta più grande già affrancata (riportante l’indirizzo
dell’Ufficio consolare competente), l’elettore inserisce il tagliando
elettorale (dopo averlo staccato dal certificato elettorale
seguendo l’apposita linea tratteggiata) e la busta piccola
chiusa, contenente la scheda votata;
e) la busta già affrancata così confezionata deve essere spedita per
posta immediatamente, in modo che arrivi all’Ufficio consolare
entro – e non oltre – le ore 16:00 (ora locale) del 1° dicembre
2016;
f)
le schede pervenute successivamente al suddetto termine non
potranno essere scrutinate e saranno incenerite.
How do you vote?
You vote by correspondence according to the procedures contained in
Law no. 459 of 27 December 2001 and the Presidential Decree dated 2
April 2003 n. 104. In particular:
a)
the Consular Office forwards by post to each voter a
package containing:
the electoral certificate (i.e. the document that
certifies your right to vote);
the ballot paper;
one small envelope (usually a white one);
one larger pre-stamped envelope containing the
address of the relevant Consular Office;
this informative sheet.
b) you can express your vote by placing a sign (e.g. a cross or
a stroke) on the appropriate rectangle containing the words
SI or NO using ONLY a blue or black ball-point pen;
c) the ballot paper must be inserted in the small envelope
which must be securely sealed and contain only the ballot
paper;
d) you must insert the tear-off slip of the electoral certificate
(after having torn it off along the designated line) and the
sealed small envelope containing the cast ballot, in the
larger, pre-stamped envelope that has the address of the
relevant Consular Office;
e) you must then post the pre-stamped envelope immediately
so that it reaches the Consular Office before and not later
than 16h00 (local time) of 1 December 2016;
f)
the ballots that are received after the above time limit will not
be counted and will thus be destroyed.
