Deliverable description
Press releases will be produced and sent to local and national press of all partners areas in order to raise
awareness and inform the general public on pilots certification project and on the ECVET. Press releases will
also be issued to promote specific events of the project such as the dissemination or consultation ones.

Piloti marittimi di diverse nazionalità s’incontrano a San Miniato
Nell’ambito del progetto europeo Certipilot, il sindaco Vittorio Gabbanini ha accolto nei giorni
scorsi in palazzo comunale una delegazione di rappresentanti dell’Associazione dei piloti marittimi
di alcuni paesi europei.
Certipilot è un progetto finanziato dall’Unione Europea nel programma “Leonardo da Vinci”, ed è
volto a creare un modello di formazione continua dei piloti dei porti “per migliorarne le competenze
e prevenire possibili rischi per l’ambiente e le persone”. In particolare il progetto ha l’obiettivo di
definire un modello di formazione professionale uniforme a livello europeo.
Certipilot prevede la collaborazione della Cooperativa dei Piloti marittimi di Malta (Malta
Maritime Pilots), l’Associazione dei Piloti Marittimi Turca (Turkish Maritime Pilots) e
l’Associazione dei Piloti Marittimi Spagnola (Collegio Oficial Nacional de Practicos de Puerto).
Il Centro Studi Enti Locali di San Miniato è l’Agenzia Formativa accreditata che coordina le attività
e che in tale programma ha ospitato i partner internazionali sul territorio sanminiatese con
l’obiettivo di un confronto sulle varie attività progettuali.
Il Sindaco Gabbanini ha ricevuto in palazzo comunale una delegazione di 5 persone rappresentanti
del Certipilot, tutti Capitani Marittimi di lungo corso, accompagnati da Nicola Tonveronachi e
Arianna Buti del Centro Studi Enti Locali e il coordinatore del progetto Daniele Fantechi.
Nicola Tonveronachi in qualità di project manager del progetto, intervenendo durante l’incontro, ha
evidenziato l’importanza strategica del progetto per la società Centro Studi Enti Locali e la
necessità per una struttura formativa come questa, in continua evoluzione, di confronto sulle
tematiche della formazione professionale con altre realtà europee. Tonveronachi ha anche anticipato
che la società organizzerà entro la fine del 2012 nel territorio un evento pubblico per condividere
l’esperienza e i risultati del progetto con istituzioni pubbliche che si occupano di formazione per
adulti.
Durante l’incontro sono state consegnate agli ospiti le tavole pittoriche di Mario Caponi raffiguranti
scorci caratteristici di San Miniato. A seguire la delegazione internazionale ha effettuato una visita
del centro storico.

In the last years, MMP carried out a number of important investments ranging from the upgrading of the fleet, the purchasing of the simulator and the setting up of a training branch. MMRTC is the training and research cooperative set up by the Malta Maritime Pilots Coop. in September 2011 and since then it has already offered a number of high-­‐
quality and specialised training to pilots and to other maritime operators. This new venture of MMP started thanks to the investment in the Manoeuvring Simulator, which is the only one available reproducing the settings of the Maltese ports. The investment was carried out in 2010 by MMP with the support of ERDF Innovation Funds administered by Malta Enterprise. The simulator was an opportunity to further develop pilots’ skills but it was also a great chance to start developing a new concept for maritime training in Malta. CERTIPILOT PROJECT: 518178-­LLP-­1-­2011-­MT-­LEONARDO-­LMP To achieve this goal, MMRTC was created and a qualified captain was employed to design and develop maritime training courses for pilots and seafarers. Moreover, MMRTC partnered with City of Glasgow College and started to offer a series of STCW training such as ECDIS and OIL TANKER that were not available in Malta before. To date, MMRTC has delivered over 700 hours of training to more than 120 people both Maltese and foreigners employed in the maritime sector. MMP wants to continue investing in training and research because it is convinced that this will help our Country to have a more skilled and capable workforce and it will position Malta as a hub for maritime training, especially for pilots. In order to do so, MMP is working not only in the design and delivery of courses, but also in the improvement of the international legislation for pilotage training. Maritime Pilots in fact do not enjoy a common EU framework when it comes to vocational training and Malta Maritime Pilots is filling this gap by leading an international consortium in the implementation of CERTIPILOT: a Leonardo Development of Innovation Project co-­‐financed by European Commission, whose aim is to create a common EU framework for pilotage training. In 2013 Malta would be the first country in Europe to apply the European Credit system for Vocational Training to pilotage and will then export this innovation to other EU countries. The Malta Maritime Pilots are leading an international consortium involving also the Colegio Oficial Nacional de Practicos de Puerto – i.e. the Spanish pilots’ professional organisation, the CSEL – i.e. an Italian training centre with experience in ECVET, the Turkish Maritime Pilots Association. The meeting marked the official opening of an online consultation period of two months. Persons working in the pilotage or maritime sector can participate in the online consultation period by filling this questionnaire. The questionnaire is part of the evaluation process necessary to achieve the objectives of quality, accountability and monitoring of the Certipilot project. As a qualitative tool, this questionnaire will contribute to general purpose of the evaluation of the work carried out by Certipilot team. The questionnaire is related to technical competences of occupational standards for Maritime pilots ad the ECVET-­‐
EQF system. In a short speech during the launch of the consultation period, the Minister for Infrastructure, Transport and Communication, Austin Gatt lauded the Certipilot Project which, he said, proves in a practical and tangible way the benefits of EU membership and a smart way of making use of the Lifelong Learning Programme. “In this case, the availability of funds combined with the right idea have created an opportunity for professional development in a very specialised area which, in this case, will contribute to improved standards of service that should in return enhance the safety, efficiency and competitiveness of our ports.” CERTIPILOT PROJECT: 518178-­LLP-­1-­2011-­MT-­LEONARDO-­LMP Certipilot paves the ground for mutual recognition of maritime pilots’ vocational training undertaken in all those countries, which will decide to adopt this system. In a world where ports and nautical services need to constantly adapt to the demands of shipping, it is a very useful tool to understand not only which skills and competences need to be enhanced, but also what type of training needs to be developed. The Manual is a comprehensive text which will identify the occupational standards required in relation to Risk Prevention in Port Operations, Environmental Protection for Maritime Pilots. Moreover, the manual will allow to assess the level rating of vocational training undergone by Maritime Pilots. Soc. Ltd. at The Palace Hotel, Sliema. The final event was organised in collaboration with Transport Malta and the National Commission for Further and Higher Education. The CERTIPILOT project provides for the creation of a qualification for Maritime Pilots in line with the European Qualification Framework and European Credit system for Vocational Educational Training. The qualification focuses on Risk Prevention in Port Operations, Environmental Protection for Maritime Pilots. The project parteners are Malta Maritime Pilots Coop., the Turkish Maritime Pilots Association, CSEL Srl and the Spanish National Maritime Pilots Chamber (Colegio Oficial Nacional de Practicos de Puerto). Capt. David Bugeja, Director of Ports -­‐ Transport Malta stressed that “The CERTIPILOT project can be considered as "pilot project". Within the industry (and beyond) we talk about the need for more seafarers, capacity building in the ports and maritime sectors, and the importance of combining academic qualifications with hands on experience yet the perception is that not much is being done. The Recognition of competencies/qualities acquired working in a maritime environment especially sea going positions is another critical point that ha san impact on Career mobility. CERTIPILOT is a positive contribution in this direction”. CERTIPILOT PROJECT: 518178-­LLP-­1-­2011-­MT-­LEONARDO-­LMP Ms. Edel Cassar, CEO of the National Commission for Further and Higher Education illustrated the procedure and advantages to register a qualification such as CERTIPILOT under the EQF. In addition she stressed that CERTIPILOT comes at the right time as in the upcoming weeks at EU level there should be a decision on the EQF value of STCW course. CERTIPILOT is innovative a sit combines both STCW and non STCW course in the context of EQF and ECVET. As part of the project, the partners have also presented the project manual. Both Na(onalist and Labour Maltese Members of the European Parliament addressed a Malta Mari(me
Pilots event in the European Parliament in Brussels that dealt with the recogni(on of training for
mari(me pilots this morning.
Emphasising that she will do all she can to further push the issue forward, MEP Roberta Metsola
welcomed the CERTIPILOT project saying that, "the recogni(on of qualifica(ons acquired through
informal and non-­‐formal training is crucial in the assessment of mari(me pilots' skills". MEP Joseph Cuschieri also addressed the conference praising the project and welcoming the
par(cipants to the European Parliament. Mari(me Pilots are expert ship-­‐handlers that advise ship captains to manoeuvre their vessels in local
waterways such as ports and passage areas. To perform such a delicate and challenging job, mari(me
pilots are not only experienced seafarers, but they also develop specific competences and skills related
to manoeuvring a ship. Therefore their qualifica(ons and competences depend strongly on their
experience. The CERTIPILOT project focuses on the recogni(on of Mari(me Pilots' qualifica(ons acquired through
voca(onal training and the applica(on of the European Credits system for Voca(onal Training (ECVET)
and the European Qualifica(on Framework (EQF) to voca(onal training undertaken by Mari(me Pilots.
In Europe there is a common Voca(onal Training System as well as a common Qualifica(on Framework
and the Voca(onal Training related to most of the European professions is based on this. However, such
system does not encompass the Mari(me Pilots Training. The project CERTIPILOT wants to fill this gap
by developing a common Framework for the Voca(onal Training undertaken by mari(me pilots with a
specific focus on risk preven(on and environmental protec(on in ports. The CERTIPILOT is a project led by the Malta Mari(me Pilots in coopera(on with CSEL srl (Italy), Turkish
Mari(me Pilots Associa(ons and Colegio Oficial Nacional de Prac(cos de Puerto (Spain). The project is
co-­‐financed by the European Commission under the Lifelong Learning Programme -­‐ Leonardo
