Within the framework of Measure 1.3, the regional operational programme for Sardinia has concentrated mainly on soil
protection. Hydrogeological upheavals, which represent a real environmental threat throughout Italy, frequently require
work to secure slopes and rock formations against landslides, especially those near inhabited areas where local populations
are at risk. In Castelsardo, consolidation work has been carried out in the higher part of the old town centre below the

La Regione Sardegna quest’anno ha deciso di dare informazione e diffusione, attraverso il calendario
2007 del POR Sardegna 2000-2006, di quanto ha potuto realizzare con la programmazione e la gestione
dei fondi dell’Unione Europea.
Un’importante opportunità, quella offerta dai Fondi Strutturali, che la Regione Sardegna ha saputo
cogliere e che ci ha dato modo di superare alcuni sensibili divari con altre regioni.
Nel calendario sono descritti un numero limitato di progetti, senza nessuna specifica graduatoria di
importanza, semplicemente esemplificativi della varietà di quanto fatto attraverso il POR, progetti
che hanno poca visibilità in quanto immateriali o infrastrutture di base dislocate in aree difficilmente
raggiungibili.
Il nostro scopo è quello di far sentire i sardi partecipi e consapevoli di questo importante cammino,
in cui le opportunità di crescita siano le stesse per tutti e dove tutti abbiano la possibilità di contribuire
al comune sviluppo economico e sociale.

This year, the Autonomous Region of Sardinia has decided to
disseminate information on what it has accomplished with
programmes and funding from the European Union by publishing
a calendar for 2007 illustrating projects funded under the
regional operational programme for Sardinia 2000-2006.
The region has taken advantage of an important opportunity
afforded by the Structural Funds. The programme has made it
possible for us to bridge some of the wide gaps between us
and other regions.
The calendar presents examples of a variety of projects, funded
by the regional operational programme. Some are small projects,
others much bigger and some are not even thet visible but all
contribute to improving the quality of life of our citizens.
Our aim is to give Sardinians a sense of participation in and
awareness of these important developments, in which
opportunities for growth are the same for all and in which all
can contribute to common economic and social progress.

I Fondi Strutturali costituiscono un’ importante fonte di finanziamento che l’Unione Europea mette a disposizione delle regioni con ritardo di

La Sardegna riceve tali finanziamenti attraverso diversi programmi, quali il
Programma Operativo Regionale (POR) 2000-2006, e programmi minori come
il Leader + e Interreg.
Inoltre con i programmi multiregionali riceve finanziamenti che può destinare
alla ricerca scientifica e tecnologica, ai trasporti, alle scuole e allo sviluppo
locale. L’organizzazione per la gestione dei fondi è condivisa dalla Commissione
Europea e dalla Regione, mentre la gestione amministrativa dei finanziamenti
è sotto la responsabilità delle Amministrazioni nazionali e regionali, e sono
queste autorità responsabili dell’erogazione delle risorse finanziarie ai potenziali
beneficiari che partecipano ai bandi pubblici.
L’elenco dei beneficiari viene redatto in base alla valutazione delle proposte e
ad una graduatoria di merito.

agricole e lo sviluppo rurale; lo Strumento Finanziario di Orientamento della Pesca (SFOP), che promuove l’ammodernamento del settore pesca
e dell’acquacoltura.
Il POR, Programma Operativo Regionale Sardegna 2000-2006 è un piano settennale di interventi, presentato dal Governo italiano alla Commissione
Europea, avente lo scopo di aiutare la regione Sardegna a superare il divario esistente tra il proprio livello di sviluppo e quello medio degli stati
membri dell’Unione Europea. Questo divario, per il 2000-2006, oltre che la Sardegna, interessa anche la Sicilia, la Campania, la Basilicata,la Calabria
e la Puglia, tutte regioni italiane comprese nel cosiddetto Obiettivo 1.
Nel POR Sardegna sono state individuate sei grandi linee di sviluppo definite Assi: Risorse naturali (Asse I), Risorse culturali (Asse II), Risorse
