156 has continued up to this day to work on the feasibility studies and on the preliminary project commissioned by the Ports de Paris Company. At the base of the Grumbach project the idea to build the “new” river landscape for then proceeding to inserting the port. A paysage en mouvement to be redesigned through subsequent phases: the first consisting in the progressive de-pollution of the land and in the implanting of new vegetable land, to follow building of the new wet docks, and subsequently the parceling through the drawing of the land, for localizing of the businesses. The overall idea is that of creating a port inserted in a strong natural landscape, where the land project and its naturalization builds the new relation between the forest of Saint Germain en Laye and the Seine. The Port will occupy approximately half of the available surface in the plain. Its building will contribute overall to a radical transformation and the town of Achéres which, for a long time stigmatized due to the presence of the purification plant, will find itself in the following years launched from the local dimension of a small village squeezed in between the Forêt de Saint Germain en Laye and the Seine, to global one of a new multimodal platform open towards Northern Europe. Such a radical transformation will not just invest the “material” land which will be occupied by the building of the Port, but the entire plain; the whole of the land, between the port and the town of Achères, will become new frontier spaces to which the difficult task of mediating the relationship between the small urban center, the active nucleus of the port and the newly conquered center. The whole of these areas (over 400 hectares occupied by the Port) make up what the Ports de Paris Company defined territoire de cohérence which developed to the East and to the West of the port. The coherent adjective contains in itself the longing for an overall transformation which is not episodic, where the individual interventions “coherently” build the new landscape of the plaine, in respect and in valorization of its strong landscape value. The Town of Achères in 2010 has autonomously started off a consultation with the involvement of three pluridisciplinary teams AUC, Castro Casi-Denissof, Marniquet, to whom it was asked to interpret the possible role of the territoire de cohérence which will be reserved, in response to the pressing demand of logement sociaux, even to the localization of new residencies and of public spaces in relation with Seine. In the presently empty land between the city of Achères and the edge of the Seine the three teams, even if in different forms, have imagined the localization of a Wet Park designed in such a way as to welcome and reduce the risk of flooding. The new residential district strongly connected with the park will take up a narrow strip included between the park and the existing urban center, and will mark its confines; it will build the front, and will end up mediating between the inhabited area of the Grands ensambles of Achères and the new park with its extended views towards the landscape of the plain. A landscape - of which the three teams grasp the symbolism - characterized as is by the broad perspective, where the sudden visual aligning are built through the trees; a landscape made up by distant horizons and by others which become unexpectedly narrow and close. The void in the three projects is thought as open space which, through the intensity of the different distances by the new constructions, may contribute to fostering insertion in the paysage étendu of the plain. The project of the plain, in its entirety has the ambition of becoming an act of regaining in time of an “empty” and compromised land. The topic at the center of the objectives of the CDT Confluence consists in rethinking the transformation of this vast free and open area, through an urbanité faible8 - as defined by Daniel Loussat – that can measure up with the “temporality” of the project, that reinterprets the heterogeneous character of the territory, renouncing on pursuing a global project hic et nunc, and that is rather capable of looking at the territory as a laboratory of ongoing experimentation, without the pretension of grandiose acts, but capable, rather, to fill the key words with meaning adaptability, reversibility, moderation – in the project of the “new” land struggling to regain. 1 2 3 4 Cfr. http://www.riuso01.it/perche-riuso/ The comité de pilotage is made up by main political agents involved in the project, the State, the Ile de France region, la Mairie de Paris. The SDRIF of 1999 (Schéma directeur région Ilede-France) had already envisaged the building at Achères of a port, but not in the size and position of that envisaged by the Grand Paris. The hypothesis of the present localization has been advanced, during the international consultation of 2009, by the group coordinated by Grumbach. Intervention of D. Viviamo nell’epoca del “RI”…ri-usare, ri-abitare, ri-pensare, ri-informare ri-connettere… Public Space: Rem Koolhaas, Mutation. Osservatorio Nomade, Immaginare il Corviale: new project for urban vegetable gardens. (2012), Periferie e città contemporanea, Caracol, Palermo Key-word: Re- Link The prefix “re” and the Contemporary architecture This is the time of “RE”…re-use, re-habit , re-think, re-inform, re-connect… In Italian “ri” is an iterative prefix, i.e. it refers to something repeated or that is the result of repeated actions. As Alvaro Siza says in architecture “repeating is never repeat” . Even if we are working in the old city, where everything is formerly settled, we look at the place from a contemporary point of view and we choose the physical things and relations involved in our project. So, even if our project rebuilds something destroyed it is always something new… a new architecture, a new space, a new idea of city. So the peaceful prefix “re” takes on a revolutionary sense, because here, in this repeat that is never a repeat, we can find an experience of new forms, new uses, new relations, to use in the project. In this “re” we can find a way of being contemporary that let us recognize in the actual city and landscape new paradigms and new ways for the urban transformations Following this earlier reflections we can say that nowadays, when we are speaking in architecture and urban planning ,adding the prefix “re” to a verb we don’t refer to the action of repeating but to the one of the recycling, in the most common sense given to this term by the contemporary culture, i.e. from the ecological sense to the more strictly architectural one, well represented by the exhibition “ RE-CYCLE. Strategies for Architecture, City and Planet” Roma, MAXXI Museum, 1 December 2011 - 20 May 2012. The idea of “recycle” refers to the concept of re-using waste that is not only a physical transformation but a real change of sense. The artists at first used the recycle as an action able to give a new value to something. So while Duchamp, using the de-contextualization, changed an urinal into the “Fontaine”, Burri used wastes instead of paint brushes, transforming ripped burlaps in a metaphor of the contemporary man, tried by wars, marked by the blood and exterminations. Architecture and Urban Planning realized later the value of wastes, or better, only nowadays these disciplines use wastes starting from a different point of view compared to the ancient one. In fact, even in ancient time, stones and marbles taken away from ruins were used in new buildings. But these elements didn’t change their sense, they were always stones, marbles, columns and capitals, their being ancient materials made them noble and their 163 presence gave prestige to the new buildings. Today instead the contemporary culture works in a different “aesthetics”, or better in an opposite one. As Andy Wharhol says “probably wastes are ugly things but if you are able to work with them, to make them beautiful or at least interesting, there is much less wastefulness”. In the book “Da cosa nasce cosa. Appunti per una strategia progettuale”, Bruno Munari highlights that the creation of a work is a simpler and linear process and that it uses the ability to look at objects beyond their own common use. “One day I went in a sock factory to make a lamp. – We don’t make lamps, sir. You will make it. And so it was!” In the 1981 Bruno Munari didn’t shoot for on to the wastefulness decrease by reusing the waste, but he worked to build a new aesthetic that recognizes new and unusual values in the common use objects. Today this new “aesthetic” is first of all an “ethic” matter, since the environmental emergency imposes, in every fields, the cutting down of the un-renewable energies and the reducing of the garbage output. So, to work with wastes means, first of all , to find a new sense for materials and object that lost their original meaning and “RE-cycle” becomes an “analogicalplanning and no - scalar” apparatus that regards all the branches of knowledge, from the design to the urban planning. The great ideas of City and landscape, characterizing the Twentieth Century, produced wastes, backs, interrupted infrastructures, disused lands, forsaken inner cities, “new lands” that become materials for the project of a new architecture and of a new landscape, a project that points to find new meaning for wastes left from the imperfect carrying out of these great ideas of City. Link The great architectural utopias of the 60s and 70s represent some of the remainders left in our landscape by the past urban theories. These suburbs represented new models of inhabiting , new ideas of city and landscape, examples of them are the “Vele” in Scampia, The Corviale in Rome or the “Zen” in Palermo. They were the consequence of a firm belief in the power of architecture to give answers to complex questions, to resolve not only material and physical issues but even immaterial matters, such as social and economical ones. A “strong” discipline, founded on universal and theoretical laws, imposed the chooses of a project that was “unequivocally” right. So, forms coming out from this process often were physically external to the context, even if they reclaimed a theoretical belonging to places, attested by the typological choose or by the projectual theme. So the design of “Zen 2”, in Palermo, tries to rebuild the space of the old town city, while in the Mario Fiorentino’s intent the colossal size of the “Corviale” echos memories of Romans aqueducts. Generally the context, where these new suburbs were placed, was characterized by a minute urban texture typical of the agricultural zone, supported by the geography of the place. Often these new urban systems don’t respect these “natural” geometry, instead they impose to the landscape a “modern”design made by pure and abstract forms and by new infrastructures that had to link quickly old city with these new “parts”. The choice of locating these new suburbs far from the old city agrees the “tabula rasa” idea, that wasn’t possible in a consolidated structure, but this choise was the implementation of a way to think the development of the city made by new “focal points”, too. These new districts are emblems of a “certain” faith in the discipline. Also they represent expressions of an “hard” political power, a power that believed to be able to control the form of the city planned by plans and realized by projects. It wasn’t so. Today many of these districts are parts of a “generic city” that sprawls on the territory and pulverizes itself in a casual structure made by isolated houses, by industrial and commercial barns and by great urban structures. Raw materials of this city are the “remainings”, not only the little areas saved from a land consumption that is more and more wild and less and less controlled. But even the remains, or the ruins, of an “hard thinking”, a scientific one that was considered quite infallible. These remainings disturb us because today they are symbols of our decayed suburbs and they represent the failure of Architecture, too. We’d like to rub them out from our landscape and from our history. As usual in the face of an ideological failure there are two positions. On the one hand there is the revisionism of those that want to delete the failure, demolishing the “monsters”. On the other hand there is the radicalization of cultural positions that go on to defend the value of that ideology; somebody ascribes the failure of these experiences to other causes such as social and economical transformations that weren’t realized (or that were 164 realized bad) but they forget that these projects were founded on discipline autonomy and on the idea that Architecture was the most important actor of the process, able to establish rules for the other involved disciplines. Certainly failure of these utopias is not only the consequence of architectonic wrong choises, there are other reasons too, such as the difference between the initial project and its real building: the public structures expected by the project often haven’t been realized, common areas have been transformed in private ones and sometime buildings have been occupied illegally before being completed. However as Benedetto Todaro says, starting from 1960 the idea of the architecture autonomy gave to the project the comforting illusion of a scientific rigor that could have been guaranteeing of the work quality (cfr. TODARO, 2012). So, today it’s important to reconsider if the original project really configured comfortable rooms and if it really has been able to give answer to a civil quality request even going on in time. It’s time to look to limits of these experiences and to consider the reasons of their inefficacy. Only if we start from the evaluation of these limits and of the distance between the original idea and its real realizations we can really activate a process to reassume these “wastes” in the dynamics of a continuously changing reality, where relations are more important than physical things. So, a project of reusing these “wastes” is first of all a “re-link” one. This word “re-link” doesn’t mean a generic re-connection to the city realizing new infrastructures but, on the contrary, it suggests the thin web of relations working not only on a material level , using all the spaces able to restore the identity and the character of places. This re-link has to be realized according the reasons of a soft and sprawled modernity, opposing to a scientific rigor and favoring the “fuzzy” thought that, even if it doesn’t represents any more geometry and precision of mathematical paths, represents very well the fuzzy reality of galaxy, its evolutive level, a cloudy and milky one, suspended between mass and energy. We have to re-start from the relational space, the public space that is no more a monumental form, a memory harbinger or a new interpretation of old archetypes (i.e. foro, agora, piazza etc.). This space is now a ceaselessly changing system of relations, an open and flexible structure able to receive new uses, new cultures, new requests. As Manuel Gausa says the relational or convivial city represents the transition from the old public space, that was a representative and homogeneous one, to the new “relational space” that is a more adaptable, interactive and ambivalent one. In the 90s, Rem Koolhaas wrote about the actual transformation of public space in “mall”, the shopping centre. This radical and revolutionary theory represents the full acceptance to the consumeristic thought by contemporary culture. Many accuse the Dutch architect of being too much cynic because in front of the architectonical social failure, represented by the great utopias of the past Century, he doesn’t search for a redemption but he capitulates to the reality. His action doesn’t point to improve the landscape, he “records” the complexity according the logic of disengagement that accepts the “ugly” as a contemporary character and makes the Architecture free to work in the imagine field, indifferent to the context where it places. Really Koolhaas speaks about a deeper cultural change than the physical transformation from museum in mall. He speaks about public space, not as a stabilized form, but as “liquid space” where many nets intersect, not only the physical ones such as the infrastructure and technology nets but even the immaterial ones such the information nets. The global crisis, running over our world, can weaken the idea of public space as a “global” space, indifferent to the context, but not the idea of a space that is no more a monumental form but a more friendly and flexible place. Between 2004 and 2005, many people worked on this idea of public space in the experience “Imaging Croviale” by “osservatorio Nomade. This experimental laboratory, inside the Mario Fiorentino’s “giant”, works to build a more human public space, involving in this experience not only researchers and architects but even artists and people living in the building. During the work, researchers observed that sometimes the more flexible and common rooms were the ones occupied unlawfully. So the 4th floor, originally destined to common activities and then occupied by residence, there are some flexible areas used from time to time as space for children, common dinner area, gymnasium. Starting from the observation of this group dynamics, and from the current social relations, the “Stalker” worked to define new solutions for residences and public rooms. Inhabitants participated actively to the study of these new solutions transforming the typological scheme of residences in a qualitative map of the uses. Another important experience of the laboratory was related to the public green spaces. Even before the action of the “Osservatorio Nomade” in the Corviale there were urban vegetable gardens. They were organized as a land strip a mile long and formed a physical border between the building and the landscape. During a workshop about the microtransformation to active in the Corviale, the system of vegetable gardens has been imagined as a part of a great urban park including common greenhouses, promenades, cycling lines, it represents an ecological system where public space became a productive space and where new social relations and a new social identity of are possible. Perhaps this new public space “more active than representative” ( Gausa, cit.) is the new challenge for Architecture that is no longer called to build new “centralities” but to re-use and re-link the border lands, the wastes and the remainings. It’ really a very hard challenge because it dictates a real reflection about the sense and the role of the discipline. In the laboratory of Corviale, architects didn’t work autonomy imposing their projects to the inhabitants, neither they worked to use the project as an autograph. Architect is no more “deus ex machine” able to manage world destiny and neither an indifferent public looking to the reality with disenchant, he is now only one of the many actors involved in the urban transformations. The new “ecological paradigm” can represent a way to pass the discipline crisis caused by the failure of great utopias and from the resulting lost of any social role, provided that finally we come back to reflect about the real reach of our action, about our limits and about our real instruments of work.
