La prima pietra del nuovo teatro venne posata dall'amministratore generale del ducato Moreau de SaintMéry, in nome della Francia, per poi essere inaugurato nel 1804, nel corso di una festa popolare con fuochi d'artificio e fiera dei cavalli. Il progetto del teatro si deve all'architetto Lotario Tomba e fu voluto da una società di nobili piacentini costituitasi a tale scopo nel 1803. La facciata rielaborata nel 1830 da Alessandro Sanquirico, lo scenografo scaligero autore anche delle decorazioni interne, si ispira a quella del Piermarini della Scala di Milano. La facciata fu dotata anche, secondo il gusto dell’epoca, di un antiportico che fungesse da fermata per le carrozze. Sopra le porte della balconata in pietra del primo piano spiccano i bassorilievi raffiguranti le Allegorie dei generi teatrali di Alessandro Pettinati. La pianta è a tre quarti di ellisse per meglio rispondere alle esigenze acustiche ed ottiche. La soluzione strutturale adottata dal Tomba è ad alveare “all’italiana” capace di sfruttare lo spazio della cavea, attraverso la creazione di numerosi palchetti, per incrementare i posti per gli spettatori. L’aspetto attuale si deve a una riorganizzazione di metà ottocento, che ha conferito uno splendore di gusto romantico alla sala grazie ai velluti rossi e agli ornamenti dorati. Splendidamente decorato il foyer, da cui si accede alla sala per mezzo di porte a vetri e specchi dalle cornici in legno intagliato e dorato. Gli affreschi nella volta al di sopra della platea e il motivo a traforo in stucco sono opera di Girolamo Magnani. Negli ultimi decenni il teatro Municipale è stato sottoposto a numerosi lavori di restauro, ricavandovi, nella parte superiore, la spaziosa e accogliente Sala degli Scenografi.
