Paris Convention
Application of the Paris Convention
to the Territory of Hong Kong
The Director General of the World Intellectual
Property Organization (WIPO) was informed by the
Government of the United Kingdom of Great Britain
and Northern Ireland, by a notification dated
August 9, 1977, referring to Article 24(1) of the
Paris Convention for the Protection of Industrial
Property, as revised at Stockholm on July 14, 1967,
that the said Convention shall apply to the territory
of Hong Kong.
The Notification referred to above shall take effect
on November 16, 1977.

Lisbon Agreement
Accession to the Lisbon Agreement (Stockholm Act)
CONGO
The Government of the Congo deposited, on
August 8, 1977, its instrument of accession to the
Lisbon Agreement for the Protection of Appellations
of Origin and their International Registration of
October 31,1958, as revised at Stockholm on July 14,
1967.
The Stockholm Act of the Lisbon Agreement will
enter into force with respect to the Congo on
November 16, 1977.

Accession
CZECHOSLOVAKIA
The Government of Czechoslovakia deposited on
July 28, 1977, its instrument of accession to the
Strasbourg Agreement Concerning the International
Patent Classification of March 24, 1971.
Furthermore, this instrument of accession contains
the following declaration:
"Acceding to the present Agreement, the Government of the Czechoslovak Socialist Republic wishes
to declare that the provision of Article 12,
paragraph 3, of the Agreement concerning the
validity of the provision of Article 24 of the Paris
Convention for the Protection of Industrial Property in relation to the present Agreement has been
overcome and is in contradiction with the Declaration of the United Nations on the Granting of
Independence to Colonial Countries and Peoples. "

The Strasbourg Agreement will enter into force
with respect to Czechoslovakia on August 3, 1978.

Havana Workshop on Information
from Patent Documents
(Havana, May 23 to June 3, 1977)
Note*
At the invitation of the Minister of External
Relations of the Republic of Cuba and the Director
General of the World Intellectual Property Organization (WIPO), a Workshop on Information from
Patent Documents took place from May 23 to June 3,
1977, in Havana, Cuba.
The Workshop was organized by the National
Office for Inventions, Technical Information and
Trademarks of the State Committee for Science and
Technology of Cuba with the cooperation of WIPO
and under the sponsorship of the Swedish International Development Authority (SIDA).
The following Governments of the Caribbean area
sent representatives to participate in the Workshop :
Barbados, Colombia, Costa Rica, Cuba, Grenada,
Guatemala, Honduras, Jamaica, Mexico, Panama,
Surinam. The United Nations Development Programme (UNDP) and the International Federation of
Documentation (FID) were represented by observers.
Representatives of the Patent Offices of the German
Democratic Republic, Spain and Sweden and of the
International Patent Institute (ÜB) participated as
consultant experts. Approximately 50 observers from
Cuba and one observer from Barbados were also
present. The list of participants appears at the end of
this Note.
Mr. J. M. Rodriguez Padilla (Cuba) was elected
Chairman and Mrs. A. Castro Granados (Costa Rica)
and Mrs. G. Edwards (Jamaica) were elected ViceChairmen of the Workshop. Mr. P. Claus, Director,
Patent Information Division of WIPO, acted as
Secretary of the Workshop.
Sixteen lectures were heard at the Workshop. Seven
of them were given by consultant experts from
Sweden, one each by consultant experts from the
German Democratic Republic, Spain and the International Patent Institute, three by representatives of
the Host Government, and three by the International
Bureau of WIPO. The lectures dealt with the
following six main subjects:

basis of the report of the Workshop.
(i) general introduction on the usefulness of patent
documents as a source of technological information ;
(ii) study of patent documents and systematizing of
patent document collections ; the International Patent
Classification (IPC) ;
(in) means of access to patent documents and their
technological content ;
(iv) cooperation between national, regional and
international institutions in the field of patent documentation ;
(v) institutional, material and staff requirements
for handling information contained in patent documents ;
(vi) education and training.
The Workshop approved a certain number of
recommendations regarding patent documents in
general, the International Patent Classification (IPC)
and its use, patent document procurement, shelving
and microforms of patent documents, bibliographic
search systems for patent documents, international
and regional cooperation in the field of patent documentation and information and industrial property
matters, education and training, and, finally, institutional, material and staff requirements for handling
patent information.

International Symposium on Patent
Information and Documentation*
(Munich, May 16 to 18, 1977)
An International Symposium on "Patent Information and Documentation" was organized by the
Committee on Patent Documentation of the German
Society for Documentation and the German Patent
Office, in cooperation with WIPO, in Munich from
May 16 to 18, 1977.
At the opening ceremony, the participants were
welcomed by Dr. A. Bogsch, Director General of
WIPO, Dr. E. Hausser, President of the Symposium
and President of the German Patent Office, Dr. A.
Jaumann, Minister of Economy and Transport of
Bavaria, Dr. H. Möhring, President of the Organizing
Committee and President of the German Society for
Documentation, and Mr. E. Müller-Heydenreich,
Mayor of Munich.
Some 500 registered participants, who had come
from 29 countries and six intergovernmental and two
international non-governmental organizations, heard
21 lectures dealing with, inter alia, the following
topics:

— patent information—an important factor in technical progress;
— characteristics and volume of patent information ;
— secondary patent literature and patent-associated
literature ;
— access to patent documentation by users in developing countries;
— expected role of the Patent Cooperation Treaty
(PCT) in patent documentation ;
— International Patent Classification (IPC) ;
— patent information activities of the European
Patent Office;
— future role of national Patent Offices in providing
patent information.
The lecturers came from seven countries, five
intergovernmental organizations and one international non-governmental organization. They were
all eminent specialists in the topics treated at the
Symposium. WIPO was represented among the
invited speakers by Mr. F. A. Sviridov, Deputy
Director General, who gave a lecture on "Patent
Information Activities of WIPO."
The lectures were given in English, French or
German, and simultaneous interpretation to and from
these languages was provided. The various organizational matters were excellently handled. The text
of the lectures will be published by Verlag Dokumentation, Munich.

Concerning the Temporary Protection of Inventions,
Trademarks and Service Marks Exhibited
at the International Exhibition TIBCO '77 —
Bucharest 1977
The International Exhibition TIBCO '77 will be
held in Bucharest from May 7 to 15, 1977.
Inventions, trademarks and service marks exhibited shall enjoy the temporary protection provided
by Law No. 62/1974 on Inventions and Law
No. 28/1967 on Trademarks and Service Marks.
The Administration of the International Exhibition
TIBCO '77 will issue certificates of guarantee, upon
request, until the closing date of the Exhibition.

The International Exhibition TEHNOEXPO '77
— Bucharest 1977 will be held in Bucharest from
October 15 to 24, 1977.
Inventions, trademarks and service marks exhibited
shall enjoy the temporary protection provided by
Law No. 62/1974 on Inventions and Law No. 28/1967
on Trademarks and Service Marks.
The Administration of the International Exhibition
TEHNOEXPO '77 will issue certificates of guarantee,
upon request, until the closing date of the Exhibition.
