IMO – SOLAS Regulation Loaded Container Verified Gross Mass (VGM)
Dear Valued Customer,
We are pleased to inform that International Maritime Organization (IMO) implemented the Safety of Life at Sea (SOLAS)
convention, Chapter VI Regulation 2 regarding the mandatory Verification of the gross mass of a container declared by
Shippers.
It is worldwide mandatory regulation to avoid accidents due to wrong vessel stowage. VGM will be used for vessel
planning and safe stowage.
Unless any last minute extensions, effective from Jul 1st 2016, all loaded export containers are required to have a
VERIFIED GROSS MASS (VGM) declared by Shippers and irrespective from whom the containers are booked as under the
SOLAS requirement, the shipper named on the ocean bill of lading is the party responsible for providing the maritime
(ocean) carrier (‘master’) and the terminal operator (‘terminal representative’) with the verified gross mass of the
packed container.
VGM is required prior of any container shipment. Cargo will not be loaded on board unless a certified VGM has been
provided by the shipper.
The Solas regulations give two different methods for the VGM submission :
METHOD 1 – Obtain VGM by weighing the packed container on a certified weighting bridge/device and substructing the
road vehicle (chassis, trailer, container tara)
METHOD 2 – Obtain VGM by weighing individual shipments (including packing materials) on a certified weight, dunnage
and container tare weight.
We, Vector spa will operate the following way :
FULL CONTAINER LOAD
If shipper has got a certified weighing, they can provide us VGM at the time of loading. Then we will be transmitting all
information to the shipping lines. In case the weight of the container is inspected at the port gate in and there is a
discrepancy of 3% than what declared in the VGM, there will be additional charges which will be totally on shipper’s
account.
In case the shipper cannot check the weight the container at the time of loading, we can offer such a service. Costs for
this operation are not jet available.
LCL (Less than Container load)
If shipper has got a certified weighing, they can provide it to us, we will sum it up together with all other cargoes and
transmit the VGM to the terminal . In case the weight of the container is inspected at the port gate in due to a

discrepancy of 3%, the whole container will be unloaded. The shipper who has provided a wrong declaration will be
billed for all charges.
In case the shipper cannot check the weight of the goods, we can provide such a service. Costs for this operation are
not yet available.
