Fortunately, a good compromise was reached, and therefore SAPAR finally has a board that will be able to work in harmony over the next three years. Paolo Dalla Pria, the new president, has the significant advantage of being at the same time one of the major Italian manufacturers and operators, and therefore, by understanding the problems directly, guarantees that, having to resolve them himself, will benefit the entire business. If the Commissions are able to work to clear objectives and are technically coordinated by the new Secretary, SAPAR will once again have the support and achieve the successes that made it an important and essential association in the past. It is obvious that there are endless priorities and I myself, in their shoes, would not know where to begin, and so I leave it up to the Board and the Regional Delegates to define which actions should be taken first; however, perhaps selfishly, if I could suggest the President what he should request from the State Monopolies (or Parliament), I would have no doubts: recognition of redemptions with tickets, SWP and online games as new categories. This is the future of games of pure skill: if these changes are not introduced, not only will all games disappear from bars, but games arcades will also have to close. I am aware that the daily problems that arise regarding paragraph 6, paragraph 6a, multimedia kiosks and VLT are causing sleepless nights, and therefore deserve to be discusse as soon as possible with the relevant officials, however what have we achieved, as Associations in general, over the last three years, with our various requests? Nothing, I would say even less than nothing, because each local Inspectorate and branch of Customs and Excise, given the objective difficulties of staying constantly up-to-date with the new regulations issued almost daily, invent new requirements arbitrarily, requirements that have never been written or known, and cause different behaviour depending on the location. Therefore I would suggest that the new president should pay close attention to what is happening in the field of gambling, while lobbying for laws on the areas that are not yet regulated, in the hope of being involved in writing the rules for the regulations on these new types of game. In this regard, I would invite the various association representatives who may be involved in such discussions to refresh their memories on the topics in question, in particular rereading the articles published in this magazine in 55 October 2003, June 2004 and March 2005. There, they will find detailed descriptions and operating modes of these new games, as well as the technical criteria for testing and approving them. Photoplay, World Games 2006 I wanted to mention this meeting not only to thank Mr. Josef Ohlinger who kindly invited me to the event, but also to analyse it politically. Together with a strong Italian contingent, for four days we were guests of the owner of FunWorld at a marvellous ‘all inclusive’ hotel in Palma de Majorca, and we wondered more than once: “why on earth does he spend a fortune to host over 500 people for the finals of an international touch screen competition and hold a conference lasting less than two hours to talk business?” The response came, with the usual simplicity, from Josef himself: “In a market that offers very little to the players, why shouldn’t manufacturers of the games feel obliged to reward them for their loyalty, even if only with a splendid holiday? And if we didn’t do it, would the others have done it?” Ever since the first international meeting in Marbella five-six years ago I have been rebuking Mr. Ohlinger for the unbalance between business and pleasure. I remember that back then sales did not need to be driven, as everything went smoothly, without having to get the distributors involved in special sales strategies. Now that the entire European market is in a downturn, we wondered how he could be still so convinced that these meetings must continue, and mainly for the purpose of entertaining and bringing together the highest number of operators from different countries (27 countries on 4 continents). We all, probably, have had the chance to participate in meetings, congresses or presentations paid for by someone else, and all of us, I believe, have been forced to pay back with interest, by signing orders with the representatives on hand with their order books. Here at FunWorld, on the other hand, the opposite is true: all you have to do is have fun: if you remember to, perhaps, say thanks, otherwise it’s fine all the same! This is the same anti-conventional philosophy that the managers of this Austrian company have applied in never giving in to the request to add a little more violence, sex and gambling to their games to boost the success of their machines. They are convinced that by continuing to produce excellent games and continuously organising matches, while one market slows down (i.e. Europe) others open up, such as the United States, South Africa, eastern Europe, etc. Sono comunque convinti che continuando a produrre ottimi giochi e organizzando continuamente delle gare, se un mercato rallenta (vedi continua a p.58 58 continued from p.55 the on-line games played on secure machines made by professional companies, the interest in touch screens will take off again in Italy too. We are also convinced of this and, unfortunately, it’s been a long time! It is summer and even if we have sold very little, I believe we all need a welcome break to keep us away, at least physically, from the daily “robberies”, sudden Memos, incomprehensible tables of prohibited games, approvals that never arrive, PREU on the decommissioned machines, etc. I wish a happy holiday to all my colleagues from the coin-op sector, to the new MPs who will have an interest in our sector, and to the officials of the State Monopolies, with the hope that they all come back in September with much clearer ideas on the destiny of games of pure skill and on the technical standards for the new games with cash wins. Are we petulant and repetitive? Certainly, however this is always better than seeming to be idiots. When they defined the current paragraph 6 we had no alternatives; now that we can manage, even if only just, to earn our daily bread, we must fight for the paragraph 6a machines to allow the players more satisfaction and… more butter for our bread! Yet it certainly won’t be by using a credit card as IN and the coins from the hopper as OUT that we can compete, in manufacturing terms, with the rest of Europe. Who had this splendid idea probably imagined ensuring employment for immigrants or laid off workers from the Italian textiles industry. How long would these machines operate, with a potential of at least four times the current ones, before the hopper becomes empty, if not naturally fed with coins IN? This then is a job for our unemployed: one for each machine, standing behind it with a bucket full of coins and continuing to fill the hopper via a ‘funnel’ as it empties out! We won’t have much chance to export this technology applied to the New Slot 2, however we can always say that the Italian gaming industry is surely very original and socially useful! The Prince and the Beast! As we are going to press we have been struck by the ‘Vittorio Emanuele tornado’, that is, the scandal surrounding the Prince of Savoy with his “presumed” interest in casinos, prostitution and ‘compelled’ approvals. We will leave aside the first two cases and examine the third, relating to our sector. It will be hard to prove that he personally has been implicated in the issuing of these approvals, however the fact that there were thousands of totally unjustified approvals circulating in Italy, suchas. By simply going to an exhibition or reading a specialist forum one could, on paying the due sum, receive approval for distribution of a Puzzle Bubble game with connected slot machine, the initial screen showing the text “Puzzle Bubble” and generally with an introductory game very similar to the one with the bubbles. The fact that most disturbs me is that this phenomenon was already widely known for some time, not only to the operators, but also to the State Monopolies, and therefore I ask myself: 1) how is it possible that they con- 6, secondo me, sarebbe stato un illogico tecnico. ❑ tinued to issue thousands of approvals, if they knew about the illegal use of such? 2) why did the operators who were aware of this illegal behaviour, and suffered from unfair competition against these products, not report it, perhaps through the associations? Perhaps, if these facts had been rightly made public in 2004, the problems surrounding the approvals and the RFID on paragraph 7 games could have been avoided, problems that are ‘killing’ the entire pure entertainment games market. It’s easy to speak with hindsight, they say; I hope that these facts will teach us to care more for our profession in the future! Latest news I am starting to be happy to have been defined a “dickhead”: this new government held its breath for more than two months and then pulled a summer move out of the hat, which made me realise that the new people in charge, if nothing else, at least understand something. In particular, the decision to delay to January 1st, 2007 the reduction of the PREU to 12% (from the current 13.5%); this certainly didn’t make me happy, given that an extra 0.5% for the operator and the barkeeper would not have been bad, however applying it from July 1st to the current paragraph 6 machines, in my opinion, would have been technically illogical. In fact, irrespective of how the specific regulations in the 2006 Budget Act are interpreted (in any case they are clear and refer only to new paragraph 6a machines), common sense suggested that the aim of the legislator was that July 1st, 2006 would see the introduction of safer and higher performance games than the current ones, and therefore a lowering of the PREU by 1.5 percent would have meant in any case more income for the State, whilst also rewarding the collectors and the more zealous Licensees. It was obvious, thus, that this reduction could not be adopted for the current hated paragraph 6 machines, whose date of death has already been decreed by law! Further proof of the higher technical knowledge of the present Government if compared to the previous one comes from the cancellation of the obligation to pay the wins for the new paragraph 6a machines “in coins”.It didn’t need Einstein to work this out, however at least they have made the first move surrounding a law that makes me sick whenever I read it. Shame, however, for the unemployed in Italy, who have lost 170,000 potential jobs: perhaps they can go and drive taxis, in the hope that we no longer have to wait 45 minutes to get a taxi at the Fiumicino airport! Well done, Bersani, keep going in the same way! You never know, maybe someone from the left may also liberalise the gaming sector that, ironically, a liberal government monopolised in favour of the State. As I’ve been saying for some time, the hole in the ozone layer is starting to play tricks. I
