Welcome 1.1 Foreword Rally Italia has been confirmed in Sardinia for the eleventh year in a row and is holding a strong position inside the world championship panorama. This is not a surprise to us, knowing the qualities of our event and those of the persons working all year long with passion and professionalism to carry it out. A good race, technical and difficult, immersed in a unique territory, for its beauty and landscape variety, a race that has always put drivers and spectators safety in the first place. As usual the event proposes innovations. In this edition too, even if there are important changes compared to the past, tradition still plays an important role. Being the quality of the route the main theme, proposing again some stages which made this rally famous around the world, the rally aims to reach another important target: meet spectators. This will not change the structure of the event, largely appreciated, but will provide it with a unique frame. The rally revealed all its secrets already. The countdown of the 2014 edition has started. Sardinia, land of great passion and hospitality, is ready, as usual, to welcome with enthusiasm the varied peoples of the international rallies. To all men and women of the FIA, to all drivers, teams, mechanics, to national and international media, to fans coming from Italy and abroad, my warmest welcome. Head Quarter of the event will be Alghero, and the route proposes some new stages near this antique town with Catalonian origins, and near Sassari, besides the traditional stages in the unspoiled environment of the hinterland rich in luxuriant woods, looked after by Ente Foreste della Sardegna (Sardinia Forests Department). An important and new role will be played by Cagliari. The capital town of Sardinia will host the Ceremonial Start and one special stage to be run in town that will start the four-days-event of the World Rally Championship in Sardinia. The Head Quarter, Alghero, will host the Ceremonial Start near the town Rampart, and the Main Service Park along the quay of the tourist port, the “ramblas” of the Bousquets walk and Piazzale della Pace (Square of the Peace) located in the centre of the town. Alghero has over 40.000 inhabitants and is known also as “little Barcelona” since it maintained the use of the Catalan language. The 22.4% of the inhabitants speak the Alghero version of the Catalan language, which has been recognized by the Italian Republic and the Sardinia Region as an official minority language. Alghero host an institutional delegation of the Generalitat de Catalunya, the regional government of Catalonia. Alghero is one of the doors to Sardinia, thanks to the commercial harbour of Porto Torres and the airport Alghero-Riviera del Corallo, located 10 km north of the town and open to both national and international flights, with approximately 3.5 millions passengers every year. The coral working and sell played an important economic and cultural role for centuries and still does. 1.3 Validity Rally Guide 1, published in the month of February 2014 has no regulatory power. It is a document produced for all Teams, Competitors and Media representatives to prepare in advance the Italian round of the 2014 FIA World Rally Championship. RG1 10 Priority will be granted as follows: a. Priority 1 (P1) drivers; b. Priority 2 (P2) drivers; c. Priority 3 (P3) Drivers entered in the FIA WRC2 and WRC3; d. Non Priority drivers entered in the Italian Rally Championship (C.I.R.) e. Non Priority Drivers. If more than 90 entries are received the organizers reserve the right to decide which drivers among the nonpriority will be accepted according to drivers’ results and capacity of their cars. In case an entry is not accepted the Organizers will refund the entry fee reduced by any bank charges incurred during the banking process. © Rally Italia Sardegna 2014 4.2.1 Closing date for Entries • • • • The entry application form must be filled in and sent together with the entry fee receipt, only by registered letter or courier to the Rally office by Tuesday 6 May 2014 at 18:00. The entry application form and the payment receipt may also be sent by e-mail ([email protected]). In any case, the original application form and fee payment receipt have to reach the Rally Office within seven days (Tuesday 13 May 2014) after sending the e-mail.. Service Park 5.1 Information about the Service Park 5.1.1 Main Service Park Location: Porto Turistico e Piazzale della Pace - Alghero Inside the main Service Park all entrants to Rally Italia Sardegna will have the following spaces: WRC Manufacturers, WRC Teams, WRC2 drivers and WRC3 drivers will have the space recommended by the FIA. All other competitors will have an area of 10m x 10m. Should an entrant require more space, he/she must contact the Organisers no later than Tuesday 20 May. The organisers will try to satisfy the needs as much as possible. After this date requests will not be accepted. 5.1.2 Access to the main Service Park SERVICE and AUXILIARY plates necessary to access the Service Park are included in the Entry Package, that will be given out during the Pre-reconnaissance sign on. During the Rally, only cars provided with SERVICE and AUXILIARY plates distributed by the Organizers will be allowed to enter the Service Park Plates must be fixed inside the car, on the right side of the windscreen (co-driver side). The Service Park will open on Saturday 31 May 2014 at 10:00. 5.1.3 Allocated Service Areas in the Service Park After the entry closing date, the area corresponding to each competitor will be drawn on the final layout of the Service Park. Competitors who wish to use a joint area with other competitors must request it to the Permanent Secretariat within Tuesday 20 May 2014. 5.1.4 Facilities in the Service Park The organiser will be offering the following general facilities in the service park: - waste collection for mixed waste, oil, paper, etc. - toilets - general security in the Service Park area - electricity up to 3 Kw - water - car wash before entering the Service Park. The organiser can provide on request the following additional services: - private security service - additional portable toilets inside the team area - portable waste water tanks - waste water tank and motorhome septic tank emptying - electricity over 3 Kw - forklift service and container handling The additional facilities order form will be published on the event website. 5.2 Remote Service Park RG1 12 Location: TBA - OSCHIRI The maximum length allowed for service vehicles inside the Remote Service Park is 7 meters for one car and 10 meters for two cars. © Rally Italia Sardegna 2014 6. Two Way Radio 6.1 License Application Procedure Every radio transmitter is subject to licensing. In order to get the license it is compulsory to fill in and send the radio license application form to the organisers no later than Tuesday 6 May (Application form will be available upon request from the Secretariat and on the event website). The organisers will forward all requests to the Ministry of Communications with all details about frequency range. The Ministry will decide if the requested frequencies can be assigned and will issue a license. The Ministry Officials will monitor the use of radio transmitters during the Rally. Unlicensed use of a radio transmitter is forbidden and may lead to prohibition of the use of the transmitter, as well as a fine and/or the confiscation of the equipment. 6.2 Radio Contact details Radio Communications TBA 7. Helicopters 9.1 Registration procedure/information In order to ensure that air traffic may flow within the maximum safety conditions and according to the FIA Safety Regulations and the Italian Air Traffic Authority, all helicopters flying over the area related to Rally Italia Sardegna during the event, must be registered at the Rally Organization Office. Only duly registered helicopters will be allowed to fly over the Rally area and land in the helicopters zones or other sites provided during the competition. 9.2 Registration form Registration form has to be sent to the Rally Office by post or by fax +39 079 64 84 33 within Friday 30 May 2014. All the needed documentation and all other information will be given out during the Pilots’ Briefing that will take place at Rally HQ on Thursday 5 June 2014 RG1 14 © Rally Italia Sardegna 2014 9.3 Administrative fee Rally Italia Sardegna requires a payment of an administrative fee as refund for all the expenses sustained for the management of the helicopter service, the amount is € 3.050,00 (€ 2.500,00 + € 550,00 VAT 22%). IT 66T 02008 05203 000500033900 UNCRITM1704 Copy of the payment receipt must be attached to the registration form. 9.4 Briefing All helicopters pilots must attend the briefing that will be held on Thursday, 5 June 2014 at 18.00 hrs, at the Rally HQ. Failing to attend the briefing will comply the exclusion from the registered helicopters’ list and the prohibition to over-fly the rally restricted area. Please carefully follow the instructions below, making sure all the requested information is included and forwarded to the correct organisations and address, as failure to follow the correct procedures will delay the applications’ process. Rally Italia Sardegna considers the “Media Pass” a working tool to be used only by members of the press.
